FOLLOWING reports of ClarkDevelopment Corporation(CDC)’s alleged refusal to imple-ment the Collective BargainingAgreement (CBA) of the Asso-ciation of CDC Supervisory Per-sonnel (ACSP), CDC HumanResources Department Manag-er Bonifacio O. Tarenio, Jr. is-sued clarification on the issuessurrounding the CBA stand off.

Tarenio denied having statedthat he was instructed by CDCPresident Arthur P. Tugade “toexert all legal remedies to pre-vent the implementation of the(ACSP) CBA.” He clarified thatCDC, being a government corpo-

RA 10149, otherwise knownas the GOCC Governance Actmandated the Governance Com-mission for GOCCs (GCG) todevelop a Compensation andPosition Classification System(CPCS) which will apply to allofficers and employees of GOC-Cs. GCG has adopted the posi-tion that GOCCs are no longerallowed to enter into CBA withits unions considering that theCPCS shall govern the salariesand benefits of GOCCs. Execu-tive Order No. 7 meanwhile im-poses a moratorium on increas-es in the rates of salaries, andthe grant of new or increases in

the rates of allowances, incen-tives and other benefit unlessspecifically authorized by thePresident of the Philippines.

Tarenio added that CDC hasalways been transparent with theACSP and was made formallyaware that the implementationof its CBA with CDC is subjectto the said approval prescribedby RA 10149. In fact, Tarenioeven added that ACSP CBA in-cluded a provision that the sameshall be subject to the rules andregulations to be issued forGOCCs. ACSP even expresslyacknowledged the said condi-tion in its formal communica-

tions with CDC.The legal issues brought

about by RA 10149 and EO 7has also been considered andpresented to the Association ofConcerned CDC Employees(ACCES) in the proposal of thelatter to renegotiate its CBA.

Given the said legal issues,Tarenio appealed to the unionsfor a peaceful and rational reso-lution of the issues allowing theprocesses to take its course. Inthe meantime, CDC employeesmust support Management’s in-itiatives to achieve its vision andmission for the common benefitof all stakeholders.

CITY OF SAN FERNANDO -The farmers’ group Alyansa ngmga Magbubukid sa GitnangLuson (AMGL) and the Anak-pawis- Central Luzon (Anak-pawis-CL) urged yesterday theresumption of peace talks be-tween the Aquino governmentand the National DemocraticFront of the Philippines (NDFP)and for the talks to zero in onthe ”root cause of armed strug-gle” involving farmers.

“We are pushing for the re-sumption of the peace talks totackle the roots of the armedconflict. In Central Luzon, suchconflict is bred by massivelandlessness and povertyamong farmers,” said JosephCanlas, AMGL chair and Anak-pawis party-list regional coor-dinator.

CL farmers want resumption of peace talks between NDF, PHLThis, even as Malacanang

stood pat on its position to scrapthe talks altogether.

Canlas noted that“historically, grave abusesagainst poor farmers are whatpush them to the armed strug-gle.”

Canlas said that the peacetalks should also focus on “theimplementation of the Compre-hensive Agreement on Respectfor Human Rights and Interna-tional Humanitarian Law (CAR-HRIHL) that was signed by bothparties in 1998 and the presentagenda, socio-economic re-forms, that zeroes in mainly onland reform and nationalist in-dustrialization.”

”The Aquino governmentmust adhere to the previousagreements such as The HagueJoint Declaration in 1992, theJoint Agreement on Security

Immunities and Guarantees(JASIG), the CARHRIHL and oth-er agreements on the frameworkand conduct of the negotiations,”he stressed.

The talks should be held onneutral grounds and confidence-building measures performed, headded.

Canlas also said that “theAquino government must realizethat the accomplishments of thepeace talks are bigger than hisadministration, the previousagreements were the result ofthe painstaking, strenuous andpatient effort between the twoparties. Aquino should be hum-ble enough to consider the his-tory of the talks.”

“We clearly remember whenour leaders and members be-came victims of rights abusesduring the implementation of Ar-royo’s counter-insurgency plan

The groups also reacted topresidential spokesperson Ed-win Lacierda’s pronouncementthat “nationalist industrializationis passé.”

“It is really mind-boggling howthe Aquino government couldissue statements like that, wheneverybody knows that our agri-

culture is clearly backward, re-lying on carabaos and no mod-ern machineries are utilized,”Canlas said.

