General:

The rules and information given herein are applicable for admissions through Centralized Allotment Process

(CAP) for unaided colleges of Architecture to first year of Five year degree course in Architecture in the

State of Maharashtra which are:

• Approved by Council of Architecture, New Delhi.

• Recognized by the Government of Maharashtra.

• Affiliated to any of the ten Non Agricultural / Non Technological Universities in the Maharashtra

state.

• These rules also incorporate the guidelines (Annexure -IV) for framing the rules of admissions to be

carried out by the unaided institutes for seats to be filled at Institution level and for the seats

remaining vacant after Centralized Allotment Round.

1.1 Role of Competent Authority in the process of First Year Architecture Admission:

The Competent Authority duly appointed by the MASA, shall be the authority to invite applications,

process them, declare schedule of admission process, to direct the students as per their allotment

through CAP to all unaided institutions.

Competent authority shall be the sole authority to effect admission through CAP for Unaided

Architecture Institutes.

The Competent Authority shall also deal with the representations received from the candidates

pertaining to allotment and admissions in unaided institutions. All the decisions taken in relation to First

year Architecture degree admission by the Competent Authority shall be final and binding on all

concerned.

To approve the list of the students admitted to First year, by all unaided Architecture Degree colleges in

Maharashtra.

1.2 Steering Committee appointed by MASA:

A ‘Steering Committee’ will act as an advisory body to the Competent Authority and act as “Grievance

Redressal Authority and Appellate Authority” at State level. The Representatives of MASA ‘Steering

1.5 Definitions:

• ‘State Government’ means the Government of Maharashtra.

• ‘Competent Authority’ means the authority appointed by the MASA to invite applications for and to

implement the admission procedure as prescribed in this brochure.

• ‘Representative of the Competent Authority’ means an officer appointed to assist Competent

Authority for smooth conduct of Admission Process as per the directives of the Competent Authority

• Application Form Receipt Centre’ (ARC) means an institution or college authorized to accept

applications for admissions in an aided institutions and related admission activities of all the colleges

within jurisdiction of the concerned University area.

• ‘Admission Counselling Centre’ (ACC) means an institution or college authorized to carry out process

of allotment of seats through COUNSELLING in an unaided institutions through MASA CAP and related

admission activities.

• ‘Admission Centre Through Counselling’ (ACTC) means process of allotment of seats through

counselling at authorised institute or college (ACC).

• ‘College’ or ‘Institution’ means Architecture College duly approved by the COA and Government of

Maharashtra to impart Education in Architecture at degree level.

• ‘Un–Aided Architecture College’ means Architecture College run by private management on self

financing basis.

• ‘Sanctioned Intake’ means the course wise number of seats sanctioned by the Government Resolution

with reference to the COA approval.

• Seats to be filled at Institution Level are the number of seats within sanctioned intake in unaided

colleges which are not included in CAP and to be filled up at respective Institutional level subject to the

approval of Competent Authority/COA.

• ‘Inter se merit’ means the order of merit as defined by MASA merit list for each category as the case

may be.

• ‘Candidate’ means an applicant who desires to seek admission to First year of five years Degree Course

in Architecture in Maharashtra State by submitting the prescribed application form for the year 2015-

2016.

• ‘First year Architecture Admission’ means the Admission to first year of Five year degree course in

Architecture.

1.6 Jurisdiction of Universities:

For distribution of colleges in the jurisdiction of various universities for the purpose of deciding allotment

of seats in the Home University quota, are grouped as indicated in the table below.

Note:

1. Seats for Home University Area Candidates: Certain percentages (Refer rule 1.8) of seats in every institute

are reserved for Home University i.e. for the University under the jurisdiction of which that institute is

located. For example, candidates have appeared and passed the qualifying examination from area under

Pune University jurisdiction will be eligible for the Home University seats in institutes located in the

jurisdiction of Pune University.

2. Seats for State Level Candidates: Certain percentage (Refer rule 1.8) of seats of every institute is reserved

for State level candidates from entire state of Maharashtra irrespective of university area from where the

candidates have appeared and passed the qualifying examination. Candidates can opt for these seats of

any University (including his/her home university) under the provision of State seats.

1.7 Sanctioned intake for the Course in various Institutes for the year 2015-2016:

• Intake sanctioned by Council of Architecture (COA) for Bachelor of Architecture programme in various

institutes for the year 2015-16 is mentioned in the “ANNEXTURE: Institute Information” of this

brochure, and displayed on the website http://www.maharch.org

• The updated Institute Information with Intake Sanctioned by the COA will be displayed on MASA web

site from time to time. This updated information will be treated as authentic and final for admissions

to Bachelor of .Architecture program for the year 2015-2016. Candidates are instructed to refer MASA

web site for the updated final Institute Information before filling the Application forms.

Allocation of the seats:

1.8 Seats available for admission through “MASA Centralized Allotment Process (MASA-CAP)” and

through “INSTITUTE LEVEL SEATS”:

The percentage of seats for which admission is carried out by the Competent Authority through MASA-

CAP and the percentage of seats for which admission is carried out at INSTITUTE LEVEL are as following

details:

1.8. A All Unaided Colleges, except those institutes which are having minority status:

• 20 % seats out of the total Sanctioned Intake mentioned in ‘Details of Institute’ are available for

allotment at INSTITUTE LEVEL

• 80 % seats out of the total Sanctioned Intake mentioned in ‘Details of Institute’ are available for

allotment through MASA-CAP; the distribution of these seats will be:

• 70% out of 80% seats available for allotment through MASA-CAP will be allotted to Home University

Area Candidates.

• 30% out of 80% seats available for allotment through MASA-CAP will be allotted to State Level

Candidates.

1.8. B All Unaided Colleges which are having minority status:

• 25% OR remaining seats out of total sanctioned intake as per orders of the Govt. for that specific

Institute as mentioned in ‘Details of Institute’ are available for allotment through MASA-CAP

• 75% OR remaining seats out of total sanctioned intake as mentioned above and in ‘Details of

Institute’ are available for allotment through INSTITUTE LEVEL SEATS.

