Citizen’s arm watchers to stay closest to the BEI on election day – ComelecBy Rutchie C. Aguhob

OZAMIZ CITY, Misamis Occidental,(PIA) -- Watch-ers of the citizen’s arm will be given the preferential position to stay closest to the Board of Election Inspectors (BEI) during election day on May 13, 2013. This is pursuant to Reso-lution 9640 of the Commis-sion on Election (Comelec) which provides that in case of limited space in the poll-ing places on election day, the watcher of the citizen’s arm will be positioned clos-est to the BEI, compared with the watchers of the dominant majority party, the dominant minority party and that of the other can-didates or political groups. Atty. Stalin A. Baguio, provincial election supervi-sor (PES) of Misamis Oc-cidental said relative to the May 13 elections, the Liberal Party (LP) has been accredited the dominant

majority party, the United National Alliance (UNA), the dominant minority par-ty and the Parish Pastoral Council for Responsible Voting (PPCRV), National Movement for Free Elec-tions (Namfrel), One Vote and Citizens’ Coalition for ARMM Electoral Reforms (CCARE) as the citizen’s arms. Resolution 9640 also states that each candidate and registered political party or coalition of political par-ties duly registered with the Comelec and fielding candidates in the election may appoint two watchers, to serve alternately in every polling place. Candidates for senator and member of Sangguniang Panglalawigan, Sangguni-ang Panglungsod, Sang-guniang Bayan or Regional Legislative Assembly of the Autonomous Region of Muslim Mindanao (ARMM) belonging to the same party

or coalition, will however, collectively be entitled to only one watcher. Likewise, other civil, pro-fessional, business, service, youth and any similar or-ganizations will, with prior authority of the Comelec, also be entitled collectively to appoint one watcher in every polling place. No person will be ap-pointed watcher unless he is a registered voter of the city/municipality where he is assigned, is of good reputation, and has not been convicted by final judgment of any election offense or of any other crime. He must also know how to read and write in Filipino or English, or the prevail-ing local dialect and is not related within the fourth civil degree of consanguinity or affinity to the chairman or to any other member of the BEI in the polling place where he seeks appointment as a watcher.

DARAPANAN, Sultan Kuda-rat, Maguindanao (Mind-aNews) – The United Nations and World Bank launched Monday in partnership with the Moro Islamic Liberation Front (MILF) a three-year program that would pro-vide on-demand technical assistance in the run-up to the establishment of the Bangsamoro, the new au-tonomous political entity that would replace the Au-tonomous Region in Muslim

Mindanao by June 30, 2016. Launched at the MILF’s Camp Darapanan, the Fa-cility for Advisory Support for Transition Capacities (FASTRAC), will provide “on-demand advisory ser-vices and access to the most relevant national and interna-tional expertise to contribute and help move forward with the peace process especially in the drafting of the Basic Law that will ref lect the Bangsamoro people’s aspira-tions for genuine autonomy while establishing the basis

for efficient and accountable government,” UN Resident Director Luiza Carvalho said. FASTRAC will begin op-erations next week, Carvalho told a press conference after the launch. World Bank Countr y Director Motoo Konishi , represented in the launching by Ousmane Dione, Sector Manager on Sustainable De-velopment, said the UN and World Bank combined forces to provide access to national and international expertise

in support of the transition, and support the Transition Commission (TransCom), the government (GPH) and MILF peace panels, civil society groups and others to promote an inclusive peace process. Dione said FASTRAC will also provide the TransCom and other transitional in-stitutions with resources to support “broad-based con-sultations and community outreach” to ensure that “the full range of voices in the Bangsamoro can be heard

as the GPH and the MILF undertake the crucial, chal-lenging and historic work that lies ahead to form the Bangsamoro.” The establishment of FAS-TRAC came after a series of consultations with the MILF and the GPH by the two inter-national agencies. On March 25, the UN and World Bank formally offered to the MILF in a letter dated March 25, the facility that would “pri-marily service the technical needs of the MILF, and where requested, the Government of the Philippines panel and Transition Commission and its technical working groups to avail of the best national and international expertise.” MILF chair Al Haj Murad Ebrahim accepted the offer in a letter dated April 5. A ceremonial exchange of letters was made to launch FASTRAC. “Exhilarating” Murad said it was “exhila-rating” to sit with officials of “two of the most iconic symbols of modern man’s quest for global peace and sustainable development.” He spoke of how the two agencies had helped the

Bangsamoro communities in the past, responding to “emergencies such as internal displacements, human rights violations, crops destruction” and working on poverty al-leviation. “Today I am extremely happy to sit here and I em-phasize, to sit here not alone, but in partnership with you not only to respond to emer-gencies but more importantly to link and to fulfill together the visions for which our respective organizations had been founded: global peace for the UN; peace in our homeland for the MILF; reconstruction, sustainable development and poverty alleviation for the world bank , reconstruction and development and prosper-ity in our homeland for the MILF,” Murad said. He said he expressed hope that the partnership will “hasten our quest for the successful conclusion of the peace process and help us transition smoothly into Bangsamoro.” Self-determination But Murad explained at the launch that while the

Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro, deliberate resolutions in Con-gress in an effort to bring more projects that would benefit the people of Cagayan de Oro City.