He lamented that “the coun-try has no national industry, par-ticularly in the region where min-ing, hydro-electric dams, eco-zones, export-processing zonesare all dominated by foreign cor-porations and none are gearedfor national development.”

“Even the engine of handtractors are either imported fromChina or Japan, while those bigtractors are from the US. Motorengines used in small fishingboats are imported from China,US, Germany and Japan. Motorpumps, agro-chem and otherneeds for agriculture areimported. Thus, agriculture isreally dependent on imports asthere is no national industry todepend on,” he added.

CITY OF SAN FERNANDO —A total of 3,356 jobseekers inCentral Luzon were hired on-the-spot (HOTS) during last week’sLabor Day job fairs in variousparts of the region.

Department of Labor andEmployment (DOLE) regionalinformation officer Jerry Borjasaid the new hires accountedfor 25 percent of the 13, 294qualified applicants listed by hisagency’s provincial field offices.

He named the provinces withthe most HOTS as Pampanga(1,468), Tarlac (1,132), and Bu-lacan (496).

Among the positions filled upinclude customer service repre-sentatives, sales clerks, wait-ers, production workers and fac-tory workers.

Around 18,300 jobseekerstrooped the May 1 employmentfests simultaneously held in Cap-itol Grounds in Baler, Aurora; theBulwagan of the Provincial Capi-tol in Balanga City, Bataan; Free-dom Park of the Old ProvincialCapitol in Cabanatuan City, Nue-va Ecija; Municipal Plaza of Bot-

CITY OF SAN FERNANDO –Hundreds of houses were lefteither totally or partially dam-aged by a freak tornado thatstruck five barangays in Paniqui,Tarlac late Friday afternoon.

In a report yesterday morn-ing, the Tarlac Provincial Disas-ter Risk Reduction and Manage-ment Council (PDRRMC) dis-closed that the tornado totallydestroyed 49 houses and par-tially damaged 205 more.

”A total of 254 families or1,095 persons in the villages ofVentinilla, Cabayaoasan, Tab-lang, Salumague, and Nanca-marinan were affected by thisunfortunate incident” saidPDRRMC executive officer Vir-gilio Florendo.

The municipal government ofPaniqui extended variousforms of assistance costingP38,100 to the affected families.

CAPAS, Tarlac—The newly-ren-ovated municipal building herewas recently inaugurated withsome 5,000 townsfolk in atten-dance.

Without a single centavoloan from any bank or financialinstitution and notwithstandingthe election period, the 30-year-old municipal building undertooka total make-over to save it fromdilapidation, if not collapse.

Mayor TJ Rodriguez said thatwhen he assumed office in July2010, he discovered that thebuilding was already in an “ad-vance stage of dilapidation” withits roof was leaking in many plac-es, termite-infested, and thestructure deteriorated.

He added that the old build-ing did not have no enoughspace to accommodate andserve the growing population ofthis town, and its compound wasprone to flooding during rainyseason because of its lowground level.

The renovation involved theconstruction of additional leftand right wing extensions, a newfacade and veranda and a spiralstaircase. The project resultedin additional 474.55 squaremeters of office space for opti-mum delivery of service to theCapasenos.

Initially, they estimated therenovation to cost some P36 mil-lion but it was completed for onlyP18 million using some of thediscarded materials for recyclingsuch as antique the Capiz win-

He also revealed that for solong period of time, theland where the municipal build-ing and other government offic-es were erected was not titled.Upon his discovery of “this anom-aly” he acted on it and in justfour months he already securedits title, a feat that no other may-or was able to accomplish.

According to Garcia, com-posing the lyrics of the song is

TARLAC CITY—The sanggu-niang panglunsod here led byVice Mayor Mike Tanedo is fac-ing a writ of mandamus for fail-ure to pass and approve the 2013budget of the city government.

The complainant in the caseis Pacifico Guevarra, a publish-er of a local weekly newspaperin the city.

Guevarra said that this cityis the only local government unitall over the country that has noapproved budget for this year.

In October 2012, Mayor AceManalang already submitted tothe SP a proposed 2013 budgetfor their consideration and ap-proval but the lawmakers brokeout and failed to hold a sessionafter filing their certificates ofcandidacy under a different po-litical party.

