A5. Problem Definition (Objectives) and Background:

The Barber Orchard Superfund Site is located approximately 3 miles west of Waynesville, Hajovood Coimty, North Carolina, and consists ofapproximately 500 acres. The property was used as a commercial apple orchard from 1903 until the mid-1980s, when a bank foreclosed on the owner's loan. In the late 1980s, some ofthe land was parceled

off and sold as residential, church and commercial or light industrial property. The majority ofthe remaining acreage is being developed into residential property. In 1999, elevated concentrations of arsenic, lead and organic pesticides were detected in the soil and in some ofthe drinking water wells at the site.

The Record of Decision (ROD) for dealing with the contaminated soils at the site was issued in September 2004. A ROD for the groundwater component ofthe site will be issued after sufficient groundwater data has been collected to support the decision-making process. Region 4 SESD began characterizing groundwater contamination at the site in 2004. It is anticipated that this round of sampling will complete the data collection effort for the groundwater characterization and will provide the basis for making a final decision regarding the groundwater ROD before the end ofthis fiscal year (2010).

Thirteen groundwater monitoring wells will be sampled for metals and organic pesticides according to EPA Methods 6010 and 200.8 (metals) and EPA Method 8270D (pesticides). Are any metals or organic pesticides present in groundwater at concentrafions that exceed applicable EPA groundwater action levels. If no analytes or compounds are present at levels of concem, based on a comparison to EPA action levels, a remedy of monitored natural attenuation will be implemented by a ROD to be issued prior to the end of FY 2010.

EPA National Primary Drinking Water Standards Maximum Contaminant Levels (MCLs) for groundwater.
