More crew boats, FSV, and FSIVs have come on the market for sale since our last report. As vessels have come off jobs in various markets, owners have been offering them for sale. Although asking prices remain stable in most cases, buyers at these levels are few and far between given the lack of tenders for new contracts. 2016 will hopefully be a transition year, with oil prices beginning to move a little higher and global E&P spending at least starting to recover in 2017 / 2018. Actual sale prices of all vessels & barges sold by Marcon so far in 2016 have averaged 92.24% of asking prices, compared to 2015’s 84.95%. Where vessel location is known, 77 boats for sale are in the U.S., followed by 41 in Southeast Asia, 30 in Europe, 21 in the Mid-East, 17 in Africa, 12 in Latin America, 9 in the Mediterranean, 8 in the Caribbean, 6 in Southwest Asia, 4 each in Canada and at undisclosed locations and 2 each in the Far East and the South Pacific. Of the crew, pilot boats and launches listed for sale, the most popular engine is Cummins in 66 of the 230 boats where engines are given, followed by 59 CAT diesels, 57 GMs, 11 each with MTUs and Volvo/Volvo Pentas, 6 MAN/MAN-B&Ws, 4 Yanmar powered boats and 16 other types.

Marcon Market Comments With oil now near $50/bbl, there is a sense of hope that some boats may go back to work toward the end of 2016 or early 2017, if prices hold or move higher. Rig counts remain at historic lows, but seem to have reached a bottom. Pemex may not lay off as many rigs as anticipated earlier in the year. The supply and demand for oil seems to be reaching equilibrium. Despite these positives, the number of FSV and FSIVs on the market remains at an all-time high. Many are fully classed modern boats with DP-1 or DP-2. 2016 is proving to be worse than 2015 for most operators, but the bottom of the downturn may be in sight. Now may be a good time for operators with cash to take advantage of some of the good deals on the market. Many prices (mostly unofficial) are now at 30 to 50% mark downs compared with 2013/2014 levels. In a celebratory atmosphere, marking the sustained growth of its fleet, SeaZip Offshore Services has taken delivery of two Damen Fast Crew Suppliers (FCS) 2610. Continuing the company’s vessel-naming trend, the new additions will be known as “SeaZip 5” and ”SeaZip 6”. The offshore service provider now has six Damen FCS 2610 vessels in its fleet. “Once again, it’s a great pleasure to work with SeaZip Offshore Services,” states Damen Sales Manager Benelux Roel van Eijle. “We are proud to be involved with the development of their fleet since day one. An April delivery suits their needs perfectly – these two vessels can get to work straight away as this year’s offshore wind O&M [operations and maintenance] period begins.” A key modification made to both vessels was to increase their draught. Jan Reier Arends, SeaZip Offshore

