President’s Report: Hope that all STHARC members had an enjoyable Easter and safe return home from any travels. Thanks to those STHARC members who were involved in the catering for the morning tea for the Ariel Rally.

Treasurer’s Report: Current balance of funds held by the club is $10,470 including the $550 received for the catering for the motorcycle rally. Lawrie Nock presented a claim for reimbursement of $210 for printing of April news-letter and $13 for copying of the discussion notes for the proposed changes to the Constitution and By-laws, Malcolm Stewart for $296.40 for colour printing of extra copies of March newsletter to replace defective copies. Property Officer’s Report: Nothing new but items available for members are on display.

Registrar: 5 renewals and one proposed new registration on historic plates. The suitability of the vehicle for such registration is yet to be determined.

Editor’s Report: Pleased with incoming articles and reports on events. Editor has joined the Events Committee and sees this as very helpful for his role as editor given that the magazine is basically about events.

Website Report: Steve was contacted recently and is well. He has had a number of other important responsibilities to deal with in recent times but hopes to be able to spend more time on the website in the future.

Public Officer: Sees the amendment of the Constitution and By-laws as an important action and recommended that members become involved in the process.

The timetable for the proposed changes was explained to members. The purpose of bringing the issues before the current meeting was to allow members to consider the proposals and get back to the Committee with any changes or additional proposals in sufficient time for the Committee of Man-agement to clarify the necessary recommendations so they can be put to the club at the May meeting. The outcome of the membership considerations will then be put forward as a formal set of proposals in the June newsletter to be voted on at a Special General Meeting in July.

Events: Members of the Events Committee met recently to consider a future calendar of events for the club. A schedule of events for the next three months has been published. It was noted that the Committee of Manage-ment has suggested that a schedule of events for a 12 month period be drawn up but this is considered to create too many problems with forward planning at this time.

Recent events • Reports on March events are published in The Wheel. • Chris Hillbrick Boyd attended the Southcare Open day on 24 March but was the only historic vehicle/motor cycle present. There was a good attendance despite the numerous other community event which were held on the same day. • Geoff Rudd attended a White Trucks Muster at Kyabram and reported that there was a good attendance and an interesting range of vehicles to be seen. Wheels 2013 was a good event and the location for STHARC was much more prominent than the previous allocation. Members who attended suggested that the prominence of the site was offset by the increased traffic and suggested that a return to the previous site might be a better outcome for STHARC next year if this is possible.

Forthcoming events • April events are as set out in the newsletter except Haulin’ the Hume which is on Saturday 27 April not Sunday as advertised.

The next club event will be this coming Sunday 7 April. It will be a gymkhana to be held at Ian and Krys McLeish property at Sutton. An outline for the event is page 3 of the April newsletter and a more detailed schedule was circulated at the meeting.

Yass Car Club member Allan Martin is proposing a multi-club meet at his property near Yass on 14 April 2013. Cars, military vehicles, trucks and motor bikes are likely to be attending. STHARC has confirmed that we would like to be involved. Lawrie is planning to attend and will depart from Sutton unless he hears from other members who would like to depart from the hall as a group.

Invitations are in hand for a number of events being promoted by clubs and other organisations over the remainder of this year and during 2013 (see under invitations above) and the updated events calendar.

Thursday 18 April mid-week run to the Bradman museum at Bowral, will be a prompt and early start from the Hall at 9.30am. We will have an early lunch at Mittagong before visiting the museum and then returning home.

STHARC members have been invited to participate in the inaugural Wheels of Wamboin display to be held on Saturday 20 April at the Wamboin Community hall in Bingley Way Wamboin. Entry will be by gold coin donation and there will be an opportunity to set up a swap meet style stall for an additional cost of $5 for anyone wishing to do so. Ray and Barbara Malam have accepted the role as STHARC co-ordinators for this event.

The Haulin’ the Hume event which was so successful last time will be run again on 27-28 April 2013. The cut-off for entries of 250 trucks was reached in early December. The lunch stopover will be at Gunning Show-ground. STHARC plans to have a run to Gunning to coincide with the event. Geoff Rudd will be running both of his trucks.

