They offer a huge breadth of provision that sets up their students for exciting and truly beneficial careers which will drive our economy.

The achievement record of Lowestoft Sixth Form College is impressive and the latest published results place the College as the top performing sixth form in the country on the Department for Education performance tables for student progress score in A level and academic performance. Lowestoft Sixth Form College and East Coast College are both successful providers of further education and we serve our respective communities well. Collectively we have over 5,000 students (aged 16+) and achieve good results at all levels. In January 2018, Lowestoft Sixth Form College was recognised as the top performing sixth form college for student progress score in A levels and academic performance, on the Department for Education performance tables.

As Chairs of the governing bodies of both Colleges, we want to offer Lowestoft and Great Yarmouth a forward-thinking plan that addresses the needs of local students, parents and employers, and which will act as a catalyst for local and regional economic prosperity.

Education brings hope for the future, developing the inherent talents of students and raising aspirations. Our shared aim is to preserve and expand the

excellent academic offer of Lowestoft Sixth Form College and the much valued technical and professional education and training of East Coast College. In the face of significant reductions in public-sector funding we have successfully managed the impact of budget cuts to date, but it is clear that pressure on funding is likely to increase.

We therefore bring forward our proposal to merge as an innovative solution that will provide dynamic opportunities for growth, with the new combined College being at the centre of economic and cultural regeneration. We recommend it to you.

For us, the key benefits of the merger are that:

• Together, combining the complementary strengths of both organisations, we can offer a wider, richer range of academic, technical and professional opportunities to school leavers, adults, higher education students and the business community;

• The sixth form college will continue as a separate entity within East Coast College, retaining its unique identity and high quality delivery;

• We will be able to enhance the training, bespoke courses and apprenticeships offered to employers, and build a stronger partnership with industry;

• We can create an organisation with a combined annual turnover of around £23 million, which will enable further investment in learner resources and facilities, and ensure the continuity of good local provision;

YOUR VIEWS ARE IMPORTANTThis is an exciting opportunity to expand choice and widen the educational offer for existing students, prospective students, employers and the wider community in East Norfolk and North Suffolk.

The approval process for the proposal to merge Lowestoft Sixth Form College and East Coast College is being conducted in an open and transparent manner fully meeting statutory requirements. Public consultation is an essential part of that process and everyone in the community is being given the opportunity to take part and put forward their opinions.

We are now seeking comments on the merger proposal outlined in the following pages. At the end of this document is a questionnaire with details of how you can give us your views. Any responses, together with other information, will be given full consideration in the development of our final plan.

The deadline for supplying your views is midnight on Friday 4th May 2018.

to be in the top 10% nationally • Rich STEM (Science, Technology, Engineering

and Maths) offer that addresses regional skills needs: A levels in Biology, Chemistry, Physics, Maths, Further Maths and BTEC Extended Diplomas (and Diplomas) in Applied Science, Medical and Forensic pathways. Performance of many of these subjects are the highest performing, or equal to the highest performing, departments in the country as judged by ALPs.

PROFILE OF LOWESTOFT SIXTH FORM COLLEGE

Lowestoft Sixth Form College welcomed its first cohort of students in September 2011 and since then has quickly built a strong reputation for academic achievement and effective pastoral support. This was recognised in the College’s recent Ofsted inspection (June 2015), in which it was awarded a rating of good in all areas including:

• outcomes for students • quality of teaching• learning and assessment• effectiveness of leadership and

management• overall effectiveness

The College’s specialist teachers were particularly praised, with inspectors noting that “enthusiastic teachers have high expectations of what students can achieve” and “well-qualified teachers convey their subject with passion”. More recently the College achieved 100% pass rates in A Level and BTEC Diploma and is the top performing sixth form college in the country on the DfE performance tables for student progress score in A level and academic performance. With over 740 students, the College is a friendly and welcoming place and

able to offer many courses and combinations across A level, BTEC and GCSE, whilst remaining small enough to provide the kind of close individual attention that ensures every student feels unique.

The College’s mission is to enable students to achieve well and to progress on to exciting futures. Through specialist mentoring, students gain not only vital qualifications but also something extra: the inspiration and confidence to excel. It is a focus on developing valuable transferable skills through work experience and other enrichment activities that enables students to successfully secure the kind of job or further training they really want.

