Palm Coast BAC Webpage The Palm Coast Business Assistance Center re-launched its webpage this week with the help of City IT
staff. The new site has a more contemporary design with new functionality and is also mobile friendly.
The BAC plans to add a Shop Local business directory in mid-April as well. To see the new site, visit

BAC Fearless and Focused Workshop The Palm Coast Business Assistance Center hosted the first in this year’s Fearless and Focused series
on Friday. The first luncheon continues the success of last year’s series with 48 people in attendance
and an inspiring and interesting speaker, Barbara March, Founder and President of BridgePoint Group,
LLC.

Staff hosted a two-day Children Helping in Resource Protection (CHIRP)
event one at Waterfront Park and one held at Wadsworth Elementary (due to
rainy conditions). Over 143, 6th grade students from
Wadsworth Elementary enjoyed a day of fun and
learning. The City had several special guest
educators: Mrs. Thiel discussing Florida geology,
retired Florida Division of Forestry Forester Mr.
Mike Kuypers featuring Florida ecology and two special guests that feature
live animals. The Wildlife Tree, Inc. brought arachnids, mammals, and
rodents while Whitney Lab brought sea life for an enjoyable hands-on
experience.
What’s In My Tree?
As the trees begin to bloom and leaves are re-filling tree branches, many citizens take a closer look and
notice “stuff” growing in there. With the help of the University of Florida IFAS Extension Service,
Palm Coast Urban Forester Carol Mini provides an in depth look at that “stuff” and explains what is
harmless and harmful to Palm Coast trees. See the “What’s In My Tree” flyer attached for more
information.

ANIMAL CONTROL
Animal Control received a call regarding a dog on an abandoned property. The dog was a black and gray Chihuahua mix. As
the officers approached the dog, it became frightened and ran off. The dog was found under a cement parking lot area, where
there were some tunnels. The Animal Control Officers spotted a hole in an area under a pallet, flipped the pallet up, threw a
Vienna sausage in the hole, and saw the eyes and nose of the dog. They coaxed the dog close to the hole where they were
able to put a lead over the dog’s head and pull her out of the hole. The dog had been microchipped and was returned to
Second Chance Rescue where she had been adopted.
PLANNING
Staff participated in a meeting with the Florida Department of Transportation (FDOT), the Transportation Planning
Organization (TPO) and East Central Florida Regional Planning Council (ECFRPC) to hear a presentation and discuss the
creation of a website that would serve as a resource for the safe routes to schools program in FDOT, District 5. The website
would include information such as: routes and route hazards to and from schools to a determined area around the school, the
number of accidents, speed limits, and other information that may help determine the safety or hazards along a particular
school route. Currently, the application has only been created for Lake County. However, it is the intent of FDOT, TPO, and
the ECFRPC to move forward with creating a similar site for Flagler County.

CAPITAL IMPROVEMENT PROJECTS
The following is an update since last week for capital projects in the City from March 6, 2014 through March 12, 2014.

Bulldog Drive Roadway
Improvements Construction 7%
Retention ponds along Bulldog continue to be
filled in. Utility work has begun on Bulldog
beginning at north end and heading south.
Stormwater piping continues to be installed along
SR100.
Palm Coast Parkway Six-Laning Construction 1% Maintenance of Traffic barricades have been
installed. Clearing and grubbing has begun east of
the I-95 overpass.
City Facility Projects
Holland Park Design 99% Received 100% plans for City review.
City Hall Design 15% Schematic Design was presented to City Council
on 3-11-14.
Bulldog Drive Improvements

