MINUTES OF MEETING HELD AT THE SECURITY POLICE HEADQUARTERS 7 JULY 1988, 12.00PM TO 13.00PM PRESENT: CHIPPIE OLVER MICHAEL EVANS DETECTIVE W/O VAN DEN HEEVER DETECTIVE SERGEANT COETZEE 1. We were hosted by van den Heever, while Coetzee was present throughout the consultation. In addition W/O Steenkamp was present in the same room but did not participate in the meeting. A % 2. Van den Heever informed Chippie that he was investigating a breach of the 1987 Emergency Regulation No. 5 (b) with regard to the "Out of Step" publication (OOS) Volume 1 No. 4. He showed us a copy of the publication in which various portions were underlined, obviously relating to the aspects of the publication which they considered breached the Emergency Regulations. We were able to mark on Chippies copy of the publication some of the portions which they had underlined. 3. Van den Heever took down certain personal particulars from Chippie, and then warned him that anything he said could be used against him in evidence. He asked Chippie whether he wished to make a statement, to which Chippie replied in the negative. He then put the following questions to Chippie.

This morning at O8hO0 I was telephoned by a nersistent caller who said

that he was phoning in connection with a letter appearing in the Cane

Times this morning. He had a faint Afrikaans accent, and denounced me

as being yellow in various parts of my anatomy (belly, penis, shit etc.).

This Oscar Wilde repartee was resumed in another call after I put the

phone down. I asked him if h e’d been in the Army; he said for two years

and 6 months, which is an odd way of describing national service

followed by camps, leading me to wonder if he was not PP. I inquired if

he had my number (which is not in the phone book) from the Security

Police (jocularly); to my surprise he said yes, but then contradicted

himself saying that he had it from my family (which was a lie). I nut

the phone down and went out to get a Cane Times, honing to see in it the

letter on military matters which I had written some days earlier. The

letter had not appeared. I had. had a teleletter in that newspaper the

previous day, so it is possible that the caller was nhoning in regard to

that, but I am surprised that he called me early in the morning of the

followingvday talking about a non-existent letter. On the other hand, if

the call was in connection with the letter which I had written, this

adds to my suspicions that the caller was a member of the security

forces, which were bolstered by the fact that he was calling at the

same time that the SADF-snonsored ’Radio National Freedom1 and 1 Inti-

Liberal Alliance1 phone calls usually came.

16th: * Branch car parked outside Dave Green's house overnight. 22nd: * W/O Trompie Theron visited the ECC office and declared that the planned ECC Fair was illegal. Site where the fair was to be held was visited by police and a similar message was given. Lawyers negotiated with branch to allow it to go ahead.

* Phone call from Publication Control Board saying that'War* series of films, being shown at our film festival, had not been cleared with them. According to a Dr. Coetzee, he was acting on a complaint. Problem sorted out a few days later as films were from the provincial library.23rd: * A helicopter (registration number Z2HLY) swooped low over ECC fair at 11am and dropped two types of smear pamphlets published by the Anti— liberal Alliance. One pamphlet linked us to the ANC and the other questioned our motives for having women involved in ECC.

* Police arrived at the fair at 2pm and said they had recieved a warning that a bomb would explode. Dogs searched but found no bomb.27th: * Lots of anti ECC graffiti appears around Cape Town and at UCT saying mostly things about Ivan and Paula. Graffiti sprayed on walls outside Mike Evans and Paula's house. More smear posters appear (ECC is Yellow, Does it from behind,etc.)

J u n e :1st: * Crank phone calls to Ivans house continue.9th: * Ivans friend Graeme Perlman's life threatened by phone ca l l e r .

* Breakdown service instruct ed to tow away Graemes car.11th: * Anti Liberal Alliance pamphlet appears in parent group member Angus Morton's post box.16th: * Graeme Perlman provided with an escort for the night.22nd: * 4 Crank phone calls to Ivans house .23rd: * Ivans car and house and his neighbours car and house covered in ECC "Peace Off" stickers.

