Fire Safety and ensuring patient safety in ourhospital premises are our objectives and vision.Infrastructural crunch shall not be a block, lest wemiss out safety environment. However by all meansequip your premises with fire safety equipment,empower your staff with fire safety training andrestructure by all possible ways to make fireevacuation optimal. Interact with fire safety personnelof your district through IMA branches. If you canfulfill all other requirements of fire safety other thanramps IMA will walk with you to safeguard yourhospital.

Biomedical Waste management is our priority andsocial responsibility. Only 15 percentage of wastecreated in our hospital or biologically infective and ifwe can separate them at source from common wastewe can curtail its impact. Biomedical WasteManagement rule 2016 invoke us to have barcodingin our collected waste bags and GPRS monitoring ofits transportation and these safe disposal at CommonFacility Centre. Monitoring these process are acumbersome one and many external agencies cameforward to do it with a cost. IMA has taken a boldventure to do the monitoring by itself and do it freeof cost to our member hospitals. The required mobileApp and other softwares will be provided by IMAthrough our facilitators. pleasure in writing to you in this edition of TIMAnews. The days are quite busy in IMA because ofmultifarious issues but IMA team has respondedequally well under our vibrant President Dr. J.A.Jayalal.

On 14 &15th of April a big group of CWC memberstravelled to Ahmedabad to attend CWC meeting. Weparticipated in many useful discussions. Our statebranch received award for its contribution to IMAYATRA. The national IMA President Dr. RaviWankhadekar clearly expressed a NO to NMC andvowed to carry the struggle forward until we achievesuccess.

The enactment of Minimum Wages Act 2017 cameas a bolt from the blue and our reaction to it was alsoswift.

On 17th of April, Instead of confronting the stategovernment we decided to approach the Concernedministry and present our difficulties to the labourminister Mrs. Nilofer Nisha madam. She was veryconsiderate and assured us that she will have athorough review of the act with her ministry Officialsand get back to us. The new act in its adversitybrought all sections of private health care providersunder one banner IMA and our voice echoed in thegovernment circles as single voice. I take thisopportunity to thank the various associations ofhealth care.

On the same day, we met our health secretaryDr. J. Radhakrishnan and health ministerDr. C. Vijayabaskar and sought their support to ourrequest to the labour minister and they wholeheartedly agreed to help. We thank them for theirever loving support to our IMA.

On 22nd of April, We had a sensitisationmeeting on various issues affecting ourmembers of NHB at Tiruchy by IMA and NHBand it was well attended. Similar meetings arebeing conducted by IMA NHB in all thedistricts and I congratulate the chairman andsecretary of NHB for the same.

On 28th of April, State President and myselfattended the installation of new office bearers of IMAAranthangi and inauguration of the new and beautifulIMA Hall they have constructed. It was an emotionalmoment for me to participate in the function beingmy own branch and I congratulate the office bearersand members of IMA Aranthangi for the achievement.

On the same day we participated in theinauguration of IMA Karaikudi Kauvery branch inKaraikudi and I wish the 158 th branch a great future.

On 29th of April I participated in the family meetof IMA Namakkal and enjoyed the hospitality of avery affectionate branch. They have great talent offine arts and I request them to participate in the statelevel competitions in a big way.

On 3rd May we had both a constitutionalamendments review meeting and an emergencyexecutive committee meeting in IMA PPLSS building,Chennai. 23 Executive Members attended and thecore issue was the news on TNMC Registration. Wereceived clarification from TNMC that no decisionor notification has been made. IMATNSB wantedthe re-registration process if and when started, to bebased on Section 1 : 2 : 2 & 1 : 2 : 3.

On 4th of May, IMA TNSB state office met ourhonourable Chief minister in his chamber along withHon. Health Minister and had a fruitful time with him.IMA thanked the government on their support in ourstruggle against NMC Bill and bringing doctorfriendly Clinical Establishments Acts.

We demanded Hospitals should be brought underEssential infrastructure category and empowersustainability of our Hospitals. CM assured to lookin to this and discuss with officials concerned.

IMA invited CM to come for our Doctors dayfunction which he had provisionally accepted. Ourhealth minister assured to take up the minimum wagesact issue with labour minister and help us.