1.8. C Seats for Outside Maharashtra State Candidates:

After every eligible candidate from State of Maharashtra is offered a seat under MASA CAP, all remaining

vacant seats will be offered to OMS Candidates.

Eligibility Criteria:

1.9 Educational Qualification:

In order to secure admission through MASA-CAP to first year of Five year Degree course in Architecture,

the candidate should fulfil the following eligibility criteria;

No candidate with less than 50% marks in aggregate (45% for backward class candidates from Maharashtra

State only), shall be admitted to the architecture course unless he / she has Passed an examination at the

end of new 10 + 2 scheme of Senior School Certificate Examination or equivalent with Mathematics as

subject of examination at the 10 + 2 level and also pass an Aptitude Test. (NATA)

(Note:- Passing in Mathematics as a subject of examination at 10 + 2 level is mandatory)

OR

Passed Diploma in 10+3 diploma (any stream) Examination recognized by central/ state government or its

equivalent examination and secured minimum 50% aggregate marks. (45% for backward class candidates)

AND

Hold valid score at National Aptitude Test in Architecture (NATA) conducted by the Council of Architecture

for the academic year 2015-2016 (with minimum 40% valid score.)

Notes:

• Decision of “Council of Architecture, New Delhi” shall be final in case of any dispute regarding

eligibility.

• Eligible Candidates: All the candidates desirous of applying for admission to the competent authority

must fulfil above eligibility criteria. In addition to above criteria, candidates applying under specific

category must also fulfil the criteria mentioned 1.10 below:

1.10 Eligibility Criteria considering “Type of Candidature” and Supporting Documents

required for each type for admission to Maharashtra State seats through MASA-CAP:-

a) A candidate is considered eligible for admission to the seats of Maharashtra State quota coming under

the purview of MASA subject to fulfilment of any one of the eligibility criteria as listed below AND those

mentioned under 1.9

b) The candidates are required to carry ALL Original Certificates in support of their claim at the time of

filling up of Application Form for Admission to Maharashtra State seats through MASA-CAP for the

scrutiny and verification at Application Form Receipt Centres (ARC).

c) The candidates are required to submit only attested true copies of requisite documents at the time of

filling up form for admission to Maharashtra State seats through MASA-CAP.

d) Basic Documents Required For All Candidates:

i. S.S.C. (Std. X) mark sheet.

ii. H.S.C. (Std. XII) mark sheet.

iii. School leaving certificate after passing H. S. C. (Std. XII) / Qualifying Examination.

iv. NATA Score card

1.10.1 Type-A - Maharashtra State candidates:

A. Candidates Passing SSC (Std. X) and qualifying examination from a recognized institution in

Maharashtra state, AND Candidates Domiciled in the State of Maharashtra.

B. Type-A candidate’s Home University is the University area under the jurisdiction of which the place of

passing the qualifying examination falls in State of Maharashtra.

C. Documents required for ‘Type A candidates’ at the time of confirming Application, in addition to the

documents mentioned in 1.10 (d) above,

D. Domicile certificate of candidate, if domicile certificate is not available, they should produce Birth /

Leaving Certificate of the candidate clearly indicating the place of birth is in Maharashtra state.

1.10.2 Type-B - Maharashtra Domiciled candidates:

A. Does not satisfy as ‘Type-A’ candidate, BUT

Father / Mother of the candidate are domiciled in the state of Maharashtra.

B. Type-B Candidate’s Home University is the University area under the jurisdiction of which the place of

the authority issuing Domicile Certificate falls in the State of Maharashtra.

C. Documents required for ‘Type B candidates’ at the time of confirming Application, in addition to the

documents mentioned in 1.10 (d) above,

D. Domicile Certificate of Candidate/Father or Mother of the candidate

1.10.3 Type-C-Sons and daughters of central Govt. / Govt. of India undertaking employee:

A. Does not satisfy as ‘Type-A’ and/or ‘Type-B’ candidate BUT

B. Father / Mother of the candidate is an employee of Government of India / Government of India

Undertaking who is posted and reported for duty in Maharashtra State before the last date for

submitting of application form for MASA CAP 2015.

C. Type-C Candidate’s Home University is the University area under the jurisdiction of which the place of

posting of the father / mother of the candidate who is a central Government / Government of India

Undertaking employee falls in the State of Maharashtra.

D. Documents required for ‘Type C candidates’ at the time of confirming Application, in addition to the

documents mentioned in 1.10 (d) above,

E. Certificate in the Proforma “A”, as given in MASA CAP 2015 Information Brochure, regarding the

employment status of Father/ Mother.

1.10.4 Type-D- Sons and daughters of Maharashtra State Govt./ Maharashtra State Govt

undertaking employee:

A. Does not satisfy as ‘Type-A’ and/or ‘Type-B’ and/or ‘Type-C’ candidate BUT

B. Father / Mother of the candidate is an employee of the Government of Maharashtra / Government of

Maharashtra Undertaking.

C. Type - D candidate’s Home University is the University area under the jurisdiction of which the place

of posting of the father / mother of the candidate who is a Maharashtra State Govt. / Maharashtra

State Govt undertaking employee falls in the state of Maharashtra.

D. Documents required for ‘Type D candidates’ at the time of confirming Application, in addition to the

documents mentioned in 1.10 (d) above,

E. Certificate in the Proforma “B” , as given in MASA-CAP 2015 Information Brochure, regarding the

employment status of Father/ Mother.

IMPORTANT NOTE:

Claiming facility under Type A, B, C, D is optional. However, it is binding on the candidate to produce all

the documentary proof for the claim made while submitting the application form. Candidate can claim

only one type of candidature (A/B/C/D) while submitting the application form Refer Proforma A for Type-

C, Proforma B for Type- D candidates.

1.10.5 Outside Maharashtra State Candidates:

Does not satisfy as ‘Type-A’ and/or ‘Type-B’ and/or ‘Type-C’ and/or ‘Type-D’ candidate BUT satisfies the

Eligibility conditions mentioned in Rule 1.9 above.

Reservations:

• The various reservations provided for the seats of Maharashtra State quota available for MASA-CAP are

as detailed in rule 1.9 to 1.10. The seats which are not coming under the purview of MASA-CAP also do

not have any further internal reservations.

