About Us
The Union for the Mediterranean (UfM) is the intergovernmental organisation bringing together 43 countries: 28
EU member states and 15 Southern and Eastern Mediterranean countries. It is a unique regional platform for
political dialogue, coordination and cooperation in the Mediterranean region.
What is the UfM’s objective?
Our strategic objective is to enhance regional
cooperation and integration in the Euro Mediterranean
region through regional dialogue and the
implementation of concrete projects and initiatives
with tangible impact on the region’s citizens.
43 countries are mobilized to strengthen regional
cooperation in the Mediterranean.
The Union for the Mediterranean Secretariat develops
regional cooperation projects and initiatives in the
fields of energy, environment, education, transport,
business development and social affairs. The
Secretariat works in close collaboration with
governments and can mobilise an active network of
Euro-Mediterranean partners to assist project
promoters throughout the entire project cycle: from
the inception to its implementation.
Headed by a Secretary General from Morocco, and six
Deputy Secretaries General currently from Palestine,
Israel, Turkey, France, Italy and Portugal, the UfM
Secretariat counts on the expertise of 55 diplomats,
financial experts & project managers, from 23
countries in the region as well as representatives of
the European Commission and financial institutions
(European Investment Bank, European Bank for
Reconstruction and Development, Caisse des Depôts).

1995 - Barcelona Process
2008 – Launching of the Union for the Mediterranean at the Paris Summit
2010 – Creation of the Secretariat of the Union for the Mediterranean
The Barcelona Process is launched in 1995 with the aim to strengthen
relations between Europe and the Southern & Eastern Mediterranean
countries, in the framework of an enhanced Euro-Mediterranean
association that contributes to achieve peace and security in the region.
In 2008 the Euro-Mediterranean partnership is given a new impulse with
the creation of the Union for the Mediterranean. The work of the UfM
is driven by a Northern and Southern Co-Presidency, currently assumed
by the European Union and Jordan.
The UfM Secretariat (UfM) is created in Barcelona serving as the
operational institution that empowers regional dialogue among the UfM
Member States and stakeholders, fostering synergies and coordination
among them and promoting regional projects and initiatives with a direct
impact on the lives of the citizens.
How was the UfM created?

The member countries of the Union for the Mediterranean meet on a regular basis at the level of Senior
Officials of Ministries of Foreign Affairs of the 43 countries, EU institutions. The Senior Officials Meetings (SOM)
oversee and coordinate the work of the Union for the Mediterranean and its Secretariat. They approve the
budget and the work programme of the Secretariat and prepare ministerial meetings. They also discuss the
project proposals submitted by the Secretariat for approval and endorsement. UfM Senior Officials take
decisions by consensus.
The UfM is co-chaired by two Co-Presidents, one from the North
and one from the South. Since 2012, this Co-presidency,
supported by the Secretariat based in Barcelona, is assumed by
the EU and Jordan. The dual Co-presidency was introduced by
the Paris Summit held on 13 July 2008, and it is one of the
measures to increase the sense of co-ownership and to improve
the balance between participants of the process.

Fathallah Sijilmassi is the Secretary General of the Union for the Mediterranean since 1 March, 2012. He was
reelected as Secretary General of the Union for the Mediterranean on 4 December 2014. A career Diplomat for
the Moroccan administration since 1989, he specializes in economic international relations in particular with
regards to Euro-Mediterranean issues.
After working in the banking sector, he participated actively in the negotiations of free trade agreements with the
European Union, the United States, and several Arab and African countries. From 1999 onwards, he held
numerous positions within the Moroccan Ministry of Foreign Affairs; Director of Multilateral Cooperation,
Director of European Affairs and Ambassador to the Barcelona Euro-Mediterranean Process. In 2003, he was
appointed Ambassador to the European Union and later Ambassador to France. In 2009 he was named CE O of the
Moroccan Investment Development Agency, leading its launch and subsequent growth.
He is an Officer of the Legion of Honor and Grand Officer of the National Order of Merit of the French Republic.