The trucks will depart from Liverpool from about 6.30 am on Saturday. The last of the 250 trucks entered in the event are not likely to depart from Liverpool until after 9.00 am. It is expected that the trucks will take about 4 hours to reach Gunning so the proposed STHARC departure from the hall at about 10.00 am should fit in well. It is proposed at this stage to take the club BBQ trailer. Organizers at Gunning will be contacted to establish arrangements in hand for visitors.

It was suggested that the club consider including the opening of the Hume Highway By-pass of Holbrook as a club event. John Thomas has registered for details of any events planned for the official opening of the Holbrook by-pass in mid June.

The Events Committee has decided that the annual dinner and presentation will be held at the Yass Road RSL Bowling Club in Queanbey-an on Saturday night 27 July 2013. A booking will be made for a $25 per head Chinese banquet. The operators of the facility can make ar-rangements within that budget, for a limited range of Australian type meals for those who have a preference for other than Chinese food.

Hugh Spencer advised the meeting that here is to be a Small Fords Rally in Adelaide and he and Bev will be attending. The event is expected to bring participants from Western Australia as well as the Eastern States ensuring an interesting line up of vehicles many of which are usually not seen on this side of the country.

President and Secretary were invited by Queanbeyan City Council to attend a meeting to discuss the planning of a street parade planned for 28 September 2013, to help celebrate 175 years since the foundation of Queanbeyan. STHARC’s role is as a local historic vehicle club to identify and provide to the extent possible and appropriate vehicles of significance to the concept of transportation over the 175 years.

The parade will be designed to provide a meaningful representation of a limited range and number of vehicles and it is intended to minimise pedestrian participation in the parade. Where possible, non-motorised displays will be carried on trucks or behind tractors etc as floats.

STHARC has a wide variety of vehicles owned by members. These vehicles provide a good representation of the history of transportation in the region. Club members were asked to consider the suitability of their vehicles for such a parade and making their vehicles available. The QCC is also planning to provide for static displays of vehicles which may be of interest to the public but which are not taking part in the parade.

This event is right in our patch and STHARC Committee feels that we should make every effort to ensure that we make our presentation in our city as good as we can.

Council Reports The future of the Canberra Centenary rally is in doubt. The National Trust of the ACT which was managing the event is not able to continue and the CAMC has declined to take over running the event.

At this stage there are no organisers standing up to take on the job of organising Marques in the Park 2013 which is normally held in November, or Wheels for 2014. STHARC has previously decided that it is unable to marshal the manpower to run these types of events. It was suggested that STHARC might be able in conjunction with other clubs to provide sufficient support to get the job done. Members who might be interested in helping out in conjunction with members of other clubs are invited/requested to provide their details to the club’s delegates to the CAMC, Barry and Judy Davis.

General Business: Hugh Spencer reported that he and Bev had recently completed a trip on the Indian Pacific from Sydney to Perth taking the car on the train with them and found the experience very enjoyable.

Ronda Cornwell noted that the guest speaker from the Queanbeyan Fire Station has provided the details about fire safety for the hearing impaired which was discussed at the last meeting. The documents are held by the Secretary. It was also proposed that a letter of thanks be sent to the guest thanking him for his presence. The Secretary will attend to this.

David Buckley advised that he will be at the next meeting and offered to be the guest speaker. He will bring along some pictures and requested that the projector he has lent to the club be made available. The Secretary suspects that this is a cunning plot to regain control of this wonderful device.

The details of the amendments as currently proposed for the Constitution and By-laws were circulated for viewing and discussion at the meeting.

It was noted by a number of members have not sighted either of the documents and that despite the requirement that they be provided with these details, this has not been done.

A motion that all new members receive a copy of the Constitution and By-laws was moved by Ian McLeish, seconded by Geoff Rudd. Carried.

It is proposed that the July meeting of STHARC will be a Special General Meeting at which proposed amendments to the Constitution and By-laws will be considered. May Newsletter should contain the details of the proposed amendments and June edition will carry the formal notice of the Special Meeting and final recommended changes.

There was not unanimous support for the proposals as set out. The important and difficult to achieve changes, are those to the Constitution. A vote in favour by 75% of the financial members of the club is required. A suggestion was put forward that this requirement also be amended. It is understood that the requirement is not self imposed by the club but is in fact a requirement set out in the relevant NSW legislation for such amendments. As such it is not something which the club can change.