We thanked the Government for their proactiverole in health care.

Every year, on 14 June, countriesaround the world celebrate World BloodDonor Day (WBDD). The event servesto thank voluntary, unpaid blood donorsfor their life-saving gifts of blood and to

raise awareness of the need for regular blood donations toensure the quality, safety and availability of blood and bloodproducts for patients in need.

The WBDD is celebrated every year on the day ofBirth Day of KARL LANDSTEINER (Birth Date - 14thJuly1868), a great scientist who won the Nobel Prize for hisgreat discovery of the ABO blood group system.

The World Health Organisation, The InternationalFederation of Red Cross and Red Crescent Societies initiatedand established to celebrate WBDD annually on 14th Junein the year 2004.

WHO officially established WBDD with its 192members states in 2005 at the 58th world health assembly tomotive all the countries worldwide to thank the blooddonors.

Almost 92 Million people donate blood every year. Only62 countries are getting sufficient blood supplies from thevoluntary blood donors. 73 countries still depend onrelative donors and paid donors.In many countries, bloodservices face the challenge of making sufficient bloodavailable, while also ensuring its quality and safety.

Share life”, to drawattention to the roles that voluntary donationsystems play in encouraging people to carefor one another and generate social ties and aunited community.

The campaign aims to highlight stories ofpeople whose lives have been saved throughblood donation, as a way of motivating regularblood donors to continue giving blood, andto motivate people in good health who havenever given blood to begin doing so,particularly young people.Activities mayinclude commemorative events, meetings,publication of relevant stories, scientificconferences, publication of articles in national,regional and international scientific journals,and other activities that would help inpromoting the theme of this year’s WorldBlood Donor Day.

The host country for World Blood DonorDay 2018 is Greece, through the HellenicNational Blood Centre. The global event willbe held in Athens on 14 June 2018.

The World Health Organization hasrecommended the following four tests for thedonated blood:

1. Hepatitis B Surface Antigen

2. Antibody to Hepatitis C

3. Antibody to HIV, usually subtypes 1 and 2

4. Serologic test for Syphilis

Who can donate blood?

Age between 19 and 65yrsWeight above 45kgsPulse rate, body temperature and blood pressureshould be normal. Both men and women can donate,men once in 3 months and women once in 4 months.

Permanently excluded: Donor with history ofepilepsy, psychotis disorders, abnormal bleedingtendencies, severe asthma, cardio vascular disorders,malignancy are permanently unfit for blood donation.

Donors suffering from disease like hepatitis,malaria, measles, mumps and syphilis may donateblood after full recovery with six months gap. Alsopeople have undergone surgery, blood transfusionmay safely donate blood after six to twelve months.For women donors who are pregnant or lactating,blood is not taken as their iron reserves are alreadyon the lower side.

How much Blood can be taken?

5.5 liters of blood is in our body. During blooddonation, 350 to 450 CC taken depending upon theweight of the donor. The hemoglobin and cellcomponents are restored in 2 months. So it is safe todonate blood every three months.

Collected Blood:

The blood is collected in sterile, pyrogen freecontainers with anticoagulants like CPDA or CPDAwith SAGM. This prevents clotting and providesnutrition for the cells. This blood is stored at 2-6C or-20C depending on the component.

Blood grouping antibody detection, tests forhepatitis, AIDS, malaria, syphilis are done.

Before transfusion cross matching is done withthe recipient blood.

In modern blood transfusion practice one unit ofwhole blood is separated into components making itavailable to different patients according to theirrequirements. Thus one unit of blood converted intopacked cell volume, fresh frozen plasma, plateletconcentrate, cryoprecipitate and granulocytesconcentrates.

Apheresis: This was introduced in 1972. This isseparation of only desired component from the donorand returns the remaining constituent back to donor.

The longest shelf life used for platelets is sevendays.

Red Blood Cells have shelf life of 35 – 42 days.

Plasma can be stored frozen for an extendedperiod of time and expiration date can be given asone year.

As on 2008 the WHO estimated that more than81 million units of blood were being collectedannually.