* A3 Poster stuck up: "Ivan Toms is a fairy".* Anti Ivan graffiti appears.* ECC "Peace Off" stickers appear on Angus Mortons car.* Anti ECC poster stuck on Graeme Perlmans car.

25th: *5 Crank phone calls to Ivans house

July:1st: * Printed posters stuck on cardboard and hung from poles with Out of Step" logo and ECC chain put up all over Cape Town. Slogans: "ECC Probes Gay Membership", "Toms AIDS Test Positive". (This was the day that Ivan was due to be called up on).10th: * During this period the following ECC members have received crank phone calls: Chippy Olver, Matthew Blatchford, Felicity Wood, Tracey Clayton and Angus Morton.14th: * Phone call that claimed that bomb was about to explode in the office. Bomb Squad arrived, but no bomb.

For the 2 weeks prior to the day that Ivan was called up on (1st July), office had crank phone calls about ECC and mainly about Ivan everyday, sometimes up to 6 a day. The day that Ivans call- up was postponed the phone calls stopped until about the 14th

July. Most callers said they were from the Anti Liberal Alliance j although there were some arbitary callers.3rd,4th and 5th August: Caller says he is from National Radio Freedom, makes anti—ECC comments and plays old German Nazi music.

* ECC member's car broken into and ECC pamphlets stolen.

* Wheel nuts of ECC member's car loosened.

March 1986

* An ECC national worker's air ticket cancelled by an unknown person without his authorisation.

* A group of men join an ECC fun run wearing T-shirts with the slogans "I love SADF", and "End Communism Campaign'' printed on them.

April 1986

* Five unidentified men confront ECC workers at an ECC street booth, remove all the media from the table, steal a banner, assault 2 ECC workers, and push aside a woman approaching the booth. Assault charges are laid with thepo]ice.

* The "anti-communist, anti-terrorist campaign" distribute posters in the vicinity of the venue for an ECC public meeting. The posters depict-ed a victim of a "Necklacing" with the slogan "ECC and supporters - you could be next". The same poster was sent through the post to members of ECC and the Civil Rights League.

* A poster is distributed around town depicting a man being "necklaced" and in the foreground a man wearing badges which contain the names ECC and UDF. It carries the slogan "SADF out of the townships - so that we can terrorize the people in peace."

* A stream of abusive anonymous telephone calls are received at the ECC office.

May 1986

* Unknown individual approaches landlord of ECC office, falsely claiming that ECC is refusing to sublet one of its offices to him because of his political views and claims that ECC members "are a bunch of communists".

November 1986

* Pamphlet distributed around Cape Town attempting to smear the planned ECC Peace Picnic. The pamphlet followed an ECC pamphlet advertising the picnic in all details and style with the exception that it said that the picnic was for "Blacks Only" and that "tyres should be brought along". The pamphlets were distributed to homes in Bishopscourt, Newlands and Constantia. The picnic was held in Bishopscourt. The pamphlet was also displayed on electricity poles and traffic light standards, as well as the gates of Bishopscourt.

* A poster similar to that advertising an ECC rally is illegally pasted on shop doors and windows and on electricity boxes throughout Cape Town.

* On the day that an ECC sponsored walk is prohibited by a police order a slogan is painted on the ECC office door which reads "ECC we will get you".

* Posters advertising an ECC candle light vigil are systematically torn down or torn in half.

January 1987

* Graffiti "ECC kills" sprayed on the approach road to the University of Cape Town.

April 1987

* Graffiti sprayed and painted around the University of Cape Town reading: "Paula se poes", "ECC=ANC", and "Paula Hathorn, we are going to get you".

* Posters stuck over street posters advertising an ECC Day of Concern. The new posters bearing the ECC logo advertised a "National Day of Mourning" for "Victims of Terrorism", "Deceased National Servicdemen", and "Civilians Murdered by the ANC". Graphics on the posters showed a "terrorist" standing above a "necklaced" child and the Fort Klapperkop statue of a National Serviceman. These posters were also pasted over PFP elections posters.