The proposal that nominations should be accepted for Committee positions from the floor at the AGM was discussed. The reasons for amending the Constitution to allow for this were explained and well understood by those in attendance. The inability to access the willingness of members who attend the AGM to take on Committee positions when there is already a nomination for the position was put forward as a potential loss to the club. The fact that such people may not have been in a position to lodge a written nomination a week or more prior to the meeting, was mentioned as an example of why a change should be considered.

The difficulty in getting anyone to stand for election to any of the Committee positions and the fact that on numerous occasions during the life of the club, important positions have remained unfilled at the AGM because of a lack of nominations from the floor, was raised. Also the willingness of members to be part of a Committee of unknown composition was explained as a significant reason why the dominance of formal nominations, over ‘on the night’ nominations, should remain in place.

It was suggested that if a club member who had not previously indicated an interest in taking on a committee position did come forward before the filling of positions at the AGM, but after the required date for lodgement of a writ-ten nomination, it is quite likely that one or another of the existing committee nominees would withdraw their nomination to allow that person to be elect-ed.

It was noted that this concept relies entirely on good will and cannot be guaranteed to work.

The Committee of Management is to look into the proposal and put something forward for consideration by members.

The suggestion that the requirement for the accounts of the club to be signed off by an auditor be removed was also discussed. There was a view that the reference to an auditor was not as technically intimidating as it might at first seem. It was suggested that an audit need not be conducted by a properly recognised auditor. Attention was drawn to the inconsistency of this view with the perceptions of normal people unfamiliar with the task.

A need for the Treasurer’s report to be reviewed by someone independent of the Committee members was expressed. The cost of having someone who is independent and suitably qualified to examine the accounts was pointed out as a significant burden for the club. The futility of having a person who lacks the technical skill to audit the accounts was also put forward for consideration.

Alternative proposals for the amendment or interpretation of Section 39(3) of the Constitution will be accepted and submitted to the club for consideration. Amendment of By-laws.

Some of the proposed amendments are simply meeting the obligations the Club has to promulgate By-laws to deal with certain issues. The general problem of lack of access to current By-laws is a bigger problem which will be dealt with by the motion earlier approved to ensure that all new members receive a copy of the relevant documents and the publication of both the Constitution and By-laws on the club’s website.

Of the proposed changes to the By-laws, the most significant comments were in relation to By-law 5. The inconsistency between NSW and ACT requirements was noted. The different distance restrictions for testing runs was noted and it was proposed that for NSW vehicles the same rules as apply to ACT registered vehicles be applied. This proposal was not opposed by those present at the meeting.

It was agreed that the NSW registered vehicles should be allowed to operate within a 40km radius of the place where the vehicle is garaged.

It is likely that By-law 5 can be rewritten in a much simpler form. A proposed rewording of By-law 5 is to be submitted in time for the next Committee of Management meeting where it will be considered before being submitted for consideration by members.

Club members were asked to examine the other proposed changes to the By-laws and advise the Committee if there are any problems or other changes which they consider to be desirable to improve the operation of the club.

The following comments and proposed amendments are provided as an attachment to the May 2013 edition of The Wheel to allow members to consider them prior to formal submission in the June edition of The Wheel.

The July monthly meeting will be a Special General Meeting where pro-posed amendments to the Constitution will be considered and voted up-on.

Copies of the Constitution and current By-laws are attached. The pro-posed changes are set out below.

Changes to the Constitution s.17 It was suggested that the overriding by nominations lodged prior to the AGM should be removed. The effect of this is that there is no longer any need for nominations to be made prior to the AGM. It is proposed to amend s.17 to give effect to this proposal.

Amend s.17(1) by deleting the reference sub heading “(a)” and all of clause “(b)”. s.17 will now read as one clause “Nominations …. of the Club must be made in writing …… on the form of nomination).” There will be no clause (b).

Amend s.17(2) by deleting “and further nominations are to be received at the annual general meeting.”

Amend s.17(3) by deleting “further”

s.39 The Committee does not believe the club should be exposed to the cost of an audit of its accounts. The need for club members to be able to obtain an independent assessment of the club’s financial statements is recognised. It is proposed that s.39 be amended as follows:

S39(3)(a) delete and replace by “shall be made available by the Treasurer for inspection by a person who may be nominated by the Club members at the monthly meeting, the month before the Annual General Meeting and a report on that inspection shall be presented to the Annual General Meeting of the Club”.

