Agenda Item#1, *Call to Order, Introductions and Review of Agenda: Mr. Don Mayne called the meeting to
order at 3:00 p.m. He recognized Susan Oehl, a new committee member. Ms. Oehl is from Connecticut,
worked at the Regional Planning Agency and was a member of Complete Streets. She moved to Florida to be
with family and remains interested in transportation. Introductions followed. Mr. Al Giacalone made a
motion to approve the agenda as written. Mr. Dave Wheaton seconded the motion. The motion was called
and carried.
Agenda Item #2: *Approval of the August 21, 2019 meeting minutes. Ms. Jane Bowser made a motion to
approve the August minutes as written. Seconded by Mr. Eric Spivey. The motion was called and carried.
Agenda Item #3, Public Comments:
Mr. Robert Randolph spoke in support of the sidewalk project at Jetport Loop. He was concerned that the
project had moved down on this list. He asked if there was a published formula for the cost per mile for
projects.
Mr. Gary Eidson spoke on behalf of the Orange River Blvd. project. Since the last meeting he had met with
Commissioner Mann and received an email from Mr. David Loveland. Mr. Eidson said that the cost estimate
had been reviewed and reduced from $10.5M to $3.5M. He still had concerns and asked that the topic be
placed on the next agenda and DOT be invited, in order to discuss why the costs are so high. He said he will
continue to look for answers.

Mr. Mason Clark, Assistant Principal, Edgewood Academy addressed the committee saying the school is
located off Palm Beach Blvd. approximately 2 miles east, right next to the train tracks. There is a crosswalk
sign at Palm Beach Blvd., even a cut through, but no markings or a light so no one slows down. He has been
told that this is a state road and that the request for a crosswalk was going to be forwarded to the state. He
also said that due to significant rain at the beginning of the school year much of the sidewalk on Edgewood
Avenue was under water. Pedestrians had no choice but to walk in the road as there is sidewalk only on one
side of Edgewood. Mr. Murphy announced that there is a joint committee between schools, LCDOT, the
sheriff’s office and other municipalities that looks at safety issues such as lights, crossings, sidewalks, for
schools. The next CTST committee meeting would meet on September 25 at 10 a.m.
Agenda Item #4: MPO Update
None.
Agenda Item #5(1): Lehigh Acres Intensive Future Land Use Projects
Mr. Wagley reviewed a map showing five more sidewalk gaps in Lehigh that abut Intensive Future Land Use
parcels in the Lee Plan that will provide sidewalk connection to schools, grades K-8. These are farther to the
east than the ones he reviewed the month before, that were added to the BPAC list. Veterans Park, Veterans
Academy, Lehigh Middle School, G Weaver Hipps and Lehigh Elementary schools are within 2 miles.
The five gaps identified on the map were:
1. Alabama Rd N from Arthur Ave to Homestead Rd N on the east side:
- would complete the connection to Homestead which is being widened to include sidewalk and
bicycle facilities.
2. Westminster St from Broad St N to Homestead Rd N on the west side:
- would complete the connection to Homestead. In addition to students, the sidewalk is heavily
traveled by seniors.
3. Delaware Rd from Fillmore Ave to Coolidge Ave on the east side:
- there is existing sidewalk on the east side. There is a sidewalk to Taylor Lane with one block missing.
4. Adams Ave from Alabama Rd N to Homestead Rd N on the north side
- completing this gap would complete connection to the school and a park
5. Arizona Rd from Adams Ave to Alabama Rd N on the north side
- this gap is behind a popular shopping center
Mr. Murphy asked about the connection for the Arizona segment, wondering why it was needed since there
are connections elsewhere around there. Mr. Wagley said it runs behind a busy shopping center. Because
this connection does not appear to provide a big benefit, Mr. Murphy suggested that the funds could be well
spent elsewhere. After further discussion, the Committee agreed to place the other 4 segments on the next
agenda as action items, but leave Arizona Road off for now. Mr. Wagley said when he did his field visit, he
would include a more in depth look at the Arizona Road gap and report back at the next meeting.
The map will be revised to make a distinction between these latest segments and the segments that were
added to the list previously.
Agenda Item #5(2): Prioritization List
Mr. Wagley said that BPAC typically reviews the prioritization list and decides on priorities in October or
November. He reminded the committee that the point scoring system was just a guide and that they have the
prerogative to prioritize projects based on other factors as well. He reported that the Board of County
Commissioners just approved next year’s budget. LCDOT staff will update and post the latest CIP report

