3. Why do you want to serve in this position? I want to be proactive in engaging with Lynnwood and its various local

communities to help facilitate communication on how Lynnwood will serve its current and future residents and to help shape the growth Lynnwood is experiencing towards a future that is healthy, safe, and enjoyable. On top of this, I am a relatively new resident to Lynnwood, having grown up in Snohomish County (just south of Mill Creek) and then bounced around the area. Having started a family and purchased a house here in Lynnwood, I am looking for opportunities to put down roots and contribute to the community. I am interested in urban planning and community engagement (more on that below in question 6) and I think that I could make a contribution as a member of either board/commission I have indicated.

4. What do you perceive as the role of the Board or Commission in the

community? I see Lynnwood’s Boards and Commissions as providing two broad services,

those being 1) a contact point for the public and 2) providing assistance to the leadership and staff of the city. By being that point of contact for the public and providing them with an opportunity to engage in decision-making and community building, the Boards and Commissions play an important role in facilitating communication with residents and channeling feedback to the city. Beyond just facilitating public communication, the Boards and Commissions have the opportunity to add to the conversation, providing their own feedback, perspective, and legwork to City leadership and staff.

5. How would you represent the interests of the Community? - I will again touch on the idea of facilitating conversation, which I think is very

important as it entails active listening and engagement with ideas as they come in, not just to evaluate an idea but also to fully unpack it and understand the priorities and intentions within the perspective.

- Being open and welcoming to new ideas that I encounter and to the people who bring them with their unique context and background.

- Experience places and events from around the city to see what Lynnwood residents and visitors are doing, seeing, experiencing. Engage in City events.

6. What experience or education do you possess that you believe would be

helpful? My educational background is in Planning. I earned a B.A. in Community,

Environment, and Planning with a minor in Landscape Studies from the University of Washington. This was a program that took a collaborative approach to studying community and environmental issues from a planning perspective. My particular focus was on how the green and built environments shape the people in them and, conversely, how people shape those environments.

10+ years’ experience working in the fields of environmental restoration, community engagement, and, in the last year, land use planning. Currently working as a Municipal Liaison to jurisdictions around Snohomish County for Puget Sound Energy. General work includes franchise negotiation, conflict mediation, and code review.

Past volunteer work: ROOTS Friday Feast, WSU Master Gardener Program, EarthCorps, Homewaters Project, Philanthropy Chair Phi Kappa Tau, Lakewood Elementary after school tutor – I am experienced with engaging a wide range of the public on various topics and enjoy doing so.

7. What has been your experience with committees or boards in Lynnwood? I have attended a couple Planning Commission and Parks and Rec meetings. I

keep an eye of the agendas to see what Lynnwood is currently looking at and to identify opportunities for me to learn more about Lynwood and/or local planning efforts.

8. Is there anything else you would like to tell us? To speak to my prioritization of choices, the deciding factor for ranking two

positions I find equally interesting was that, whereas the Parks Board has a lot of direct overlap with my enjoyment and experience with the green environment, the Planning Commission engages with a broader range of topics. That range of topics would expand and challenge my knowledge/experience, and that particular aspect adds a level of interest for me on top of learning about Lynnwood and contributing to the community. I would be happy with either position and I certainly don’t see working in one as an obstacle to working in the other at a later point in time.

Please note that I am interested in serving on two committees: Arts

Commission & Salary Commission (designated AC & SC). Arts Commission: I would enjoy the opportunity to get involved as a City of Lynnwood Arts

Commission member. I enjoy the arts and look forward to Lynnwood continuing to grow more vibrant and inclusive using the art mediums as an expression of our interesting community history, our present and our vibrant future. Art is a unique expression that builds community and joins people together in harmony as neighbors and friends. It has the capacity to build pride and connection between the many diverse cultures that make up our demographic here. It acts as a conduit to inspire the visitors who come here to shop, conference, dine and explore.

I am proud of my past experience working as a member of the art selection

group following construction of the Lynnwood Conference Center, Using the 10% for the Arts funding, we selected the two major art installations that were designed, created, and constructed – and I am pleased that they both remain impactful and enjoyed by our community to this day.