Guevarra alleged that the“main culprits of the existingchaos” within the city councilwere the six councilors now run-ning under the Liberal Party andNationalist People’s Coalitionheaded by Ana Aguas who isaspiring for vice mayor.

On Aguas’ side are council-ors Emy Facunla, Vlad Rodrigu-ez, Noel Soliman, Ricky Diola-zo and Weng Quiroz who, sincetheir break-away from the admin-istration, “had not held a singleproductive session” whichcaused Guevarra to make themthe principal respondents in themandamus writ.

The aforesaid public officialscompromised and sacrificedtheir sworn duty and obligationto the city populace in favor oftheir immediate boss, ex-may-

The said budget also con-tains appropriations for the col-lection of garbage citywide, with-out which, the garbage collec-tion contractor may stops itsoperations and has a negativeimpact on the environment andmight cause hazard to the pub-lic health.

Likewise, the delivery of thebasic services for the welfare ofthe city residents cannot be ef-fected that might result to epi-demic, deterioration of peaceand order and waste of govern-ment properties, among othersin the absence of 2013 annualbudget.

BALANGA CITY - TheCommission on Elec-tions provincial officehere on Saturdayannounced that finaltesting and sealing onFriday of PCOS ma-chines in all pollingcenters in 11 towns andone city, except Hermo-sa town, was completedand found successful.

“Successful ang finaltesting except for minorconcerns like on thelock used in the ma-

PCOS final testing, sealing successfulchine that were reme-died,” lawyer GilbertAlmario, provincialelections supervisor,said.

He said that althoughthere was power inter-ruption in Bagac,Bataan, testing andsealing was completedwith the use of thestandby batteries of thePCOS. Almario said thatin the case of Hermosa,PCOS machines will bedelivered on May 6 andto be tested and sealedon the same day.

Comelec Region 3director Rafael Olanosaid Bataan in the wholeregion did the firsttesting and sealing. Hesaid other provinces inCentral Luzon will testand seal the machineson May 6.

“We conduct thetests earlier so we willknow if there are prob-lems. In Bataan onlyminor concerns werenoted but these were allremedied and the overallresult was successful,”the director said.

On the actual tests,volunteers filled-up testballots and whenentered in the machine,the PCOS read “Scancomplete, congratula-tions your vote has beenregistered”.

After the test votingclosed, printing of eightcopies each for theresults for the national,provincial and partylistpositions was conduct-ed. Manual votingfollowed to show if heresult tallies with that ofthe PCOS count.

Thursday night, lawyer Ryann Rueda, 31,was seriously wounded in a hail of bulletsfrom two men while driving along the Gapan-Olongapo Road section in Barangay Parian,Mexico.

On Saturday, Marciano Intal, 63, formervillage chief of Barangay De la Paz, SanSimon and a supporter of re-electionistMayor Leonora Capule-Wong, was shotdead at the waiting shed of the villageelementary school. The assailants were,again, two men.

What’s with the killers-in-tandem?And what’s with Albayalde that his

assignment to the province seems to havebrought about these killings?

The local police circles were reported tohave “expressed surprise overPagkalinawan’s relief, saying there havebeen no serious election-related incidentsreported in the province.”

Yeah, are these killings now meant toprovide some justification to InteriorSecretary Mar Roxas’ dumping Pampangain the first list of 15 provinces to watch forvis-à-vis election violence?

Whatever, Albayalde has got to showsome spunk and resolve to make Pampangaa zone of peace in the heat of the elections.

Is he up to it?

2010 REDUX. In all probability, a landslide of even greater scaleand scope, given the comparisons – as well as contrasts, aye,contradictions – between the candidates who have both tried andtested the Capitol chair.

That is the impending results of the May 2013 gubernatorialcontest between incumbent Gov. Lilia “Nanay Baby” Pineda andformer Gov. Eddie “Among Ed” Panlilio.

Dare I now go out on a limb in a some forecast using this piecethat merited space here on May 12, 2010. Good to keep it andcompare with the outcome next week.

Avalanche, indeedLandslide for Nanay. So I wrote here on May 3, a week before thevote, of an exchange of analyses with Ashley Manabat who heldthat there was no way for Capitol tenant Eddie Panlilio to win thegovernorship.

