EXECUTIVE SESSION Notice is hereby given that the Health District Board or the Executive Committee will go into Executive Session in accordance with the following provisions of the Government Code: Sec. 551.071(1)(A) pending or contemplated litigation; 551.071(1)(B) a settlement offer; Sec. 551.071(2) an attorney-client privilege/relationship; Sec. 551.072 the purchase, exchange, lease, or value of real property; Sec. 551.073 a gift and/or donation; 551.074(a)(1) the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a District officer or employee; Sec. 551.074 (a)(2) to hear a complaint against an officer or employee; and Sec. 551.076 the deployment or specific occasions for implementation of security personnel or devices; 551.087(1) to discuss commercial or financial information that the District has received from a business prospect that the District seeks to have locate, stay, or expand in or near the District with which the District is conducting economic development negotiations; Sec. 551.087(2) to discuss the offer of a financial or other incentive to a business prospect that the District seeks to have locate, stay, or expand in or near the District. The District may go into Executive Session on any item listed on the Agenda in accordance with Chapter 551 of the Government Code.

A. Director’s Report including information on Health District Operations (staff)Dr. Brenda Gray gave an update on the implementation of the Strategic Plan including re-organizingthe Health District in order to go beyond direct services. Dr. Gray then called upon Ashley Williams,Health Education Specialist, to give an overview of the Worksite Wellness campaign in which 14local business were recognized at the City Council Meeting.
B. Financial ReportsMs. Mona Farley gave a brief overview of the financial report of the Health District’s budget forboth the general fund and grants as shown on handouts.
C. Activity Reports/Calendar of EventsMs. Kelly Craine, Health Information/Communication Specialist, informed the board that the City ofWaco and the Health District received the Texas Healthy Communities Gold Level recognition basedon activity levels, access to health care and heart health, work out opportunities, access to fruit and

veggies. The Health District participated in a Point of Dispensing (POD) exercise with the McLennan Community College Emergency Management office on October 31, 2019.
III. Presentations and DiscussionsA. Community Health Worker Initiative 1.5 Update by Margaret Cowart, Public Health Nursing
Program ManagerMrs. Cowart updated the board on the status of the CHW program including the resignation of two key staff members and the follow up with community partners to receive feedback on the program to date. Domonique Corsey, CHW, organized a half-day event on September 21, 2019, Unapologetically You, focusing on personal growth, hygiene, etiquette, and peer pressure for females in grades 6-12. Emily Green, Health Education Specialist, organized a CHW Symposium held at McLennan Community College with CHW attendance from across the state offering networking, continuing education, and motivational speakers.
B. Project Public Health Ready by Stephanie Alvey, Preparedness CoordinatorMs. Alvey informed the board of the plan to have the Health District certified under ProjectPublic Health Ready through the Centers for Disease Control and Prevention. The PPHR acriteria-based training and recognition program that assesses local health department capacityand capability to plan for, respond to, and recover from public health emergencies.

Case Investigation of a positive Neisseria meningitidis
Meningococcal disease refers to any illness caused by bacteria called Neisseria meningitidis, also known as
meningococcus [muh-ning-goh-KOK-us]. These illnesses are often severe and can be deadly. They include in-
fections of the lining of the brain and spinal cord (meningitis) and blood-
stream infections (bacteremia or septicemia). These bacteria spread
through the exchange of respiratory and throat secretions like spit (e.g.,
by living in close quarters, kissing). Doctors treat meningococcal disease
with antibiotics, but quick medical attention is extremely important.
Keeping up to date with recommended vaccines is the best defense
against meningococcal disease. Symptoms of meningococcal disease
can first appear as a flu-like illness and rapidly worsen. The two most
common types of meningococcal infections are meningitis and septicemia. Both of these types of infections
are very serious and can be deadly in a matter of hours.
On the early morning hours of 12/30/2019, Waco-McLennan County Public health District (WMCPHD) re-
ceived a report on its disease reporting line about a suspect Neisseria meningitides. The 51-year old female
was seen at the emergency room (ER) of a local hospital on 12/29/2019 with complaints of chest and ab-
dominal pain, and altered mental status. Case quickly deteriorated at the ER, and died later in the day on
12/29/2019. A blood culture collected post mortem on 12/29/2019 tested positive for Neisseria meningiti-
des.
Close contacts of a person with meningococcal disease should receive antibiotics to prevent them from
getting sick. Examples of close contacts include: People in the same household, roommates and anyone with
direct contact with a patient’s oral secretions (saliva or spit), such as a boyfriend or girlfriend or healthcare
providers. Antibiotic prophylaxis was provided to twenty-six medical personnel and family members that
came in close contact with the reported case.
Keeping up to date with recommended vaccines is the best defense against meningococcal disease. Main-
taining healthy habits, like getting plenty of rest and not having close contact with people who are sick, also
helps. Vaccines help protect against all three serogroups (B, C, and Y) of Neisseria meningitidis bacteria most
commonly seen in the United States. Like with any vaccine, meningococcal vaccines are not 100% effective.
This means there is still a chance you can develop meningococcal disease after vaccination. CDC recommends
meningococcal vaccination for all preteens and teens. In certain situations, CDC also recommends other chil-
dren and adults get a meningococcal vaccine. Information about which meningococcal vaccines CDC recom-

As we head into storm season and expect severe weather, learn about what to do when severe weather hits below. When
you know what to do, you can plan with your household and prepare in advance to be ready.
Lightning & Thunderstorms:
Lightning is a major cause of storm related deaths in the U.S. and can result in cardiac arrest.
Within our region, most thunderstorms occur in the afternoon or late evening.
By counting the seconds between a flash of lightning and the sound of thunder, then dividing by 5, you can estimate
your distance from the strike in miles.
What to do during a thunderstorm:
Get inside of a building or hard top vehicle.
Avoid showering or bathing during thunderstorms as plumbing and bathroom fixtures conduct electricity.
Steer clear of bodies of water, isolated trees, metal objects, and elevated land areas as these places are susceptible
to lightning strikes.
Stay away from windows.
Do not lie on concrete floors or lean against concrete walls.
Hail Storms:
According to the National Oceanic and Atmospheric Administration, approximately 24 people are injured each year by
hail.
Hailstones can vary in size, from pea sized to softball sized and can fall at speeds of 100 mph.
What to do during a hail storm:
○ Be sure to move cars, boats, RVs, lawn and patio furniture to a covered area, but do not try to move these items dur-
ing the storm.
○ Seek immediate shelter.
○ Use caution if outside. Hailstones can cause roadways and sidewalks to become slick.
Flooding:
Flooding is dangerous and causes 140 deaths each year.
Flood waters are powerful, just 6 inches of water can knock over an adult and stall most vehicles, while 12 inches float
most vehicles and 24 inches can carry away truck and SUVs.
What to do during flooding:
○ Follow detour signs as flooding can hide road hazards such as missing and washed out pieces of road.
○ Adjust your driving on flooded roads by not making sharp turns, avoiding sudden braking, not speeding, and not us-
ing cruise control.
○ When you encounter high water, remember to Turn Around, Don’t Drown.
