ram The “Chafee Story”

• Foster Care Independence Act passed in 1999• Name of Independent Living Program changed to

John H. Chafee Foster Care Independence Program in honor of the late Senator Chafee

• Senator Chafee served as an officer in the US Marine Corp, as the 66th Governor of Rhode Island, as Secretary of the Navy and as a US Senator

• Senator Chafee sponsored the legislation, recognizing the need for special support and assistance for youth transitioning out of foster care

• He was also a vocal advocate for abused and neglected children

ram The “Louisiana Chafee ETV Story”

• The Chafee Educational Training Voucher Program (ETV) provides resources specifically to meet the education and training needs of youth aging out of foster care

• The program makes available vouchers of up to $5,000 per year for postsecondary education and training of eligible youth

• Department of Children and Family Services (DCFS) has received federal Chafee funding since 2002

• LOSFA began administration of the Chafee ETV program on behalf of DCFS during the 2010-2011 academic year

• Eligibility Requirements

– Be ages 16 to 21; and

• Students receiving Chafee ETV at age 21 may continue to

receive funding until he/she attains the age of 23 (continuous

enrollment required)

– Be in the Foster Care System, or aged out of Foster

Care, or was under legal guardianship, or was in the

Foster Care System and was adopted after age 16;

and

– Be enrolled in postsecondary education; and

– Complete the FAFSA annually

• Or have not attained the age of 23 if receiving Chafee

Postsecondary Institution Responsibilities

• Determine Preliminary Eligibility

– Verify Student’s age

– Determine if student was in Foster Care

• Determine Award Amount– Based upon financial need in accordance with

federal guidelines

• Submit Payment Request– Via the Award System on or after the first day the

student attends classes

• Report Grades– At the conclusion of each semester/term

ram Tips for Successful Chafee ETV Billing

– Submit payment requests ASAP during the semester of enrollment - either via web entry or “paper request” for “over-age” students

– Edit/delete payment requests while in Pending status– Remember to verify enrollment for requests submitted

for “pre-approval”– Review Payment Roster– Follow-up on missing payments by checking the

Payment Error Roster– Submit payment corrections timely