* Further anti-ECC posters stuck over previous smear posters and on walls around Cape Town bearing the following

* Anti-ECC graffiti put up, some on shop windows.

* Banner, posters and pamphlets stolen from an ECC members car while other items of value left behind.

* ECC member Dr Ivan Toms is telephonically informed by a friend that a group of men have been seen putting up anti- ECC posters. He informs the police who claim they are unable to locate the culprits. A while later, Dr Toms caught the group putting up poster in Mowbray. He summoned police from Mowbray Police station. Together they apprehended the culprits. They were in a white Isuzu light delivery vehicle with the registration number CY 137 437. There were two men in the front of the vehicle and two men in the back with buckets of glue and illegal anti-ECC posters. They were asked by the police to drive to the police station. They, however, drove off in the wrong direction. Both Toms and the police chased after them, but they escaped. The police subsequently claimed that the registration number was false and that they had been unable to trace the vehicle.

* Fresh anti-ECC posters pasted up a day later.

* Three days later a message was left on the ECC office telephone answering machine by an individual representing the "Anti-communist Alliance" claiming responsibility for putting up the posters. He had a fake German accent aqnd threatened to break Dr Ivan Toms' knee caps. The message ended with "Heil Hitler". A similar message was left at the Cape Times news desk. Similar messages attacking ECC left by this person and others on the ECC answering machine. There was a constant stream of these until November when ECC moved its office. The name in which the messages were made was changed to the "Anti-liberal Alliance". They would be accompanied by German martial music and be described by the caller as broadcasts of "Radio National Freedom". They were always accompanied by threats of violence against ECC and individual ECC members. Often sexual obscenities would be included in the message. On most days 3 or 4 messages were left on the answering machine, while there would be an additional one or two calls to the office during office hours. The callers very rarely replied to questions from ECC members, preferring rather to put down their phone. Another pattern of calls was for people to phone asking innocent questions about ECC. As soon as an ECC member responded to these questions the caller would shout anti-ECC slogans and play the music. All of the above kinds of calls were received as well by individual members of ECC at their homes.

* An orange fluorescent sticker appeared at the University of Cape Town, bearing the slogan ""ECC Peace Off". Hundreds of thousands of copies of this sticker are subsequently put up throughout the country.

* An ECC member’s car was advertised in the classified section of Die Burger as being for sale. This advert was placed without her knowledge by an unknown person.

May 1987

* A helicopter with the registration number Z2HLY swooped low over an ECC fair dropping two different anti-ECC pamphlets both put out in the name of the "Anti-Liberal Alliance" and carrying an address which does not exist. The first pamphlet alleged that there were links between the ECC and the ANC, while the second questioned ECC's motives for having women in its organisation.

* A bomb threat was received by the organisers of the ECC fair. The SAP bomb squad checked the site and found no bombs.

* New anti-ECC graffiti appeared around Cape Town, included attacks on individual ECC members. At the same time copies of the "ECC members are yellow", "ECC does it from behind" and "ECC members believe in fairy tales" posters are pasted up around Cape Town.

June 1987

* Dr Ivan Toms receives daily "crank” phone calls. Among the calls are ones which threaten him and his housemate with death.

* A breakdown service is instructed by unknown persons to tow away Dr Toms' housemate’s car.

* Dr Toms’ house and car, and that of a neighbour covered with "ECC Peace Off" stickers.

* A new poster bearing the slogan "Ivan Toms is a fairy" pasted on walls around Cape Town.t

* Anti- Dr Toms graffiti sprayed and painted up at various venues in Cape Town.

* "ECC Peace Off" stickers pasted on an ECC members’s car.

* An anti-ECC poster is pasted on Ivan Toms’ housemate's car.

* Printed posters stuck on cardboard and hung from lamp poles around Cape Town bearing the "Out of Step" masthead and the ECC logo. They carry the slogans: "ECC Probes Gay Membership" and "Toms AIDS test proves positive" These posters were put up on the day Ivan Toms was due to report for an army camp for which he had publically given indication that he refused to serve.