showing what projects were added, how much has been allocated and for what year. Ms. Demers questioned
how more could be done with the funding, perhaps look more closely at lower cost projects in order to do
more, maybe add another column to the point scoring sheet to make note of project cost as part of the criteria.
The chairman explained that DOT looks at the priority list and does what it can to fund those projects, but
also looks at other, smaller projects as extra or unused funds becomes available.
Agenda Item #5(3): Orange River Blvd. Report
Mr. Dave Murphy, LCDOT, explained that following last month’s meeting and Mr. Eidson’s complaint about
the high cost of the Orange River Blvd. project, he met with Mr. Wagley and reviewed the project. Originally,
another LCDOT engineer was very concerned about water quality due to the proximity of Orange River to
the Caloosahatchee so the design included curb & gutter, retaining walls, piping, and deep drainage swales.
He and Mr. Wagley did a field visit recently and were able to come up with an alternate design that
significantly reduced the cost to $3.4M. The new design moved the sidewalk on the first block from the east
side, where it is fenced, to the west side of the road crossing at Lakeside Club Blvd. There would be some
piping required and the sidewalk would be placed just off the pavement. The remainder of the project would
need piping, but once the head walls, railings, almost all the curb and gutter were removed, the cost came
down significantly. The latest design takes water quality into consideration but to a different degree. The
new approved CIP moved the design up by a year. There will probably be some right-of-way required and
County Lands will be working on that over the next year. Because it was originally funded on the CIP at a
higher cost, there is now a gap between the original cost estimate and this latest estimate so other projects can
be programmed in to make up that difference. DOT will look at the CIP list first but then will come back to
BPAC, looking at other projects within that district and possibly fill in with some of those.
There was a brief discussion about why things take so long after they go on the CIP list. Mr. Murphy
explained that new projects get added after the 5th year; as previous projects on the list move through the
process, other projects in those later years get moved forward.
Mr. Eidson still had a concern about FDOTs ability to build a road at a cost per mile less than the county is
able to build a sidewalk. Staff responded that the project used for comparison did not include piping.
FDOT’s numbers are based on statewide averages with contractors with annual contracts doing much bigger
projects. Also, FDOT’s long range model only includes the cost for construction; it does not include design,
inspection, permitting or right-of-way acquisition, all of which are included in Lee DOT estimates.
Agenda Item #5(4): Hazardous Walking Conditions
Mr. Steve Jansen, LCDOT, said the Florida Legislature recently updated the Hazardous Walking Conditions
Statute 1006.23. Per statute, school districts can bus children within a 2 mile walking distance if
conditions/criteria warrant it, and it requires that jurisdictions must add Hazardous Walking Conditions
projects to their 5 year CIP lists. The Florida Department of Education has an updated list of what constitutes
hazardous conditions and if a school district meets the state’s criteria, it must meet with the jurisdiction to see
what can be done to resolve the issue. Locally, the school district has been updating their list, going back to
look at the locations and re-assessing those locations using the new criteria. Following that, the school and
county will meet, review the locations, decide what can be done to resolve the issue or if additional data is
needed. The goal is to get funding or to get a sidewalk built. If the project is deemed a hazardous walking
condition, the project must be added to the next 5 year CIP plan, or the jurisdiction must provide justification
to the school superintendant explaining why it cannot be done.
The chairman recognized Mr. Randolph because he had some questions during the comment section that
weren’t addressed. There was a brief discussion about how busy the Jetport area is with new businesses

