NTC has issued Memorandum Order 01-02-2013 laying down

the guidelines prohibiting the sale, purchase, importation, pos-session or use of cellular mobile repeaters and portable cellsites operating on 800 megahertz, 900 MHz 1800 MHz, and 2100 MHz frequency bands.

The order came about after various complaints on signal inter-ference were brought to the NTC’s attention by telecom companies.

CAMPUS journalists from Northern Mindanao won 12 individual and group contest awards during the National Schools Press Conference at St. Peter’s College in Ormoc City on April 7-12 this year.

Regional campus jour-nalism coordinator Mala Epra Magnaong of the Department of Education 10 said that the NSPC winners were part of the 250-strong delegation of campus journalists, school paper advisers and school division education program specialists.

Magnaong said that the nine winners in individual contest categories under the secondary level are (1) Trishia Lopina of Camiguin’s Yumbing National High School (YNHS), second-place in sports writing in Filipino; (2) Mark Francis Basan II of La Salle Acad-emy, Iligan, second-place in news writing in English; (3) Eric Edulan, also of YNHS, Camiguin, third-place in sports writing in English; (4) Eunice Baliong of Camiguin Polytechnic State College, Camiguin, fifth place in feature writ-ing in English; (5) John Christian Sacote, also of YNHS, Camiguin, fifth place in photojournalism in English; (6) Amani Ali of Iligan Medical Center,

Lieutenant Colonel Bermudo, prior to this new des-ignation, held various positions in the Philippine Army such as; the Deputy Chief of Staff for Education and Training, G8; Operation Officer of Task Force PANAY; Chief Management Fiscal Office, Executive Officer of 47IB and Executive Officer of 301st Brigade all of 3rd Infantry “Spearhead” Division based at Camp General Macario Peralta Jr, Jamindan, Capiz. His most recent assignment was with 402nd Infantry “Stringers” Brigade as the unit’s Executive Officer.

He replaced Lieutenant Colonel George L Banzon, who is set to assume his new post as the Assistant Chief of Staff for Operations, G3 of the 4th Infantry “Diamond” Division.

In his message, Ltc Banzon, extended his thanks and gratitude to the officers and enlisted personnel of the unit for their untiring support and dedication to service rendered during his incumbency as battalion commander. He encouraged all officers and personnel to offer their sincere dedication and support to his successor since the success of a Commander and the unit he is leading is on the hands of all the members of the unit - officers and enlisted personnel.

KORONADAL CitY - The south Cotabato agriculture office is not considering cloud seeding despite the dry spell that has affected the province since March.

“We have not planned for cloud seeding operations,” provincial agriculturist Reynaldo Legaste confirmed in a recent interview.

He said farmers here, especially those in the Upper Valley area who will be affected by the two-month closure of the Allah River Irrigation System (Allah RIS) beginning this month, began their farm activities earlier than usual.

“Of the 8,000 hectares affected by the closure, about 1,000 hectares have already been harvested. The remaining 7,000 hectares are set for harvesting this month,” he said, which he added would not require much water supply.

Besides, the official added, sunny days are favorable to growers of durian, rambutan, lanzones, mangoes, and other fruit trees.

“Most mango trees here are either in the initiation or blooming stage and these could adversely affected if we induce rain by conducting cloud seeding,” he said.

Legaste added that based on the predictions of the Philippine Atmospheric, G e o p h y s i c a l a n d Astronomical Services Administration (PAGASA), rainy days could begin in May.

He added that they may decide to conduct cloud seeding operations if the dry spell persists after mid-May.

In an earlier interview, he assured that the provincial government is ready in case

cloud-seeding is necessary. They could also ask assistance from the Department of Agriculture, he said.

L e g a s t e e x p l a i n e d further that based on their experience, bamboos could be used as reliable indicator if cloud seeding is already necessary.

“Based on our assessment of droughts in the past years, cloud seeding is already required if 10 percent of the bamboo leaves wither and fall and the plant exhibit stress,” Legaste said.

“These signs are very good indicat ions that cloud seeding is needed. If these happen, other related disturbances such as diseases among animals and even persons could occur,” he said.

Cloud seeding is a method of inducing rain by spreading either dry ice or silver iodide aerosols on clouds to stimulate precipitation process and form rain. (DEDoguiles-PIA 12/asf)

Assistant Director Gemma Rivera said “our campaign to encourage groups and institutions have finally paid off, with the support of those who had untiringly sought areas for convergence to synchronize their programs with us and see where we can work together in bringing our poor families into self-reliance.”