No other changes to the Constitution have been proposed.

Changes to the By-laws A copy of the by-laws is attached. The proposed changes are set out in bold italics. Where the change is an insertion it has been inserted. Where a substantial rewording is proposed, the existing wording is underlined and the new wording is in bold italics.

STHARC Inc. BY-LAWS

Management Committee 1(a) Committee of Management: shall consist of; President Vice President Secretary Treasurer Events Director Magazine Editor Registration Officer (referred to as the Vehicle Registrar)

The holders of the above positions shall be deemed to be the Committee of Management and will be expected to attend Committee of Management Meetings as and when they are called.

(b) General Committee Members: shall be, in addition to the above, the following position holders; Public Officer Events Committee – 4 members assisting the Events Director Vehicle inspectors – who shall assist the Vehicle Registrar Property Officer/s

General Committee members are not required to attend Committee of Management meetings, but may do so by request or invitation.

2(a) The Treasurer shall on behalf of the club, maintain an account at a reputable financial institution. The account or accounts shall be interest bearing account.

(b) Requests for approval of payment of accounts shall be made by the Treasurer to a General Meeting. Where an account needs paying urgently/is received between meetings, approval may be sought from the Committee of Management which can give approval.

(c) Signatures on cheques must always be the Treasurer and one of the President or Secretary.

Newsletter 3(a) The Editor shall be responsible for the publication of the Club’s news-letter – “The Wheel”.

(b) The Wheel shall be published in every month in which a General Meeting is held. Where possible, the newsletter will be posted so as to reach members at least one day before a monthly meeting. (b)(i) The Wheel shall be published and distributed to members so as to reach members at least one day before a General Meeting, with the exception of the January meeting when The Wheel will not be published. (b)(i) The usual arrangement will be for The Wheel to be published in hard copy and sent by post to members. Members may elect to have their edition of The Wheel distributed to them electronically, instead of or in addition to a printed version

(c) The Editor will be responsible for the collection, collation, and printing of items of interest to club members. All matters pertaining to the club management and policy are required to be published.

(d) Paid advertising shall be approved by the Committee of Management. (e) Classified advertising shall be free to members. For sale, Wanted etc adverts may be accepted without charge from non-members at the discretion of the Committee of Management. (f) Apart from requiring the Editor to publish matters of club policy, the Editor will be free to publish any items considered to be of interest to mem-bers, subject to good taste and the laws of libel.

Events 4(a) Club events will generally be organized by the Events Director and a Committee of four. Alternative – Events will generally be organized by the events Director in con-junction with so many of the other members of the Events Committee as are able to attend planned meetings of the Committee. (b) An events calendar covering a twelve month period should be

published in The Wheel in toto and thereafter the events planned for the following three months are to be published on a rolling basis.

(c) The events Committee will be responsible for organising the first event of the next committee’s year, ie and event to follow the club’s AGM, there being insufficient time for a new committee to organise this event. (d) The Events Committee will be expected to take into account major invitation events eg “Wheels” and annual events such as a Club Display and

Concours Day. (delete) (e) Where possible the club should avoid our events clashing with other nearby club’s major events, thus reducing events to which our members are able to attend and possibly creating unnecessary friction between clubs.

Vehicle Movement Delete all of existing 5(1) and 5(2) 5(1) Applicable to all members with vehicles registered under the NSW Conditional Registration Scheme (nb – this is an outline of the main requirements of the scheme, the full provisions apply in the case of any dispute) (a) All vehicle movements must be in accordance with NSW Conditional registration Registration rules which apply at the time of usage. (b) Members must carry their Certificate of Approved Operations on every occasion on which the club vehicle is used on a public road or road related ar-ea. (c) A log book must be filled in and carried every time a club registered vehicle is used on a public road. (d) This book must be made available to the STHARC Vehicle Registrar for inspection on request. (e) Any vehicle testing run shall not exceed 32 KM (20 Miles) and particulars of such run shall be recorded in the vehicle log book. (f) A vehicle maintenance or servicing run may be made provided the Vehicle Registrar is forst notified. Particulars must be entered in the vehicle log book and the journey must be by the shortest direct route to the maintenance/service centre. 5(2) Applicable to all members with vehicles registered under the ACT Concessional Registration Scheme (nb – this is an outline of the main requirements of the scheme, the full provisions apply in case of any dispute. (a) All vehicle movements must be in accordance with the ACT Concessional Registration Scheme rules which apply at the time of vehicle usage. (b) A log book must be filled in and carried every time a concessional Registration Scheme vehicle is used on (c) This book must be made available to the STHARC Vehicle Registrar for inspection on request. (d) Any vehicle testing or servicing run shall not exceed 40 km radius from the location where the vehicle is garaged and any such run shall be recorded in the vehicle log book. Any longer run shall only be conducted with the prior authorisation of the Vehicle Registrar. (e) The vehicle shall not be used for general private or business use.