Claudio Cortese was appointed Senior Deputy Secretary General of the Union for the Mediterranean on 1st
April,
2013. He started his career in the private sector. In 1981 he joined the European Investment Bank (E IB). He
participated in the launching of the FEMIP (Facility for Euro-Mediterranean Investment and Partnership) and
contributed to its strategy definition for the Mediterranean region and its implementation. He retired from the EIB as
honorary Director General. Dr. Cortese holds a degree in Economics and International Affairs and a Certificate of
higher Education in Economics. He is an Ufficiale dell’Ordine al Merito della Repubblica Italiana and Chevalier de
l’Ordre National de la République de Côte d’Ivoire.

This project aims to foster entrepreneurial cooperation, leverage the potential of the cultural and creative
industries as well as promote new employment opportunities and inclusive growth in the Southern Mediterranean
region.
With the aim of promoting employment, employability and business development in the Southern Mediterranean
as well as contributing to the growth of the industry, and thus creating new micro, small and medium-sized
enterprises. The project, supported by the European Commission, aims to develop a regional programme in the field
of cultural and creative industries clusters. This programme is entitled “Support for the Development of Cultural and
Creative Industries and Clusters in the Southern Mediterranean” and is developed and implemented by the United
Nations Industrial Development Organization (UNIDO). It was launched during the first quarter of 2014 to develop
business capacities and foster entrepreneurship cooperation and development in the cultural and creative industries.
This project falls within the second axis of the Mediterranean Initiative for Jobs (Med4Jobs): the development of the
private sector and the promotion of inclusive growth.

Born in Ödemis (Turkey) in 1945, Ambassador Alpogan graduated from the Faculty of Political Science of Ankara
University. He served in different positions in the Ministry of Foreign Affairs, as Director General for Bilateral Political
and Maritime/Aviation Affairs and Deputy Undersecretary for Political Affairs among others, as well as in Turkish
missions abroad. He became ambassador in 1995 and has served in this position in several embassies such as
Ashgabat and Athens, before his appointment as the first civilian Secretary General of the National Securit y Council
of Turkey (2004-2007), in light of the reforms undertaken for Turkey’s European Union accession process. Amb.
Alpogan then served as Ambassador to London (2007-2010) and during his term he was selected “diplomat of the
year”. He is also decorated by the Government of Turkmenistan as well as by the City of Athens. He joined the
Secretariat as Deputy Secretary General for Transport and Urban Development in 2010.

UPFI Sfax Taparura
The Urban Projects Finance Initiative (UPFI) was officially launched in April 2014 with the aim to create a shared
and common framework for the development of sustainable urban and territorial development projects and
strategies.
Breathing new life into an underdeveloped urban area. The Sfax Taparura project is among those selected by the
UPFI. It is devoted to revitalising Sfax, one of the most important industrial and commercial cities in Southern
Tunisia. A historic site of the phosphate industry, its development has been hampered due to significant pollution
levels. Following the de-pollution of the city’s northern coast, the project will rehabilitate its beaches and create
420 hectares of land to extend the metropolitan area. The project will result in the upgrading of the area and the
development of a new urban centre with basic facilities and infrastructure to integrate it with the rest of the city.
Building of new housing, commercial activities and services, green spaces, areas of public facilities and h otels will
take place, allowing it to receive about 50 000 residents and create employment opportunities upon completion of
the project.
The project will balance the natural environment and economic growth, by providing a sustainable development
dynamic that enhances the area’s economic attractiveness.

Delphine Borione is a diplomat and former ambassador who studied in the French National School of Public
Administration. She has held numerous high-level positions in multilateral, economic, cultural and educational fields.
As a Diplomat, she worked on environmental issues in the French Ministry of Foreign Affairs (MFA), and then joined
the World Food Programme. In 1999, she moved to the Balkans for humanitarian assistance for refugees from
Kosovo, and then joined the UN Mission in Kosovo. In 2000, she returned to Paris for the preparation and
coordination of the French presidency of the G8 Summit. From 2003 to 2006, she was Cultural Counsellor to the
Embassy of France in Italy. She returned then to Paris as an advisor to the Presidency, and in November 2007, she
was appointed Head of the French Liaison Office, and then Ambassador of France in Kosovo. From 2009 to 2012, she
was Director for Cultural Policy and French Language in the MFA.

