The 2010 TEXAS Meeting A Success is 2010 TEXAS Meeting in San Antonio, the 140th Annual Session of the TDA, was a tremendous success, with registrations totaling 12,919 dental professionals. With more than 90 clinicians and 200 sessions, the 2010 program covered the gamut of educational opportunities for the entire dental team. Registration this year continued to be more efficient than ever with 75 percent registering online. Online CE verification and the Internet Cafe proved to be an added benefit to attendees. Hall TDA Speaker of the House TDA Holds Junior and Senior Events at Texas Dental Schools To introduce graduating dental students to the benefits of organized dentistry, TDA’ s Council on Membership and New Dentist Committee hosted a junior luncheon and senior dinner last month at the University of Texas Health Science Center at San Antonio Dental School (UTHSCSA), University of Texas Dental Branch at Houston (UTDB), and Baylor College of Dentistry — Texas A&M Health Science Center. TDA Committee on the New Dentist chair Dr. Courtney Alexander and member Dr. Josh Austin spoke to the students at UTHSCSA. Drs. Stephen Wright and Jeremy Chance, along with many other members from Greater Houston Dental Society, spoke with students at UTDB. At Baylor, Dr. Wayne Woods, chair, TDA Council on Membership, addressed students who attended. TDA members Drs. William and Lynne Gerlach, Danette McNew, Jordan Schweitzer, and William Wathen, along with Dallas County Dental Society (DCDS) president Dr. Hedley Rakusin also attended the events at Baylor. Both component society staff and TDA staff attended the events as well. TDA Junior Senior Day was started by the TDA Council on - Membership to teach graduating dental students about the value of the tripartite membership system. Students enjoy lunch provided by Jason’s Deli at the TDA Junior-Senior Day. Delegates cast their votes at the 2010 TDA House of Delegates. Attendees participate in a continuing education classes at the 2010 TEXAS Meeting in San Antonio.

Membership growth is vital to any thriving organization. The Texas Dental Association (TDA) Board is strongly committed to the Membership goal within the “TDA 2009” strategic plan, which addresses continued growth. I am proud to report that, as evidence of that commitment and for the second year in a row, the TDA received the following ADA awards in 2008:• Greatest Percentage Membership Net Gain: Texas had a net gain of 198 members in the year 2007.• Top Constituent Dental Society with Greatest Percentage of Non-Members to Membership:

Represents a conversion of 4.7 percent of non-members into membership at end of year 2007.• Top Constituent Dental Society to Improve Retention Rate Percentage in 2007: Represents a 97 percent Association retention rate, which is an increase of 7 percent from the previous year.• Greatest Percentage of New Dentist Members: Represents a gain of 111 new dentist members (those dentists who are 1-9 years out of school).

Another example of the commitment to the growth of our Association is the TDA Externship Program, which builds student awareness of organized dentistry. This innovative program, created in 2007, offers students the opportunity to gain insight into the different components of organized dentistry including legislative and regulatory affairs, membership, governance, continuing education, and charitable dentistry and to gain a better understanding of their role as future leaders of the dental team. The program is open to dental students from each of the three dental schools in Texas. This year the externship program will take place June 20 – June 27 in Austin at the TDA central office. As an ongoing effort to enhance the value and benefits of the Association, the TDA Council on Membership developed a survey that was sent to all members in 2006. The results clearly showed that members have a high satisfaction rating with benefits such as the TEXAS Meeting, TDA publications, and the ability to participate philanthropically in the TDA Smiles Foundation. A great number of the discounted programs offered to members through the TDA Perks Program also received a high satisfaction rating. In accordance with the strategic plan, the Council on Membership, will survey members again in 2009. Participation from all members and a collaborative effort between the ADA, TDA, and local component societies are the keys to successful membership recruitment and retention. We encourage every member to get involved whether it is by attending local meetings, taking part in Give Kids a Smile! Day activities, volunteering at a Texas Mission of Mercy, or participating in TDA Legislative Day activities in Austin. Each member matters and is essential to the continued growth of our Association and of organized dentistry. Seventy percent of active licensed dentists in TX will be members of TDA by 2009 (baseline of 68.5% in January 2007); increase

membership retention rate to 97 percent by April 2007 (baseline 96% in 2006). a-d. Increase the number of dentists serving on component peer review and ethics and judicial affairs committees to attain a

participation rate of 2-5 percent relative to the total number of component society members by August 2009.2. Ninety percent of TX dental school graduates actively licensed in TX will be members of TDA five years after graduation (89%

dental student conversion from the graduating class of 2005 in Texas).3. Increase the number of member dentists actively participating in TDA by 1 percent a year (as measured by a variety of means

– participation at TX Meeting, TMOM, TXDDS, FSI programs, DENPAC participations, TDA legislative day) with annual report to TDA Board by the Council on Membership.