Come to think of it now, even the days augured well for Panlilio’srival: May 9 celebrated as Mother’s Day could only run throughMay 10 as Araw ni Nanay.

So Ashley posited that the loss of Panlilio’sso-called confidence team and supporters, notablyMadame Lolita Hizon, his maladministration ofthe province, and above all, one Atty. Vivian Dabu,contributed to the dissatisfaction of theKapampangan, and therefore would spell doomfor the recounted-out governor.

A greater doom awaited him on the groundwith the towns that served as Gov. Mark Lapid’svanguard in 2007 going all out this time forComelec-declared Gov. Lilia “Nanay Baby”Pineda.

So landslide, indeed, was the outcome of the2010 gubernatorial race with Pineda getting458,604 votes against Panlilio’s 227,158 per thecount I got from GMA-7 news.com.

A margin of 231,446 votes – 4,288 more thanhis total – there. Yeah, it will take more than abackhoe to dig Panlilio out of that mountain ofvotes that buried him.

Repudiation. Utter repudiation of Panlilio bythe Kapampangan is the only way one can explainso bad a beating, so thorough a mauling, sosavage a mangling a sitting, if recounted-out,governor could ever get at the polls.

Panlilio won only in one town – so sadly in myown – Sto. Tomas, by the slim margin of some300 votes, going by the unofficial, and early, countI got. In the absence of the Comelec official tally,all the figures I proffer here are unofficial and onlypartial, approximating but a little over 60 percentof the vote as of 2 in the morning of May 11. (As Iwrite this, Pineda has yet to be proclaimed bythe provincial board of canvassers as winner ofthe 2010 gubernatorial contest.)

Panlilio’s own hometown of Minalin disownedhim, giving Pineda 11,086 votes to his 7,711. Yeah,no prophet is honored in his own country. Mostespecially a false one, quipped Pastor Macky,he of the Pangan clan.

Contrast that to Lubao’s going all-out for itsfavorite Baby with 48,602 votes, ceding to Panlilio4,365 or less than 10 percent of the former’s.

As predicted, the Lapid 2007 bailiwicks provedto be Pineda’s bastions this time.

Mabalacat’s fiery fervor for Pineda translatedto 35,874 votes, thoroughly consuming Panlilio’s18,231.

In Floridablanca, 26,045 voters went Pinedawhile 8,634 stuck with Panlilio.

No watered down votes in Arayat this timewith 25,639 counted for Pineda and 10,356 forPanlilio.

In Mexico, 22,667 voted for Pineda while13,784 voted for Panlilio.

Apalit made good Mayor Jun Tetangco’spromise of a convincing Pineda win, with 22,762votes to Panlilio’s 11,325.

The Floreses proved anew their dogged loyaltyto whomever they take as their leader: Macabebegiving Pineda 16,008 votes and allowing Panlilioonly 4,615; Masantol in turn with 15,172 for Pinedaand 5,351 for Panlilio.

In the Lapid heartland of Porac, Pinedagarnered 25,180 votes to Panlilio’s 12,365.

In 2007, the City of San Fernando gave Panliliohis widest margin against Pineda. The support ofMayor Oscar Rodriguez notwithstanding, the cityelectorate abandoned Panlilio this time, withPineda getting 38,186 votes to his 32,559.

And what is to be expected of Macapagal, nay,Pineda, country that is the second district butpure woes for Panlilio.

Guagua went 18,365 votes for Pineda, and11,329 for Panlilio, mayhaps much of it comingfrom his purported power base of Betis.

In Sta. Rita, 10,476 voted for Pineda, 5,867 forPanlilio.

Sasmuan gave Pineda 12,480, Panliliosqueaking by with 1,937.

The remaining towns of Pampanga tells thesame story – of Panlilio managing but half ofPineda’s sum.

The tally sheets: Magalang,18,039 for Pineda,9,659 for Panlilio. Bacolor, 19,179 for Pineda,10,079 for Panlilio. Sta. Ana, 12,228 for Pineda,6,356 for Panlilio. Candaba, 20,276 for Pineda,10,685 for Panlilio. San Luis, 17,586 for Pineda,7,558 for Panlilio. San Simon, 13,931 for Pineda,7,426 for Panlilio.

Again, may I remind the reader that the figuresfor the towns are vintage 2 a.m. of May 11, partialand unofficial, the Comelec having yet to makepublic the official, complete results.