ARD Rivera named partners are present in the RCAC meeting, such as the Population Commission, DILG, Department of

Education, Department of Health, PASALI Foundation, St. Marcellin Foundation, provincial government of Sultan Kudarat, PhilHealth, Ta c u rong , Korona d a l and Gensan City LGUs and Technical Education and Skills Development Authority.

She also expected the other partners in the poverty reduction programs to take part, like the Department of Environment and Natural Resources, Philpost and Department of Labor and

Employment. “We are glad that we

are beginning to accept the program, as part of our mutual aspiration to help the poor,” she said.

Region 12 has 186,516 p o or h ou s e h o l d s , a s determined by the National Household Targett ing S y s t e m f o r P o v e r t y Reduction or NHTS-PR and are now beneficiaries of the Pantawid Pamilyang Pilipino Program, according to Convergence Focal Point Florentino Fiel.

Out of these, Mr. Fiel said, a 35% increase in the level of the poor’s well-being or socio-economic condition was recorded in March 2013, meaning, elevation from survival stage to subsistence stage.

He also reported that a total of 17 beneficiaries in region 12 were now named as “self-sufficient” or families who have socially and economically advanced themselves and are in need of minimal support from the government.

With the support of various partners, DSWD 12 director Zorahayda Taha urged them to continue to initiate programs and partnerships that aid in uplifiting the lives of the poor.

DSWD 12 lauds partners in helping reduce poverty

KORONADAL CitY - the Department of social Welfare and Development Field Office 12 and the Juvenile Justice and Welfare Council (JJWC) led the training of stakeholders and personnel of offices handling chi ldren in conflict with the law cases using multi-disciplinary approach.

In a three-day session among social workers, judic ia l of f ic ia ls , law enforcers, local government officials and penologists, D S W D 1 2 D i r e c t o r Zorahayda Taha urged the frontliners of the seven pillars of the juvenile justice system to help curb the number of children in conflict with the law (CICL) in the region.

“We have to work together, we cannot just punish our children because of the shortcomings of the society,” Director Taha said.

“C onvergence does not happen only in the poverty reduction program implementation of DSWD. It is also needed in our

other programs particularly in the implementation of child protection programs of the government,” she added.

Director Taha disclosed t hat i n D S W D C IC L database, 1,214 cases and offenses were recorded from 2009 until 2012. Top offenses were robbery, theft, and physical abuse.

In handling these CICL, she noted that DSWD provided interventions such as counseling, referrals, provision of basic needs and of legal, financial and medical assistance.

DsWD, JJWC strengthen pillars of juvenile

KORONADAL CitY, -- The Department of Public Works and Highway-Autonomous Region in Muslim Mindanao (DPWH-ARMM) has saved P136.4 million from its 2012 funds, officials disclosed Thursday.

Emil Sadain, the region’s public works secretary, said the savings is due to the agency's prudent fiscal handling and enforcement of transparent procurement and bidding process.

“It is part of the reforms we have put in place in the agency,” he said.

Sadain said their action follows on the reforms

introduced by the present administration of ARMM OIC Gov. Mujiv Hataman.

“ The reforms have allowed us to maximize the agency’s annual allocation and provide funds for the procurement of heavy equipment and other expenditures,” he said.

Sadain said that for the first time in 22 years, DPWH-ARMM was able to acquire heavy equipment, all-purpose vehicles and survey instruments on its own initiative and without relying on national funding.

DPWH-ARMM has already earmarked part

of the savings it generated for the procurement of additional equipment this year, which is set to be delivered in two tranches.

Moreover, the agency intends to concentrate on building and improving prov inc ia l ro ads and leave the development of national roads to its national counterpart in order to make the most of its funding in the succeeding year.

The new flight sched-ule would mean cutting eight regular flights including night flights to Cagayan de Oro City that stakeholders feared would have a debilitat-ing effect on the local economy.

AGUsAN DeL sUR -- The Agusan del sur electric Cooperative (AseLCO) is appealing to all member-consumers to help save electric power during election period from May 1 to 21, 2013.

This, in order to lessen the impact of electric shortage and bigger power rate increase.

ASELCO is currently suffering from a total of four and a half hours of brown out every day, with 1.5 hours per feeder rotational brown out, “but as member-consumers

of our cooperative, we can contribute in minimizing the rotational brown outs by voluntarily plugging off our appliances during peak hours from 5:00 PM to 9:00 PM,” said ASELCO General Manager Emmanuel Galarse.

He meant of such appliances appliances as refrigerators, freezers and air conditioning units, as well as unnecessary lighting.

“We call this consumer voluntary load curtailment,” he explained.