Any longer run shall only be conducted with the prior authorisation of the Vehicle Registrar. 5(1)(h) A vehicle maintenance or servicing run may be made pro-vided the Vehicle Registrar is first notified. Particulars must be entered in the vehicle log book and the journey must be by the shortest direct route to the maintenance/service centre.

Renumber 5(3) 5(2)(a) Where STHARC has approved reciprocal attendance arrange-ments with another club, no meeting approval is required for attendance at that club’s events, but the journey must be notified to the Vehicle Registrar. (b) Where STHARC has no reciprocal arrangements made with a club or organisation, general meeting or Management Committee approval is required and the Vehicle Registrar must be informed of the travel arrangements.

(c) If the Vehicle Registrar cannot be contacted, any member of the Com-mittee of Management shall record details and pass this information to the Vehicle Registrar for entry in the club’s movements book

What Constitutes a Club Vehicle 6(a) The STHARC club accepts any vehicle that comes within the 30 year rolling cut-off period for vehicles. This includes passenger cars, motor cycles, commercial vehicles, tractors and self propelled farm or road machinery. These vehicles/machinery must be in safe condition and must meet the con-ditions in 6(c). Such vehicles/,machinery do not necessarily have to be re-stored, but may be used in original condition subject to 6(c0. (c) BODY: must appear standard, flared guards and similar alterations are not acceptable MOTOR, GEARBOX & DIFF: original or manufacturer’s options for that model CHASSIS: must be standard or remade to original specifications. SUSPENSION: As allowable under full registration. EXHAUST: As allowable under full registration. BRAKES: Original, or may be improved by use of power booster. Disc brakes may be allowed at club’s discretion and may require an engineer’s certificate. WHEELS: Original where possible or a wheel suitable for the era of vehicle. Insertions follow - Subject to registration authority guidelines published on the subject. Mag wheels appropriate to the period allowable, but must fit within original body lines LIGHTS: May be improved by fitting sealed beam headlights. The club en-courages the fitting of indicators. STEERING: Standard, power steering may be fitted if this was an option on that model. SEATING: Standard as per manufacturer’s options. SEATBELTS: May be fitted to suitable vehicles but may be subject to an engi-neer’s certificate.

Vehicle Inspection, etc 7(a) Proposed club vehicles shall be presented to the club Vehicle Registrar to establish initial eligibility. A vehicle road worthiness certificate from an au-thorised vehicle inspector is to be obtained. (b) Proof of membership must be produced prior to inspection of a vehicle. This proof shall be either by an official receipt issued by the club Treasurer, or by an official membership card issued by the Membership Secretary. (c) Following the issuing of the Conditional Registration for NSW vehicles, it will be the member’s responsibility to have this document copied and this copy must be given to the STHARC Vehicle Registrar within 14 days of issue of the permit.

MEETINGS 9 On the first Tuesday of each month, unless otherwise agreed at an Ordinary General Meeting, the club will hold as a monthly meeting, and Ordinary General Meeting , which may be declared to be a Special General Meeting. TROPHIES 10 (1) The club’s events Committee, in conjunction with the Committee of Management shall organise competitions for which trophies may be given as prizes. Such trophies will be presented at a suitable event supported by the club. (2) Rules for the competition of these trophies shall be jointly approved by the Committee of Management and the Events Committee.

(3) Where a trophy involves “longest travelled” this shall be based on log

book entries, supported where necessary by the movements book.

Mid week run Thursday April 18 Bradman Museum

Don’t know if it was the distance, a dislike of cricket or some other reason, but this run didn’t draw a large crowd with only 3 club vehicles and one modern making the trip to Bowral.