• Statutory reservations for candidates belonging to backward class categories as per the relevant rules

and resolutions of the Government of Maharashtra will be applicable for admissions against the seats

available in Un-aided Non Minority Institutions only.

1.11 Reservation for Backward Class Category candidates:

The percentage of seats reserved for Backward Class category candidates from Maharashtra State in the

unaided institutions are as per the details shown in the table below. The percentages of reservation are the

percentages of the seats available for Maharashtra candidates coming under the purview of the competent

authority. If a candidate fails to claim reservation for backward class at the time of confirming application

form and subsequently claims reservation at the time of admission by producing necessary documents,

such claim shall not be considered.

Note:

• The candidates belonging to Special Backward Class (SBC) will be offered reservation up to 2 % of the seats

available for Maharashtra State Quota which are coming under the purview of the Competent Authority

subject to condition that seats remain vacant in the reserved category at the end of Stage-I.

• All the candidates claiming the reservation of backward classes should produce "Caste / Tribe Validity

certificate" in the name of the candidate issued by the Executive Magistrate/ Metropolitan Magistrate in

Maharashtra State clearly mentioning the category of the candidate and also the remark that the caste is

considered as backward class in the state of Maharashtra at the time of confirmation of application form.

Failing which the candidate will not be able to claim for that category of caste.

• Cut-off date for the eligibility and/or submission of claim(s):

The eligibility and/or submission of claim(s) of the candidate shall be determined and/or decided for all

purposes including for applicability of all these Rules and Regulations by considering the last date of

submission of “Application form for Admission to Architecture” as the cut-off date. It is made abundantly

clear that if a candidate is found ineligible and/or fails to produce documents in support of claim(s) on the

last date of submission of Application Form for Admission to Architecture, in terms of these Rules and

Regulations, and if such an ineligible candidate acquires the requisite eligibility and/or produces documents

after the aforesaid cut-off date, such subsequent acquisition of eligibility will not make an ineligible

candidate eligible for any purpose whatsoever, much less for the purpose of admission.

• The reservations for backward class candidates shall not be available in Unaided Minority institutions.

• Even if the candidate belonging to Backward class category secures admission against a seat belonging to

the General category by virtue of Merit, such candidate has to produce all the necessary documents in

support of the category claimed both at the time of admission and while filling up the option form.

1.11.1 Documents required for Backward Class Category candidates:

Documents required for Backward Class Category candidates at the time of confirming Application, in

addition to the documents mentioned in 1.10. (d) and Type of candidature mentioned in 1.10.1 to 1.10.5

above, are:

A. Backward class Candidates belonging to Scheduled Castes and Schedule caste converts to Buddhism (SC):

i. Caste Certificate stating that the caste is recognized under reserved category in Maharashtra, issued by

Executive Magistrate in Maharashtra State

Divisional Social Welfare Office.

B. Backward class Candidates belonging to Schedule Tribes (S.T.):

Executive Magistrate in Maharashtra State.

ii. Caste Validity Certificate issued by Director / Deputy Director, Scrutiny Committee of respective Region.

C. Backward class Candidates belonging to Vimukta Jati (V.J.), De notified Tribes (D.T.), Nomadic Tribes

(N.T.-l) categories:

i. Caste Certificate stating that the caste is recognized under reserved category in Maharashtra State; issued

by Executive Magistrate in Maharashtra State.

ii. Caste Validity Certificate issued by Caste Certificate Scrutiny Committee, Director of Social Welfare,

Maharashtra State, Pune,

iii. Non Creamy Layer Certificate valid up to 31/3/2016 issued by subdivision office / Deputy Collector/

Collector of the district

D. Backward class Candidates belonging to Nomadic Tribes (N.T.-2), Nomadic Tribes (N.T.-3), Other

Backward classes (OBC.), Special Backward Class (SBC) categories:

i. Caste Certificate stating that the caste is recognized under reserved category in Maharashtra State.

1.12 Quota for sons/ daughters of defence service personnel:

• 5 % seats of the total sanctioned intake for an institute, subject to a maximum of Three (3) seats in each

institute coming under CAP shall be reserved for.

• Children of ex-service personnel who are domiciled in Maharashtra State (Def-1).

• Children of active service personnel who are domiciled in Maharashtra State (Def-2).

• Children of active service personnel (Def.3)

• Who are transferred to Maharashtra State but are not domiciled in Maharashtra State.

• Who are not domiciled in Maharashtra State but their families are stationed in Maharashtra State under

the provision of retention of family accommodation at the last duty station on grounds of children’s

education provided further that, such candidate should have appeared and passed the HSC (Std. XII)

examinations of Maharashtra State board of Secondary and Higher Secondary Education or its equivalent

examination from a school/college situate in the State of Maharashtra.

• These seats are within the sanctioned intake capacity and are available as State Level seats. A combined

single merit list of all eligible DEF1, DEF2 & DEF3 candidates shall be prepared. Admission against the

Defence category seats will be made strictly on the basis of inter se merit of combined single merit list of

all eligible DEF1, DEF2 & DEF3 candidates.

• Refer Proforma E/E 1/E 2 for claiming this provision.

• (Important) This provision is Not Available to the children of CIVILIAN STAFF who is working/who has

worked in the Indian Defence Service.

• This Quota is available in the 70% seats of Home University Area Candidates only

Documents required for candidates belonging to Ex-servicemen(Def-1), Active Domicile Defence

Candidates (Def-2), Active Non Domicile Defence Candidates (Def-3) category at the time of confirming

Application, in addition to the documents mentioned in 1.10 (d) and Type of candidature mentioned in

1.10.1 to 1.10.5 above, are:

A. Candidates belonging to Ex-servicemen (Def-1) category:

i. Defence Service Certificate Proforma E

ii. Domicile certificate of father/mother who is an Ex service personnel is domiciled in the State of

Maharashtra.

B. Candidates belonging to Active Domicile Defence (Def-2) category:

i. Defence Service Certificate Proforma E

ii. Domicile certificate of father/mother who is an active defence service person is domiciled in the State of

Maharashtra.