Our National Blood Donation Day is celebratedin India on October 1st. It was first started in the year1975, through the Indian Society of Blood Transfutionand Immunohaemotology (Estd. 22.10.1971 under theleadership of Mrs.K.Swaroop Krishan andDr.J.G.Jolly).Madras Medical College Blood bank wasstarted in 1949. It is the largest blood bank in country.

In our State, Coimbatore IMA Branch, UdumalpetIMA Branch and Sathyamangalam IMA Branches arerunning blood banks.

In this connection IMA H.Q is involving all IMABranches in India in Voluntary Blood Donation. ThisYear Blood Donation camps are to be arrangedbetween June 1st and July 15th (or up to any Dateextended by IMA H.Q.).Our IMA TNSB is givingawards - Maximum No of Blood Donation Camps – 1-3,Maximum No of Units Collected – 1-3,Maximum Noof IMA Members Donated Blood – 1-3. We requestall our state IMA Branches and Members to take partin the noble voluntary blood donation themselvesand also in arranging camps so that we collectmaximum number of Units of Blood this year.

I request all our branch office bearers to contactthe nearby Blood banks, Voluntary Organisations,Colleges, Blood Donors’ Clubs and conduct blooddonation camps till 15th July 2018 (or till extendeddate) and report the matter on the same day to me(Email : [email protected] , Mob : 9842766111)and to the State Office along with the copy of theBlood bank Certificates. The revision in minimum wages as per thelatest GO dated 02/03/2018 is promulgating a(300- 400%) rise in pay compared to the lastrevision in 2009.It also exponentially increasesthe pay structure for administrative staff’s inhealth care in comparison with same categoryof job in other industries. (For example: Infabrication industry as per 2018 revision, cashierwill be paid Rs.7000/- but it is Rs.14000/- inhealth care industry). The DA is also steeplyincreased inspite of rise in pay structure. TheDA for health care is calculated at a much higherrate in comparison with DA in other industries.

The Supreme Court as per directions in 2016clearly says that they are not issuing guidelinesand have asked to form a minimum wagescommittee to take care of the same, butunfortunately in this committee there is no equalrepresentation of employers & employees.

With this rise in pay many of the small &medium hospitals will perish & manyof the staffs will become jobless. Thiswill also increase the charges in healthcare sector by multiple folds & publicon the whole will be terribly affected.Even the insurance tariffs & rates forgovernment schemes have not beenproportionally increased. This rise in

tariff thereby will make the industry totallyunviable to many who handle majority of healthcare.

To solve this issue an action team under thepresidentship of Dr.Jayalal had a series ofmeetings with the Minister & Secretary (Health& Family Welfare department ) ,with the Minister& Secretary (Labour & EmploymentDepartment), Our beloved Chief Minister, TheCommissioner of Labour etc and requested tofind suitable solutions.

I personally thank all members and leaderswho took serious efforts to collect facts and alsohelp us present it to the concerned authorities.

After great effort and hardwork of our teamthe Labour department has agreed to review ofthe GO on minimum wages and has created anew committee for the same.

We therefore request you to stick to thesame wages which is already been given to yourstaffs and wait for further information from us.All hospitals irrespective of their sizes have unitedtogether in one voice under the banner of IMA

to face this crisis which gives ushope for some changes to happen.

Dear Members,

The Executive CommitteeMeeting held at Thambaram hassuggested some amendments to theconstitution. The role of Internal AuditCommittee has clearly defined andsubmitted to constitution committee.It will be placed in the ManagementCommittee for approval. Dearmembers we have number of times have advisedand also intimated through the TIMA News thatPPLSSS should not be included as party for theconsumer cases. Again it happened in SalemBranch the same hospital has done this. Wehave no other option except not to renew themembership of such members. Some of thebranches are not happy at the functioning of theirDistrict Coordinators as they are not involvingthemselves in activities of the PPLSSS. Betterthe branches has to inform the SecretaryPPLSSS and such coordinators may resign andgive way to the interested members.

Dear members many of the TVs in JVLPlaza were not working as they were installed

without stabilizer and we havereplaced all of them. Also some cotswere broken and leakage water tosome of the rooms are also takencare. Members are requested topoint out any lapse to (or) difficultiesto our knowledge so that they canbe rectified then and there. I requestall the members to book the roomsthrough DD (or) At par Cheque
