The ruling clans of Mindanao: same families in 50 years, 25 years

DAVAo City––the Dima-poros of Lanao del norte and the Plazas of Agusan del Sur are the longest-surviving political clans in Mindanao, having ruled their areas for at least half a century, interrupted only briefly when the People Power revolt ousted the Marcos dictatorship in 1986, replaced local chief execu-tives with oiCs (officers–in-charge) and elected a new set of officials in 1988.

Although it took them six years to reclaim the gubernatorial post after their ouster in 1986, it took them only a year to be back in power: in the first post-Marcos election for the House of Representatives and the Senate in 1987, the patriarchs -- Mohammad Ali Dimaporo and Dem-ocrito o. Plaza -- who had previously served for three decades as governor and congressman -- were elected representative of their respective districts, along with Dimaporo’s son, Abdullah.

Ali represented the sec-ond district of Lanao del Sur, Abdullah the second district of Lanao del norte and Plaza the lone district of Agusan del Sur.

by 1992, the clans were back at the top. Plaza and Dimaporo’s son, Abdullah, were elected governor. Ali remained in Congress.

in the post-Marcos era, clan members have been holding on to the gover-nor’s seat in the last 21 years (seven terms) and the congressional seat in 17 years (five terms) either by succession or by swapping posts.

Abdullah served as gov-ernor from 1992 to 1998, his wife imelda from 1998 to 2007 and their son Moham-mad Khalid since 2007. Kha-lid is seeking a third term except for the period 1992 to 2001, the Dimaporos have also been representing the 2nd congressional district since Congress reopened in 1987: Abdullah from 1987 to 1992 and 2001 to 2010, his daughter Fatima Aliah from 2010 to 2013. this year, Abdullah is returning to the post his daughter is vacating while his wife imelda, who was elected 1st district representative in 2010, is seeking reelection.

in Agusan del Sur, the Plaza patriarch ran for governor in 1992 and was reelected in 1995 but died the same year. Vice gover-nor Alex bascug took over but in the 1998 elections, Plaza’s widow, Valentina, who was governor from 1980 to 1986, made a comeback. She retired from politics in 2001, the same year her son Adolph edward won the seat she vacated.

Adolph edward was re-elected in 2004 but while he was expected to run for a third term, his sister, Ma. Valentina ran instead. He returned to the gubernato-rial post in 2010 and is now seeking reelection.

After the 1987-1992 stint of the Plaza patriarch in Congress, the Plazas re-turned to Congress in 2001 and have stayed on. Adolph edward’s brother, Rodolfo served from 2001 to 2010. in 2010,Rodolfo, who ran for Senator but lost, was succeeded by sister. Ma. Val-entina while another sister, evelyn Plaza-Mellana rep-resented the newly-created second district.

Adoph, Ma. Valentina and evelyn are all running for reelection. evelyn will be pitted against her brother Rodolfo. Another brother, Victor, is running for vice governor against Adolph’s running mate.

Another Plaza son, Dem-ocrito ii, served as mayor of butuan City in Agusan del norte for five terms from 1992 to 2007, except for 2001 to 2004 when his wife Leonides theresa was mayor. Democrito ii passed away on october 29, 2010.

Comeback When Cora-zon Aquino took over as President in February 1986, among the first things she did was to appoint oiCs nationwide to replace local chief executives elected in 1980.

in Lanao del norte, oiC Francisco Abalos was even-tually elected governor in 1988. Lanao del Sur had two oiCs: Saidamen Pangarun-gan from 1986 to 1987 and Princess tarhata Alonto-Lucman from 1987 to 1988. Pangarungan was elected governor in 1988.

the Dimaporo patri-arch, who was ousted as Lanao del Sur governor in 1986, began his political career as representative of the undivided

Lanao from 1950 to 1953, sought reelection but lost to Domocao Alonto.

He won his electoral protest on May 25, 1957, with only a few months remaining of his supposed term.

When RA 2228 divided Lanao into del norte and del Sur on July 4, 1959, Salvador Lluch was first appointed as governor. in January 1960, Dimaporo was named governor.

When he ran and won a seat representing the lone district of Lanao del norte in 1965, Vice governor Arsenio Quibranza, a po-litical foe whose daughter imelda would later marry his son, Abdullah, took over as governor. in the 1967, 1971 and 1980 elec-tions, Quibranza was elected

governor while Dimaporo served as congressman from 1966 to 1972.

When martial law was declared in 1972, the Di-maporo patriarch was ap-pointed by then President Ferdinand Marcos as gov-ernor of Lanao del Sur and President of the Mindanao State university.

in 1980, the last local elections before People Power ousted Marcos in 1986, Quibranza was elected governor of Lanao del norte, Dimaporo as governor of Lanao del Sur.

in December 1989, Di-maporo resigned from his congressional post to run for governor of the soon to be inaugurated Autonomous Region in Muslim Mindanao (ARMM). the House of Representatives’ website says Abdullah resigned to run for ARMM governor but it was actually the patriarch who ran but lost to Zacaria Candao of Maguindanao.

in 1992, he was reelected

to Congress while his son Abdullah won the guber-natorial post of Lanao del norte.