C. Candidates belonging to Active Non Domicile Defence (Def-3) category:

i. Defence Service Certificate Proforma E & E1

ii. Certificate from the employer in the Proforma E stating that father/mother of the candidate who is an

active defence service person presently posted in Maharashtra OR

iii. Certificate from the employer in the Proforma E1 stating that father/mother of the candidate who is an

active defence service person and has retained the family in his previous place of posting in Maharashtra.

1.13 Quota for Physically Handicapped Candidates:

As per the provision in Clause 39 of Equal Opportunities, Protection of Rights and full Participation Act 1995,

three (3) per cent seats of total sanctioned intake capacity of all the institutions coming under CAP shall be

reserved for physically handicapped candidates as:

• Visually impaired (blind) candidates (P1)

• Speech & hearing impaired (deaf & dumb) candidates (P2).

• Orthopaedic disorders, learning disabilities, Dyslexia, Dyscalculia, Dystrophic, and Spastic (P3). Refer:

Proforma-F/F-1 For Claiming This Provision.

• Allotment of the seats reserved for the Physically Handicapped candidates shall be done on the basis of a

single combined merit list of such candidates.

• Note: It should be noted that the physically handicapped candidates on admission to Architecture degree

course will not be given any exemptions or additional facilities in the academic activities other than those

which may be provided by the respective Universities.

• This Quota is available in the 70% seats of Home University Area Candidates only

Documents required for candidates belonging to Physically Handicapped Candidates (P1,P2,P3) category at

the time of confirming Application, in addition to the documents mentioned in 1.10 (d) and Type of

candidature mentioned in 1.10.1 to 1.10.5 above, are:

i. Certificate in the pro forma–F/F-1.

ii. Domicile certificate of candidate.

1.14 Reservation for Female candidates

No. GEC-1000/ (123/2000)/ Tech. Edu.-1, dated 17th April, 2000, 30% seats available for CAP shall be

reserved for female candidates in all the courses of the institutions coming under CAP. This reservation

shall be applicable for General, SC, ST, DT/VJ (NT-1), NT-2, NT-3, NT-4 and OBC categories. Seats reserved

for Female candidates are available under both the 70% Home University seats and 30% State Level seats

coming under the CAP. There shall be no reservation for Female candidates under Defence, Physically

Handicapped and SBC categories.

1.15 IMPORTANT NOTES:

• The candidates belonging to SC, ST, VJ/DT NT (1), NT (2), NT (3), OBC and SBC categories should

produce “Caste Validity Certificate” issued by Scrutiny Committee of Social Welfare Department at

the time of submission of CAP application form for the Admission.

• Non-Creamy Layer Certificate:- A candidate belonging to ‘Creamy Layer’ amongst the categories

VJ/DT-NT(A),NT(B), NT(C), NT(D), SBC and OBC must note that the provision of reservation is NOT

applicable to him/her. A candidate claiming benefit of reservation under the categories

• VJ/DT)-, NT(1), NT(2), NT(3), SBC and OBC above will be required to produce “Non-Creamy Layer

Certificate” in the name of the candidate as specified in the Government Resolution No. CBC-

10/2008/C.R.697/BCW-5, dated 27th February 2009 or its updated version from time to time. This

certificate should be valid up to 31st March 2016. However, such a Non-Creamy Layer Certificate shall

be produced in any case on or before the last date of filling up of Application Form for Admission

Architecture, under MASA CAP failing which the category claim will not be granted.

• Domicile certificate: Domicile certificate issued by the Maharashtra State’s appropriate authorities will

be considered valid. The domicile certificate of Mother of the candidate shall be supported with

MASA CAP 2015-16

marriage certificate and legal proof of change in name if any. Such candidates will be required to

submit birth certificate clearly mentioning the name of the mother.

• Attested Photocopies of documents are needed at the time of filling up of form for MASA CAP 2015.

However no change in the information once filled is permitted at a later date.

• Candidates are required to keep the documents ready at the time of filling up of “Application Form for

Admission”. (Tentatively scheduled in the month of June 2015)

Attestation:

• Candidates shall note the following points while confirming the Application forms.

• Candidate is required to produce all Original documents for verification and should submit attested

copies of documents of all the required certificates as mentioned in the rules and enumerate the same

in the given format as applicable. Candidates shall not attach a copy of any other certificate which is

not asked for under these rules such as certificates for participation in sports, cultural activities etc.

• The copies of certificates or documents attached to the application form should be attested by the

Principal of the college from which the candidate has passed qualifying examination or Gazetted

Officer or Special Executive Magistrate or Head Master of a Secondary School or teaching staff of

Government college/Polytechnic not below the rank of a lecturer. Original certificates should not be

attached with the application form.

• Translation: If the candidate produces any certificate, which is not in Marathi or Hindi or English

language, authenticated Marathi or Hindi or English version of the same, duly attested by a Gazetted

Officer shall also be produce.

Assignment of merit number

1.16 Merit Number:

Each Maharashtra candidate who has confirmed the Online Application form on or before the last date

prescribed for the same for admission through MASA-CAP will be assigned a Maharashtra State Merit List

Number.

Each Outside Maharashtra State (OMS) Candidate will be assigned an Outside Maharashtra State (OMS)

Candidate Merit List Number.

The merit of the candidate for admission to First Year of B. Arch through MASA- CAP will be decided on

his/her score out of 200 marks with weightage in the ratio of 50:50 to NATA score and QUALIFYING

EXAMINATION aggregate score as follows:

• NATA: - 100 Marks (The score of NATA obtained by the candidate out of 200 will be converted into marks

out of 100) and

• Qualifying examination :- 100 Marks (Aggregate marks obtained by the candidate in Qualifying examination

will be converted into marks out of 100)

• Assignment of merit number does not indicate or ensure admission to any seat.

• Candidates securing less than 40% marks in NATA will not be considered eligible for admission to Degree

course in Architecture. Names of such candidates will not appear in the merit list.

• Candidates securing less than 50% marks in QUALIFYING EXAMINATION (45% in case of RESERVED

CATEGORY CANDIDATES) will not be considered eligible for admission to Degree course in Architecture.