Anyways, they are factual. The principle of resipsa loquiturapplies here. The numbers speak forthemselves. An avalanche of votes buried Panlilioto kingdom come, politically that is. Clearly, arevolt of the Kapampangan there.

What repudiation is worse than this?

ON THIS DAY in 1942, U.S.Lieutenant General JonathanWainwright surrenders all U.S.troops in the Philippines to theJapanese.

The island of Corregidor re-mained the last Allied strongholdin the Philippines after the Jap-anese victory at Bataan (fromwhich General Wainwright hadmanaged to flee, to Corregidor).Constant artillery shelling andaerial bombardment attacks ateaway at the American and Fili-pino defenders. Although stillmanaging to sink many Japa-nese barges as they approached

the northern shores of the is-land, the Allied troops could holdthe invader off no longer. Gener-al Wainwright, only recently pro-moted to the rank of lieutenantgeneral and commander of theU.S. armed forces in the Philip-pines, offered to surrender Cor-regidor to Japanese GeneralHomma, but Homma wanted thecomplete, unconditional capitu-lation of all American forcesthroughout the Philippines.Wainwright had little choice giv-en the odds against him and thepoor physical condition of histroops (he had already lost 800

men). He surrendered at mid-night. All 11,500 surviving Alliedtroops were evacuated to a pris-on stockade in Manila.

General Wainwright remaineda POW until 1945. As a sort ofconsolation for the massive de-feat he suffered, he was presenton the USS Missouri for the for-mal Japanese surrender ceremo-ny on September 2, 1945. Hewould also be awarded the Con-gressional Medal of Honor byPresident Harry Truman. Wain-wright died in 1953-exactly eightyears to the day of the Japanesesurrender ceremony.

Iskolar ng bayanKRISTEL TEJADA, a UP Manila student, commited suicideallegedly for feeling so despondent at not being able to pay a lessthan P10,000.00 amount for her tuition and made to go on leavenot being allowed to attend her classes. I have allowed some timeto lapse before commenting publicly on this case. I felt and continueto feel so terribly bad about this case, in terms of anger and deepsadness. I have learned to let these times of strong emotions passbefore I make any comments or embark on some action. Still, theanger and sadness have not passed.

Miss Tejada passed the UPCAT, having been allowed to enrolas a UP student, around one of 3000 to 4000 students who passedout of probably 50,000 who took the entrance exam. She qualified,this daughter of a taxi driver and a plain housewife, ordinary andaverage Filipinos who could be our relatives or neighbors or even ifnot, are certainly within our spheres of awareness and interaction.She also performed well in her first semester subjects, accordingto her professor. She qualified and performed well. She was entitled.She had a right to education, a right to UP education, to beaIskolarng Bayan!

The University of the Philippines prides itselfon being the state university, where it iscompetence and merit which governs its valuesand operations. It even states that it is the primeuniversity and then there are the others. Duringthe Faculty Council meetings where around 1,000professors gather together for their meeting onacademic matters and others, I have heard somecolleagues state, may be in jest, that if a bombexploded in the hall killing everybody, then theintellectual resource of the country will be goneor at the least seriously depleted.It is likewisealso being joked around that the major problemof UP Diliman is lack of parking space. And UP issupposedly for the bright student withoutresources to have cars. It seems that the studentsnow have better cars than the faculty.

What about the students like KristelTejada? Ihave seen congressmen, mayors, governmentofficials and corporate executives spendP10,000.00 and more in one lunch or dinner. Iknow of millions of payoffs to goverment officialswho have no basis for these largesse except fortheir political appointments.UP has the STFAP,Socialized Tuition Fee Assistance Program, whichbrackets students into socio-economic categoriesand allocates grants of tuition fees and allowancesbased on need from full free tuition and a monthlysubsistence allowance to full payment of tuitionfees, which are still subsidized being less thanthe full cost of the studies and no monthlysubsistence allowance.