* A bomb threat received at ECC office. An investigation by the SAP bomb squad proved the threat to be false.

* For a 2 week period leading up to Ivan Toms' call-up the ECC office and Ivan Toms had a spate of obscene and threatening phone calls. On some days there were up to six of these. On the day before the call-up Toms received more than twenty of these calls. On the day that Toms' call-up was withdrawn the calls stopped. They stopped before a public announcement of the withdrawal of the call-up.

* Anti-ECC graffiti put up throughout Cape Town and near ECC members’ homes. Much of the graffiti called for violent action against ECC, e.g. "Smash ECC and "Death to ECC".

* An advert is placed in Die Burger advertising a video machine and TV set of an ECC member without the member's knowledge.

The stickers which were professionally printed were put out in the name of the "End the End Conscription Campaign" and carried a similar logo to that used by the ECC.

* Posters advertising two ECC "Know Your Rights” forums systematically pulled down within hours of their being put up.

* An anti-ECC pamphlet is put out in Fish Hoek, the venue of one of the "Know Your Rights" forurns. The pamphlet demands that ECC not hold a meeting in that area because it would disrupt "the quiet lifestyle of the residents". The pamphlet untruthfully claims to have been put out by the "Fish Hoek Residents Action Committee which is dedicated, together with al] RAC’s to preventing conflict".

February 1988

Friday 21 MarchLaurie's air ticket which had been booked through SASTS to P.E. was mysteriously cancelled by a M s . van der Siet.

Thurs 20 MarchJosie receives phone call at Ron Con asking about our relationship with Ron Con and wanting to know if they give us money. Followed up the next day by a phone call to the office also asking about money and how we are funded.

MarchA few threatening ohone calls to the office wanting to know whether we had got permission for the fun run. Also after we had pamphleteered flats quite a few antagonistic calls.

MarchBill Rawson the landlord is approached by somsone who says that they applied to use the vacant office and that we wouldn't let him. But no-one had applied to lease the office and the first person who did apply we accepted since we needed the money.

MarchSecurity Police go to Allie and ask who takes our media and who collects it etc. They also asked about the UDF and a couple of other orgs.

MarchWhen Gavin left to go to the USA he was stopped at the airport and searched and they confiscated 2 out of 3 copies of his evidence to the U.N.

MarchECC spoke at St.Josephs school in Rondebosch and the principal of the school was visited and asked about ECC and who from ECC had made all the arrangements.

MarchAt the fun run there was a security police presence and a group of about 15 men arrived wearing 'we love the SADF'shirts and 'End Communism Campaign' shirts.

MarchVarious people have had their names taken while pamphleteering. On one occasion at the booth outside St. Georges Cathedral In town police threatened to arrest people and took their names. They then said that they wouldn't arrest everyone if Chippy went with them and spoke to them. ECC people there discussed it and decided that Chippy should not ^o and speak to the police and so he didn't other than to go and te&l them that he wouldn't be speaking to them.

AprilThe boothat St.Georges Cathedral was attacked by 5 people. The WJP banner was stolen and all of the media on the booth. They tried to hit Mike R. and Nic and they pushed a woman who was standing trying to find out more about ECC against a tree. Charges of theft and assault have been laid.

visited by W . 0. "Trompie" Tberon and another branch member for over an

hour at his house one lunchtime. Theron talked informally to Brian and

seemed intent on building up some sort of relationship with him. He also

invited Brian out for lunch.

November:

22nd: Nic Borain and Rob Snethlage were picked up outside Cavindish

Square in Claremont, while they were staffing an ECC booth. The police

said they were being detained for not having an imprint on one of their

photocopied display boards. The uniformed police officers called branch

who took them back to their houses and searched their rooms. They were

released without being charged after having been held for four hours.

Nic's house was subsequently visited on at least four occasions on the

pretext of wanting to lay charges. Nic was not staying at home at the

time.