I am a professional (mixed media, encaustics, and calligraphy) artist myself

and currently teach as a workshop instructor for the K-12 youth at Edmonds Heights in Edmonds School District.

I am a member of several artist groups and take on leadership roles for events

and activities of these groups: WAX on Washington: Encaustic Artists - member; WAH: Women Art & Heart – Lead coordinator; Artists Connect (Edmonds, WA) Art Splash Marketing Coordinator & Silent Auction Director since 2018.

Salary Commission: I would like to be a part of this short-term planning group as an opportunity

to assist in updating existing policy by determining a fair and equitable salary structure for the Mayor and City Council members. I have lived here for almost 32 years and am becoming more invested in learning about our city politics and core services.

I have a projects management background in the private sector and have also

served as a director within the non-profit sector. In both of those capacities, I had the opportunity to create & adhere to complex organizational budgets.

I am an impartial advocate for fair wages and value the importance of our key leadership positions. I would work to ensure consistency and best practices in evaluating whether Lynnwood is in sync with neighboring communities in how we currently compensate these leaders.

4. What do you perceive as the role of the Board or Commission in the

community? Arts Commission: This group is the connector of people to art as an experience or moment that

shines a marvelous light on this place we call “home”. This community is very culturally-diverse and art is one way to bridge our differences. It coaxes our emotions into acknowledging that art enlivens us – it lives and breathes in all of us. Art calms, it excites. It is quiet; conversely it is bold, bossy and in-your-face loud. Art fosters awareness. Art heals.

Salary Commission: I have an attention to detail that is an asset in looking apples

to apples at what neighboring communities are doing to remain fair and current with living wages commensurate with the job descriptions of our community leadership. Attracting competent professionals to these roles is critical to our success as a city poised for big growth and change with the building of a strong city core, infrastructure needs, and the impending light rail station plans.

5. How would you represent the interests of the Community? AC: I would advocate for frequent local activities that celebrate the arts. A

vocal and engaged commission can work to get more people involved as artists or art enjoyers (Art Walk Map; Lynnwood art studio tour; a seasonal or on-going artist’s cooperative) and increase awareness of existing structures, installations or local venues that display art. Lynnwood has a lot here that isn’t well shared or easily discovered.

SC: I am a resident of Lynnwood since 1988 so I am invested in the community

as a stakeholder. I am involved in many groups and activities that keep me in proximity to other Lynnwood residents. I am a connector – I am a good listener and I connect people.

6. What experience or education do you possess that you believe would be helpful?

AC: I am a lifelong learner and learn by doing. I teach. I create. I am a living

ambassador for the importance of visual and performing arts as a means of effectively strengthening bonds within a community of people.

SC: I have been a non-profit Executive Director and have worked in the

medical field as a hiring agent and trainer for complex systems. I have been involved in practice projects management since 2005 creating systems, efficiencies and large-scale projects; small business development for private practice physicians.

I have the analytical skills necessary to discern large amounts of information.

I’m not shy about asking for information. I am a genealogist by hobby so I am proficient at locating needed information.

7. What has been your experience with committees or boards in Lynnwood? AC & SC: I was appointed as a member of the 10% for the Arts committee (in 2006?)

that chose the two artists (Rick Mullarky & Doug Hansen) who would work to create the 2 permanent installations at the Lynnwood Convention Center. I really enjoyed that short-term project.

I have attended City Council Meetings since 1988. My first hearing was as a

new homeowner with horses pastured nearby (expecting a baby) and working with a well-organized neighborhood committee to come before

Council regarding planned zoning change to the single-family neighborhood I lived in. The discussion was lively and terse. Ultimately it was fruitful and single-family zoning won out over multiple-dwelling changes that would have significantly changed the fabric of things in my local area north of Alderwood Mall.