The requirements and processing have beenas I remember very tedious and not in synch with

the academic calendar and requirements. I evenpersonally know of 2 siblings, twins, who havebeen assigned different brackets even though theyare in the same family unit. I still hear of a lot ofsimilar complaints. Tejada’s case of somestringent requirements and the long processingof her application and request is clear. There maybe bureaucratic justifications. They are justprecisely that- bureaucratic and without regardfor the specific situation, persons and the rationalefor the program and what UP should stand for. “YOU ROCKS! YOU STONES, YOU WORSETHAN SENSELESS THINGS, O YOU HARDHEARTS, YOU CRUEL MEN OF” UP!!! MGAWALANG HIYA! ( Sorry, editor Bong and gentlereader, I had to let that out!)

KristelTejada had a right to study at UP Manilaand attend her classes. If she could not pay inaccordance with the rules, which have to bereviewed, she should not have been made to goon leave. She should be allowed to attend herclasses, take her exams and submit whateverrequirements may be necessary. She should begiven a grade. If by the end of the semester, sheis still unable to settle her accounts, then it is therelease of her grades which should be heldpending. However, by then, other ways and safetynets should be in place. She passed the entrance,was doing well in class and had a right to continuestudying. She should not have been hamperedby financial considerations alone. The UP system,culture and processes should have taken care ofher. Now, she is God’s hands. And we all remainhere, certainly not in heaven.

CITY OF SAN FERNANDO -Comebacking Mayor Rey B.Aquino has accused rival ViceMayor Edwin Santiago of mas-sive vote-buying in variousplaces in the city over the lastseveral days.

In a statement, Aquinosaid he even witnessed onesuch vote-buying incident per-petrated by Santiago’s campin broad daylight at Havanasubdivision last Saturday after-noon at around 5 p.m.

“I was shocked at the bra-zenness of it all,” said Aqui-no, who was on his way to anevent in the said village whenhe stumbled upon the illegalactivity.

Aquino said he and his par-ty were stopped at the gate ofthe subdivision and were pre-vented by the security guardsfrom entering. He said he lat-er asked several people in thearea and was told that peoplewere being given P500 each.

“There were around 500persons in the area who sup-posedly who were in the pro-cess of receiving the money,”Aquino said. Aquino said he

“It was evident that vote-buy-ing is one , if not themajor,strategy employed by myrival and his cohorts to get elect-ed,” he said.

Aquino, who had taken sev-eral pictures of the incident,said he will file appropriatecharges against Santiago beforethe Commission on Elections.Vote-buying is a serious crimi-nal offense punishable under thelaw. –Press release

Aquino’s allegationsstemmed from an incident lastSaturday afternoon at around 5p.m. when his party was report-edly stopped at the gate of theHavana subdivision and wereprevented by the securityguards from entering. He saidhe later asked several peoplein the area and was told thatpeople were being given P500each, which was allegedlybacked later by an “anonymouswitness” according to theircamp’s press release.

“They [homeowners] haveeven named the posh exclusivesubdivision as ‘Aquino Village’because the peace and quietof the neighborhood has beenaffected by all the noise ofshowboats and supporters go-ing in and out in all hours ofthe day. Nang huli naming nakausap si Rocco, nasabiniyang naghiwalay naman sila ni Sheena as friends.May communication pa rin sila pero, hindi na siyadumadalaw sa bahay ng dalaga.

Sa ngayon ay busy si Rocco. Bukod sa isangindie film, may teleserye siyang ginagawa sa GMA7,ang “Unforgettable” kung saan siya gumaganap bilangbagong tagapagtanggol ng bidang si Kylie Padilla.

Poong Maykapal ng malakas at malusog na pangangatawan.Nais ko pong ipabatid sa inyo minamahal kong mga kapwa Angeleno, marami na po sa ating mga

senior citizens, persons with disabilities at mga masang Angeleno ang ating mga natulungan atpatuloy pa rin tayong tumutulong sa ating mga kababayan na matinding nagangailangan ng mgamedical assistance, wheelchairs, walkers, nebulizers, water pumps at iba pa. Kalakip po ng akingliham ang mga larawan ng kaligayahan at taos-pusong pasasalamat ng ating mga kababayangnatulungan natin at mga pamilyang nasa mahirap na kalagayan na hindi naaabutan ng mgapangunahing pangangailan tulad po ng patubig.