24th: Dave Green and Pat Orpen were taken to Caledon Square at 11.30pm

after having been stoped from putting up posters advertising an ECC

symposium. They were kept at the police station for two hours and then

released.

26th: Andy Orpen was picked up by police at 8.30 am for pamphleteering

outside the station in Cape Town. The pamphlet was advertising an ECC

symposium. He was held for an hour and then released.

30th: A smear pamphlet was distributed attacking the ECC Peace Picnic.

a public meeting. Smear poetere advertised a 'National Day of

Mourning' for ’Victims of Terrorism', 'Deceased National Service­

men' and 'Civilians murdered by the ANC'. Graphics ueed on the

ECC member Mark Sutherland picked up by the police for defacing

Banner, poeters and pamphlets stolen out of the boot of ECC mem­

ber Tracey Clayton'e car. A police van had driven past her car

while she was locking the boot. Other items of value were left in

the car.

2 6t h : ECC member Ivan Toms received a phone call from a friend

that people w^re sticking up anti-ECC poeters in Claremont.

Police Informed but claimed they could not find the culprits.

Tome caught then putting up poetere in Mowbray. He eummonzed

police from Mowbray Police Station. Together they aprehended the

culprite. They were in a white Ieuzu bakkie, registration number

CY 137437. There were two men in the front of the bakkie and two

in the back with a bucket of glue and anti-ECC posters. They were

asked to drive to the police station. However they drove off in

the wrong direction. Both Toms and the police chaeed after them

but they escaped. The police subsequently claimed that the regis­

tration number wae false and they had been unable to trace the bakkie.

27th: More anti-ECC poetere appeared on the streets.

30th: A message was left on the answering machine at the ECC office,

by an individual repreeenting the 'Anti-Communist Alliance' who

claimed responsibility for the posters. He had a fake German

accent and said they would break Dr. Tome'e knee caps and saying

ended with: 'Hell Hitlar'. A similar meseage wae left at the Cape

Times newsdesk. This pereon hae subsequently left several meesages

on the answering machine.

16th: * Branch car parked outside Dave Green's house overnight. 22nd: * W/0 Trompie Theron visited the ECC office and declared that the planned ECC Fair was illegal. Site where the fair was to be held was visited by police and a similar message was given. Lawyers negotiated with branch to allow it to go ahead.

Phone call from Publication Control Board saying that*Var# series of films, being shown at our film festival, had not been cleared with them. According to a Dr. Coetzee. he was acting on a complaint. Problem sorted out a few days later as films were from the provincial library.

published by the Anti-liberal Alliance. One pamphlet linked us to the ANC and the other questioned our motives for having women involved in ECC.

25th: *5 Crank phone calls to Ivans house

J u l y :

* Pointed posters stuck on cardboard and hung from poles with Out of Step" logo and ECC chain put up all over Cape Town. Slogans: "ECC Probes Gay Membership". "Toms AIDS Test Positive". (This was the day that Ivan was due to be called up on).10th: * During this period the following ECC members have received crank phone calls: Chippy Olver. Matthew Blatchford, Felicity Wood, Tracey Clayton and Angus Morton.14th: * Phone call that claimed that bomb was about to explode in the office. Bomb Squad arrived, but no bomb.

For the 2 weeks prior to the day that Ivan was called up on (1st July), office had crank phone calls about ECC and mainly about Ivan everyday, sometimes up to 6 a day. The day that Ivans call- up was postponed the phone calls stopped until about the 14th

July. Most callers said they were from the Anti Liberal Alliance although there were some nrbitary callers.3rd,4th and 5th August: Caller says he is from National Radio Freedom, makes anti—ECC comments and plays old German Nazi music.

Incidents of harrassment - Cape Town ECC 1986

January*Alastair Teeling-Smith's car was broken into by police and some pamphlets put out by the schools group were removed.

*Alastair and another member of ECC were detained for about an hour while they were pamphleteering outeide St. George’s Grammart School.

* Ivan had his wheel mysteriously loosened.