Engr. Galarse added, the highest electric power

deficiency that the province is experiencing for 2013 is this month of April with negative 13,265 kilowatt hour (KW) compared to the last three months from January with negative 9,020 KW, February with 10,442 KW and March with 11,646 KW.

On May, with the second month of Aselco’s entering into contract with MAPALAD who will supply 3,000 KW of electric power to Aselco, the deficiency will again reduce to 11,712 KW.

“On June and July, we will increase our contract

with MAPALAD from 3,000 KW to 5,000 KW. Because of this, we will also decrease our electric power deficiency to an average of 10,300 KW,” he further said.

Starting August until December of this year, ASELCO will again increase its contract to 10,000 KW.

This means, ASELCO will also reduce its power deficiency to an average of 3,500 KW per month.

“Agusan del Sur KW demand on January and February was 22,921 KW and 22,420 KW respectively.

THINK a minute.There were two very sick

men who shared a room in a hospital.

The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man, who was not able to sit up, spent all his time laying flat on his back.

The two men talked for several hours each day. They talked about their wives and families, their jobs and life’s experiences.

Every day when the man by the window sat up on his bed for an hour, he told his roommate all the things he could see outside the window.

He told him about the park with its lovely lake and gardens. It made the other man so happy because he

could not sit up to look out; so he looked forward to that one hour every day as he listened to his roommate talk about the people and beauty of the world outside their hospital window.

One night, the man by the window died in his sleep. The other sick man who shared his room was very sad.

He missed his room-mate who had told him about the beautiful world through their hospital win-

dow. Then one day he asked if his bed could be moved to the window where his friend had been.

He couldn’t wait to fi-nally see the beautiful world outside. But when he turned his head to look out the window, he was shocked to see nothing but a dirty blank wall!

When the man told the nurse all the things his roommate had seen through the window and told him about, the nurse

said to him: “Your friend who sat by the window was blind! He could not even see that wall! I think he just wanted to make your life happy.”

Jesus told us that the only way to be truly happy is to make others happy.

The only way to find your real, satisfying life is to give it away by loving others. This is how God Himself lives.

He loves us so much that He gave His one and only Son, Jesus, to die for all our wrongs and sins. So today, you yourself can ask and receive His forgiveness and new life.

Jesus will give you the power to start changing into a new person who learns to love and make others happy just Jesus does.

Heat wave: can we do something about it?

DO SOMETHING ABOUT IT? The warning by PA-GASA, or the Philippine Atmospheric, Geophysi-cal and Astronomical Ser-vices Administration, that a heat wave is coming to our country in the next few days foretells of death and destruction, what with temperatures ranging from a deadly 38 degrees centigrade or even higher enveloping many parts of the archi-pelago for not less than three days.

Is there anything Filipi-nos can do about this heat wave if and when it finally strikes? Or, better yet, is there anything that Filipinos can do to prevent any heat wave from victimizing them and the entire country? Impossible as it may sound, the answer is yes, there is something concrete that we can all do to minimize, if not altogether avoid, the occurrence of the dreaded

heat wave.-ooo-

STRONG SPIRITUAL DIMENSIONS OF HEAT WAVES: What is this that we can concretely do about the coming heat wave? It is listening to God and obey-ing His commands. For Christians, it means read-ing the Bible and following the commands written in its pages. For Muslims or any other believer from

other sect or religions, it means reading the Koran or any other Holy Book, and obeying everything written in them. In other words, to fight a heat wave, we must all go back to God.

For, whether we like to admit it or not, a heat wave has very strong spiritual and Biblical dimensions, at least among Christians. In at least two passages or verses of the Bible, a heat wave is prophesied to happen, as a consequence of people no longer listening to God---which means, no longer reading the Bible, and of people no longer obeying His commands.

I HAVE started to campaign for the seat in Congress to represent Muntinlupa and have found a number of interesting experiences along the way.

The man on the street is very accommodating with a few excep-tions that ask you directly what is in it for them. And by the time you begin to explain you realize it’s something they want from you directly at that particular moment. Then there are those that ask for medicine or a snack depending on the time of day.

Of course there is also the occasional party at the street corners asking for grog. In our area I have always professed we require a solution for the perennial flooding the Laguna Bay causes annually. And yet in my eager-ness to present a solution (or my legislative agenda) I found the people are not too interested in long winded explanations towards a solution to their problems other than to share their experiences and misery when these floods arise.

It is best I assume to listen to the people rather than I talk down on to them as if I have the franchise to the solutions they require. Most other politicians to my experience enjoy doing the talking, not the other way around.

What I found annoying interestingly enough together with the people, are the blaring distorted sounds/ or music of campaign ads by multiple politicians mounted on moving vehicles.