going in there recently. Mr. Murphy suggested they investigate getting an MSTBU and Mr. Wagley said he
would send them the contact information for that. Mr. Randolph asked if there was a way to include
sidewalks in the new construction going in and staff explained that the Land Development Code now
requires sidewalks in industrial developments.
Agenda Item #6, Member Comments:
Mr. Connor asked why we send our small children to school in the dark.
Ms. Demers suggested that the point scoring criteria should look at the volume of pedestrians in order to be
sure that projects are benefiting the most number of people. Staff noted that pedestrian generators – parks,
schools, churches and accumulated volumes - are already included in the point scoring list.
Agenda Item #7, Staff Comments:
Mr. Wagley said that an SRTS application for the Richmond Avenue Pedestrian Bridge was submitted last
year but was not granted. It will be resubmitted this year. Mr. Wagley said he was updating the application
and will be reviewing it with DOT staff soon, and then coordinating with the school to get it submitted. He
said it was a very worthy application, and Mr. Gogoi said he was disappointed with the District’s ranking of
projects last year, but it is a difficult process as there is only about $1M for 12 counties. For the benefit of the
new members, staff explained that this pedestrian bridge had been destroyed by Hurricane Irma. It is in
LAMSID’s right of way but because they have not claimed ownership of the bridge, the damage is not
reimbursable by FEMA so other funding must be found to replace it. Mr. Giacalone asked about pedestrian
accidents and staff said there had been none since the pedestrian bridge has been gone.
Mr. Wagley said the county will be submitting an application for a SunTrails project on Estero Blvd (CR865).
He said the proposal would initially be to do a 12 foot wide trail starting at Lovers Key, eventually connecting
Lovers Key and Dog Beach to Little Hickory Pass, and as the other three bridges are replaced construct a path
that will connect the whole. A state map shows this path as part of an approved plan. FDOT has announced
that the grant program will be opened soon, sometime this fall but there is no specific date. Mr. Wagley said
he has been gathering and updating information and is close to presenting it to LCDOT for review. Mr.
Gogoi said the MPO has already looked at it and considers it a priority. Again, funding is limited with the
whole state competing for the funds.
Mr. Murphy reviewed some of the projects that have been started or completed. Palomino should be finished
next month; CenturyLink is relocating some underground cables, an adjustment is being made to a
driveway, then the area will get cleaned up and the final lift of asphalt can be done.
Other projects include:
Hancock Bridge Parkway to US41, design is done, going to Procurement once a water main is out of the way,
then will be going to the board for approval; Winkler is opening in a month, going to board in the next
couple months for approval of that contract; Beacon Manor is open, then going to board for approval in
October; Plaza Drive has been completed; Austin Street was started this month; Marianna-finishing up the
design; Stringfellow Road-talking to Pine Island Water (there is a watermain underneath sidewalk) then it
will go to Procurement; Veterans Parkway-the design started last month; Orange River Blvd.–moved to 21/22
for design and construction, 23/24.
Mr. Murphy suggested that even though a SRTS grant will be submitted for the Richmond Avenue
Pedestrian Bridge that BPAC include it with their priorities. DOT will be looking at ways to move forward
with it, possibly get the design done in the next year (est. $60,000-80,000 for the pedestrian bridge), then

continue to work towards finding funding for construction (est. $250,000-$300,000). Staff said that in the past
BPAC has sent a letter of recommendation for this type of project. Mr. Mayne said he would be happy to
provide a letter and all of the BPAC members agreed.

RE: Safe Routes To Schools, Lehigh Elementary School
Dear Mr. Lloyd:
It is our understanding the Lee County School District is applying for the Department of Transportation’s Safe Routes to Schools Program for improvements in pedestrian safety near Lehigh Elementary School. The proposed projects include replacing a pedestrian bridge along Richmond Avenue destroyed by Hurricane Irma and to fill in sidewalk gaps adjacent to the school on Schoolside Drive and Schoolside Court.
During our September 18, 2019 meeting, the Bicycle Pedestrian Advisory Committee voted unanimously to support this project. We fully support the current need for these facilities and believe they will greatly benefit the communities in these areas.