CAMP EVANGELISTA, Cagayan de Oro City — Local municipal officials, barangay officials, religious group, and other people’s organization condemned the atrocities of the New People’s Army (NPA) in an indignation rally in Gin-goog City, the military said Wednesday.

Maj. Leo E. Bongosia, spokesperson of the army’s 4th Infantry Division, said the military also joined the peace rally where lo-

CAGAYAN de Oro City––Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, batted for a P 4.8 bil-lion budget for the National Housing Authority (NHA) in Northern Mindanao in2014.

Rodriguez said that the earlier proposal of P 3.8 bil-lion NHA housing budget for Region 10 2014 was not enough considering that NHA is the main government agencies instrumental in the recovery of the thousands of calamity victims.

He cited the victims of Typhoon Sendong in Cagayan de Oro City where a higher budget for NHA would al-low them to continue doing their mandated task in the putting up of a viable relocation site.

According to Rodriguez, there are other relocation sites in Northern Mindanao that the NHA should at-tend to since until now many typhoon Sendong victims have been relocated to these permanent relocation sites.

While Cagayan de Oro City has already constructed almost 14,000 free houses and has relocated almost 8,000 Typhoon Sendong victims to permanent relocation sites, victims in other cities and provinces in the region have not been relocated to permanent sites.

Rodriguez said that an increase of P 1 billion as against the current P 3.8 billion proposed budget for the NHA in 2014 would certainly provide NHA an opportunity to accomplish their mandated task. CD

16,200 volunteers simultaneously construct 600 houses in C. de OroCAGAYAN de Oro City––Exactly 6,200 volunteers on Wednesday showed up to simultaneously con-struct 600 houses in a relocation site in the Southern Philippines city of Cagayan de Oro in a feat that would qualify for the Guinness Book of Record.

Jean Awitin, a marketing staff of the Habitat for Humanity, said that the project was conceptualized along with the city government of Cagayan de Oro in deference to the observance of the Labor Day on May 1.

She said the volunteers started to show up 7:00 o’clock Wednesday morning in downtown Cagayan de Oro’s Plaza Divisoria where trans-port buses waited to transport them to the 16-hectare relocation site in Pagatpat here.

Awitin said that Habitat expected only 6,000 volunteers but the unex-pected turnout reached 6,200 who voluntarily worked to simultaneously

construct 600 houses on the Pagatpat Relocation Site.

“The construction of the 600 houses was simultaneously completed Wednesday,” Awitin added.

City Mayor Vicente Emano said

that the houses would be distributed to “renters,” secondary victims whose rented houses were swept away by rampaging flood waters during the tragic Typhoon Sendong in Dec. 2011 here.

He said the remaining houses would be distributed for free to household beneficiaries living in hazardous and danger zones in Cagayan de Oro City.

Emano said that 2,000 houses were going to be constructed at the Pagatpat Relocation Site with volun-teers from the Habitat for Humanity leading the construction of houses.

The Habitat for Humanity, an international organization com-posed of volunteers from all over the world, was among the international organizations who responded to vol-unteer the construction of houses in relocation sites here at the height of the tragic Typhoon Sendong, Emano added. CD

C. de OroCAGAYAN de Oro City––Police arrested another sus-pect engaged in the selling and disposal of counterfeit US bills Tuesday night here.

Chief Inspector Henry Cay-as said that Vilma Nunez, of Calaanan, Cagay-an de Oro City, was nabbed inside a fast food restaurant here in the possession of fake US dollar bills in US$ 1000, US$ 500, and US$ 200 denominations.

Cay-as said that the op-eratives already netted a total of about US$ 270,000 (P 10.8 M at a current ex-changed rate of P 40 a dollar) since the drive against fake US currency started here last week.

On Tuesday afternoon, agents of the Criminal In-vestigation and Detection Group (CIDG) collared a suspect in an entrapment operation in barangay Tablon here seizing US$ 143,000 fake US dollar bills.

The suspect identified as Rogelio Gaid, 57, of Bukid-non, denied participation in the fake dollar currency syndicate saying he was into buying of Falcata logs in Bukidnon.