Names of such candidates will not appear in the merit list.

• While converting marks out of 100, no rounding off of the marks will be done. If the converted marks work

out to be a figure with fraction, fraction up to two decimal points will only be considered.

1.17 Relative merit in case of tie

In the case of candidates securing equal number of marks (up to 2 decimals only); their relative merit will

be fixed on the basis of the following in the order of preference given below:

a. A candidate securing higher marks in the NATA

b. A candidate securing higher marks out of 100 in the subject of Mathematics at the qualifying examination.

c. A candidate securing higher marks out of 100 in the subject of Mathematics at the SSC (Std X) examination.

d. A candidate passing the SSC (Std. X) examination with higher aggregate marks.

e. Birth date of the candidate (Elder candidate will be given preference).

1.18 Change of Marks due to verification:

• If the marks in the qualifying examination get modified due to verification and the same is duly certified

by the Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent, the

same shall be reported to the ARC in charge immediately.

• The effect of the change will be taken into consideration only for the subsequent rounds of admission.

Procedure for Centralized Allotment Process (MASA-CAP) for Maharashtra State

Candidates: (Dates as per annexure IV)

The MASA Centralized Allotment Process has following stages;

1.19 Stage I: Sale of Information brochure.

• Information brochure along with specimen application form will be available at all the ARCs mentioned

in Annexure-IV for the aspiring candidates. The same will also be available on the MASA website -

http://www.maharch.org for browsing, downloading and printing.

• Fees for submission of application form is Rs. 1200/- for all candidates. This fee is non-refundable and

non-transferable under any circumstances. **As per the details given in the ANNEXTURE VI.

1.20 Stage II: On-line submission of Application Form for All Candidates:

• The Candidate should read the brochure carefully and fill the Specimen Application Form which is

provided with the brochure just for the reference only.

• Aspiring candidates are required to submit their application forms filled up online through any of the

ARCs on the web site www.maharch.org within the scheduled time.

• All the candidates who wish to register the Application form online should report to any convenient

ARC, along with ICICI Bank CHALLAN, two latest passport size photographs and attested copies of the

required documents.

• Candidates are required to enter his/her details as per the sample Application Form.

• The online software application hosted on the web site will validate the information filled in by the

candidate and assign his/her unique Application ID. Using this Application ID, candidate will be able to

logon to the online admission system to check status of processing of his/her application form, check

position in the merit list etc.

• The candidate may take the printout of his/her application form for further reference. It will display

the list of the documents required by the candidate to substantiate the claims made on the application

form. The candidates must note the Application ID on the sample application form which will be

required at the time of confirmation at the ARC and for any future reference to the information filled

in by the candidate on the web site.

• The candidate should write his/her Application ID, Name on the reverse side of the ICICI Bank CHALLAN

before confirmation.

• The ARC officer shall verify the information of the candidate through his/her Application ID and collect

the required documents.

• The ARC officer shall confirm candidate's application through web, attest his/her photographs and

issue him/her the Acknowledge-cum-Receipt letter which will have the particulars of the candidate's

profile, Application , important instructions, details of the application fee submitted **As per the

details given in the ANNEXTURE VI.

1.21 Stage-III : Display of MASA-CAP Provisional Merit list

Provisional Merit List will be displayed as per the schedule ANNEXTURE IV

1.22 Stage-IV: Lodging the grievance at ARCs for discrepancy in the provisional merit list, if

any.

For discrepancy in the provisional merit list, if any, get the corrections by lodging the grievance at ARCs

where the candidate has confirmed the application within the period specified in the schedule. No

grievances regarding the verification of marks, change in category, change of candidature type shall be

entertained after this stage.

1.23 Stage-V: Final merit list will be displayed on the www.maharch.org and at ARCs as per

the Schedule.

1.24 Stage-VI: Round 1 to 5

• ROUND 1 SHALL BE CONDUCTED AT ALL THE ADMISSION CENTERS THROUGH COUNSELING (ACTC)

SIMULTANEOUSLY. However the STATE LEVEL MERIT LIST shall be operated. Candidates will be able

to exercise their choice of seat at their chosen Admission Centre as and when their turn as per the

STATE LEVEL MERIT LIST arrives.

• The availability of seats will be displayed at the Admission Centres. This availability of seats will be

updated dynamically after every allotment of the seat.

• THE LIST OF ADMISSION CENTERS THROUGH COUNSELING (ACTC) IS GIVEN IN ANNEXTURE III

• All Candidates seeking admission to the First year of Five year B.Arch. program shall Deposit “Part

Tuition Fees of Rs. 30,000/- in ICICI BANK Prior to appearing for counselling **As per the details given

in the ANNEXTURE VII.

• Candidates shall deposit all documents required “in original” and “the Bank Challan” of payment of

“Part Tuition Fees” at the “Admission Centre” and obtain a receipt for the same.

• All Candidates will appear for counselling at the “Admission Centre” specified by him/her in the

application form at the time and date mentioned in the schedule ANNEXTURE IV; along with all

documents required “in original” and “the Bank Challan (MASA Copy)” of payment of “Part Tuition

Fees” mentioned above.

• No change in the “Admission Centre” specified by him/her in the application form shall be permitted.

• Candidates who do not report on time specified in the schedule and/or fail to submit all documents

required “in original” and “the Bank Challan (MASA Copy)” of payment of “Part Tuition Fees” shall be

excluded from MASA CAP. They shall not be considered for allotment of seat in Round 1.

• Candidate shall appear before the “Admission Center In Charge” as per his/her merit number and shall

exercise his/her choice of seat from amongst all available seats at that time by writing the code for

that seat and put his/her signature on the acceptance form. Each Candidate will be allowed a time of

2 minutes to make his/her choice, failing which he/she will be disqualified from the MASA CAP. The

candidates are advised to study availability of seats which is displayed dynamically before appearing

for counselling.

• The “Admission Centre in Charge” shall upload the choice of seat of the Candidate and issue a print

out with his/her signature & seal of allotment of seat to Candidate.