Pocket Pets are good starter pets that can teach children responsibility and love for
animals. Pocket Pets are easy to take care of but do require a lot of work. Cages
should be changed daily or every few days. Most pets are on specialized diets and
may require fresh vegetables. These pets only live a few years but can be very
interactive and fun. The Flagler Humane Society wants to stress that these pets are
not disposable pets and should not be treated as such. When a person commits to
caring to one of these pets, it should be for the life of the pet. Please make sure to do
your research before getting one of these pets and do not make an impulse buy.
Donation Opportunity: 100 Realty donated “Doghouse Donation Boxes” that were
placed at all the fire stations in Flagler County. If you can’t make it to the shelter,
donations can be dropped off 24/7 at your nearest fire station. We appreciate any and
all donations that we receive, especially those from our Wish List (available at
flaglerhumanesociety.org/wish-list).
Upcoming Events: On March 20th
, Flagler Playhouse and FHS will present a special
performance to benefit man’s best friend. A portion of the ticket sales from “Sylvia,”
the howlingly funny adult comedy by A.R. Gurney, will be donated to FHS. Reserved
seats are only $15. Tickets can be obtained through the box office at 386-586-0773.
The FHS monthly Yappy Hour is coming up on Thursday, April 24th
from 6 pm – 9
pm. It will be held at Canfield’s Bistro located at the Palm Harbor Golf Club. The
$10 donation includes a sampler from Canfield’s Bistro, house cocktail or draft, fun
dog and human games, and a beautiful view with good company. Don’t miss out!
The FHS 9th
annual Spayghetti Dinner and Silent Auction is scheduled for April 5th
.
Tickets are on sale now at the shelter or can be purchased through the FHS website.
Tickets are $30 and includes a cash bar, dinner, and dancing. Entertainment will be
provided by Debbi Owen and Tony T. This event usually sells out so don’t miss your
opportunity to get your tickets!
Upcoming Outreach Events: Don’t forget that we have adoptable pets at the
Farmer’s Market in Flagler Beach every Friday and at PetSmart on Sundays. Come
out and meet all the furry friends that FHS volunteer Howard Tessler brings for
adoption!
Public Announcements: The Flagler Humane Society has a variety of subsidized or
FREE spay and neuter programs for members of the community that need to have
their pets or community pets sterilized. Please call FHS at 386-445-1814, email

Do you have a favorite family recipe that you are proud of and would like to share
with others? The 1st annual FHS cookbook would love to include your recipe. Check
the FHS website for more information on how to submit a recipe. Only the first 150
recipes submitted will be included in the cookbook. Recipe submitters will also have
the opportunity to include a photo of their pet for a small fee.

Hawk is a very playful and

each other. Hawk is a big and
healthy neutered male cat that is
up to date on all his vaccinations
and microchipped. He would
make a wonderful addition to a
loving family. He would love for
someone to consider taking him
and his bestie, Flynn, but he
understands if that is not possible.

Applications Division updated the City's website to add the ability for logged in users to add their Utility Account to their online profile. By doing this users won't have to manually enter their account number to check their outstanding balance, consumption or payment history. Also, a box will appear on the homepage of the logged in user whenever their Utility Account has an outstanding balance. (https://www.palmcoastgov.com/my-palm-coast/utility-billing)
Applications Division continued the development of the new BAC website which launched on Thursday morning at http://bac.palmcoastgov.com.
Applications Division staff made changes to the Special Event Application workflow that will allow staff to receive a notification whenever an event applicant's insurance expires before an event has ended.
Applications Division staff made changes to the AP Invoices workflow to make submitting direct pay requests less cumbersome. This change allows staff to submit direct pay requests and all supporting documentation before it goes through the AP approval process.
Applications Division updated the City's website with information about the City's 3 Bicycle Maintenance Stations that are available for public use.
Applications Division made soon-to-be-released updates to the Arbor Day section of the City's website (http://www.palmcoastgov.com/arborday) in preparation for this year's upcoming event.
Operations Division received 44 Track IT’s this past week.
Operations Division working on streamlining Wi-Fi connectivity. The City’s private network will be for city-owned devices only. All others will be guided toward COPC Public access Wi-Fi.
Operations Division helped with network connectivity issues at all three Water Plants.
Operations Division put the new backup system and new procedures into place for the City’s network.
COMMUNITY DEVELOPMENT
GIS Division created an editable web application, for a collaborative project between Community Development and Stormwater. It is called Stormwater Project, and can be accessed via the intranet, GIS maps. The map reflects properties of interest, and whether they have drainage.
GIS Division staff is creating a web application for Community Development/Traffic Engineer that displays FDOT crash information from 2005 to 2011. Look for that in GIS maps soon.

Applications Division created new report for Finance that will identify any accounts other than single family, with outstanding balances over $300 that should be liened and currently do not have an open ended Lien or Special Condition Code attached to their account
M-3 Water Control Structure Rehabilitation Project for 2014 – Project is 15% Complete Contract awarded to S.E. Cline Construction, Inc., in the amount of $439,325. Directional boring is complete for the water main crossing the canal. All vinyl sheet piles have been driven. The Technical Representative from Everlast Corp. will be providing direction as to permissible depth of the sheets.

In the past week, the department responded to 139 calls. There was one structure fire with minimal damages noted, one wildfire and three vehicle fires. A total of 100 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 119 out of a possible 800 and the fire danger is moderate.

