1 WELCOME TO COUNTRY AND MEETING PURPOSE

Linton Pike (meeting facilitator) provided a welcome to country and welcomed CRG members to the meeting, outlined the process and explained that the meeting will:

• Provide a project update; • Explain the status of various project elements including design development, procurement and the delivery program; • Seek CRG comment on the key design components to inform potential tenderers of community and stakeholder views of the project; • Identify and discuss community opportunities and issues associated with the project; • Explain the development and construction timing and process.

A list of Meeting 3 participants is provided above. The Meeting 3 agenda is provided at Attachment One. Linton thanked all members of the CRG for taking the time to participate in the group.

2 PREVIOUS MINUTES

CRG members were asked to provide comment on the previous Minutes to identify errors or omission: • No changes were requested.

Pages 16 and 17 of the previous minutes includes a staging diagram showing completed works. These should really be labelled earlier works or stage 0 works as it will be confusing to community members who will think it shows works that have already been done. Please add a note showing a timeline or notation to clearly identify works to be done as part of this project that will have been completed prior to commencing subsequent stages.

Chris added that: • The Armadale Road / Nicholson Road intersection is busy with poor crash record. A stub will be provided o the northern side of Armadale Road

to allow for planned future development. • The purple coloured lines indicate service roads provided to give access to local destinations. • A 4m sealed Principal Shared Path (PSP) is provided on the northern side of Armadale Road. • A Development Application was lodged for the existing service station site some time ago but has now lapsed. Future access to the service

station site will be provided as left in, left out and right in. Vehicles leaving the service station will not be able to turn right. • The Koi Farm provides for left in/out access. • The new Armadale Road / Nicholson Road intersection will provide and open vista through the roundabout beneath the structure. • The roundabout provides a safer intersection treatment and minimises the potential for higher risk right angle collisions.

Q Will bus embayments be provided? A Yes, and PTA will run an extra service when the work is finished. Additional bus stops may be required and will be provided if needed.

Q What is the permitted speed at the roundabout in the westbound direction? A It will be posted at 80kph on the approach and well signed. Existing roundabouts on dual carriageway in the area are working well.

Q Will rumble strips be provided on the approaches to the roundabout? A No, they are not proposed but could be if an issue arose. Road Safety Audits will also be completed and further inform the design solution.

Q What is the maximum capacity of Armadale Road? A There is capacity for three lanes in each direction if required. Modelling shows this to be unlikely before 2030.

Q How will access be provided to the north eastern quadrant of Warton Road intersection? A A left in/out stub will be provided as part of these works. In the longer term access will be provided from Warton Road. The existing war memorial will stay.

Q Will the roundabout have traffic lights? A The roundabout won’t have traffic lights initially. They may be required over time to provide free flowing movement through the intersection for all vehicle movements if queues emerge.

Q What is proposed at Ghostgum Ave? A Minimal work is required to provide a good level of service. A roundabout may be required over time. Treeby development doesn’t have a footpath to the west. This project will include the PSP to satisfy this need. We will meet with local government soon to progress the planning for that. It may be a 3m wide shared path standard.

4 CONSTRUCTION UPDATE AND TRAFFIC MANAGEMENT LOOK AHEAD

Jarrid Burton provided a virtual real time site tour using recent drone images flown at different locations for the five core work zones. Upcoming works planned for August and September 2018 include:

• Construction of temporary diversion at Nicholson Rd intersection • Relocation of Water Corporation assets at Nicholson Rd intersection • Construction of temporary diversion at Taylor/Wright Rd • Relocation of Western Power assets at Wright Rd intersection • Construction of temporary and permanent works at Liddelow Rd. • Relocation of Western Power assets at Liddelow Rd intersection

A seven day closure of Nicholson Road is planned for the period from 14th to 21st September 2018. Temporary detours will be provided as shown in the diagram. It was noted that the dates are proposed and subject to change.

A full weekend closure for the weekend of 21st to 24th September 2018 of both Armadale Road and Nicholson Road is required to enable works to complete the temporary rounadabout, which will maintain traffic flow while bridge works progress. It was noted that the dates are proposed and subject to change. The associated detours during this period are shown in the diagram provided.

Upcoming road closures and traffic impacts include: • Armadale Road and Nicholson Road plugs and new temporary intersection, mid-late September 2018 • 4 week closure of Taylor Road, January 2019 • 4 week closure of Rossiter Avenue, March 2019 • 4 week closure of Armadale Road for beam installation, mid 2019

Jarrid added that: • Service relocations are required before some works can commence; • Traffic management measures will be established to provide long run space for earthworks and roadworks to create economies of scale. • Where possible we build ultimate roadway and use that for temporary detours; • Some temporary piling will be used to retain earth during construction. The piles will be removed as construction progresses and space is

available for batter to spill down to existing ground level; • We now have a site office at Nicholson Road for these works; • There are twin water trunk mains to be relocated near Nicholson Road as major works to be done prior to roadworks.

Q How is Liddelow Road temporary detour going? A People are generally not happy with it but it is working well. Q How far back will signage be provided advertising planned closures? Please communicate with Carey Baptist College as a key stakeholder. A We will communicate broadly and see if we can provide information to key stakeholders like Carey Baptist College if not during school holidays.

ACTION: Fiona Q Can the closures be scheduled to occur during school holidays? A Closures will be required to reflect the overall construction program with other dependent task scheduled around that. Jarrid will see if closures can be done during school holiday period but in any event ready access will be available to the school and other destinations at all times. Other temporary closures will also be required over time.

ACTION: Jarrid Q Please share the resultant information with Yaz, City of Armadale, City of Cockburn and others to post on social media. A Fiona will provide relevant information with more information to be provided on traffic management at the next CRG meeting

Fiona added that: • There has been a lot of community and stakeholder contact and that will continue; • The newsletter will go to a corridor that is indicatively 300m wide along the project; • Liddelow Road advanced signage has been very useful and Variable Message Signs have helped to inform road users; • Static signage is also proposed; • The next CRG is planned for October 2018; • Cockburn Chat is going well with a focus on Treeby and Banjup issues; • Lara offered to provide a summary of community feedback on work planned around Tapper Road

Q Whose land are the temporary roundabouts on? A It is Di Florio land and they have been very helpful with a commercial agreement in place. Q Will landscaping be provided in the central roundabout? A Yes with hard landscaping including paving, crushed aggregate, and appropriate plant species. There is an aesthetic theme that reflects the former railway line along Armadale Road. Fiona will schedule discussion on landscape and urban design aesthetics for a future CRG meeting.

ACTION: Fiona Q Will landscaping be provided to abutments and piers too? A Yes, with relief in abutment faces or with other features included.

CRG member comment on cycling provisions resulted: • Keeping everyone informed has been a real positive. Some positive feedback has been received from cyclists who are looking forward to cycling

on the new PSP. Another cyclist expressed concern at the swapping at roundabouts and associated safety. It may be worthwhile seeing what their opinion is.

Kim Wilkinson Are there any other schools or destinations to consider who need information including sporting fields, pre-school, day care, local businesses, etc? No additional groups or interests are known. The communications with soccer and other playing field users have been good.
