POINTS TO NOTE

1. Event organizers are advised to aim to clear their route at least three (3) months prior to the date of the event. This is especially so in the case of novel stretches of route or novel combination of previously used stretches of routes as such routes need to be holistically studied before a decision can be made. Event organizers should manage their expectation if the route involve an expressway or key arterial route; affect vehicular access to buildings along the route or require the diversion of bus services or skipping of bus stops. There should not be any closure of road tunnels (Fort Canning Tunel, Woodsville Tunnel, Sentosa Gateway Tunnel, CTE Tunnel, KPE Tunnel and MCE Tunnel) for event activities.

2. Changes may occur along in the course of planning the event. When emailing the changes, event organizers should put the staff of relevant LTA divisions in the cc list so that the change can come quickly to the attention of the relevant LTA division even if the principal recipient is not at his desk to forward the emails. The names of the staff will be made known at the start of each event consultation.

3. Event organizers are reminded that they need to seek concurrence of the appropriate Public Transport Operation for buses: (i) SMRT Buses Ltd; (ii) SBS Transit Ltd; (iii) Go-Ahead Singapore; and (iv) Tower Transit Singapore, and for MRT: (i)SMRT Trains Ltd and (ii) SBS Transit for their events.

4a. Events which affect both Nicoll Highway (City) and Kallang Rd (City) on Sunday / public holiday mornings should release one of the two corridors completely by 9am to cater for the mid-morning traffic surge.

4b. Events which uses both Nicoll Highway and Kallang Rd should try to use Kallang Airport Dr., Kallang Airport Way and Stadium Rd to transit between the two instead of Sims Way. This is of course also dependent upon them securing Sports Hub approval to close up the outbound direction of Stadium Road.

5. Event organizers are advised to highlight if the removal of existing kerbs / bollards etc are critical to the route as safety and cost considerations may preclude their removal.

6. Events which affect the bus stop outside Costa Rhu: bus service to this bus stop has to be facilitated. Should TP assess this to be prejudicial to safety, event organizer should then seek concurrence from management of Costa Rhu.

7. Event organizer shall provide APOs to enforce against illegal parking around the event site. In the case of route oriented events such as a run or a walk, the APOs should be stationed around the start and end points. Event organizer shall submit a separate file titled “<event name> parking enforcement” for this purpose.

8. Event organizer shall clear their plan to accommodate MRT Bus Bridging Services separately with LTA – BVL Division.

9. Except for barricades which are necessary to effect the road closure, event organizers are otherwise advised not to place any structure such as stage, arches, watering booth etc within the road carriageway. If such structures within the road are unavoidable, event organizer

should arrange such that the structures can be put up and removed without adding to the duration of the road closure time.

10. Start / End Point Management

Event organizers have a responsibility to ensure that the arrival and dispersal at the start end points are properly done. It should be recognized that the congregation of so many participants at a concentrated point poses challenge to traffic. Thus for events with more than 5000 participants, the following should be observed:

a. Parking

Unless it can be proven that there are ample parking space, event organizer should take steps to ensure that the parking situation is managed(i.e. with the engagement of APOs/traffic marshals). The Event Organiser (EO) could also make advance communication to participants to not drive there, arrange for shuttle buses or shift the start point to a more suitable location. If a situation develop where rampant illegal parking occurs, this will be recorded against the event organizer’s competency. Event organizer shall submit a parking management plan if required as a condition of clearance for the event.

b. Arrival – Dispersal

Pedestrian crossings connect MRT stations and major bus stops to the event start / end location shall be marshaled so that participants do not keep crossing the road even after the light has changed against them.

The sides of live roads running along the event start / end location shall be barricaded with linked metal barricades to prevent drop off / pick up unless the event organizer is able to prove that such activities will not adversely affect other road users.

c. Cycling, skating and other assisted mobility events

Event organizer shall present an arrival and dispersal plan to prove that participants will arrive in a safe manner without endangering themselves or other road users. This plan shall consist of a map showing the detailed arrival and dispersal routes together with details of how participants will be persuaded / compelled to follow traffic rules.

GUIDELINES FOR TEMPORARY PLACEMENT OF BARRICADES ON ROADSIDE BEFORE AND AFTER EVENTS*Note: Please also see Traffic Police’s guidelines for event barricades. The organizer is required to satisfy both set of guidelines.

1. Barricades must not block pedestrian footpath, bus stops or drainage channels2. Barricades must not be placed at street corners or traffic islands except during the

road closure itself.3. Barriers must not be allowed to shift under heavy rain / wind.  This could be done by

filling up selected barriers with water to serve as anchors for the rest of the barriers to attach to.  Tying to lamp post or side rails is not to be done as the ties are a tripping hazard to pedestrians.

4. Barricades placement work is not allowed during the peak hours: 7.30am to 9.30am and 5pm to 8pm.   

5. Daily checks of the placed barricades to be carried out to ensure that they are hindering pedestrian footpath, carriageway or line of sight.