All three club cars were highway cruisers, so good time was made to our lunch stop at the Mittagong RSL club. Apart from several lollypop men, it was a non-stop run. The RSL club knew how to provide an impressive buffet for the club members.

After lunch, we came back to Bowral to inspect the Bradman Museum. This is housed in a purpose built building that was built to the side of the picturesque Bradman Oval.

No doubt about it, the Bradman Museum really is a cricket tragic’s heaven. I’m sure a true cricket lover could easily spend a couple of days wandering around in there. The 1 ½ hours that we inspected the offerings was probably a good amount of time for the casual visitor.

Several of the audio shows were rather informative. I pressed a button and found out what a Yorker looked like. I’ve always wondered how you could field in the gully and still be on level ground. I now know that silly leg is actually a fielding position, not an affliction of a person on the field.

Overall, a good run, helped by excellent weather, good company and a total lack of vehicle problems. Yippee! Refund from the ACT gumnut!! ACT stamp duty on transfer of historic vehicles

One good thing about attending the outing to Drummoyne was getting to chat to members of other clubs, and generally gossiping about old cars. The guy with the blue Mustang convertible was telling me about importing the car from the US and in answer to my question on how much it cost, told me, amongst other stuff, that there was exemption from ACT stamp duty for historic cars.

Well, strike me lucky! I’d had a long chat when registering the Mercury with 2 nice but firm Dickson registration people and their supervisor, trying to convince them that stamp duty did not apply. Finally forked over $400+ just to get the plates on the car and go.

So a bit of an internet search and finally found ACT Revenue Circular DAA009 made under Chapter 9 of the ACT Duties Act 1999, http://www.revenue.act.gov.au/__data/assets/pdf_file/0007/136996/DAA009.pdf and there at clause 5“Exemption categories processed by ACT Government Shop-fronts - ACT Government Shopfronts have been authorised by the Commission-er to process applications for duty exemption under the following exemption categories was“5 (l) section 217—veteran, vintage and historic vehicles.”

Into Tuggeranong shop front today and after a bit of toing and froing with very pleasant staff, and faxing to the ACT govt business office came “Yes, you’re right, we’ll get an adjustment cheque out to you next week”. Lucky day! Glad we went. To the guy with the blue Mustang, my shout when we meet again.

May update on Queanbeyan 175th birthday celebrations

STHARC met with Queanbeyan City Council to discuss how motor vehicles might take part in the Queanbeyan 175th Birthday celebrations to be held on 28 September 2013. The Committee sees this as a way we can participate in a community support role using our interest in historic motoring and sharing it with the community at large.

Street Parade Consideration is being given to a street parade which will cover the 175 year period since the foundation of Queanbeyan. One aspect of this will be a focus on transport over the period. STHARC has advised that we will only be able to provide support of motorized transport after the commencement of the twentieth century.

The Club has undertaken to support by volunteering vehicles which are rel-evant to the history of Queanbeyan and transport in this region as far back as we are able. Many STHARC members have vehicles which are iconic in one way or another in the periods in which they operated.

We hope to provide Queanbeyan City Council with a schedule of vehicles which our members are prepared to put into the proposed street parade and the reasoning behind the selection of these vehicles.

Very old vehicles are important if only because the public sees so few of them anywhere. Commercial vehicles are always going to be significant in any era. The motoring history of this region might be demonstrated by a selection of several vehicles from each of the several periods during which a particular technology or design concept was operating. Early, open body vehicles such as the T Model Ford and 1920s cars and trucks are important as the trail blazers which led the charge. The 1930s saw a change in the appearance and technology associated with motor vehicles. The WWII period was of course dominated by pre war vehicles, military vehicles and a few official vehicles. Post war saw the boom of private vehicle ownership and use and a significant change in design in a very short period of time.

STHARC members have a number of examples of vehicles in each of these categories and probably sufficient to satisfy what the Council is intending. The vehicles representative of the 1950s, 1960s and 1970s are so diverse and private ownership had expanded so greatly, that it is likely that even the selection of 5 or 10 vehicles in each major period will not do justice to the variety and importance of the motor vehicle.

Wheels@Wamboin at Wamboin Community Market Day Wamboin Community Hall Saturday 20 April 2013

We would like to be able to submit our best effort on what we can put forward by mid June. Therefore we need members to start coming forward now.