Services Managing Director, highlights the importance of this design rethink: “By strengthening the hull in certain areas, the vessels are able to sit 5cm lower in the water. This will allow us to load an additional 5 tonnes of cargo – this is a 25% increase of loading capacity. We will be able to carry a lot more equipment and materials.” The new vessels exhibit a number of additional adaptations, says Mr Arends: “You can call this fine tuning – coming from lessons that we have learned from the earlier SeaZip vessels. For example, together with the fender supplier, we have improved the bow fenders.” SeaZip Offshore Services, part of the JR Shipping Group, has taken delivery of six FCS 2610 vessels in no less than three years. “We have a good working relationship with Damen. This helps a lot when we are discussing new concepts and new vessels. The technical communication with the new build department, in particular, is very supportive. When brainstorming over the ‘SeaZip 7 and 8’, for instance.” Damen’s FCS 2610 has become the industry standard for fast, safe and comfortable supply of crew and materials to offshore wind farms. Well-known to the offshore wind industry, the beneficial characteristics of the design have not gone unnoticed by other offshore industries either. Features such as speeds of up to 25 knots, excellent seakeeping, comfortable accommodation and fuel efficiency are by no means applicable only to the offshore wind industry: they are equally valuable to a wide spectrum of offshore sectors. Blount Boats has delivered the “Atlantic Pioneer”, America's first U.S. Flagged Crew Transfer Vessel from its Warren, RI, shipyard. It will begin service for Atlantic Wind Transfers serving Deep Water Wind's Block Island Wind farm at the end of May. The 21m aluminum vessel was designed by South Boats IOW, Cowes, Isle of Wight, U.K, a pioneer in designing and manufacturing crew transfer vessels that has designed and built approximately 81 crew transfer vessels for the European offshore wind sector servicing wind farms throughout Europe. Blount Boats has held an exclusive licensing agreement with South Boats covering the U.S. offshore wind industry since 2011. The South Boats' 21m is a twin hulled, all aluminum catamaran, dual certified to USCG Subchapter T (Small Passenger) to carry up to 47 passengers and subchapter L (OSV) to carry up to 16 offshore workers. The propulsion system consists of two MAN V12-1,400HP engines, ZF Marine 3050 Gears, and Hamilton Jet HM571 waterjets. On trials, the vessel exceeded the contractual performance reaching sprint speeds in excess of 30kn, with the ability to cruise (80% power) at 26kn when in a light condition. A Cummins Onan 17kW generator provides AC power to the air conditioning system, a heating system and small galley. A PTO driven hydraulic system powers a deck crane, fire pump, fuel transfer pump, and a salt water pressure washing system. All other equipment is fed DC power through house batteries. The vessel was specifically designed to carry up to 12 tons of cargo in the bow and 3 tons of cargo in the stern. The forward and after decks are outfitted with cargo lashing and container sockets. A knuckleboom crane is outfitted onto the bow area. The bow has a bow boarding/loading platform to allow offshore workers to make the transition from the vessel to the wind turbine. The vessel connects to the turbine base by use of a special bow fendering system. The specified fender is the latest generation in proven fendering systems being installed in the European fleet. The vessel is capable of making transfers in 1.5m significant wave heights. The interior of the deckhouse is outfitted with a head, a small galley area with settee seating, 12 suspension seats, storage lockers, entertainment system, Wi-Fi, and sound absorbing decking. The entire deck house is isolated from the hull with vibration mounts for a quieter and smoother ride to and from the work site.

Incat Crowther confirmed that construction is well advanced for a second 70m Catamaran Crew boat sister ship to the “Muslim Magomayev”. “Muslim Magomayev” is a first-of-type vessel which Incat Crowther developed in close conjunction with Caspian Marine Services. Incat Crowther has undertaken extensive support work in the field, including involvement in engineering for the fitting of an Ampellmann walk-to-work stabilized access platform,

making it the first catamaran to have such a system and its structure fully integrated into its design. The operational success of the vessel has led CMS to order a second unit, with construction well advanced at Austal Ships’ Western Australian shipyard. Incat Crowther has worked with Austal Ships to provide an extensive list of design deliverables for the project, including naval architecture and detailed construction drawings with cutting and nesting data. “Muslim Magomayev”, built by Incat Tasmania, holds station using dynamic positioning (DNV DYNPOS-AUTR) whilst the access system compensates for the