Progression to university from the College is excellent; the College is consistently above the average for the Eastern England region, which constitutes a significant achievement for all those college leavers, the vast majority of whom will have been the first in their family to go to university. The College offers a prestigious “high-flyers” programme which includes specialist support for those aiming for Oxbridge and highly competitive courses at other institutions.

Lowestoft Sixth Form College’s £25 million purpose-built campus features impressive science laboratories, art rooms, music and multimedia suites and performance spaces, all of which have been specially designed to support learning, and over £1.3 million has been invested in the College’s IT infrastructure and equipment to

provide an exceptional service, including full Wi-Fi coverage. In addition, a partnership with Waterlane Leisure Centre provides students with free access to a 25-metre swimming pool, fitness suite, six badminton courts and a fully equipped sports hall, and the Barnards Centre Point also offers students at the Sixth Form College the use of its 3G football pitch.

The College has a prestigious A+ programme which supports students in their successful applications to Oxbridge and high quality Russell Group universities. It has an outstanding record of student progression to over 50 universities across the country, as well as to employment and apprenticeship opportunities.

PROFILE OF EAST COAST COLLEGE

East Coast College was formed on the 1st August 2017 from a successful merger of Great Yarmouth and Lowestoft Colleges. East Coast College is an established Further Education College offering fantastic depth and breadth of subjects and vocational training – turning passions into professions.

Both the Great Yarmouth and Lowestoft Campuses are based in areas of high deprivation. As such the College feels a particular responsibility to focus on developing careers and offering students the best chance of success in progressing on to higher education or into employment.

The proportion of pupils leaving Great Yarmouth and Lowestoft schools with 5 GCSEs at A*–C is consistently below average for both Norfolk and Suffolk and nationally.

The role of the College is therefore increasingly important in raising aspirations, providing good-quality technical and professional training opportunities, promoting community cohesion and contributing directly and indirectly to the growth of

the local economy. The College is underpinned by a strong set of common values and is recognised as both friendly and ambitious. Student support is excellent and has recently been enhanced by an innovative focus on improving student wellbeing. New Programmes of Study have enabled a redoubled focus on employability skills and students being able to access work experience. Over the last four years the College has successfully invested over £14 million in enhancing student learning environments, including a new library, English and maths suites and social spaces, plus a Fitness and Wellbeing Centre. Currently under construction at the Lowestoft Campus is a specialist Energy Skills Centre to support skills education and training for the engineering and energy industries, through a commitment of £10 million of capital investment from the New Anglia Local Enterprise Partnership.

Each year East Coast College teaches over 1,200 16-18 year olds on full-time programmes across a range of specialist professional and technical subjects, including BTECs and NVQs.

The College offers courses in almost all Further Education sector subject areas. Around 400 higher education students achieve their degrees via a partnership with the University of Suffolk, and their higher education offer is expanding each year. The College also provides vocational education opportunities to pupils at local schools.

East Coast College is the leading provider of apprenticeships through enhanced relationships with the

local business community; it also offers Higher Apprenticeships and Degree Apprenticeships are also being developed with the University of Suffolk. East Coast College has a good commerical offer and is recognised both nationally and internationally as a specialist centre of provision in developing and training in skills related to the maritime, engineering and energy industries, working with a wide range of local and national employers. In addition, the College has been making the most of the fact that in 2011, Great Yarmouth and Lowestoft were made one of the only six areas in England to be designated a Centre for Offshore Renewable Energy (CORE).

RATIONALE FOR CHANGE

Along with seven other post-16 educational institutions, both colleges have been involved in the Area Review of Post-16 Education and Training in Norfolk and Suffolk which concluded at the end of March 2017.

This wide ranging review of Colleges was jointly chaired by Dr Peter Funnell (a former President of the Suffolk Chamber of Commerce and a member of the Skills Board of the New Anglia Local Enterprise Partnership) and Richard Atkins (the Further Education Commissioner), with a steering group comprising;

• Each College’s Chair of Governors and Principal.

• Representatives from Norfolk County Council, Suffolk County Council, The New Anglia Local Enterprise Partnership and Jobcentre Plus.

• The Regional Schools Commissioner.

• Representatives from the funding bodies (recently combined as the Education and Skills Funding Agency) and the Department for Education (DfE).

The proposal for a merger between the Lowestoft Sixth Form College

and East Coast College (formerly Great Yarmouth College and Lowestoft College) was one of a number of recommendations arising from that Area Review.