“Young Women as Job Creators” is promoted by AFAEMME, the Association of Organisations of Mediterranean
Businesswomen in partnership with national Businesswomen associations and in close cooperation with national
universities and high education centers in the countries concerned. Following the success of the project’s Phase I,
where some 800 women students from 32 participating universities benefited from the projects activities in Jordan,
Morocco, Palestine and Spain, the Phase II is currently under implementation in Albania, Egypt, Jordan, Morocco,
Palestine, Spain and Tunisia, and aims to further promote entrepreneurship and self-employment among more than
700 university students in an effort to motivate them to start their own businesses.
The project’s beneficiaries will benefit from trainings about key aspects for setting up a company, such as legislative
issues, the development of a business plan with a gender perspective and coaching for entrepreneurship including key
financial aspects. National Businesswomen associations will accompany the young women to turn their business ideas
into a professional business plan and will provide them with specific training in Marketing, Management and Financial
literacy, as well as individual mentoring in all steps to create their businesses as well as support in accessing to finance
and investment.

Born in Haifa (Israel), Prof. Ilan Chet completed his doctoral work in microbiology at the Faculty of Agriculture of the
Hebrew University of Jerusalem. He was Dean of the Faculty of Agriculture and Vice President of the Hebrew
University as well as President of the Weizmann Institute. Prof. Chet is member of the Israel Academy of Sciences and
Humanities and the European Academy of Sciences. He has published more than 380 articles, edited five books and
holds 38 patents. Prof. Chet was recognized by several Universities and with Honorary Doctorate and awarded with
the Rothschild Prize, the Max-Planck Award, the Israel Prize, the Wolf Prize, the Officer’s Cross of the Order of Merit
of Germany and Legion of Honor of France among others.

The Euro-Mediterranean University of Fes (UEMF) will be a new
regional centre of excellence, welcoming the first class in 2016
and approximately 6600 students in 2024 from across the
region and offering a wide range of programmes, from
humanities and social sciences, to engineering. Courses will
focus on priority subjects for the development of the region.
The UEMF will stand as a unique regional campus contributing
to promote dialogue, cultural exchange and cooperation in
higher education and research between both rims of the
Mediterranean.
This innovative Euro-Mediterranean approach will be reflected not only in the diversity of nationalities of the
students, professors, researchers and non-academic staff, but also in the language and contents of the programmes
which will focus on topics with important impact on the integrated development of the region.
It aims at delivering a high standard of education and research programmes at all university levels (Bachelor, Master
and Doctorate) within an international environment; providing curricula focused on topics with important impact on
the development of the Euro-Mediterranean region; fostering international student and researchers’ mobility by
implementing double/joint degrees and creating internship opportunities and increasing student employability and
encouraging the creation of spin-offs and start-ups through the stimulation of Research, Innovation and Knowledge &
Technology transfer
The promoter of the project is the Ministry of Higher Education, Scientific Research and Executive Training of the

Naser Tahboub from Palestine was appointed Deputy Secretary General in charge of Environment and Water on
September 12th 2014 and joined the Secretariat of the Union for the Mediterranean in October 2014. Naser Tahboub
served at the Ministry of Finance in Palestine. He has been General Manager of several Banks in Palestine, and he
held high-level responsibilities such as Commissioner for Taxes and Revenues in Palestine. He served as the Assistant
of the Minister of Finance from 2009 to 2013. He started his career as a Professor at the Birzeit University in
Palestine.

