Background:
Education codes 44256(b), 44258.2, and 44263 expand the authorization for holders of Multiple Subject and Single Subject credentials, referred to as Board Authorizations. Board Authorizations are assignment options provided to employing districts and counties. School districts may expand subject authorizations only to teachers who hold a full credential (i.e., non-emergency, waiver, provisional internship, short term staff permit or intern).
To teach in a subject area other than designated by the credential, a teacher must complete 12 semester units in the additional subject to be authorized for middle school. Teachers must complete 18semester units in the additional subject to be authorized for high school.

TECHNOLOGY PROGRAM BETWEEN CERRITOS COLLEGE AND LONG BEACH UNIFIED SCHOOL DISTRICT
Authorize the Assistant Superintendent, Curriculum, Instruction and Professional Development to sign the Credit by Examination Articulation Agreement –Advanced Stage Technology Program on behalf of the Long Beach Unified School District. This agreement promotes a seamless educational pathway for students pursuing secondary education opportunities and in an effort to provide a continuing articulated program that builds on past learning experiences, faculty and teachers from Cerritos College and Long Beach Unified School District agree that LBUSD’s Advanced Stage Technology is equivalent to Stage Craft –Theater 120 and Stage Lighting-Theater 222 offered at Cerritos College. LBUSD students who complete the course with a minimum of a B in each semester and received teacher recommendation may participate in the credit by examination articulation process. These LBUSD students will be required to complete a competency examination with at least 80% accuracy, participate in a series of hands-on projects at Cerritos College and submit a portfolio to be evaluated by Cerritos College faculty, with at least 80% accuracy/competency. The student must enroll in Cerritos College within two (2) years of the semester date in which the course was completed. The battery of assessments must be completed within one year of completing the Advanced Stage Technology course. This agreement is required to be reviewed on an annual basis. A copy of the Articulation Agreement and Course Standards and Criteria are on file in the LBUSD’s Office of Curriculum, Instruction and Professional Development. Her current term of office will expire on December 1, 2016. The suggested guidelines for selecting and nominating School District Personnel Commissioners issued by the Superintendent of Public Instruction, Department of Education, state:
In the instance of reappointment, when a well-qualified Personnel Commissioner is available for reappointment and the Governing Board wishes to recommend reappointment, the open recruitment process need not be initiated. Instead, a public announcement of the intention to recommend reappointment of the Personnel Commissioner should be made at a meeting of the Governing Board. Unless contested, a recommendation for reappointment should be forwarded to the Superintendent of Public Instruction by November 1.
Linda Vaughan has indicated her willingness to continue to serve. RECOMMENDATION: The Superintendent of Schools proposes that the Board of Education recommend the reappointment of Linda Vaughan to the Personnel Commission of the Long Beach Unified School District for a three-year term, beginning December 1, 2016. Whereas, children have a natural propensity to learn and have the right to learn;; and
Whereas, it is imperative that society emphasize the needs of children and youth and invest in education as a top priority;; and
Whereas, to enhance the total environment in which children live and grow, schools must apply sound psychological principles to instruction and learning, cultivate children's intellectual, social, and emotional development, meet the educational needs of our culturally diverse student population, and promote early intervention to ensure students' scholastic success;; and
Whereas, school psychologists help parents and educators foster healthy child development and are the school-based experts in children's learning and psychological development;; and
Whereas, school psychologists are on the front lines in the drive for violence prevention, intervention and response in our schools;; and
Whereas, school psychologists are leaders in delivering mental health services to students;; and
Whereas, it is appropriate to take the time to recognize the important and vital role that school psychologists play in the personal and academic development of our district's children;;
Now, Therefore Be it Resolved, that the Board of Education of the Long Beach Unified School District hereby proclaims November 14-18 as School Psychology Awareness Week.