The specific recommendation from the Area Review for Lowestoft Sixth Form College was to merge with East Coast College. Set out below are two key quotes from this report:

• “The planned merger between Great Yarmouth College and Lowestoft College to be completed in 2017 to form East Coast College, with Lowestoft Sixth Form College joining the merged college in 2018”.

• “The inclusion of Lowestoft Sixth Form College in the planned merger between Great Yarmouth College and Lowestoft Colleges will build greater financial resilience, reduce competition and support the development of a broader, more relevant academic and vocational/technical offer for the area with a strong STEM focus”.

Since 2009 there has been considerable pressure to reduce public spending and the country’s annual budget deficit has meant that there are funding pressures across the public sector. Not least these pressures have been felt in education and in particular have affected the funding of education and training for 16-19 year olds. Additionally, the Sixth Form College sector has experienced the impact of demographic decline, increased competition from school/academy sixth forms and the rise of apprenticeships and vocational routes to university.

These factors, when combined with unfunded increases in pension and National Insurance contributions and the National Minimum Wage, haveunsurprisingly resulted in difficult financial conditions for small Sixth Form Colleges and their ability to stand alone and remain financially viable.

In that context Lowestoft, as a small Sixth Form College, has engaged in a lengthy and comprehensive strategic evaluation - both before

and during the Area Review referred to above - and has concluded that the opportunity to merge with East Coast College is the only viable option within the terms of the Area Review, leading to a single, financially strong institution that can meet key financial benchmarks. The combined College will then be best placed to build on the respective strengths of its constituent parts in continuing to provide high quality education in East Norfolk and North Suffolk.The two Colleges have identified many benefits from their proposed merger, including:

• a wider, and more accessible, range of progression routes into Higher Education, Higher Apprenticeships and Degree Apprenticeships;

• an improved student experience as a result of sharing staff expertise ;

• meeting the full range of skills identified by employers in East Norfolk and North Suffolk;

• increasing progression to Higher Education.

‘To attain our goal of more high-value jobs and more productive businesses, we need to improve our skills system. Our businesses tell us they struggle to find skilled employees, especially for the scientific and technical jobs in our high-impact sectors. At the same time our universities tell us there needs to be more higher-level opportunities for their graduates.’

MERGER PROPOSAL

We are exploring a potential merger in order to ensure the continuation of a broad learning offer in East Norfolk and North Suffolk to meet local needs. We intend to increase and enhance the choice and breadth of A levels, further education programmes, apprenticeships and degree level courses.

The vision is to create a resilient organisation that is financially sustainable and serves its local community by offering high quality education and training. The combined institution will provide local delivery to East Norfolk and North Suffolk in particular by widening the choice of courses available to local students.

It is proposed that Lowestoft Sixth Form College will merge with East Coast College through what is known as a Type B merger, with the Corporation of Lowestoft Sixth Form College being disbanded as a legal body (a process known as “dissolution”) and with its assets and liabilities transferring to East Coast College. Staff will likewise transfer to East Coast College.

The formal name of the merged college will be East Coast College but Lowestoft Sixth Form College will continue as a separate entity.

The detailed business plan for the merged institution is being carefully developed and the staffing structure that forms part of it will be subject to appropriate consultations with trade unions and staff.

The proposed date of the merger is 1 August 2018.

The merger process is being overseen by a Joint Task and Finish Group of Governors and leaders from both organisations.

By coming together our Colleges will be able to fully capitalise on their individual strengths, which in union promise to forge the foundation of a really strong educational future. That each of our institutions are already doing well is evident across a range of measures:

Student outcomesOverall student achievement rates at Lowestoft Sixth Form College are significantly higher than the provider-group average. Progression into work and higher education is also strong, with around 800 students from the Colleges going on to apprenticeships in 2017.

Curriculum offerCollectively, the Colleges provide a rich and varied offer from entry level through to Level 7 across a full range of academic, vocational, technical and professional qualifications.

Our vision is to create a merged College that will consolidate the best practices of Lowestoft Sixth Form College and East Coast College.

We will retain the Sixth Form College identity and ethos whilst providing a one stop shop for all 16-19 year olds in the area. Our vision is to maintain a strong autonomous sixth form college to continue to function as such providing excellent education and care for 16-18 year olds.