Working the streets to campaign for Congress

The repetition and redundancy of the content of the audio ads begin to sound almost silly to the man on the street mimicking it.

If only the compositions (music) created were more serious and with higher value productions, they may be audibly acceptable but the sad part is they are not. Then there are the violators even the people themselves have identified with the oversized posters for the Comelec to see but do nothing about.

They come in different sizes and mounted on win-dows, street poles, public stands, walls, etc. It makes you wonder how these politicians seeking a mandate are ready to violate the laws they will be sworn to protect and promote.

We learn of the actual practices of politicians and the campaign trail Philippine style when one walks the streets to be with the people, he or she is supposed to serve.

Unlike when these politicians are in office they are surrounded with support groups that carry their port-folios, driver in tow and bodyguards to stop the people from approaching them.

During the elections when candidates seek the man-date they are friendly and make themselves accessible to them. When you hand out a flyer coming directly from you (the candidate) the people tend to look at the photo then on to you and actually appreciate you are on the street with them asking for their vote. It works!

When my helper would hands out the flyer it be-comes more difficult. And what is most amazing is when handed the flyer they read it. So are the voters more educated or still clueless and rely only on name recall as the newspapers say?

It’s all quiet in the Western front. they used to say this phrase in the movies to denote lack of visible change in the war front.

this phrase describes aptly what is obtaining in the conflict areas in Mindanao which is literally in the western part of the region. the silence in fact is deafening it elicits this uncanny feeling that the conflict could have either been finally resolved and come to a happy ending or that the elements that have been at war with the government are actually gearing up for still another war.

We wanted to believe with an assurance that the guns of war between the secessionist front and the government forces had been silenced and would like to credit this to the ongoing peace negotiation.

the absence of any semblance of terrorist activities has also prevailed for a number of days now giving rise to optimism that after all the government forces and have finally won the hearts and confidence of the island communities in sulu and Basilan where the terrorist elements freely roamed in the past.

If civilians cooperate with the peacekeeping forces there is no way these terror groups can cause havoc and perdition. If the peaceful condition persists it will not take long for people to live and enjoy normal lives and go on with their means of livelihood.

sooner the capitalists will come back and those who had been dislocated from their jobs will finally find one. the younger generations whose opportunities may have been denied them because of endless conflict made worse by the senseless brutalities of the abu sayyaf and Jemaah Islamiyah.

It’s silent on the Western front and yet if this persist longer than what use to be and we see victims of kidnapping finally released from their captors by sheer pressure of change in the community that may still be providing shelter to those who held them hostage in exchange for ransom then we can say that indeed this one is the dawning of the new day.

It would take sometime for the confidence level to be re-stored in areas ravaged by war. It is a divine consolation that we enjoy and relish the freedom and the atmosphere of quiet that peaceful environment breeds. If we opt for this environ-ment then we have to nurture this and make known to those who still might attempt to stir another conflict to stop their crazy adventurism. (MW)

My father, when in his ser-mon-giving mood, would often say, “Way hinungdan ang tawong di moila’g utang kabubut-on [He (she) is an unworthy person who does not honor a debt of gratitude].”

Verily, utang kabubut-on (utang na loob in Filipino) is a commendable but delicate state of mind and heart. It is regarded as an attitude that spells the difference between what makes an enduring relationship and a fragile companionship.

Among members of the family, this trait is cultivated early in childhood. Perhaps, at the bottom of this is the phenomenon of clannish-ness that promises future expectations or rewards, in terms of personal service or perhaps, economically and socially, as well.

The parents, consciously or unconsciously, would look forward to that in-evitable season in their life when they would need the care-giving attention of their children. And utang kabubut-on is their form of “life insurance policy” for this eventuality in their twilight years.

In friendship, as in ro-mantic relationship — and yes, in conjugal partnership! — the demands for this utang kabubut-on com-mitment often manifest in emotional intensity during lovers’ rows or marriage break-ups. And this, even with the popular saying, “All is fair in love and war.”

Indeed, the conscious and faithful adherence to the injunctions of utang kabubut-on is a formidable trait among Filipinos, such that it has become a perni-cious weapon wielded by politicians as a means to garner votes.

The voter, by the sheer fact that he has a debt of gratitude to return to a candidate for an electoral

post, ignores the politicians’ inadequacies as a political person. He (she) merely sees the need to pay his (her) utang kabubut-on no matter the big flaws that make such politician unfit for office.

Our politicians invari-ably bank on this mindset of our people. And the unscrupulous politician, his (her) mouth foaming with triumphant braggadocio and pretense, proclaims, “It is my big utang kabubut-on to give you the kind of service you deserve by your support!”