Authorities were pre-paring charges against the suspects with violation of the anti-counterfeiting laws.

Cay-as said the drive against counterfeit dollar bills in Northern Mindanao took a new twist when agents of the Central Bank of the Philippines traced the trail of seized counterfeit US dollar bills and federal notes in Northern Mindanao and the Caraga Region.

He said government agents are now on the

cal leaders took turns in condemning the atroci-ties committed by the NPA rebels in the hinterlands of Misamis Oriental.

Bongosia said that the local leaders condemned the crimes and atrocities done by the NPA rebels, not only in Gingoog City but in other places in Misamis Oriental where these atrocities and terroristic acts brought so much damaged - physically and psychologically to the

Lawyer Ernie F. Palanan, city election officer, said this conver-gence effort will bring development in achieving good governance and promotes transparency to the public, as news and information coming from their end will be immediately aired.

PIA-Caraga Regional Director Abner Caga said that through the capacity of of his office in dissemi-nating relevant information on a real-time basis, the public will not be left behind, as they will be aware of what is currently happening be-fore, during and after the elections.

Atty. Palanan and Director Caga were resource speakers during a roundtable discussion, Monday.

Director Caga underscored the importance of the agency’s text blast, as well as the utilization of web-based electronic communica-tion channels through the website, blogspot, social media, and the

electronic news magazine.“This is deemed useful to obtain

fastest way of information dissemi-nation,” Director Caga said.

He pointed out that as govern-ment’s information arm, PIA’s man-date is to disseminate developmental news and information to the public in a wider perspective.

“To disseminate the information in a wider perspective, we need to build networks coming from the pool of media personalities in the region. They will serve as informa-tion dissemination multipliers so that the public in their respective areas of responsibilities will receive such information on time,” he said.

With these developments, Palanan is optimistic that transparency of the polls result will be immediately disseminated to the public in support to the good governance President Benigno S. Aquino III. (RER, PIA-Caraga/arjaysfelicilda)

BUTUAN CITY - The Re-gional Development Council (RDC) and the Deutsche Gessellschaft für Internatio-nale Zusammenarbeit (GIZ) are joining forces to enhance the Caraga Regional Geo-graphic Information System Network (RGISN).

Earlier, stakeholders in the region have participated in the RGISN Technical Working Group (TWG) Orientation-Workshop at Balanghai Hotel and Con-vention Center, this City.

Mylah Faye Aurora B. Cariño, NEDA assistant regional firector and RDC’s secretary said the activity was conducted to enhance the network and to further strengthen the partnership of the different stakeholders in data sharing.

She also shared that the activity is just one of the series of events to be con-ducted by the RDC and GIZ to further enhance the region’s hub of GIS-based data.

Cariño added that the RDC as the administrator of the RGISN will provide overall policy directions to the network, act on issues or problems that may arise from the conduct of activi-ties of the network, provide logistical support, establish and update regional data-base, manage facilities, and facilitate the data sharing.

She also said anyone can be a member of the RGISN by opening an ac-

During the workshop, members participated in a pre-test that evaluated the usability of the website and the functionality of its user manual. They also went through the processes and procedures to determine its applicability.

The institutionalization of the Geographic Informa-tion System (GIS) in the region started way back in 1998.

This, after the RDC acknowledged the role of information technology through the use of GIS in integrating ideas and in-formation at all levels of governance.

In 2005, the DENR, in partnership with Conser-vation International (CI) – Philippines, spearheaded the Eastern Mindanao Bio-diversity Corridor (EMBC) Project, where the GIS tech-nology was used in crafting the EMBC Conservation Framework.

In 2006, the CI-Philip-pines shared with NEDA Caraga their experience in institutionalizing the Regional GIS Network in Region II.

Since then, NEDA Cara-ga persistently pursued the institutionalization of a similar GIS Network in the region.

free to become all we were created to be.

He wants to give us the inner strength and self-control we need to fully use the power of our passions.

Jesus Himself has strong passions, emotions, and a powerful personality. And

He showed us how to use ours in the right way for the right purpose.

Jesus doesn’t want to take all the fun, excitement and passion out of your life. He wants to help you maximize it and live your life to the fullest—through power under control.

Jesus doesn’t want to take the fight out of you; He

wants you to learn to fight His way for His truth and the right reasons.

He wants you to use your anger for the right things, so you’ll be angry at dishonesty and lying, vi-cious gossip, religious pride, prejudice, immorality and lack of self-control.

You’ l l want to stop the abuse of women and children, and all the other wrongs that are ruining people’s lives, including your own.

So today, why not ask Je-sus to take complete control of your character, ambitions, and desires?

He’s the only one who can help you train and ride the wild horses of your nature.