• Candidate shall have to remain present at the time of allotment of seat to exercise his/her choice of

seat and under no circumstances his/her representative shall be allowed exercise his/her choice of

seat in absence of Candidate.

• Only one person may accompany the Candidate to help him/her at the time of allotment.

IMPORTANT:

• ALL BACKWARD CLASS CATEGORY CANDIDATES ARE NOT REQUIRED TO PAY PART TUITION FEES.

ROUNDS SHALL BE CONDUCTED IN THE FOLLOWING ORDER:

1.24.1 Round 1 for All Candidates:

a) All the candidates (open/reserved/ male/ female) of all the categories shall be considered for allotment as

per their inter se merit.

b) Backward class category candidates shall be considered for allotment in open category seat by virtue of

their merit or in their respective category of reservation if open category seats are not available at their

merit.

c) SBC category candidates shall be considered for allotment in open category by virtue of their merit, or, in

their original category of reservation, if open category seats are not available at their merit.

d) Physically handicapped category candidates shall be considered for allotment for the seats reserved for

them by virtue of their merit or in open category as per their inter-se merit if the seats reserved for

physically handicapped candidates are not available at their merit.

e) Defence category candidates shall be considered for allotment for the seats reserved for them by virtue of

their merit or in open category as per their inter-se merit if the seats reserved for defence category

candidates are not available at their merit.

f) For the female candidates, the availability of seat shall be checked in the following order:

1. In the general seats in open category

2. In the seats reserved for females in open category,

3. In the general seats in their respective caste category as applicable,

4. In the seats reserved for females in respective caste category as applicable

g) For Special Backward Class category candidates-on completion of round 1, if any of the backward class

categories mentioned above, does not get the required number of candidates for the percentages laid

down, the seats so remaining vacant shall be considered for allotment to all the candidates (male and

female) of Special Backward Class (SBC) category, as per their inter se merit, limited to the extent of two

per cent seats of Maharashtra State seats which are coming under the purview of Competent Authority for

the course.

1.24.2 Round 2 For respective groups of Backward Class category candidates:

On completion of round 1, all the backward class category candidates will be considered for allotment in

this stage in the groups as mentioned below.

Group 1:

i. Scheduled Castes and Scheduled Castes converted to Buddhism (SC)

ii. Scheduled Tribes including those living outside the specified areas (ST)

Group 2:

i. Vimukta Jati (VJ)

ii. Nomadic Tribes (NT-1)

1.24.3 Round 3 For all Backward Class category candidates

On completion of round 2, the seats reserved for backward class category candidates remaining vacant

shall be considered for allotment to the candidates of all the reserved categories together, on the basis of

their inter se merit.

1.24.4 Round 4 For all candidates without any reservation

On completion of round 3, the seats remaining vacant shall be considered for allotment to all the

candidates (open/reserved/male/female) on the basis of their inter se merit.

1.24.5 Round 5 For Outside Maharashtra State Candidates (OMS)

On completion of round 4, the seats remaining vacant shall be considered for allotment to all the OMS

candidates (open/reserved/male/female) on the basis of their inter se merit.

1.25 Stage-VII: Reporting by candidates to the respective school / institution /

college:

All Candidates who are allotted a seat in Round 1 to 5, shall report to the concerned institute on or before

the Last date of Reporting by candidates to the respective school / institution / college after Round 1 to

5 as per ANNEXTURE IV: IMPORTANT DATES TO REMEMBER, and paying full fees for that Institute.

If a candidate fails to pay the prescribed fees within the reporting time for CAP, the candidate forfeits

the claim on the allotted seat.

1.26 Stage-VIII: Display of Vacancies after Round 5

1.27 Stage IX: Fresh On-line submission of Application Form for Round 6 (Vacancy

Round) for All Candidates:

Important:

• All candidates who have been allotted a seat in Round 1 to 5 and wish to participate in Round 6

(Vacancy Round) by making a fresh application, shall have to cancel their earlier allotment of seat

by making application for cancellation at the ARC by depositing a DD for an amount of Rs. 1,000/- in

the name of “MASA, payable at Pune” towards administrative charges for cancellation. If a candidate

fails to cancel his/her earlier admission before making a fresh application for Round 6 (Vacancy

Round), his/her form will not be accepted.

• Candidates who have cancelled their allotment of college in MASA CAP Round 1-5 and submitted

the MASA Copy of the Bank Challan of Rs. 30000 towards Part tuition fees at the ACTC and wish to

participate in Round 6, can request the ACTC to return back the MASA Copy of the Bank challan and

use the same copy during the counselling of Round 6.

• The Candidate should read the brochure carefully and fill the Specimen Application Form which is

• Aspiring candidates are required to submit their application forms filled up online through any of the

ARCs on the web site www.maharch.org within the scheduled time.

• All the candidates who wish to register the Application form online should report to any convenient

ARC, along with ICICI Bank CHALLAN (MASA Copy), two latest passport size photographs and attested

copies of the required documents.

• Candidates are required to enter his/her details as per the sample Application Form.

• The online software application hosted on the web site will validate the information filled in by the

candidate and assign his/her unique Application ID. Using this Application ID, candidate will be able to

logon to the online admission system to check status of processing of his/her application form, check

position in the merit list etc.

• The candidate may take the printout of his/her application form for further reference. It will display

the list of the documents required by the candidate to substantiate the claims made on the application

form. The candidates must note the Application ID on the sample application form which will be

required at the time of confirmation at the ARC and for any future reference to the information filled

in by the candidate on the web site.

• The candidate should write his/her Application ID, Name on the reverse side of the ICICI Bank CHALLAN

before confirmation.

• The ARC officer shall verify the information of the candidate through his/her Application ID and collect

the required documents.

• The ARC officer shall confirm candidate's application through web, attest his/her photographs and

issue him/her the Acknowledge-cum-Receipt letter which will have the particulars of the candidate's

profile, Application , important instructions, details of the application fee submitted **As per the

details given in the ANNEXTURE VI.

1.28 Stage-X : Display of MASA-CAP Provisional Merit list for Round 6 (Vacancy Round)

1.29 Stage-XI: Lodging the grievance at ARCs for discrepancy in the provisional Merit list for

Round 6 (Vacancy Round), if any.