Dimaporo retired from politics in 1995. He died in 2004 at the age of 95.

in Agusan del Sur, the patriarch, Democrito o. Plaza, a logging magnate, was governor of the un-divided Agusan province in 1964 until its division into Agusan del Sur and Agusan del norte in 1967. He represented the lone congressional district of Agusan del Sur in Congress from 1969 to 1972, in the martial law-era batasang Pambansa from 1984 to 1986 and the post-Marcos Congress from 1987 to 1992.

He was serving his sec-ond term as governor in 1995 when he passed away. He was 74.

Second to the Dimaporos and the Plazas, the Amantes of Agusan del norte have held on to the gubernatorial post in the last 18 years,

their father, edelmiro Amante, who passed away on March 10, served from 1987 to 1995, interrupted by a brief stint as execu-tive Secretary under then President Fidel Ramos. He returned to the post from 2001 to 2004, was succeeded

the other clans serving at least 15 years as governor are the Akbars of basilan, the Romualdos of Camiguin, the Mangudadatus of Sultan Kudarat and the Pimentels of Surigao del Sur.

Wahab Akbar served as governor of basilan from 1998 to 2007, followed by his wife, Jum. Akbar was elected lone district rep-resentative to Congress in 2007 but was killed in an explosion in the batasang

While Akbar’s wife, Jum, ran for governor in 2007, his other wife, Cherrylyn Santos, ran for mayor of isabela City. both widows are seeking a third term.

BUTUAN CITY – The city mayor has urged the city police to intensify crime investigation and manhunt operation, if only to sustain peace and order in the locality.

the city mayor said, “it is very important for the people to know the real peace and order situ-ation in the city as the government is promoting transparency and good governance.”

Peace and order situa-tion is also the main fac-tor among others which investors would ask before putting up business in any area,” he pointed out.

As this developed, bu-tuan City Police office Director nerio bermudo briefed the local media on the peace and order situation of the city, as compared to the previous year’s crime incidents.

bermudo reported that as of April this year, 223 crime incidents have been recorded by his office.

this, he said is lower by 9% from the 245 incidents during the same period of last year.

AGUSAN DEL NORTE – The provincial office of the Commission on elections (Comelec) said the final testing and sealing (FtS) of the PCoS machines in the precincts was generally successful.

“in the month of June of every year, the CSC is conducting simultaneous survey to all biR offices to assess their performance on the compliance of the ARtA law. DAVAO CITY – Mind-anao’s power supply on election day (May 13) will be closely monitored as the Mindanao Development Authority (MinDA) sets up mechanism to help boost inter-agency coordina-tion on addressing any unexpected power-related incidents during polling hours.

"A power monitoring center within MinDA has

been set-up and will be acti-vated on Monday to support efforts to ensure reliable power across Mindanao," says Romeo Montenegro, MinDA director for in-vestment promotions and public affairs.

He said the establish-ment of power watch center is in line with the mandate of the Mindanao Power Moni-toring Committee (MPMC), which is to oversee efforts

at addressing the power situation in Mindanao.

Montenegro added that the MPMC power monitor-ing center will augment the Power task Force election 2013 set-up by the Depart-ment of energy (Doe) to ensure stable and reliable power supply during the May 13 national and local elections.

“Although we're com-fortable that measures had

been put in place to ensure that Mindanao will have enough power supply on Monday, we can't discount any possibility of outages arising from various causes," he stressed, adding that, "that's why the power moni-toring center makes sure all hands are on-deck so reports of outages can be quickly addressed."

Montenegro, who also heads MPMC’s technical

working group added that the center will also tap social media networks especially for those using mobile plat-forms to generate ground reports on power-related incidents and provide feed-back on courses of action taken.

in eLeCting LeADeRS: there are some readers of this column who are taking issue on our reminder to voters to elect only those candidates who have the fear and love of god in their hearts, and in whom the Spirit of god dwells, on Monday, May 13, 2013. they say, i am just being religious, and that religion is not the solution to our problems in this country.

Well, first of all, i am not religious. i did not say, Filipino voters must vote according to the dictate of any particular religion.

And neither did i say that religion is the solution to the problems of this coun-try. What i am only saying is that, people need to be spiritual, and obedient to god’s directives, to assure that only the godly---and, as far as i am concerned, better---people are elected this time.

Certainly, many people who have no god at all---or who only profess with their lips that they obey god but who do otherwise---have managed to have themselves elected, and yet all that they were able to do so far is to bring this country and the whole world in fact to the perilous condition they are now in, closer more

than ever to destruction. that being the case, there is a need to try new lead-ers, especially those who sincerely believe in god regardless of religion.