Then, you can make the most of your natural drives and passions to help both yourself and others enjoy a satisfying, full life.

KORONADAL CITY - Benefits await landowners who will commit their farm lots to the city government’s Tree-Growing Festival on June 29.

LGU offers free seedlings to landowners By Danilo E. Doguiles

City environment offi-cer Augustus Bretaña said they have already identi-fied at least 60 areas in Roxas and Quezon moun-tain ranges surrounding the city that would be covered by the third stag-ing of the massive annual tree planting activity of the city government, which has so far planted over

381,000 trees in the past two years.

“We are urging farm owners, especially those who have not yet partici-pated in the tree-growing festival to join,” Bretaña said.

“This is a great oppor-tunity for them because they will be provided free planting materials,” he said.

Par t ic ipat ing farm-ers would not even plant the seedlings themselve because planting will be

done by thousands of city residents, employees of government agencies and private establishments,

students, and other volun-teers who will be joining the tree-growing festival.

Seedlings being pre-pared for the event in June include coffee, cacao, co-conut and other high value crops.

Specifically for this pur-pose, the city government has established a nursery where seedlings are reared and prepared for the tree planting activity.

“We have already com-pleted preparations of the seedling requirements for the festival,” he said. “What we are currently potting are

already buffer seedlings to replace mortalities.”

He also confirmed that over 100,000 coconut seed-lings have been delivered by suppliers to the nursery.

Bretaña expects iden-tification of the planting sites as well as readying these farms for the actual planting should be com-pleted by the first week of June.

“At present, we continue to search for and encourage farmers to offer their farms for the activity,” he said.

As farmer co-operators,

OUR condolence to the bereaved family of the Romualdos in the island province of Camiguin. The loss of Rep. Pedro “Loyloy” Romualdo, of the Lone Congressional District of Camiguin, the political patriarch of the Romualdos, certainly sent shock-waves to the Camiguinons.

Keeping an eye on Camiguin’s socio-political and economic devel-opment for almost 30 years ‘though never give us a chance to meet and talk with the elder Romualdo. In the last 26 years, twice I went to Camiguin at the time of Gov. Antonio Gallardo.

No, the provincial government did not invite us to be there. We were in Camiguin as visitors together with my colleague-members of the Cagayan de Oro Corre-spondence Club then. The other opportune time was as lecturer of an editorial board of a student school paper there. The first visit caused an uproar among local gov-ernment officials when my article about the absence of adequate services in Camiguin, as a tourist destination, saw print in national and local daily newspapers then. It was a personal account story detailing the inadequacy of the amenities of a supposedly tourist destination island.

Camiguin officials were furious of the negative pub-licity at the time when tourist officials were promoting the island as a tourist destination. The article ‘though was not meant to deride or insult the local government. However, it was a revelation for officials to take neces-sary steps to correct the malady. I believed Camiguin

has moved on since then.Indeed, when I visited the island for the second time

during a lecture assignment, the island so small that some officials knew of my presence. A young public of-ficial was then saying “take care of them, don’t let them feel hungry else Camiguin will land in the newspapers again.” Of course, the official was just kidding. Again, sorry, we were not there on a junket. Ever since, I have not met Gov. Gallardo for an interview or anything else.

The next time, I learned that Pedro Romualdo was elected governor of the province. Romualdo definitely changed the image of Camiguin to one of the most visited tourist destinations in Northern Mindanao. He was elected Congressman while his wife was also elected Mayor of the island’s largest town of Mambajao. The Ro-mualdo’s started to rule Camiguin’s political playing field with son Jesus Jardin “JJ” Romualdo becomes governor, too. For 24 years now, the Romualdos lord it over the island province of Camiguin. According to unconfirmed stories, the media who would visit and write negative articles about Camiguin should be careful else “man eat-ing sharks would feast on them.” I don’t believe ‘though since I heard that some media people who regularly visit Camiguin pay homage to Gov. Romualdo. Perhaps, they are Romualdo’s favourite drum beaters.

Anyway, the death of Rep. Loloy Romualdo would certainly change the political picture of Camiguin come May elections. Certainly, the absence of the “patriarch” would embolden new breed of politicians to challenge the Romualdos now. Can the Romualdos’ maintain their political grip of the island?

A deeper view

Jesse E.L. Bacon II

WHILE President Aquino crows about his adminis-tration’s successful hus-banding of the economy to unprecedented heights, paradoxically the National Statistical Coordination Board announced that noth-ing substantial had been achieved in alleviating the miserable condition of the country’s poor since 2006.