vessel’s motion by using a control system linked to hydraulic cylinders. Crew transfers can be performed with a 98.5% uptime in prevailing conditions. The second vessel will feature incremental improvements to “Muslim Magomayev”, featuring Incat Crowther’s semi-SWATH hull form, optimized for high speed transits with a maximized operability envelope and low incidences of sea sickness. The design was developed using Incat Crowther’s in-house CFD and Seakeeping expertise, and validated using industry-leading tank testing and proven in service by “Muslim Magomayev”. The design also utilizes a resiliently mounted main cabin and machinery system, extensive vibration isolation and an active ride control system. The vessel will retain “Muslim Magomayev’s” cornerstone flexibility, with 275m2 of cargo decks space, 130 ton cargo capacity and a range of 400nm. Passengers are accommodated on both the main deck and mid-deck, with the mid-deck featuring crew accommodation for 16. All crew cabins offer excellent crew comfort and are ILO-compliant. The main deck also features VIP rooms, vending machines, luggage space and a large workshop. The vessel is fully-compliant with the IMO HSC code, is DP2 classed, provides an excellently stable platform for transfers and performs exceptionally in all sea conditions. Construction is well progressed, with the superstructure and hull modules recently being united at the shipyard prior to being inspected by the Australian Prime Minister Malcolm Turnbull on the campaign trail. “Muslim Magomayev” has proven herself invaluable in the Caspian area recently rescuing more than 30 personnel from an emergency situation aboard an offshore platform in hazardous sea conditions. Incat Crowther announced the delivery of “Najla McCall”, the second vessel in Seacor Marine’s Express Plus class of Fast Support Vessels (FSV). Sistership to the acclaimed “Alya McCall”, launched in November last year, “Najla McCall” features striking lines and a very high service speed that take this class of vessel into the 21st century. The “Najla McCall” has seating capacity for 100 personnel and achieved an operational speed in excess of 38 knots during recent trials. This performance is remarkable for a large vessel of this type and is enabled by a quintet of Cummins QSK 60, EPA Tier 3 compliant diesel engines, each producing 2,680BHP. The engines are coupled to Twin Disc MGX 61500 SC reverse reduction gearboxes driving Hamilton HT-810 water jets through a shafting system by Driveline Service of Portland. Station-keeping capability is provided through the combination of three Thrustmaster 30TT200 electric-mechanical tunnel thrusters in working in conjunction with the azimuth-like waterjets, all of which are controlled by a Kongsberg K-Pos DP-2 dynamic positioning system. Electrical power is derived from three Cummins QSM11 gensets, each producing 290ekW. Dual FFS firefighting pumps and remote controlled monitors provide Fifi-1 equivalent firefighting capacity for combatting off-ship fires. A Naiad Dynamics ride control system is also fitted to improve passenger and crew comfort while underway. The vessel is certified by the USCG and by the American Bureau of Shipping as a High-Speed Craft with DP-2 and Fire-Fighting Capability notations. “Najla McCall” was constructed by Gulf Craft in Franklin, Louisiana, who are well progressed on construction of additional Express Plus class units. This latest delivery complements previous very fast vessels including the “Alya McCall” and the Crewzer class of very fast catamarans all of which are the result of Incat Crowther’s partnership with SEACOR Marine and Gulf Craft. All three parties share a commitment to service and a philosophy of innovation.

Sabine Pilots in Port Arthur, Texas, has received its first new pilot boat built by Gladding-Hearn Shipbuilding, Duclos Corp. With a deep-V hull designed by C. Raymond Hunt Associates, the all-aluminum Chesapeake-class pilot boat, “Port Arthur”, measures 53.6 feet overall, with a 17.8-foot beam and a 4.8-foot draft. The launch is powered by twin Caterpillar C-18 diesels, each rated at 715BHP at 2,100RPM. Loaded top speed is 28 knots. The engines turn five-blade Nibral propellers via Twin Disc MGX-5135A Quick Shift gear boxes. A Humphree Interceptor trim tab system, with automatic trim control,

was installed at the transom. The vessel is equipped with a 12kW Alaska Diesel genset. The boat includes wide side decks, side and rear doors, and boarding platforms on the roof and bow. At the transom are throttle and steering controls and a winch-operated hinged rescue basket, level with the rescue access. The wheelhouse is cooled by two 16,000-BTU air conditioners. A third 12,000 BTU-unit is in the forecastle. Interior accommodations include eight Llebroc seats, head, small galley, and two settee berths forward. Incat Crowther announced a contract with the shipbuilder Astinave EP of Guayaquil, Ecuador for the supply of vessel design services and aluminum component kits for a pair of 22.5m monohull crewboats which are currently under construction for an undisclosed client. The vessels will operate in support of Ecuador’s state-owned oil and gas company, Flota Petrolera Ecuatoriana (Flopec). The 20kn crewboats feature modern styling combined with a robust and simple-to-build structure. Propulsion is enabled by two Cummins QSK19 marine engines rated at 750BHP @ 1,800RPM driving Teignbridge fixed pitch Nibral propellers. Electrical power is supplied by two Cummins 55MDDCM generator sets each rated at 55ekW @ 1,800RPM. Tank capacities include 11,000 liters of fuel oil and 7,000 liters of potable water. The crew accommodations resting ahead of the engine room features private staterooms for three crew with a locker cabinet in each for storage. A galley, mess area and washroom complete the crew accommodations. The main deck includes a generous 40m2 cargo deck covered in hardwood planking and a passenger cabin featuring 25 seats, two water closets, luggage shelves, two PFD storage lockers, and a deck locker.