And what kind of ser-vice, does he (she) contem-plate? Only he (she), with his hypocritical attribute as a political animal, knows what quality of service he (she) sees is commensurate to the people’s sense of utang kabubut-on he (she) has effectively peddledduring the campaign.

But why should one consider it a repayment of utang kabubut-on to elect a candidate for public office

for a personal favor he (she) had received? Much more so if such favor is one that accrues from the very nature of the politician’s official function or governance?

A common example of such queer happenstance is the feeling of being be-holden to a politician for a job or livelihood or schol-arship grant out of money from the public coffers. Or on account of such simple infrastructure projects as cementing a portion of a road, or an artesian well, or a classroom building which, after all, is the very service expected of him as a public servant out of the people’s money?

A former Davao con-gressman can be called an examplar emeritus of such brand of politicians who earned the distinction of having claimed as his own certain public parks by la-beling them with his name. He even installed lapidas on ten-meter stretches of roads he caused to be ce-mented out of his “fattened” pork barrel — fattened on account of his illustrious sycophancy to the former lady president.

But the worst form of utang kabubut-on is one that ensues from vote-buying. The entire electorate

South Korea’s defense ministry said Thursday it is fully prepared to deal with a North Korean launch. Spokesperson Kim Min-seok, insisted the military is ready to intercept any rocket.

“Our military is con-cerned a North Korean mis-sile launch can threaten our territory and our people’s safety, so we are preparing a full defensive posture,” he said. “Also, we are preparing so that when North Korea launches the missile, we can immediately figure out where it is heading.”

Kim said Seoul believes the launch could occur on or before the Monday birthday of North Korea’s late found-ing leader, Kim Il Sung. The date is one of the most im-portant on the North Korean calendar.

But the defense minis-try refused to comment on a report by Japan’s Kyodo news agency, which quoted an unnamed Tokyo defense official as saying a North Korean missile launcher was in a “raised position.”

Despite concerns, U.S. Director of National Intel-ligence James Clapper told lawmakers Thursday that all of North Korea’s actions appear to be a ploy for the sake of North Korean leader Kim Jong Un.

He said, “I think first and foremost it’s to show that he is firmly in control in North Korea.”

North Korea is believed to have moved several mid-range missiles to its east coast in preparation for tests to demonstrate its ability to strike American targets in the region.

While nobody wants a weak mobile phone signal, using devices to boost signal coverage can result in a lot of damage and trouble to other parties.

However, the said devic-es are usually not properly installed and often use low quality components that generate spurious radio signals and cause network interference, leaving sub-scribers in the area with very weak, if not non-existent mobile reception. These illegal repeaters are also not calibrated or tuned to the right frequency nor to the right settings (e.g. power), thus interfering with legitimate and good signals adjacent to it.

Meanwhile, since mobile phones send and receive signals via radio frequency (RF) communication which broadcasts through the air, various natural and man-made obstacles can disrupt, block, or interfere with signal transmission and quality.

In order to address the problem, telecom compa-nies have to install properly designed In-building cover-age solutions consisting of very low power distributed antenna systems. However, to do so, they must seek permission of the building/owners and tenants. Only when such permission is granted can they address weak signal issues inside buildings.

DILG 10 reaches outto stakeholders on BUB

As a result, projects worth P708 million have been lined up for imple-mentation this year and P1.1 billion worth of pro-jects have been approved for 2014 for Region 10 under the BUB program, which the DILG chairs.

Of the P708 million, P64 million will come from the DILG while P205 million of the P1.1 billion will be shouldered by the DILG next year.

This was revealed by Lawyer Rene Burdeos, re-gional director of the DILG 10, who was the main guest of the BusinessWeek Mindanao NEWSCON, yesterday, April 12, 2013, , at the BWM Media Center.

Atty. Burdeos said that he himself attended, along

with the technical field personnel of the DILG 10, the orientation-workshops on BUB and planning pro-cess in the different mu-nicipalities in the region, and have been disseminat-ing the information from the local government units down to the grassroots lev-el through the CSOs.

Director Burdeos said the budget for BUB pro-jects vary -- P15 million for municipalities, P25 million for small cities, and P50 million for big or highly-urbanized cities.

Atty. Burdeos said that for a town or city to quali-fy, it must have the “Seal of Good Housekeeping.”

and the National Anti-Pov-erty Commission (NAPC).

The DILG has been giv-en the responsibility to im-plement the BUB Program, being the chair of the Re-gional Poverty Reduction Action Team (RPRAT). Thus, there is a need to mobilize its field officers in order for the Department to successfully implement the BUB process and to ef-fectively monitor the im-plementation of the BUB projects.