1.30 Stage-XII: Final Merit list for Round 6 (Vacancy Round) will be displayed on the

www.maharch.org and at ARCs as per the Schedule.

1.31 Stage-XIII: Round 6 (Vacancy Round)

All available vacant seats after Round 5 will be offered in Round 6 (Vacancy Round). These seats will be

available to all candidates eligible as per Rule 1.9. However all candidates will be considered as open

category candidates for this round irrespective of their caste etc. These seats will be allotted to candidates

without any seat tag of reservation. Reserved Category candidates will not be able to avail of any

relaxations available to them as reserved category candidates including minimum marks for eligibility.

Round 6 (Vacancy Round) SHALL BE CONDUCTED AT THE ADMISSION CENTER THROUGH COUNSELING

(ACTC) SIMULTANEOUSLY. However the STATE LEVEL MERIT LIST shall be operated. Candidates will be able

to exercise their choice of seat at their chosen Admission Centre as and when their turn as per the STATE

LEVEL MERIT LIST arrives.

1. The availability of seats will be displayed at the Admission Centers. This availability of seats will be

updated dynamically after every allotment of the seat.

2. THE LIST OF ADMISSION CENTER THROUGH COUNSELING (ACTC)IS GIVEN IN ANNEXTURE III

3. Candidates who have cancelled their allotment of college in MASA CAP Round 1-5 and wish to participate

in Round 6, submitted the same MASA Copy of the ICICI Bank Challan of Rs. 30000 towards Part tuition

fees which was deposited in Round 1-5 to appearing for consulting.

4. All the fresh Candidates seeking admission to the First year of Five year B.Arch. program shall Deposit “Part

Tuition Fees of Rs. 30,000/- in ICICI BANK Prior to appearing for consulting **As per the details given in the

ANNEXTURE VII.

5. Candidates shall deposit all documents required “in original” and “the Bank Challan (MASA Copy)” of

payment of “Part Tuition Fees” at the “Admission Center” and obtain a receipt for the same.

6. All Candidates will appear for counselling at the “Admission Center” specified by him/her in the application

form at the time and date mentioned in the schedule ANNEXTURE IV; along with all documents required

“in original” and “the Bank Challan (MASA Copy)” of payment of “Part Tuition Fees” mentioned above.

7. No change in the “Admission Centre” specified by him/her in the application form shall be permitted.

8. Candidates who do not report on time specified in the schedule and/or fail to submit all documents

required “in original” and “the Bank Challan (MASA Copy) ” of payment of “Part Tuition Fees” shall be

excluded from MASA CAP. They shall not be considered for allotment of seat in Round 6 (Vacancy Round)

9. Candidate shall appear before the “Admission Centre In Charge” as per his/her merit number and shall

exercise his/her choice of seat from amongst all available seats at that time by writing the code for that

seat and put his/her signature on the acceptance form. Each Candidate will be allowed a time of 2 minutes

to make his/her choice, failing which he/she will be disqualified from the MASA CAP. The candidates are

advised to study availability of seats which is displayed dynamically before appearing for counselling.

10. The “Admission Centre in Charge” shall upload the choice of seat of the Candidate and issue a print out

with his/her signature & seal of allotment of seat to Candidate.

11. Candidate shall have to remain present at the time of allotment of seat to exercise his/her choice of seat

and under no circumstances his/her representative shall be allowed exercise his/her choice of seat in

absence of Candidate.

12. Only one person may accompany the Candidate to help him/her at the time of allotment.

1.32 Stage-XIV: The Procedure for filling up vacancies at the end of Round 6 (Vacancy

Round):

Vacancies if any at the end of Round 6 (Vacancy Round) may be filled by Institution as per the guidelines

mentioned in ANNEXTURE V

Documents required at the time of confirmation of Application form:

Attested photocopies of the certificates are required to be submitted at the time of confirmation of

submission of Application form and also required all Original documents for verification.

Note:

• At the time of application Original documents should not be submitted. The candidates reporting for

admission should have these certificates in original at the time of appearing for counselling in rounds 1 or

6 through MASA-CAP at the respective institutes:

• The candidates have to refer to the detailed schedule for the admission activities of the institute for which

the seat is allotted.

University fees:

The candidates shall be required to pay the fees as prescribed by the concerned University from time to

time.

Securing Admission, Cancellation of admission, Refund of Fees:

1.33 Securing Admission:

• The candidate shall secure admission by paying necessary tuition fee and submit original certificates.

In case candidate fails to submit any of the original documents within the permissible time limit, (i.e.

4 working days after the date of admission) the admission shall be treated as cancelled.

• Last date of admission will be the date as permissible by the respective Universities / COA.

1.34 Cancellation of admission

• Before he/she applies for cancellation, a candidate should have secured admission.

• The candidate desirous of cancelling admission shall apply for cancellation in the Proforma - D only.

The candidate shall pay cancellation charges by Demand Draft of Rs. 1,000/- drawn in favour of “MASA,

payable at PUNE”.

1.35 Refund of fees:

1.35.1 All the fees to be refunded to the candidates will be returned after the end of Round 6 of MASA

CAP. Candidates will have to submit details of their Bank Account to facilitate direct transfer of

refund amount to the candidates’ bank account.

1.35.2 In case the student cancels his admission refund of fees and administrative charges will be

recovered as:

• Request for cancellation of admission is received before the date of start of academic session and

the seat could be filled by the Institute before the cut-off date - Entire

fee less Rs. 1000/-

• Request for cancellation of admission is received after the start of academic session and the seat

could be filled by the Institute before the cut-off date Entire

fee less the total fees (i.e. Tuition, Development & Hostel Fees) on pro rata basis.

• Request for cancellation of admission is received before/after start of the academic session and the

seat could not be filled by the Institute before the cut-off date: No Refund (except the security

deposit)

Note:-

1. Entire amount of Security/Caution Money Deposit is to be refunded to candidate.

2. For the calculation of amount on the pro-rata basis, one month shall be treated as one unit e.g. if the

candidate cancels the admission on third day after start of the academic session and the seat is filled

on/before the cut-off date, then cancellation amount will be total fees/12 or Rs. 1000/-, whichever is

higher.