A priceless support, so to speak. the political poster was a reminder to emano’s political detractors that they are there. that these voters are always behind “Dongkoy” emano at all costs. once again, this affirma-tion will certainly take a new shape as the election reels off in Cagayan de oro.

no wonder, the administration candidates are so threatened. there had been reports that the administra-tion candidates had resorted to vote-buying elsewhere. one could feel the intensity of power grid that manifests into a phantasmagoria of an imminent end.

For instance, the “team oca” (the administration’s Liberal Party ticket) in Cagayan de oro reportedly sent a stern reminder to all their watchers to be on guard against the board of elections inspectors (bei) of the Commission on elections (CoMeLeC).

As this developed, Atty. Nala said that Province of Misamis Oriental has eight Areas

of Immediate Concern to look after, consisting of seven towns and one city.

These are Claveria, Balingasag, Lagonglong, Magsaysay, Medina, Kinoguitan, Salay and Gingoog City, where three PCOS machines had also been reported to have malfunctioned during the testing but had been restored al-ready.

In Manila, both the Comelec and Smartmat-ic have expressed confi-dence the results of the May 13 midterm elec-tions will be okay de-spite glitches in the FTS.

Glitches in the FTS included paper jams and LCD screens mal-func-tioning, but the Come-lec has assured more re-placement machines are available with a total of over 2,000.

The Comelec has distributed 3,740 PCOS machines to various polling places in North-ern Mindanao for the May 13 elections, name-ly, Bukidnon, Camiguin, Lanao del Norte, Mis-amis Occidental and Misamis Oriental, and the two cities of Cagayan de Oro, Iligan City, plus the seven composite cit-ies of El Salvador, Gin-goog, Malaybalay, Oro-quieta, Ozamis, Tangug and Valencia.

Amante also claimed that in the facebook account of Pomar, the D6C buyer was with Aquino in numerous

pictures on several occa-sions together with their immediate members of their families.

Amante, in his peti-tion, said that the use of billboards as political ad-vertisements is one of the prohibited forms of election propaganda under Section 85 of the omnibus election Code, to wit:

“Section 85. Prohibited forms of election propa-ganda. – it shall be unlawful:

x x x(b) to erect, put up,

make use of, float or display any billboard, tinplate-post-er, balloons and the like, of whatever size, shape, form or kind, advertising for or against any candidate or political party;

publicly any advertisement or propaganda for or against any candidate by means of cinematography, audio-visual units or other screen projections except telecasts which may be allowed as hereinafter provided…”

Amante also said that an act violative of the provi-sions of Section 85 of the omnibus election Code is among the grounds for dis-qualification of candidates under Section 68 thereof, thus –

“Section 68. Disquali-fications. - Any candidate who, in an action or protest in whgich he is a party is declared by final decision of a competent court guilty of, or found by the Com-mission of having (a) given money or other material consideration to influence, induce or corrupt the voters or public officials perform-ing electoral functions; (b) committed acts of terrorism to enhance his candidacy; (c) spent in his election campaign an amount in excess of that allowed by this Code; (d) solicited, received or made any con-tribution prohibited under Section 89, 95, 96, 97, and 104’ or (e) violated any of Sections 80, 83085 and 261, paragraphs d, e, k, v, and cc, subparagraph 6, shall be disqualified from continuing as a candidate, or if he has been elected, from holding the office…”

the Caraga Conference for Peace and Development (CCPD) at the Bishop’s Home in Baran-gay Ampayon, Forester Achil-les Ebron emphasized that the operationalization of the multi-sectoral checkpoint is one way to strengthen activities against illegal logging.

He added that the checkpoint is an effort to address the anti-illegal logging activities in hot spot areas.

Ebron explained this also in line with the activation of the anti-illegal logging task force, under serial No. 2012-005.

It was learned that the idea of operationalizing checkpoints with representatives from government agencies manning it, came after PNP-Caraga Regional Director Getulio Napeña suggested to converge personnel of the DENR, AFP, PNP, and other agencies.

One of the tasks of the checkpoint is to conduct self-monitoring of wood products that are illegally-cut and transported, and not only on checking fake documents.

Aside from this, Forester Ebron recommended the opera-tionalization of the anti-illegal logging task force operation center.

“Our basis for establish-ing anti-illegal logging task force operation center is the Executive Order No.23 issued in February 1, 2011 referring to the moratorium of the cutting and harvesting of timber in a natural and habitual forest then creating the anti-illegal logging task force,” Ebron said.

He said the encounters resulted to the recovery of five high-powered fire-arms (1-AK47, 1-M16, 2-M14, 1-ingram machine pistol); five low-powered firearms (4-shotguns and 1-.38 cal. Pistol); hundreds of ammunitions in dif-ferent calibres and the surrender to two nPA rebels.

rolls of electrical wires, and several backpacks contain-ing subversive documents, the army spokesperson said.
