The University of Melbourne campus can be more than that!
"Over the next 30-40 years, it is estimated that Melbourne m a y r e q u i r e a b o u t o n e million more homes to meet t h e h o u s i n g n e e d s f r o m population increase "
There are currently 10,579 p r i v a t e d w e l l i n g s i n Carlton. By 2036, this is expected to increase to 14,041."
"The proportion of residents in the precinct is low. An increased provision of housing would improve the safety and quality of the public realm, attract better local retailing, enable live/work opportunities within the area and complement the trip profile of public transport services.."
"Melbourne had both the largest and fastest population increase of all Australian capital cities, according to data released today by the Australian Bureau of Statistics."

-The building is too far from the street edge, making it difficult to interact with the building-The lawn is on the south side of the building, which generates less people sitting on the lawn because of over shadowing-The building frontage is not welcoming to the public and does not contribute to the public realm-There is no street furniture to support street activation.

V i s i o nRe-define St. Kilda Junction and St. Kilda South to be an iconic cultural and the heart of a new intregrated precinct of pedestrian friendly public urban spaces for the existing and future commu-nities that is connected to its environment.