Aquino even landed as one of the world’s most influential leaders for what he had accomplished for the country in the economic front. But in the local front, Aquino is an enigma to his impoverished countrymen. The world recognizes his economic accomplishments that have continuously failed to improve even a bit the plight of a sizable portion of the populace.

The enigmatic nature of the Aquino administration’s economic track record was highlighted again when he could not be moved to positively address the plea of the laboring class for higher wages. If the economy is indeed experiencing unprec-edented growth, why will Aquino and his economic

The Paradox of PH situation

managers adamantly brush aside such plea? Why can’t the Aquino administration let the laboring class savor as well the fruit of their own labor?

Remember that the un-precedented growth in the economy was achieved with the able support of the la-boring class. Any growth in the economy can never be had through the effort of the business entrepre-neurs only, big or small. Labor, let us not forget, is the essential, indispensable partner of capital. Thus any significant rise in the economy should likewise be attributed as well as enjoyed by the laboring class.

But wait, Aquino and his predecessors including his mother always give a

deaf ear to this clamor for higher wages as if the sector clamoring such wages does not deserve to live full and abundant lives. The behavior of Aquino and the previous presidents had always been to let the laboring sector suffer in misery while the superbly well-off business entrepreneurs earn profits by the billions of pesos.

Look at the annual fi-nancial reports of these giant corporations to the Securities and Exchange Commission. They are de-claring profits amounting to billions of pesos but when their workers appeal for a share of the profits earned by them through the sweat and labor of their workers, they almost always give the workers’ plight a blind eye.

If only the workers are given higher wages vis-à-vis the profit earned by the companies where they are working, they would become more productive and they will have bigger purchas-ing capacity. With a bigger purchasing capacity, more money would have been pumped into the economy to accelerate its growth even more. But Aquino would rather insure more profit for the big business entrepre-neurs so that they will have more money to squander in gambling casinos.

This is what the logic of capitalism is all about. Only the big and successful busi-ness entrepreneurs should be literally swimming in huge profits even if they are not sharing these profits to their partners in business, the laboring class. Govern-ments are even transformed from being the equalizer between the tension-filled chasm between the poor and the ultra-rich into be-coming as the protector of the interests of the few who control the wealth of the nation.

THINK a minute.Wild horses are such

beautiful, powerful animals. It’s inspiring just to watch them run—fast and free.

Yet their great speed and power would be of no use for transportation or anything else to mankind, if they had not been trained. But then, we humans also have tremendous natural power and passion in us.

We were not created just to be boring, safe people

with no colorful personali-ties or special abilities. Just the opposite.

God made us with all kinds of strong drives, per-

sonalities and ambitions to do great things. We just have to control and channel our passions, so we’ll use their power for our good and the

good of those around us. Whether its our ambition

for success in our job and career, our natural ability to lead others, or our passion for fun and adventure.

You see, God wants us to use the strong drives and desires He gave us to reach our full potential and make a difference in this world, which He made for us to enjoy with Him. Jesus Christ came to set us

Farmers could even ask for additional seedlings to replace those that won’t survive.

The city government would not even earn from

Ruthie Guingona, moth-er of incumbent Senator Teofisto Guingona, III, mi-raculously survived the at-tack with bullet and shrapnel wounds in various parts of her body.

Visaya said that peace could be attained if the gov-ernment, non-government organizations, and other stakeholders work together to counter the atrocities of the NPA in their areas.

“It is only by acting to-gether we can attain peace and seize the existence of NPAs which have been the burden of the country for more than four decades,” Visaya said.

The Guingona ambus-cade prompted the govern-ment to send a battalion of Marines soldiers to Gingoog City to flush those respon-sible for the attack and to ensure a peaceful election on May 13, 2013 in Misamis

this partnership because all income from the crops will go to the farmer-co-operators.

Before the event, farmer co-operators will sign a memorandum of agree-ment with the city govern-ment led by the city mayor.

“For this year, we are proposing that the city government will take care of the land preparation and digging of holes for the tree planting for farm lots over two hectares,” Bretaña said.

Tree-Growing Festival is regular activity of the city government -- held every June 29 – in response to the Aquino administra-tion’s National Greening Program.

It is also geared towards recovering the city's forest cover while helping local farmers improve their liv-ing conditions.

In 2011, over 131,000 trees were planted in 588 hectares in Roxas Moun-tain range.

Last year, over 250,000 agroforest trees were plant-ed in 1,200 hectares in Quezon Mountain range with the help of over 15,479 registered volunteers.

For the Tree-Growing Festival 3 on June 29, 2013, the city government has set its target at planting

500,000 trees to cover at least 2,000 hectares in both mountain ranges. (DEDoguiles/PIA 12/as-felicilda)

This logic is what we are seeing in the government’s refusal to equalize the lopsided situation between the poor and the ultra rich who the World Bank country director in the Philippines said number only about 47 families. The government is always on the side of the rich instead of giv-ing those who have less in life more in law. In reality this is not so. Those who have less in life, more often than not, have less in law also.