PAST WEEK HIGHLIGHTS:
Critic’s Choice Club - Last night (March 13) our group visited La Piazza Restaurant in
European Village, Palm Coast for an authentic Italian experience. In a word the experience was
wonderful. Attendees raved about the incredible service, delicious food and the selection of
Chef’s favorites. Personalized attention was given from the chef as he prepared a meal to the
exact specifications of one of the Club members. A fabulous experience was had by all.
UPCOMING EVENTS:
Movies in the Park – Returns on Friday, March 14 at
Central Park in Town Center. Movie starts at dusk;
Featuring “Despicable Me 2”. Bring your snacks, chairs,
blankets and bug spray and enjoy the evening with your
family and friends.
Food Truck Tuesdays – Gourmet food served out of trucks and the Flagler Education
Foundation will take the spotlight at the first event of the season. Returning on Tuesday, March
18. This month’s Palm Coast Food Truck Tuesday’s event will be held from 5-8:30 p.m. at
Central Park in Town Center, 975 Central Ave.
The Food Truck event will feature a variety of food trucks – mobile kitchens, canteens and
catering trucks that offer up gourmet foods, activities presented by the Flagler Education
Foundation and a DJ to entertain kids of all ages.
Proceeds from March’s Food Truck Tuesday’s event will go to the Flagler Education
Foundation.
NCCAA Youth Sports Clinic – Saturday, March 22, 2014 from 9:30-11:45am for youth
ages 5-16 years. Instruction in Baseball, Basketball, Soccer & Volleyball, held at Holland Park,
18 Florida Park Drive, is provided by member college coaches and student athletes of the
National Christian College Athletic Association. Golf instruction held at Palm Harbor Golf
Club, 20 Palm Harbor Drive and is limited to the first 30 registered participants. Free to attend
but children must be pre-registered.
FEATURED PROGRAM:
Lifeguard Certification Class – Wednesday, March 26-Saturday, March 29 @ Frieda Zamba
Swimming Pool for ages 16 & up. Through videos, group discussion and hands-on practice,
participants will learn teamwork, rescue and surveillance skills, First Aid, CPR/AED and other
skills needed to work as a professional lifeguard. Successful completion results in a 2-year
certification in Lifeguarding that includes first aid, professional-level CPR and AED in one
certificate. A digital certificate will be available upon successful completion of course. Pre-
registration and payment of fee required.
Lunch n’ Lecture – Wednesday, March 19 beginning at 11am at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE. Our topic today will focus on “Orthopedics and
Rehabilitation” and feature Orthopedic Coordinator Janet Bellows and Rehabilitation
Coordinator Christina Machado of Florida Hospital Flagler. The Lunch n’ Lecture is free, but
pre-registration is required.
Attendees will have an opportunity to learn about everything from joint replacement and back
health to ergonomics and hand health. Find out what you can do to stay healthy!

Temporary modification of the disinfection treatment procedure will continue until March 24th.
Customers may notice an increase in the taste and odor of chlorine in their drinking water during that
time.
The average water demand for the week was 6.681 million gallons per day; average wastewater flow
was 5.961 million gallons per day.
Installed 5 new domestic meters, 3 new PEP tanks and replaced 3 PEP tanks.
This week 312 utility customers were shut off for non-payment.
Seminole Woods Multi Use Path Project - Crews worked on the drainage structures at SR-100 and
Seminole Woods Parkway installing the 1st miter end with pipe and the 1
st concrete structure. Work has
stopped due to FPL service in our way. Traffic Division installed a pedestrian crossing head and a three
section signal head for the SR-100 & Seminole intersection improvements. Currently waiting for a 2”
bore in order to install and 2nd
three section advance signal head.
Inflow Infiltration crew cleaned 2,800 feet and inspected via CCTV 5,231 feet of gravity sewer and
inspected 19 manholes. Completed one point repair and sealed one manhole.
Completed hanging 217 door tags for pending smoke testing in Palm Coast Plantation next week
Beachside Pump Station and Sewer Force Main – Work continues on the telemetry system, all parties
involved met at Utility Office to find a way to correct the problem.
ZLD Water Treatment Plant #2 – Electrician continues installation of electrical conduits throughout the
construction site. The contractor is forming the elevated pad on the second floor of the dewatering
building and has poured the curb for the belt thickener and the generator foundation. The lime and soda
ash silo foundations have been formed and are ready to pour.
Asphalt inspections have begun for the 2015 resurfacing list which includes a field inspection and rating
of all City streets.

Parkway, Palm Harbor Parkway, Palm Coast Parkway and White View Parkway.

Streets crew is maintaining a full time two man crew at our dirt screener to keep up with the demand for
clean fill. Crew is also working on grading the screener area for optimal water drainage/flow. Screened
1200 cubic yards of dirt.