Wala po akong ibang maiaalay sa ating mga kababayang nangangailan kungdi ang matapat,mapagmahal mapagmalasakit at malinis na panunungkulan. Bagama’t ito po ang aking unangpagkakataon na pumagitna sa larangan ng pulitika, ako naman po ay hinubog ng karanasan atpagsasanay sa serbisyong publiko sa mahigit na dalawampung taon (20) magmula ng ako’y magsimulabilang Chief of Staff ng Unang Distrito ng Pampanga kay Congressman Francis ‘Blueboy’ Nepomucenohanggang sa pagiging Vice-Presidential Staff Officer V (Political Officer / Project Manager) po ni Vice-President Jejomar C. Binay. Nawa’y mabigyan po ng kahalagahan ang natitirang tatlong taon niVice-President Binay hanggang 2016 kung ako po ang inyong basbasan at palarang maging Bise-Alkalde po ng Lungsod Angeles dahil tutularan po natin ang kanyang magagandang nagawa atgagawin pa sa mga darating na panahon hindi lamang po sa Lungsod ng Makati maging sa buongbansa.

Plataporma de Gobyerno:• Isusulong po natin ang panukalang batas (Senate Bill No. 1418) upang magkaroon ng

boses ang mga Senior Citizens at gayon din ang ating mga Kababaihan bilang mga Sectoral

Representatives sa mga City / Municipal / Provincial Councils;• Ibibigay ko po ng buo ang aking “buwanang suweldo” na nagkakahalaga ng P67,684.00

sa mga Barangay Senior Citizens Associations upang makapaglikom ng karagdagang pondo parasa kanilang Livelihood Programs at hindi ko hahayaan na kahit isa sa miyembro ng aking pamilyalalung-lalu na ang aking asawa ang magtatrabaho at tatanggap ng anumang kabayaran na magmumulasa kaban ng bayan;

• Magpapatayo po tayo ng mga Senior Citizens Centers sa bawa’t barangay at resettlementcenters;

• Magbibigay po tayo ng mga Barangay Scholarship Programs sa ating mga kabataan saAMA Computer College, St. Peter’s College at sa mga State Universities / Colleges;

• Ilulunsad po natin ang mga Regular Sessions sa bawat barangay upang mailapit angSangguniang Panlungsod sa mga mamamayan at upang patunayan na ang buong City Council aymadalas makikitang nagtatrabaho sa buong termino at hindi lamang tuwing panahon ng halalan.Konseho ang lalapit sa taong-bayan at hindi ang taong-bayan ang lalapit sa Konseho;

• Makikipaglagda po tayo sa Lungsod ng Makati ng isang Sisterhood Agreement upangmabiyayaan tayo ng mga benepisyong pang-edukasyon, pang-kalusugan, pang-barangay at pang-ekonomiya bilang karagdagang serbisyo at programa bukod pa sa annual budget na P1.3 bilyon ngpamahalaang lungsod ng Angeles.

Subukan nyo po ako. Subukan nyo po ang bago, dahil ako po ay may mga epektibo atpangmatagalang programa at reporma. Ika nga, “Kahit gaano kasarap daw ang lechon pero kungaraw-araw mo itong kinakain, magsasawa po kayo. Mas mabuti na pong magpaksiw bangus munapo tayo. Masarap na, masustansiya pa.” At tayo din po ay inihahantulad sa isang bibingka, saCapampangan, “Atin tamu pung tangab keng babo, atin tamu naman tangab keng lalam. Pagmelutu tamu ali tamu malpa at ali tamu magadtu.”

Ang inyo pong napakahalagang tiwala’t suporta ang akingipinapanalangin at ipinapakiusap na makamtan upang ang lahatpo ng mga magaganda at kapaki-pakinabang na programa’tproyekto sa Lungsod ng Angeles ay matupad at maibahagi posa nakararami. Makakaasa po kayo na ako po ay mananatilingkaisa sa pagsunod at sa pagpapatupad sa ating Saligang Batas,na hindi labag sa Banal na Kalooban ng Panginoong Diyos,nang pantay-pantay at wala pong sinumang kinikilingan. Akopo ay buong pusong nangangako na ako, pati na po ng akingbuong pamilya, ay patuloy na magiging kaisa ninyo sa pag-unlad ng ating minamahal na Lungsod ng Angeles at mga kapwaAngelenos.

Dalangin ko po na sana’y manatili sa inyo ang mabutingkalusugan at ang mga pagpapala ng ating Dakilang Diyos.Muli po ang aking taos-pusong pagbati at lubos na pasasalamat.