February^Two security policemenn go and visit Bill Rawson the landlord and speak to him about the sexual preferences and the psychological problems of certain ECC members.

March*Laurie books an air ticket to P.E. through SASTS and it was cancelled on hid behalf.

*Prior to a fun run whcich had been organised a phone call is made to the office warning us that we should get permission for the run.

A p r i l* WJP booth at St Georges Cathedral in town. ONe Saturday the police arrive at the booth and demand to know names and threaten to arrest the group of people there.

* Another Saturday at the booth 5 white men come and take all" the media off the table, steal the very beautiful banner andassaul-ttwo of the ECC people there and push a woman whko was walking toward the stall aside.

*The anti-communism a n t i c a m p a i g n emerges in this month.They leave a couple of posters at the ECC rally in the city hall "ECC and supporters - you cpuld be next. They send the same poster to some individuals and also to th e Civil Rights league.

* A small poster gets plakked ujh around town with an image of a man being necklaced in the background and & person in the foregrokund wearing an ECC and UDF badge. The slogan "SADF out of the townships ....so that we can terrorize the people in peace"

♦Throughout this month a number of phone calls to the office. Some just threatening right wing calls, others a little more suspiciously asking us quite closely about the source for our funding, and our relationship to Ron Con at the time af the fair.

Oc t o b e r : Brian Voss, member of Media coir.mitte and Creative action, was

visited by W.O. "Trompie" Theron and another branch member for over an

hour at his house one lunchtime. Theron talked informally to Brian and

seemed intent on building up some sort of relationship with him. He also

invited Brian out for lunch.

No v emb er:

22nd: Nic Borain and Rob Snethlage were picked up outside Cavindish

Square in Claremont, while they were staffing an ECC booth. The police

said they were being detained for not having an imprint on one of their

photocopied display boards. The uniformed police officers called branch

who took them back to their houses and searched their rooms. They were

released without being charged after having been held for four hours.

Nic's house was subsequently visited on at least four occasions on the

pretext of wanting to lay charges. Nic was not staying at home at the

time.

24th: Dave Green and Pat Crpen were taken to Caledon Square at 11.30pm

after having been stoped from putting up posters advertising an ECC

symposium. They were kept at the police station for two hours and then

released.

26th: Andy Orpen was picked up by police at 8.30 am for pamphleteering

outside the station in Cape Town. The pamphlet was advertising an ECC

symposium. He was held for an hour and then released.

30th: A smear pamphlet was distributed attacking the ECC Peace Picnic.

The pamphlet was almost identical to the original except for the fact

that it said the picnic was for "Blacks only" and that "tires should be

brought along". The pamphlets were distributed to houses in Bishopscourt

Newlands and Constantia. It was also displayed on electricity poles,

traffic lights and the gates of Bishop's Court, wbere the peace picnic

took place.

December:

houses of the following activists were visited: Dave Green, Barbara

visited. None of the above were present or picked up in the swoop.

* At a city hall rally held by the ECC that evening, a smear poster

identical to the pole posters advertising the rally, was stuck on shop

doors and shop windows around the city hall.

6th: A proposed sponsored walk to Gueuletu was banned by Brig. Swart

in terms of the emergency regulations. On the same day a slogan was

spray painted on the ECC office door, "ECC we will eet you".

10th: Posters advertising an ECC candle light vigil were systematically

torn down or torn in half

17th: The 1SCC 9, detained on 3rd December, were charged with makine and

disseminating subversive statements in tetie of the emergency regulation

They were released from detention.

1987

19th: At the front organizations meeting spot for GB, two uniformed

policeman were present in an unmarked car. This lead to the cancelation

of the GB.

2ist: During the construction of an ECC 'peace sign' sandcastle on

huizenberg beach, there was a right wing presence of 1 5 - 2 0 people,

who turned out to be members of a SAP rugby team. They enzaeed activist

in debate and called the police. Mike Rautenbach and Dave de Jonge

were taken away by the police for wearing troops out of the townships

T-shirts. They were held for three hours and then released.