How this was made pos-sible? This is being made possible by the fact that those who have more in life or their anointed ones are the ones who formulate the laws. Expectedly, those who have more in life will ensure that they will have more in law. And this is what is actually happening now.

And during election sea-sons, such as the one we will be having 11 days from now, those who have more in life or their anointed ones seeking public office offer themselves as servants of the people es-pecially the poor. A cursory look at this offer, however, will readily show that there

is no truth to this. How can the masters become the ser-vants of the people especially the poor?

Perhaps it is high time now that this situation be transformed not just changed. The people should collectively exercise their right to uproot and pull down officials who do not lead the poor and the downtrodden in their journey

for a better life that’ll enable them to live life in its fullness and abundance and this starts by giving the laboring class higher wages.

The teams from Bohol as well as from Bu-tuan are just few months old. I’m sure with more practice they will prove a lot in this sport,” he said. Jackie-Jean Aspiras, tele-vision sports writer, also expressed her optimism for Butuan’s FSUU team. “Considering that the FSUU team is just a few months old, they have so much potential. You can see that the way they handle their paddling, they have the right form and discipline,” she said. Aspiras added that considering that the FSUU squad is a first-timer and yet reached the semifinal rounds already speaks so much of the team’s character

Butuan’s dragon boat team gains world paddlers’ respect

DAUIS, Bohol (MindaNews) – The Father Saturnino Urios University (FSUU) dragon boat team gained admiration and respect from the organizers and participants of the 2nd Cobra Philippine Dragon Boat Federation (PDBF) International Club Crew Challenge here that ended Tuesday. PDBF president Marcia Cristobal pointed out that the FSUU team showed a promising start for a novice team composed of college students. “The FSUU dragon boat team gained good feedback from the race organizers and seasoned paddlers. For a team composed of col-lege students, they went head to head with seasoned world and national cham-pion teams and showed that they have what it takes to row beside such teams,” she said. Cristobal is optimistic that the team is ready to face biggerchallenges in the interna-tional scene. “As the first all Mindanao team to join such race, FSUU has a big potential to shine for the below 23 category

potential in this sport, they just need more practice as a team and they need to further push themselves to be able o win in future races,” said Abion Roderick, Lake Buhi’s team captain. The FSUU dragon boat team reached the semifinal

rounds in the 500 meters open standard, 200 me-ters open standard and 200 meters women small boat categories against 13 teams, of which 9 are seasoned teams with national and international competition experience.

Bangsamoro Transition Commission holds first session in Cotabato City

By Carolyn O. Arguillas

COTABATO CITY (Mind-aNews) – The 15-member Transit ion Commission (TransCom) tasked to draft the Bangsamoro Basic Law held its first session in Min-danao Tuesday with experts on Constitution-making as resource persons. “Very engaged” was how TransCom chair Mohager Iqbal, concurrent chair of the Moro Islamic Liberation

Front (MILF) peace panel, described the day’s session with Prof. Yash Ghai, chair of the Fiji Constitution Com-mission. Commissioner Fatmawati Salapuddin of Sulu said Ghai gave inputs “to guide our formulation of internal rules and processes, experiences of other countries. The sessions were held behind closed doors on the fourth f loor of Alnor Suites. It was the TransCom’s

first meeting in Cotabato City, where it will be based, after the April 3 ceremonial opening in Pasig City. The other resource per-sons in the April 30 ses-sion were lawyers Benedicto Bacani, Executive Director of the Cotabato City-based Institute for Autonomy and Governance, and Nasser Marohomsalic, a former commissioner at the Com-mission on Human Rights and a member of the 1988 Regional Consultative Com-mission that drafted the Organic Act for what is now the Autonomous Region in Muslim Mindanao (ARMM). Composed of eight mem-bers from the MILF and seven from the Philippine government (GPH), the TransCom, as agreed upon in the Framework Agree-ment on the Bangsamoro, is tasked to draft the Basic Law that would pave the way for the establishment of the Bangsamoro, the new autono-mous political entity that would replace the ARMM by June 30, 2016.