I was a motivated backyard chicken coop idealist and key supporter of the

process to overturn a no-chickens ordinance in the City of Lynnwood about 10 years ago. The process took 2 years to finally be solved (yes, we can now keep chickens as backyard pets & egg buddies) and it was a great opportunity to be witness to the behind-the-scenes committee work necessary to consider the pros and cons of a big decision that updated the policy in our city.

3. Why do you want to serve in this position?

It may sound corny but I really believe in citizen involvement and volunteering. I

have been looking for a way to get involved and help serve the city of Lynnwood. I’ve lived and worked in (and around) Lynnwood for most of my life and this is a great opportunity for me to give back.

4. What do you perceive as the role of the Board or Commission in the

community?

I see the role of boards and commissions as one of support for our city government. By engaging active and dedicated local volunteers, Lynnwood is able to address some of the needs of the city in a grassroots way. People volunteer and the city provides a framework for them to make a positive difference.

5. How would you represent the interests of the Community?

6. What experience or education do you possess that you believe would be

helpful?

I have a BA in Political Science and a Masters Degree in Education. Most of my professional experience is as a certified teacher and high school basketball coach. Being someone that has studied and taught civics, I understand the importance of the social contract between a government and its citizens. We pay taxes in exchange for certain services. The city council and mayor are one of the main conduits of that contract.

7. What has been your experience with committees or boards in Lynnwood?

My only current experience was to attend a meeting for the History and Heritage board. This would be my first position.

8. Is there anything else you would like to tell us?

I’m just seeking a way to serve and help Lynnwood. I’ve taken a keen interest in city politics over the last few years and I try to attend and observe city council meetings at least once per month. I am also a proud graduate of Lynnwood University and going through that program helped inspired me to learn more and get more involved in Lynnwood. This agenda item provides for Council review of the planning calendar for preparation of the 2021-2022

biennial budget.

POLICY QUESTION(S) FOR COUNCIL CONSIDERATION:

The Revised Code of Washington (RCW) is ambiguous regarding the number of public hearings required

prior to adoption of municipal budgets. The Municipal Research and Services Center (MRSC) offers the

opinion that RCW calls for more than one public hearing. Accordingly, for the 2017-2018 and 2019-

2020 budgets, Lynnwood has included two public hearings, and the draft calendar for 2021-2022 continues

that practice--but advances the first hearing to September to allow for earlier public input. This first hearing

would occur before the issuance of the Mayor's preliminary budget and therefore would focus on budget

objectives and forecasted revenues.

Is the draft calendar appropriate as written?

ACTION:

At a future Council business meeting, approve the attached resolution and calendar.

BACKGROUND:

During even-numbered years, the City prepares and adopts a biennial budget. The Lynnwood Municipal

Code calls for adoption of a budget planning calendar by January 31.

RESOLUTION NO. 2020-__

A RESOLUTION OF THE CITY OF LYNNWOOD, WASHINGTON, ADOPTING THE PLANNING CALENDAR FOR THE 2021-2022 BIENNIAL BUDGET.

WHEREAS, in accordance with Chapter 35A.34 RCW and Chapter 2.72 LMC, the City has adopted a biennial budget process; and

WHEREAS, by January 31st of even-numbered years, LMC 2.72.020 calls for the adoption by resolution of a planning calendar for the preparation and adoption of the biennial budget; and

WHEREAS, this Resolution complies with Chapter 2.72 LMC and with Washington State Law governing the use of biennial budgets; now therefore

THE CITY COUNCIL OF THE CITY OF LYNNWOOD DOES RESOLVE AS FOLLOWS:

Section 1. Adoption of 2020 Planning Calendar the 2021-2022 Biennial Budget The events and dates specified by Exhibit A to this Resolution shall comprise the 2020 budget planning calendar for the 2021-2022 biennial budget. Section 2. The City Council shall retain its full authority to modify or amend the planning calendar as the Council deems necessary, and in a manner consistent with applicable law, adopted policies, and standard practices.

This resolution was adopted by the City Council at its meeting held January __, 2020 at the City of Lynnwood Council Chambers. RESOLVED this day of January 2020.