Preschoolers can try various kinds of art at new Lil Picassos program Palm Coast, Fla. – Preschoolers age 2-5 will explore their inner art creativity in a new monthly City of Palm Coast Parks and Recreation program – Lil Picassos – beginning Thursday, March 13. Lil Picassos will be held 10-11 a.m. on March 20, April 17 and May 22, at the Palm Coast Community Center, 305 Palm Coast Parkway NE. Families must pre-register to participate, and there is a $5 fee to cover materials. The children will create various forms of art including painting, collage, molding and more. The upcoming schedule includes: 10-11 a.m. Thursday, March 13 – Crayon Chunks 10-11 a.m. Thursday, April 10 – Sparkly Popsicle Stick Frame 10-11 a.m. Thursday, May 15 – Bird Feeders Also continuing this spring is the popular Little Chefs program and Teddy Bear Picnic for preschoolers, both held at the Community Center. Eastbound lane closure planned for Palm Coast Parkway work on March 17 Palm Coast, Fla. – On Monday night, March 17, between the hours of 9 p.m. and 7 a.m., motorists and other travelers should expect eastbound lane closures along Palm Coast Parkway on the bridge between the I-95 southbound on-ramp and the I-95 northbound exit ramp. A lane will remain open eastbound. These lane closures are required in order for the contractor to install a barrier wall. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. Weather conditions and other unforeseen circumstances could alter work schedules. The City of Palm Coast strives for safe construction zones. Travelers need to be aware of heavy equipment and stay within the limits of the orange cones and barrels. Lane closures planned on SR100 as part of Bulldog Drive Improvement Project Palm Coast, Fla. – Beginning Sunday night, March 16, and continuing through Thursday night, April 10, between the hours of 7 p.m. and 6 a.m., there will be nighttime lane closures on State Road 100 just east of Bulldog Drive. This is necessitated by work on the Bulldog Drive Improvement Project. The lane closures will occur every Sunday, Monday, Tuesday, Wednesday and Thursday night through April 10. A lane will remain open. This major project includes a two-lane reconstruction of Bulldog Drive, with a northbound left turn lane into Flagler Palm Coast High School. The traffic signal at State Road 100 and Bulldog Drive will be replaced, and turn lanes will be added on SR 100. The main entrance to the high school will be moved, and the internal traffic/bus circulation of the high school site will be modified as needed for the improvements on SR 100 and Bulldog Drive. Public access to the high school and local businesses will remain accessible for the duration of construction. However, Bulldog Drive is closed to “through traffic,” and drivers headed to the Central Park area of Town Center should take alternate routes. Signage is posted, and a detour route is clearly marked. The City asks for the cooperation and patience of residents as this important traffic safety and
stormwater project is completed.

WHAT’S IN MY TREE?

Driving around town when foliage is the thinnest, you may notice stuff growing in the trees. People are
concerned that all the unusual things are killing the trees and want to know how it should be removed.
Only a few plants are harmful. Most are “just there” and do not harm the tree.
Many of the plants seen are “air plants” or epiphytes. Spanish
Moss (Tillandsia usneoides) and Ball Moss are native plants and
closely related to the pineapple. A symbol of the South, it can
be found hanging from tree limbs in Live oak (Quercus
virginiana) and Cypress (Taxodium spp.). Stems and leaves are
slender and curly, and catch water and nutrients from dust.
Spanish moss has no roots, so it is not a parasite of the host
tree. We may see more air plants on weakened or damaged
plants because of stress; foliage may become thinner. This
allows more light to penetrate into the branches, stimulating
the growth of air plants. So, air plants grow faster on stressed
trees because the tree is weakened, but are not the cause of
poor tree growth. Trees are not likely killed by Spanish or Ball
moss. If air plants become so thick that they shade the leaves,
growth might be slowed down. When a diseased or poorly attached limb supports these air plants which
are heavy with rainwater, the branch could break.
Mistletoe (Phoradendron serotinum), a true parasite, grows in Laurel
Oaks (Quercus laurifolia), Elms (Ulmus spp.) and a few other
hardwood trees. At this time of year, it is very apparent in the thin
foliage of our semi-deciduous trees. Mistletoe appears as a darker
green ball of foliage on an otherwise bare tree canopy. This is one of
the few things found growing on our trees which may harm the tree.
If a tree is stressed from hurricane damage, construction impacts,
disease or old age, this parasite can take its toll. Mistletoe can be cut
out of the tree canopy. The branch should be cut back several inches
below the connection point. This kind of trimming may not be
possible on larger limbs of the tree.
Other inhabitants on the bark of our trees are numerous
lichens, organisms composed of both fungi and an alga. The
algae give the color and provide the food for the lichen,
while the fungus gives protection and shape for these
unusual plants. These gray, green, red or yellowish patches
take up space on tree limbs and branches, but do not harm
the tree in any way. Landscape perfectionists may find their
appearance unappealing, and some people have been
known to spray a fungicide; however, the University of
Florida does not recommend fungicides for this purpose.