Static Vehicle Display On the same day the Council proposes to have provision for static displays of

historic and classic motor vehicles. The Council of ACT Motor Clubs mem-

bers including STHARC have been invited to express their interest in partici-

pating. STHARC has already done this through our direct consultations with

council.

As STHARC has used the Wamboin Community Hall for its last two Christmas parties probably prompted the Wamboin Hall Committee to invite STHARC to its inaugural Wheels@Wamboin display.

Wheels@Wamboin Display was in conjunction with the Wamboin Market Day that includes the sale of lots of fresh local produce, plants, delicious cooked goodies and other items such as hot food and barista coffee. In addition money was being raised for the local Bush Fire Brigade.

By the Friday we were aware of only three STHARC starters for the Saturday “Wheels Display”, however we were pleasantly surprised because on the day 9 vehicles turned up (see the Roll Call below).

Many other ‘wheels of interest’ were present including two ‘grey fergies’ (one had driven to the site and the other was on a truck), a lovely SK 120 Jaguar and 2 under restoration, a Triumph TR3, an MG (not Belinda’s) and 3 motorcycles. In all there were approximately 40 vehicles on display; the organisers were more than happy with this for a first attempt.

Geoff Gill’s 1960 Chrysler Royal with the Jennison caravan in tow was a very popular attraction. A group of STHARC members were seated around the front of our “Ringo” that had the front boot up containing picnic basket etc, and prompted one father to test his daughter to find the engine!

The weather was not so kind being a bit cold and windy but no rain and did not seem to worry anybody.

I think the Wamboin Community organisers should be very happy and proud with their efforts.

An Ode to a Committee

Oh give me your pity, I’m a volunteer on a small club committee; which means that from morning to night, we attend and amend, and contend and defend without a conclusion in sight.

We confer and concur, we defer and demur, and reiterate all of our thoughts, we revise the agenda with frequent addenda, and consider a load of reports.

We compose and propose, we support and oppose, but although there are points of procedure and various are brought up as mo-tions, there’s still a lot that gets done.

We resolve and absolve, and when we dissolve, there’s never an-other to volunteer at the next AGM!

“Crikey”, I thought, “That’s going to be a tough-un”, Drummoyne 14 April for a social gathering and BBQ? For a club event? I had visions of the mighty Mercury 3.9L Flathead V8 chuffing up Gladesville Bridge, or stuck in traffic on Victoria Road, merrily blowing head gaskets and steam. “No thanks”, I thought.

I read on, 4 car clubs, STHARC, YAMC-Yass, Goulburn, and Young were invited by CACMC to attend its monthly BBQ run on to Drummoyne, and realised this was Drummoyne, a 1800 acre 1920s farm owned by Alan Martin's near Yass. Last year’s event attracted 90 cars from 5 clubs around Yass, Canberra, Queanbeyan so it sounded like it might be a “good thing”.

Checked Google maps and it was about 85-90 km each way which is just a nice sort of run for the Mercury and to date it’s longest run since re-reg. Gill and I ended up meeting with three other STHARC cars at Murrumbateman for the last few kms into Yass across the river and onto the farm.

Drop dead gorgeous day, 10C in the morning 27C in the afternoon and a few fluffy white clouds, just right for Flathead V8’s! And of course humans.

We were among the first arrive at about 10.30 but there was a steady stream of vehicles coming in through the farm gate, passing the camera and short interview, with video to be edited and put onto the Canberra car club website. Yass Farm Machinery club had their ex-army Field Kitchen fired up with old fence palings. liked the water mark on the side for the tea urn, about 200L I’d say; that’d make a few cuppas – a day’s char for the lads in its day I guess, brew up at dawn and what’s not drunk by supper can be used as paint stripper the next day.

A V8 Caddie-powered Bren Gun Carrier roared in on its tracks and during the day raced around the paddocks giving kids and brave adults some rides. This looked like you had to have a cast iron bum to get around on this thing, everything was rock hard steel with not much padding and I can im-agine racing around in this troopy for a couple weeks would give you a hard head, hard bum, hard of hearing. Probably could have been a good contra-ception aid in its day, an hour a day in that would’ve left everything numb waist down, man or woman. But bloody good fun!

Glad I wasn’t paying the fuel bill too, every time it rocketed away I could im-agine the litres disappearing up the exhaust.