Iqbal told MindaNews they hope to finish the Com-mission’s internal rules by Wednesday, May 1. Iqbal now wears four hats in the MILF: as informa-tion chief, peace panel chair, TransCom chair and head of the Consultative Commis-sion of the Facility for Advi-sory Support for Transition Capacities (FASTRAC), a three-year program initiated by the United Nations and the World Bank in partner-ship with the MILF, which was launched last Monday at Camp Darapanan. FASTRAC will provide on-demand technical as-sistance from national and international experts and will start office “next week,” UN resident coordinator Luiza Carvalho said at the press conference after the launch. The Consultative Com-mittee will provide overall guidance to the Cotabato City-based FASTRAC. Day to day management, however, will be under an Executive Director. (Carolyn O. Arguil-las/MindaNews)

Lakers hope Howardchooses to return

Even after every disappoint-ment in the Los Angeles Lak-ers’ lost season, Kobe Bryant still wants to keep their roster together. Pau Gasol agrees, although he knows he might be out. And Dwight Howard is in no hurry to decide whether he’ll rejoin this talent-loaded group that didn’t meet its expectations. Howard’s impending free agency was prominent in the Lakers’ minds as they headed into the offseason Tuesday with their exit interviews. General manager Mitch Kupchak said he’s “hopeful” and “optimistic” Howard will re-sign with Los Angeles after his first season ended in a first-round sweep. But Howard, the seven-time

BANISILAN, North Co-tabato (MindaNews/30 April) – A candidate for councilor in Banisilan, North Cotabato was shot dead Sunday night after a campaign rally in the town center, a police of-ficial said. Senior Supt. Danilo Peralta, provincial police director of this province identified the victim as Gaspar Omar, who ran

under the United National-ist Alliance. Peralta said they have witnesses who pointed to a 14-year old boy as the assailant. “He was fixing some of their paraphernalia and equipment and was aboutto board his vehicle when the suspect opened fire behind him. He died im-mediately,” he said. Chief Inspector Ritczel Alucilja, the town police chief said it was the third attempt to kill the victim.

“The first was in 2008, followed in 2010 but on Sunday night he didn’t es-cape death”, he said. The official said three political groups held rallies in the town that night and his he had no enough per-sonnel to provide security to all candidates. He said that while they conducted patrols at the rally sites the assailant may have taken advantage of the brownout. The whole province has been experiencing frequent

power outages. Local police said either politics or rido (clan feud) could be the motive behind the killing. Alucilja said the election has made politicians who have unresolved conflicts with other clans vulnerable to attacks because they tend to be more exposed to the public. The killing was not the first election-related incident in this town this year. On March 30, the official start of the campaign for lo-

cal positions, town councilor Bobby Rajamuda and his army escort Sergeant Bernie Jornillo were wounded in an ambush on their way to a sortie in Barangay Busaon. Peralta identified the sus-pects behind the ambush as Bacbac Sultan and Tanda Kedong. Peralta said rido was also seen as the root of conflict. On January 15, village chair Sonny Kadil of Ba-rangay Pantar was wounded while his two companions, Takanada Mamukao and

Muslimen Ampuan, died in an ambush in Midsayap town. The attackers were linked to Kumander Faron of the Moro Islamic Liberation Front Kumander Faron. The victims said they and Faron have a longstanding land feud and leadership dispute. The Commission on Elections has not declared Banisilan as an area of im-mediate concern in the coming polls. could feel that election is really heating up in the province,” Tahir Usman, a vehicle driver attending the event, said. Mastura optimistic of peace-ful polls Meanwhile, the United Na-tionalist Alliance (UNA) is optimistic that a peaceful con-duct of the May 13 elections will take place in this province, which the Commission on Elections classified as one of electoral “areas of concerns” in the country. UNA gubernatorial bet Tocao Mastura, incumbent Sultan Kudarat town mayor, aired the optimism here on Saturday as he announced that he is backing Autonomous Region in Muslim Mindanao OIC-Governor Mujiv Hata-man’s candidacy for ARMM governor under Liberal Party in the absence of an “official instruction” from UNA hier-archy. Mastura said his party line-crossing stance for Hataman was meant to show the UNA provincial slate’s support to President Aquino’s peace deal with the Moro Islamic Libera-tion Front (MILF), particularly for the implementation of the Oct. 15, 2012 Framework Agreement on Bansamoro (FAB). He affirmed that Hataman is the President’s choice for regional governor vis-à-vis the current peace process envisioned to transform the ARMM into a new autono-mous political entity called the Bangsamoro. Mastura held a press confer-ence as sidelight of their grand party rally here Saturday. At the press conference, Mastura denied an earlier published claim by midwife Ressie Jumalon-Torres that UNA local supporters in Sultan Kudarat town had threatened her for allowing the use of her building as LP headquarters in the municipality. “There no truth in that (claim)… I am inviting LP people to come and put up campaign materials in my town. In fact, I had endorsed that lady (Torres) for (over-seas) employment in Saudi,” said the UNA gubernatorial candidate, who lamented his rallies' lack of coverage by national media outlets.