6. Event organizer is to issue letter of indemnification to LTA against any injury or damage to members of the public arising out of these works.

7. Barricades may be preplaced on roadside up to 3 days before the event if they do not cause any traffic obstruction. 

8. Barricades must be removed from road carriageway before the road is reopened and totally removed from the roadside within three days after the event.

9. Additional restriction of barricades pre-placement applies for roads listed in Appendix A

APPENDIX A Barricade Placement

*Note: Please also see Traffic Police’s guidelines for event barricades. The organizer is required to satisfy both set of guidelines.

Below is the list of roads where pre-placement of barricades are prohibited. Barricades are to be placed only during the road closure period and removed the day after.

OTHER CONDITIONS TO EVENT ORGANIZERS

1. All structures such as tent, stages, arches, temporary directional signs etc. within the road reserve are to be cleared with LTA Road Asset Management & Regulation Division (contact [email protected])

2. TP’s TAS and VMS are to comply with the guidelines in the following pages

3. For placement of TAS on street lamp posts along expressways, application and approval is required from LTA ITSO.

4. Use of sidewalks, waterfront promenades, pedestrian bridges or other public spaces that are normally used for transport purpose beside roads are to be cleared separately with LTA Road Asset Management & Regulation Division (contact [email protected])

5. If event organizer intend to remove any street furniture (kerbs, bollards etc.) for the event, they should make an application to do so at the online LTA.PROMPT website (contact: [email protected])

Event organizer is to engage a Professional Engineer to assess and endorse the safety of all vehicular and pedestrian bridge(s) at least 3 weeks before the event

LAND TRANSPORT AUTHORITY

TECHNICAL REQUIREMENTS – INSTALLATION OF TEMPORARY SIGNBOARDS ON STREET LAMP-POSTS

1. All temporary signboards shall maintain a minimum height clearance of 2.4 metres above the walkway and minimum lateral clearance of 600 mm away from the road kerb/edge. Signboard on lamp post immediately before traffic lights shall have a minimum clearance of 3m above ground.

2. The lamppost number and the service door must not be blocked at all times.

3. All temporary signboards and their structures shall not block/obstruct pedestrian footpaths, walkways, street lights, traffic lights, traffic/information signs, Arterial Variable Message Sign, Parking Guidance Sign, directional signs, overhead gantry signs, J-eyes cameras, surveillance cameras, wireless antenna panels and bus stops. The surveillance cameras and wireless antenna panels are not to be adjusted during the installation and dismantling works. No installation of signboard on lamp post immediately before Arterial Variable Message Sign (AVMS) and lamp post with Radar Sensor or any type of (LTA) camera.

4. Please note that no drilling, riveting or any retrofitting is allowed on the lamppost.

5. The material of the signboard and its accessories must be of rust-free type.

6. The signboards shall not hinder the maintenance work for the street lamppost.

7. Applicant shall carry out daily inspection to ensure the signboards are adequately secured with no loose or dangling items. Any defects shall be rectified and reinstated immediately.

8. All costs incurred to rectify the damaged lamppost, lantern, etc., caused by the installation shall be borne by the Applicant.

9. The Applicant shall also be liable for injuries and damage caused by the installation and related accessories.

10. The Applicant shall be responsible to address any public complaints that may arise from the installation / display of the signboards and related enquiries.

11. LTA shall not be liable for any damaged or missing signboards attached to the lampposts.

12. LTA reserves the right to remove any signboards attached to the lampposts should they pose safety hazard to the public.

13. To indemnify LTA against all proceedings, actions, claims, costs, expenses and demands whatsoever and howsoever arising out of or in connection with any damage to the property/surrounding properties or injury to person(s) from the installation of the signboards.

14. To relocate / remove the signboards and its accessories as and when required by the Authority. The cost for such request shall be borne by the Applicant.

15. To remove the signboards and its accessories upon completion of the event.

16. To provide contact list of the officer-in-charge for emergency situation purposes.

17. The Applicant’s appointed contractor shall provide temporary traffic warning signs and control devices (in accordance with the LTA Code of Practice for Traffic Control at Work Site) during installation/ dismantling/ maintenance works. Works must be carried out only during off-peak hours.

TECHNICAL REQUIREMENTS – VARIABLE MESSAGE SIGNS (VMS) WITHIN PUBLIC STREETS

1. To ensure that motorists’ views and traffic / road signs are not obstructed by the placement of the VMS. Site trials and adjustments must be done to ensure that road users' views are not obstructed.

2. To ensure the safety of pedestrians and passage of pedestrians is not obstructed by the placement of the VMS. Where available, the VMS should be placed on grass verge / planting beds, with approval from the National Parks Board.

3. To place the VMS with a lateral clearance of at least 0.6 metres from the road-kerb.

4. To properly secure the VMS and ensure it is stable during the display period. It has to be checked regularly for signs of instability and vandalism and to ensure that the VMS is functional during the display period.