4. Establish baseline of nonmember participation at TDA activities (CAS, TDA Smiles Foundation, Membership) 5. Established baseline of members’ understanding of and satisfaction with the benefits of their TDA membership through Member

Access to Oral HealthcareThis is the fourth of eight articles highlighting the objectives and goals in TDA’s current strategic plan, “TDA 2014.”One of the most controversial topics in the healthcare field today has been described using the catch phrase “access to care”. It is an issue that has provoked intense discussions by federal and state governments and patients and practitioners, and it has continued to drive suggestions for fundamental changes to health care delivery systems throughout this country. In addition, recent data published in 2010 by the Pew Foundation with support from the W.K. Kellogg Foundation, suggests that one in five children in the United States does not have access to routine dental care.

And yet, despite all of the rhetoric, discussions, and posturing, the term “access to care” continues to be poorly defined and often misinterpreted. In 1998, Marc L. Berk and Claudia L. Schur stated in an article in Health Affairs, “Even the most thoughtful persons find it difficult to disentangle the research on access (1).” This statement continues to be true today as each of the research entities has its own definition of the term “access to care”, making tabulation and comparison of data on this multifactorial issue extremely difficult.

TDA has chosen to address concerns about access to care in its strategic plan, TDA 2014, by incorporating a goal dealing specifically with this topic. The goal, “Access to Oral Healthcare”, has been a very active area in our strategic plan. As you can see from the listing of the associated objectives below, TDA has attempted to deal with this issue of access through the Committee on Access, Medicaid and CHIP (CAMC). Primarily our efforts have been to attract additional practitioners into the Medicaid program, thereby, increasing total services, and by expanding the number of practitioners involved in TDA-driven charitable services through our Smiles Foundation and their Texas Missions of Mercy (TMOMs) and Smiles on Wheels. TDA has also begun to disseminate information on opportunities for providing care to our growing network of charitable providers. TDA attempts to influence the issue through support of the Oral Health

curriculums in our schools, and the Council on Legislative and Regulatory Affairs (CLRA) works diligently through the legislature to help with funding issues within our public oral health system. The April 2010 TDA Today article on Workforce by Dr. Lisa Masters points out that TDA passionately believes in a system of delivery where the dentist is the head of the team, and solely responsible for diagnosis and performance of irreversible procedures. In light of this belief, TDA continues to pursue legislation to help us attain that goal, while also helping to provide a solution to the access to care issue.

As a member you should be proud of the efforts that have been made on behalf of your profession in the area of access to oral healthcare. These efforts continue to provide a framework for the type of practice that allows our dentists to perform in an environment that ensures the most highly trained people are delivering the highest quality of care. While the “access to care” issue will likely remain with us into the foreseeable future, you can be assured that TDA will continue to stay abreast of the changes and will strive to be “the pre-eminent authority on access to oral healthcare in Texas”.

GoalTDA will be the pre-eminent authority on access to oral healthcare in Texas

Objectives1. Increase the number of dentists participating

in the Texas Dental Medicaid program. 2. Increase the number of dentists participating

and the total value of services provided in TDA dental charitable programs.

3. Expand and maintain data on oral healthcare needs.

I have been in the Texas Dental Association House of Delegates for more years than I can remember. Yet the House and its delegates never cease to amaze me.

Each district dental society chooses its best and brightest and sends them to San Antonio, not to participate in the revelry but to study, deliberate, and debate. Working diligently, these erudite men and women then set policy for the Texas Dental Association.

The process is sometimes long and arduous, convoluted and exasperating, sometimes impassioned, but nevertheless, fascinating! A resolution presented to the House may at first seem irrevocably contentious. But as it is processed, maybe reworded by the Speaker of the House, Dr. Glen Hall, massaged, dismantled, and reconstructed by the reference committee, and debated and amended on the floor of the House, its value (or lack thereof ) begins to emerge. Most often, what was once a divisive issue reaches a near consensus and the actual vote is often almost unanimous either “yea” or “nay”.

The process and the collective wisdom of the House do prevail.