stood still for at least 10 hours along the highway in Datu Paglas and neighboring Buluan town amidst the grumblings and dismay of drivers and com-muters caught in the conges-tion and even despite desperate efforts of traffic enforcers to remedy the problem hastily. The road congestion covered a 10-kilometer stretch as seen by newsmen covering the event from a helicopter ride provided by the UNA group chapter in Maguindanao. “There’s just so many peo-ple,” said Karlos Manlupig, a photojournalist, who was one of those picked by rally organizers to join the helicop-ter ride for an aerial view of the gathering held inside the sprawling grounds of the Datu Paglas National High School in the area. Some 3,000 vehicles - pri-vate cars, buses, pick up and cargo trucks - bearing political streamers and coming from the towns of Sultan Kudarat, Datu Saudi, Shariff Aguak and Ampatuan joined the mammoth convoy of vehicles going to the rally event. Special guest to the rally was senatorial candidate Er-nie Maceda who accidentally stumbled on his knees to the wooden floor of the makeshift stage after tripping on his steps. Maceda, however, imme-diately got up with the help of local UNA candidates and made the thumbs up sign to the delight of the crowd before proceeding to his speech. “This is practically a show of force for us in this province,” said Tocao Mastura, UNA gubernatorial candidate in the province, said during a press conference following the rally. Mastura is challenging one-on-one reelectionist Magu-indanao Governor Esmael “Toto” Mangudadatu of the ruling Liberal Party for the top post in the province on the forthcoming May 13 midterm polls. Both Mangudadatu and Mastura earlier inked a peace covenant for the conduct of peaceful election in the prov-ince. “With barely 15 days left in the campaign trail, one

Mastura said that when Tor-res’s building was converted to an LP headquarters, he asked the police and military authori-ties to secure its premises for fear that any adverse events on it would be attributed to incumbent town officials, all belonging to UNA party. On April 22, Torres told reporters somewhere in Re-gion XII that he was forced to leave Sultan Kudarat after receiving calls allegedly from an incumbent official related to Mastura threatening to harm her if she would not close down the edifice. “I am just a widowed mid-wife trying to earn from the rent of my building. I did not lease it to LP people but to an apolitical physician,” Torres said in sob. She named the renting physi-cian as Dr. Abid Ayunan, who she said lent the building for use by an LP mayoral candidate in Sultan Kudarat. At the rally here Saturday, UNA mayoral candidate Hay-men Salendab denied also an earlier report that he had his slate had withdrawn their candidacies in Buluan, the hometown of the Manguda-datus led by incumbent and reelection-seeking LP Gov-ernor Esmael Mangudadatu.(PNA)

the plans they put forward to the public. They said the chairman of barangay Barra had promised to do a number of things if he was given the chance to become the head of the barangay. They said some of his prom-ises were to purchase an ambu-lance, to forego his honorarium as barangay chairman, and to buy five computer sets every year for the Barra Elementary School using his own funds and not the funds of the barangay. Two other promises were to solve the water problem and drainage system of the barangay and to provide a doctor every month who will give free services to all the residents of Barra. However, according to resi-dents of the barangay, not one of these promises were fulfilled and that he has allegedly not been true to his word when

munities and organizations nationwide, was conceptualized to help pro-life and pro-family candidates win votes. “While there is the so-called ‘command votes’ from El Shad-dai of Brother Mike Velarde, Kingdom of Jesus Christ of Apollo Quiboloy, Jesus Is Lord of Brother Eddie Villanueva and the Iglesia Ni Cristo, the Catholic vote is now shaping up after the RH (issue),” related Medina. The CCVP was formed in consonance with the January 28, 2013 pastoral letter of the Catholic Bishops Conference of the Philippines (CBCP) calling for "circles of discern-ment” to examine and ques-tion the sincerity, quality and effectiveness of governance of our leaders and to answer the question “Is there a Catholic Vote?”, among others. The CCVP believes that, to the spiritually mature, a public office is an opportunity for service. The office will bring them and the people they serve closer to heaven. “Love them by voting them into office,” it stated. However, to the spiritually immature, a public office is an occasion of sin. The office will bring them and the people they deceive closer to perdition. “Love them by not voting for them,” added the charismatic group. Aside from Villar, CCVP will also endorse the candi-dacy of reelectionist Senators Aquilino “Koko” Pimentel III and Antonio Trillanes IV. Villar, Pimentel and Trillanes were also earlier endorsed by the White Vote Movement led by El Shaddai. CCVP also vouches for senatoriables JC delos Reyes, Lito David and Mar Llasos, all running under Kapatiran, which the group describes as the “only political party with a platform and programs that are aligned with the teachings of the Catholic Church.”