We are proud of our apprenticeship success, we are the number one ranking provider locally in East Norfolk and North East Suffolk. We work with over 1,000 local and regional employers. We will work with agencies and employer-led groups to make a transformational impact, delivering high-quality skills training and developing work-ready attributes in our young people and adults.

We will maintain and continue to develop our A level offer together with universal access to education, including programmes aimed at those with low attainment and students with learning difficulties and disabilities. We will engage with local schools and industry, to create STEM (Science,Technology, Engineering and Maths) ambassadors and internship programmes that support strong progression into Post 16 - education. New technology and online learning will underpin our curriculum.

We will enhance our rich academic and technical STEM offer. The new college will be the biggest provider of energy industry related provision in the region, and will have specialist skills provision for the Engineering, Wind and Oil and Gas sectors. Building on our current strengths in Engineering Operations and Maintenance we will provide clear routes to higher technical and professional roles. With £10 million capital investment committed under the new Growth Deal for Lowestoft, we have aspirations to become a specialist regional and national centre, further ensuring we provide graduates whose skills are in line with the existing needs of the energy sector, and who are ready to contribute to its future expansion plans.

As a partner of University of Suffolk we will raise local participation in and aspiration towards higher education, delivering a rigorous academic curriculum that supports participation for all. We will inspire our students and enable more of them to access higher education, which will address the higher professional skills shortage identified by the New Anglia Local Enterprise Partnership.

Building on a strong reputation in specialist commercial work we will expand in current and new markets with a range of business services, from management courses to NVQs in the workplace, to regulatory and health and safety training. With a high intake of international students we have a strong platform upon which to grow our international maritime provision – currently at Level 7, our courses are already unmatched within the region, and we are one of only six specialist centres in the UK that offer this area of the curriculum.

• Improve still further in each location the standard and quality of the education we currently provide separately with the aim to achieve an “Outstanding” Ofsted grading.

• Widen the breadth and range of provision in East Norfolk and North Suffolk to more fully serve the needs and aspirations of young people.

• Increase the number of progression pathways available to students to help them meet their individual aspirations.

• Ensure a skilled, local workforce for both established industries and priority growth sectors identified by the New Anglia Local Enterprise Partnership.

• Lowestoft Sixth Form College and East Coast College will publish a summary of consultation responses received and, where relevant, their shared intentions to address the nature of such responses.

• Lowestoft Sixth Form College and East Coast College will both consult with their recognised trade unions in respect of the merger, and particularly in relation to the transfer of Lowestoft Sixth Form College employees to East Coast College, so as to satisfy obligations under relevant legislation.

• The consultation will comply fully with all statutory requirements for the proposed ‘dissolution’ (ie disbanding) of a College Corporation as a legal body: these will be applicable, as noted above, to Lowestoft Sixth Form College.

Statutory Consultation Notice issued by Lowestoft Sixth Form College on 31 March 2018

The Corporation of Lowestoft Sixth Form College hereby gives notice inaccordance with the provisions of the Further and Higher Education Act 1992 (as amended by the Apprenticeships, Skills, Children and Learning Act 2009 and the Education Act 2011 and the Sixth Form College Corporations (Publication of Proposals) (England) Regulations 2012 (S1 2012 No. 1158) of the proposal that Lowestoft Sixth Form College (of Rotterdam Road, Lowestoft, Suffolk NR32 2PJ) be dissolved and that its property, rights, assets and liabilities be transferred to East Coast College, St Peter’s Street, Lowestoft, NR32 2NB.

Lowestoft Sixth Form College provides education for 16-19 year old students (mainly ‘A’ Level and Level 3 BTEC courses). The number of funded students enrolled for 2017/18 is 743 who are all full-time. Dissolution of the Corporation of Lowestoft Sixth Form College is proposed at the request of the Corporation in order that it may merge with East Coast College to ensure the continuation of a broad learning offer in East Norfolk, and North Suffolk.

The date proposed for the dissolution of the Corporation of Lowestoft Sixth Form College is 1 August 2018. All students enrolled at Lowestoft Sixth Form College at the date of the proposed dissolution will be able to continue their education and complete their courses with the merged College.

The Corporation will consider all responses received by the above date and will publish a summary of the consultation and its outcome by 4 July 2018 (to be available at www.l6fcecc.co.uk) and will be available free of charge to anyone who requests it