Even the closed executive sessions bear out the wisdom of TDA policies developed over years of experience and debate. Unlike the popular press in our country, not to trivialize freedom of the press, the delegates of your House are unwilling to sully reputations or imply impropriety until all the facts are known. Your delegates fully realize that once impugned in the permanent records of the TDA, reputations can never be totally repaired even if later facts exonerate the accused. Trust in your delegates, the Board of Directors and officers, and the TDA staff, proves time and again to be well placed. All of them have, after all, the same goals — the preservation of quality dental care for the citizens of Texas, ability of Texas dentists to practice unimpaired by over-regulation, and maintaining the strength of the TDA as “The Voice of Dentistry in Texas.”

My sincere thanks to all of you who have served and continue to serve this great organization. I look forward to spending the next year as president of this fine Association.

The subject of tissue engineering in dentistry is an interesting topic. Pulp regeneration is an area that holds promise for the management of immature permanent teeth requiring endodontic therapy. Listed below are a few abstracts that pertain to this topic. You can enter the Pub Med Identification Number (PMID) in the pubmed.gov search box to read these abstracts.

These studies are the early publications that appear during the developmental stage of a new therapy and arein the low level of evidence category. We can hopefully look forward to prospective, randomized controlledclinical trials, systematic reviews and eventually meta-analysis evaluations of large numbers of controlled studies to fully understand the effectiveness of this clinical technique. The meta-analysis statistical method incorporates data from a carefully selected group of controlled clinical trials and performs the statistical analysis of the data in the collected studies. It is considered the highest level of evidence in the health care literature.

Hundreds of faculty, alumni, and community members attended a gala earlier this month to recognize The University of Texas Health Science Center at San Antonio Dental School (UTHSCSA) for 40 years of excellence in teaching, research, patient care, and community service.

From its inception in 1970, the dental school has provided research, educational technology, clinical training, patient care and community-based education. The gala raised funds to support the dental education outreach and community clinical care programs.

The gala specifically honored Methodist Healthcare Ministries of South Texas Inc., an organization that has contributed more than $2.25 million to the school’s outreach/educational programs in pediatric dentistry, general dentistry, prosthodontics, community dentistry and dental public health. Through these programs, thousands of dental patient care visits have been provided.

The president of the El Paso District Dental Assistants Association received two distinguishing awards for her work in the educational arena.

Ms. Sharon Dickinson, CDA, RDA, CDPMA, professor, received the Minnie Stevens Piper Professor Award, an award given to outstanding professors from 2- and 4-year colleges and universities, public and private. The award recognizes individuals who represent outstanding scholarly achievements and exceptional dedication.

She also received the National Institute for Staff and Organizational Development (NISOD) Excellence Award. The NISOD emphasizes the importance of teaching and leadership excellence in institutes of higher education.

Ms. Dickinson is a professor of dental assisting at El Paso Community College in El Paso. She is also the Texas Dental Assistants Association liaison to the Texas Oral Health Coalition and Council on Annual Sessions Coordinator.

TSBDE Rule Update

This recurring section is designed to help TDA members keep up with important Texas State Board of Dental Examiners (TSBDE) rules, other regulations, and state law affecting their practices.

Question: Are testimonials banned in advertising?

Answer: No. This question is addressed in Texas State Board of Dental Examiners (TSBDE) Rule SBDE Rule 108.59 – “Testimonials.” The rule states that, “A licensed Texas dentist shall not write, disseminate, or participate in testimonials in any manner as to such dentist’s competency or ability or endorse proprietary remedies, drugs, instruments, equipment, appliances, food or food supplements, except to report the results of properly conducted and controlled experiments or clinical studies, provided that such reports are submitted only to recognized scientific journals or to recognized scientific professional associates, or both.”

Gerald N. Glickman, D.D.S., M.S., M.B.A., J.D., of Dallas was named immediate past president of the American Association of Endodontists (AAE) at its recent annual session in San Diego, CA. In addition, Glenn R. Walters, D.D.S., of San Antonio was elected to the AAE Board of Directors during the organization’s same event.

Dr. Glickman, professor and chair of the department of endodontics and director of graduate endodontics at Baylor College of Dentistry — Texas A&M Health Science Center in Dallas, has been a member of the AAE since 1982. In addition to his full-time position at Baylor, he maintains a practice limited to endodontics in Richardson, Texas.

Since 1971, Dr. Walters has been an AAE member and an associate professor in the departments of endodontics and general dentistry at the University of Texas Health Science Center at San Antonio Dental School. He has the distinction of teaching the school’s first endodontic course to undergraduate students. He also maintains a private practice limited to endodontics in San Antonio.

The AAE represents more than 7,200 members worldwide, including approximately 95 percent of all eligible endodontists in the U.S. The AAE is dedicated to excellence in the art and science of endodontics and to the highest standard of patient care.
