GREEN GROWTH THE NORDIC WAY Green growth is a key priority for Nordic co-operation in the coming years. “The Nordic Region – leading in green growth” is the Nordic Prime Ministers’ shared green growth initiative under the auspices of the Nordic Council of Ministers. The green growth initiative is a vision based on the joint utilization of Nordic strengths in a number of areas including test facilities and demonstration sites. The projects described here are part of this effort, involving the following Councils of Ministers: Energy, Trade, Research, as well as Fisheries and Aquaculture, Agriculture, Food and Forestry, along with the Ministers for Transport. AIM AND OUTCOME A report has been commissioned by the Nordic Council of Ministers to provide a solid foundation for further political initiatives on the potential and the benefits of intensified Nordic cooperation on joint test and demonstration facilities focusing on green energy, in order to accelerate green growth in the Nordic countries. A total of 45 Nordic facilities/sites have been identified and included in the study. The conclusions are: The focus of the mapped facilities varies across countries: wind power, biofuel, etc. Focus on energy production as opposed to consumption The ownership structures of the identified facilities vary: privately and publicly owned and in combination Potential drivers of closer Nordic cooperation include: Benefits of sharing progress in general, especially with non-competitors Sharing of high investment and/or maintenance costs TIME LINE The Committee of Senior Officials for Trade has decided to conduct a further analysis of what needs businesses have in terms of increased Nordic cooperation in this area. On the basis of this need-based analysis, policy recommendations will be made. The Committee of Senior Officials for Fisheries and Aquaculture, Agriculture, Food and Forestry has discussed further analyses of the role of Nordic cooperation in realising the potential of bio-refineries in the Nordic, Arctic and Baltic regions. Green growth is a key priority for Nordic co-operation in the next few years

and Nordic partnerships in this field has the potential to create a larger

regional market, give a political lead in the EU, improve joint infrastructures

and provide critical mass for future developments.

The Nordic Prime Ministers’ green growth initiative is a vision based on the

joint utilization of Nordic strengths in a number of areas including:

• Energy efficiency and climate

• Waste treatment and food waste

• Sustainable building and ecodesign

• Investment in innovation and research

• Green public procurement and green investments

1. Developing Nordic test centres for green solutions

2. Working together on education, training and research for green growth

3. Promoting flexible consumption of electricity

4. Working together on green-technology norms and standards

considerations into development aid

8. Co-ordinating and improving funding for green investment