3. The candidate who has secured admission under reserve category and has not paid any fee, shall pay

Rs. 1000/- as cancellation charges.

Undertaking:

All candidates who have applied for admission shall be deemed to have submitted the following

undertaking:

• I have read all the Rules of Admission and after understanding these rules thoroughly, I have filled in the

application form for admission for the current year.

• The information given by me in my application is true to the best of my knowledge and belief. I understand

that if any of the statements made by me in the application form or any information supplied by me in

connection with my admission is later on at any time, found to be false or incorrect, my admission will be

cancelled, fees forfeited and I may be expelled from the college by the Principal.

• I have not been debarred from appearing at any examination held by any Government constituted or

statutory examination authority in India.

• I fully understand that the allotment of a course will be made to me depending on my inter se merit, order

of options given by me and availability of a seat at that point of time in the stage.

• I understand that no document after the last date of submission will be entertained for the purpose of

claims or concessions etc. in connection with my admission unless otherwise mentioned in the rules.

• I am fully aware that the Competent Authority or its representative will not make any correspondence with

me regarding admission. I am also aware that it is entirely my responsibility to see the notices on the notice

boards of concerned Institute and relevant websites for the allotment.

• I am aware that any rule imposed by the University such as 'imposing limits on the number of attempts

permissible to pass any examination' shall be binding on me.

• I hereby agree to confirm to any Rules, Acts and Laws enforced by Government and I hereby undertake

that, I will do nothing either inside or outside the college which may result in disciplinary action against me

under these rules, acts and laws referred to.

• I fully understand that the Principal of the college where I would be admitted, has a right to expel me from

the college for any infringement of the rules of conduct and discipline prescribed by the college or

University or Government and the undertaking given above.

• Condition of minimum attendance: I am fully aware that, I will not be allowed to appear for the examination

if I do not attend minimum 75 per cent classes of theory, studios, workshop etc. I am also aware that I will

not be allowed to appear for the examination, if I fail to submit satisfactorily all the assignments, journals,

drawings, reports as specified by the University within stipulated time limit.

• Any Acts or its amendments which may be published from time to time or Judgments by Hon. Courts of

India will be applicable to Candidates and Institutes covered under these rules of admission.

ANNEXURE - V

Guidelines for the Admission Process to be carried out by Unaided Institutes of MASA at

Institute Level for:

All Unaided Colleges, except those institutes which are having minority status: 20% seats out of the total

Sanctioned Intake mentioned in ‘Details of Institute’ are available for allotment at INSTITUTE LEVEL.

All Unaided Colleges which are having minority status: 75% OR remaining % seats out of total sanctioned

intake as mentioned above and in ‘Details of Institute’ are available for allotment through INSTITUTE LEVEL.

1.36 Eligible candidates:

• All candidates who are eligible for the admission as per the eligibility mentioned in Rule no. 1.9.

• Seats available: The vacant seats within sanctioned intake.

1.37 Admission process at Institute level:

• ALL THE SEATS TO BE FILLED UP AT INSTITUTION LEVEL SHALL BE OFFERED TO MAHARASHTRA STATE

CANDIDATES FIRST THEN TO OUTSIDE MAHARASHTRA CANDIDATES.

• The principals of the respective unaided Architecture Colleges shall invite applications for the seats

available by giving appropriate publicity through their website. Institutes are required to mention the

name of their website in their prospectus/brochure. Vacancies are also to be displayed on the notice

board of the Institute. Detailed schedule of the admission process is also to be displayed.

• Aspiring candidates fulfilling the eligibility criteria shall apply directly to the Principal of the respective

colleges for admissions. These admissions will be made in a transparent manner and strictly as per the

merit of the candidates who have applied to the institute.

General Notes:

• The allotment list will be available to the institute through their Institute Login. The Institute should

update the information of the reported candidates, allotted under CAP on the same day on which the

candidate is reporting.

• The principal of the institute also has to update the list of admitted candidates on MASA website

through their institute login clearly indicating the stage of their admission like CAP, Maharashtra

PROCEDURE OF PAYING APPLICATION FEES:

1. The Candidate should download and print the application form and the “Pay in Slip” for “APPLICATION FEE

Rs. 1,200/-” from MASA website - www.maharch.org.

2. The Candidate should fill in his/her details in the “Pay In Slip for APPLICATION FEE Rs. 1,200/-” and remit

an amount of Rs. 1,200/- (in cash – non-refundable) in any of the ICICI BANK branches

3. The Bank will retain the CHALLAN marked as “(To be retained by the ICICI Bank Collecting Branch)”, and

return the other two CHALLANS to the Candidate.

4. The Candidate should fill in his/her details in the APPLICATION FORM, and attach the CHALLAN marked as

“(To be attached with the Application Form at the ARC)”.

IMPORTANT:

In the Bank Pay in Slips, The details of CANDIDATE should be filled in and not of PARENT or

REPRESENTATIVE.

Procedure of paying Part Tuition Fees PRIOR TO APPEARING FOR COUNSELING.

1. All Candidates EXCEPT BACKWARD CLASS CATEGORY CANDIDATES will be given PRE FILLED “Pay in Slip”

for “PART TUITION FEE Rs. 30,000/-” when they confirm the submission of Application form at the

ARC.

2. All Candidates EXCEPT BACKWARD CLASS CATEGORY CANDIDATES should remit an amount of Rs.

30,000/- (in cash) towards PAY PART TUITION FEES in any of the ICICI BANK branches, PRIOR TO

APPEARING FOR COUNSELING. The Bank will retain the CHALLAN marked as “(To be retained by the

ICICI Bank Collecting Branch)”, and return the other two CHALLANS to the Candidate.

3. All Candidates EXCEPT BACKWARD CLASS CATEGORY CANDIDATES who fail to submit “the Bank

Challan” of payment of “Part Tuition Fees” shall be excluded from MASA CAP. They shall not be

considered for allotment of seat in Round 1.