Programme for Protection of Lake Bizerte against Pollution
Located in Northern Tunisa, Lake Bizerte is connected to the Mediterranean Sea and located in close proximity to
natural reserves on land (Ichkeul Park) and in the sea (Marine Protected Areas of Cap Blanc and Cap Serrat). Lake
Bizerte suffers from marine pollution and has been placed at the top of the depollution priorities of the Tunisian
government and of the UfM Initiative Horizon 2020.
The project will support the depollution and pollution prevention measures for Lake Bizerte and its impact on the
Mediterranean Sea, through an integrated and concerted approach including facilities to reduce liquid and solid
waste, and air emissions around the Lake, that could affect the environmental quality of marine and coastal
ecosystems and the quality of life in norternh Tunisia. Since its inclusive approach, the project foresees a strong
involvement of local stakeholders .
It will provide improved sanitary and environmental conditions for an estimated 400,000 inhabitants, improved
conditions for sustainable industrial production for three large state-owned and more than 20 public and private
companies as well as access to sanitation for 10,000 people in urban areas and 26,000 in rural areas.

Teresa Ribeiro was appointed Deputy Secretary General for Energy at the Secretariat of the Union for the
Mediterranean in 2013.
Former Secretary of State of the Ministry of Foreign Affairs of Portugal, she hold different positions during her
carrier, especially in the fields of communication, international relations, trade and investment. She worked closely
with European Union Institutions, Council of Europe and Unesco. She was Executive Director of AICEP (Portuguese
Agency for Investment and Foreign Trade) and Director General of the Portuguese Institute for the Media (Instituto
de Comunicaçao Social). She holds a Master in Philosophy and a Certificate of “Driving Government Performance” by
the John Fitzgerald Kennedy School of Government of the Harvard University.

Tafila Wind Farm
The Tafila Wind Farm breaks new ground for renewable energy projects in the Mediterranean. The Jorda nian
project will cover 3% of the national electricity demand and will create substantial jobs for qualified workers. As a
private investment, Tafila has a direct impact on growing business opportunities in the region.
Located in the Tafila Governate, the 117 MW wind farm contributes to Jordan’s energy strategy and to regional
targets in the field of clean energy. Jordan has set an ambitious goal of achieving 10% of total energy from
renewable sources by 2020, of which wind power will account for 66.6%. The project aligns with regional dialogue
objectives as it will contribute to reducing the country’s high dependency on energy imports while developing
renewable energy generation. Tafila will also create a local value chain (job opportunities and training capacities),
improve access to energy, increase energy security and decrease greenhouse gas emissions.
Wind energy is a very promising renewable energy source, and the Tafila Wind Farm will be the first renewable
project to begin operations in Jordan and provide power to the Jordanian network. It is an example of partnership
between the government and the private sector.
The Union for the Mediterranean labelled the Tafila Wind Farm project in April 2014 as recognition of a leading
project that could serve as an example for other promoters and institutions, therefore expected to be replicated in
the region, given the partnership between the public and private sectors.

Based on a set of strategic criteria, the UfMS promotes quality projects with high socio-economic impact aimed
at strengthening regional integration. The main role of the UfM is to accompany project promoters in effectively
implementing the activities through promotion, removal of obstacles, advice and technical help as well as in
providing access to the UfMS’ large network of stakeholders.
As part of the projects promotion, the Secretariat facilitates access to a network of donors and accompanies the
promoters in their fundraising and preparation of implementation strategies. UfM works closely with project
partners such as private entities, public authorities and civil society organisations involved in financing, technical
preparation and implementation.
What is the role of the UfM within the project cycle?
As a regional platform, we are a catalyst of projects accompanying project promoters throughout the project life cycle. The internal processing of projects follows a phased 5-step approach aimed at ensuring quality and effectiveness.

The UfM label means that the project has the
unanimous support of the 43 countries. This
“labelling” gives awareness and visibility to the
projects, raises support, mobilizes partners and
facilitates access to finance. Having the
endorsement of 43 state allows to find solutions
to complex regional projects and provide to
promoters the Secretariat’s Euro-Mediterranean
partners to make a project idea to become a
reality in the ground.
Projects are adopted by consensus by all 43
member countries at the meeting of the Senior
Officials’ (SOM) following technical and
financial assessment by experts. The Senior
Officials meet on a regular basis (every 2-3
months) to discuss issues affecting the region
and set priorities for the Secretariat’s work on
projects, policies and processes. The regular
consultation and involvement of all 43 country
representatives and national authorities
provides a unique framework for successful
implementation of projects.