I was soon as happy as, wandering around taking photographs of all the exotic and not so exotic stuff on display. It just confirms in my mind that there may be people out there a little like me who really enjoy older cars. In the end there were probably 40 or 50 vehicles, not so many as last year but still a good turn out for sure. They ranged from the standard issue Austin 1800, through to a really modern and exotic McLaren. A group of us gath-ered around this posh piece speculated on its cost and upkeep and I posited that I probably wouldn’t even be able to pay for the wheel nut on it, let alone its annual insurance bill. But even a beggar can look at a king I guess and it was a spectacular piece of machinery for sure.

There was a good handful of Aussie motoring history including a Bolwell Mark Seven, the model before the Nagar, one of only about 400 ever produced in Australia, Holden Torana, a HR Holden station wagon, a dusting of FJ Holden’s including a Ute, and an FX(I think) Holden, Valiant Charger, and a sprinkle of Aussie Fords, including a 500, and the 1948 Anglia Tourer whose body was built in Australia on a English imported chassis. This brought back memories; my first car was a 1947 Anglia 2 door with pushrod brakes and a thirst for oil. I recall rainy days very well where with vacuum wipers going downhill you had no vision and no brakes.

The 1938 Packard super rates of Peter Toet and Ann Heffernan breezed in with barely a whisper and exuded luxury and opulence as you would expect of a vehicle that has its history.

There was a very nicely turned out Humber Vogue Station Wagon, an MGA, big Healey, a early 2 tone Chrysler to die for, Buicks, Dodges, a Ford Vicky pushed along by a modern 5L V8 and all mod cons, 2 Mustangs, a beautiful Burgundy Chev on full reg, a Renault 4CV 4 door (that was smaller than the Anglia!), a nicely turned out MG Magnette, and good sprinkle of British (Jag, Mini, Rolls, etc), US, and Continental (Alfa, Renault).

Simon and Jannie brought along their simply stunning Karmann Ghia, Lawrie the Corniche and John and Rhonda the 450SE. Lovely group photo.

Also loved the big Ford jailbar military truck, not just because it had a Ford flathead V8, well maybe, but also it’s the type of paint job I could do; camouflage paint here I come.

All ‘n all, if I had a free pick I’d probably still have settled for the Merc. or maybe the Healey. or maybe the Mustang convertible. Hang on the Packard was nice, also the Jailbar. Then again the bright orangey red Jag was super. The Charger? Better stay with the Merc I think, or Gill’d kill me, again.

Heading home, the Mercury kept up with Sunday afternoon traffic quiet well, even a few thumbs ups here and there, even though I don’t like to push it above 60mph on the 100 k sections but there were never more than 1 or 2 behind me on the Barton, and then only for a few k at a time. Any faster and the transverse leaf springs and skinny tyres make for a bouncy ride.

REPORT ON GYMKHANA - SUNDAY 7th APRIL By Ian McLeish

Great Weather! Great Attendance! Great Day!

At 11.45am the procession of vintage vehicles led by Geoff Rudd's truck and semi-trailer was very impressive as they arrived in convoy up our driveway.

Members and friends settled comfortably at tables and chairs in our big shed and conversation happened over tea, coffee & drinks.

At garage crawl, great interest was shown in my toys, especially the old engines and my recently acquired David Brown Honeymoon tractors.

The BBQ luncheon was efficiently cooked by Tim, Paul, Troy and Ray. As usu-al members brought along a great selection of fresh salads and cakes to share. Many people would not need a big meal that night with all the delicious variety at lunch. To top it off Debra Cooper produced a very large chocolate mud cake with chocolate cars and a sparkler in the shape of 3 signifying the three years we have held the event.

Alan and Chris Boyd's VW 'Ringo' won the main event of transferring 5 oranges by spike from one round bale to the other.

There was enjoyment and competition driving the old tractors and the noise and smoke from the tractors built over 60 years ago added to the fun. Tim Cooper was in his element instructing the girls how to drive tractors. Hazel Roxburgh's tractor driving experience showed racing our Forgive 35 (the Roxburgh's have a collection of 10 Fergies).

Laurie Nock brought a group of friends from Sydney. His friend Charles showed off his beautiful Lambo Diablo.

Krys showed people around her garden and I noticed bags of cuttings and veg-etables were taken home.