5. Use of street furniture (e.g. railings, lamp-posts, road signs, etc.) to secure the VMS is not permitted. For public safety, electrical cables, sockets, etc., must be properly concealed and are not allowed to be laid across public walkways.

6. Display of advertisements on the VMS is not allowed.

7. To display the event name and hotline number or name and mobile contact number of the person-in-charge of the VMS. LTA's logo on the VMS (if any) must be covered up during the period of display.

8. To obtain support from relevant building managements or owners if the VMS is to be placed in front of their premises.

9. To address any feedback arising from the VMS placement. Applicant shall undertake to remove or relocate the VMS, at applicant's cost, as and when needed by the LTA. The LTA reserves the right to remove any VMS that is posing public safety hazard to road users.

10. To take photos and inform the LTA of any existing site defects before use of site. Any defects observed thereafter, without photo record, shall deem to have been caused by the VMS placement. Damages caused to public facilities due to the VMS placement must be repaired and the repair to be completed within 1 week after the end of the event. Damages shall be made good by the applicant, at applicant’s cost and to the satisfaction of the LTA.

11. To indemnify the LTA against all proceedings, actions, claims, costs, expenses and demands whatsoever and howsoever arising out of or in connection with any damage to the property / surrounding properties or injury to person(s), whether fatal or otherwise, due to incident(s) related to the VMS placement.

Technical Conditions to be imposed for the use of footbridge at Tanjong Rhu Suspension Footbridge & Jubilee Bridge for events                                                                          

No gathering/ marching/congregation on the footbridge is allowed.

No additional load on the footbridge, such as signs, promotion bill boards, vehicles, machinery, equipment, etc. is allowed.

Adequate measures shall be taken to ensure any paintworks on the footbridge are not damaged in anyway.

All fixing wires, if any, shall be padded to prevent damages to any parts of the footbridge such as the railings.

Drilling / nailing of the bridge structure or use of any part of the bridge structure (e.g. floor surface, railings, struts, etc.) for securing of event articles is strictly not permitted.

All materials, debris or rubbish on the footbridge shall be immediately removed after the event.

The Event Organiser is to carry out a pre (before the event) and post (after the event) condition survey of the footbridge, with photographs, to verify any existing or new defects.

Any defects or damages to the bridge structure caused by the event should be made good by the Event Organiser to the satisfaction of the LTA.

Use of the footbridge as a start and end point of the event and total closure of the footbridge for the running event are not allowed.

Runners are to be channelled or directed to the side of the footbridge with a width utilisation of 1/3 of the bridge deck, leaving 2/3 of the deck for general public use.

Runners are  to be guided by traffic wardens/marshals  to be engaged by the Event Organiser to spread and break out any bunches of runners on the footbridge                                                                                               

The Event Organiser should ensure that necessary precautions are taken and enforced to ensure the safety of the public at all times during the event.

The Event Organiser shall be responsible for addressing and attending to any public complaints that may arise.

The Event Organiser shall ensure that public liability insurance policy and other insurances are covered for the whole of the event period. They shall be readily available when requested by the LTA.

The Event Organiser shall indemnify the LTA against all proceedings, actions, claims, costs, expenses and demands whatsoever and howsoever arising out of or in

connection with any damage to the property / surrounding properties or injury to person(s) as a result of the event. In view that excessive vibration may be felt during certain activities and that there may be participants or passers-by who are acutely sensitive to such vibration, the above indemnity shall include incident(s) or effect(s) of non-physical nature suffered by any such person(s).

GUIDELINES FOR CLOSURE WITHIN KPE AND MCE TUNNEL SLIP ROADS

1) There shall be no pre-dumping of barriers for the closure in KPE and MCE tunnel.

2) Road closure sequence would be tunnel level first, followed by surface road level

3) For road re-opening sequence it would be opening of the surface level road followed by the tunnel level.

4) TMA is needed for tunnel level closure.

5) Call KPE/MCE OCC at 6505 3330 and seek for real time clearance from Duty Supervisor (AOM) before the commencement of slip road closure.

6) To deploy APOs to assist in traffic control in the tunnel during the setting up and re-opening of the slip road.

7) In the event of a tunnel emergency e.g. fire in the tunnel requiring the mass evacuation of vehicles from the tunnel via Nicoll Highway Exit 2A (KPE towards MCE).  KPE/MCE OCC will call the event organizer who must immediately lift the closure of Exit 2A.

8) Call KPE/MCE OCC at 6505 3330 and inform Duty Operations Executive (DOM) before the commencement of slip road re-opening and after it has been successfully open.

CLOSURE OF MARINA EAST DRIVE - FACILITATION OF LTA MCE CONTROL CENTRE

1) For closure of Marina East Drive, there MUST BE vehicles facilitation in and out of MCE Operations Control Centre. A list will be provided by LTA ITSO prior the event.

2) In the event of exigencies, LTA staff are required to report back for incident management. Event Organiser MUST ALLOW our LTA staff, contractor and emergency responding agencies’ vehicles to access promptly to MCE Operations Control Centre.
