Councillor Profile Councillor Greg Verdon

It gives me great pleasure to have the opportunity to provide a brief profile of myself and my experience as a first term Councillor. I was born and raised in The Rock the second youngest of 9 children to Arthur and Edna Verdon. I undertook primary schooling at The Rock Central School and secondary education at Wagga Christian Brothers and later Trinity Senior High School. I hold qualifications in Valuation, Property Management and Project Management. I am also a Justice of the Peace. I commenced work with the then Commercial Bank of Australia at Leeton and later in Goulburn where I coached the local AFL team. I then joined the Department of Housing with stints at Deniliquin, Albury and Wagga Wagga and rose to the position of Deputy Regional Manager Riverina, Murray and Far West. I then joined State Rail as the Regional Property Manager and later transferred to the Australia Rail Track Corp (ARTC) in 2004 and retired from that organisation in March 2012. I have been married to my wife Marie for 34 years and we have 3 daughters Angela, Lauren and Sarah. In March this year Sarah married Dennis Pedemont which was a very happy day for us all. I am currently Chairman of The Rock Recreation Ground Committee, Treasurer of The Rock Memorial Bowling Club and on the finance committee for St Mary‘s Parish at The Rock. My main interests include AFL, Golf and Lawn Bowls. I love to play golf and bowls whenever I can and I am a strong supporter of The Rock Yerong Creek Football/Netball Club and Collingwood. Also Marie and I have been fortunate to travel Europe on 3 occasions which as a history buff is very illuminating. In 2012 we travelled to Singapore for the 60 th anniversary of the Fall of Singapore to the Japanese. My mother‘s brother Jim McGrath was killed and is buried in Singapore. We also travelled to Vietnam which I found fascinating and very welcoming. I have always had a strong interest in local government as I believe the decisions made there have a very direct impact on people. In my role with ARTC and State Rail I had extensive exposure to local government as the area I managed meant dealing with over 50 Councils on matters pertaining to heritage, rail and land development, contamination, dust and noise pollution, community leases and property management issues. Following the urging of the mayor and others I nominated for the 2012 election and was fortunate enough to be elected. The fact that I was one of 6 new councilors made the task a little easier as I knew I wasn‘t the only one on a steep learning curve. I have found the role to very stimulating and challenging. We are fortunate to have such a positive group of Councilors who are not parochial but look at what is best for the Shire. There are many vigorous debates but win or lose you accept the decision and move on. My current roles on Council include delegate to Riverina Water and delegate to Riverina Regional Library. Both organizations provide a valuable service to the Shire. The Council is well supported by its senior management team led by General Manager Rod Shaw and I have always found the staff to be courteous and helpful. I would also like to say a special thank you to all the residents who turned out to support the 100

th Commemoration of Anzac. The first Dawn Service at The Rock in a very long time was

well supported by around 250 people and the 10.30 was an even bigger attendance. I am (Continued on page 5)

The Lockhart Branch of Can Assist provides financial assistance to people and their families, of the Lockhart and Urana Shire, and surrounding rural areas affected by a

cancer diagnosis.

The funds raised by the branch remain local, allowing the branch to financially assist those affected by cancer and their families in those communities. Who is eligible for assistance? People who have received conventional cancer treatment such as surgery, radiotherapy, chemotherapy, hormone therapy or immunotherapy in the last 12 months, or have

recently been diagnosed, and face ongoing financial burden.

Congratulations to the local Sub-Branches of the RSL who organised the events and I am also proud of the significant contribution that Council made to ensure the success of this most important event in our Nation‘s history. As you would be aware most of our time now is taken up with ―Fit for the Future‖ submissions. The great response we received from the residents to our public meetings was very heartening and the overwhelming support for Councils strategy was greatly appreciated. We have a very strong and committed community and a Council over a long period of time that has been very well managed. It is important that we fight to retain our identity and keep the local in government. I along with all Councilors are confident that the Rural Council approach is the one best suited for the Shire and all our resources will be targeted towards achieving this goal. What should I know before adopting a pet? If you‘re looking for a new dog, check your local RSPCA, animal shelter or other animal rescue group first. There are many wonderful puppies and dogs out there looking for new homes. But if you can‘t find the right dog for you, or have your heart set on a specific breed, you‘ll need to find a good breeder. There are many things to consider before adopting a pet. Animals are companions rather than entertainment. Selecting the right dog for your family, lifestyle and environment is incredibly important. Take your time to think about what type of dog you are after and what type would be right for you and your family. Adopting a pet should never be on impulse, careful research and planning is essential. Make yourself familiar with the huge responsibility of looking after a pet and consider following points:

Costs – it is estimated that a dog can easily cost up to $1,500 per year for

feeding, regular worming, flea treatment, vaccinating, unexpected veterinary care.

Do you have time to walk/exercise your dog regularly?

Is there enough space in your backyard?

Can you keep your dog secure in your yard?

Do you want to commit yourself for long term – most dogs live between 10 -15 years.

All applications are to be reviewed in a pre-lodgement meeting with the Environmental

Thanks to the hard work of volunteers the old entrance area is now a lovely example of the shopping experience of times gone by this has been made even more realistic by our wonderful Lamson Money Exchange system.

Progress has also been made in the main building with the addition of two wallpaper murals of Brookong Station. These are a big WOW factor which sets a contemporary atmosphere for our exhibitions. New TVs have been installed to show our historic photographs on and will be up and running as soon as we organise the slide shows etc.

Since the opening of the new building in October last year we have had wonderful visitor numbers to our complex with each month showing increases. There is a flow on affect in the town with business having the opportunity to take advantage of these visitors to town. Through the generosity of two volunteers, who are working extra hours, we have started to open on Monday and Tuesday. The visitor numbers for these days have been surprising and show that to take advantage of the advertising and hard work of the Council‘s Tourist Information Officer and the museum advertising, we have to be able to offer services 7 days a week. This also applies to businesses in town which I know is sometimes difficult but to develop as a tourist destination we must be able to offer the facilities that tourist expect.

We would welcome new volunteers at any time. We offer a comfortable, warm environment where you can meet new people and help them enjoy our town and district. We now also have TV facilities which help to make your day go more quickly. Just a few hours per month would be a big help to us.

Thank you to all those who have responded to our Pledge Campaign to raise funds which will allow us to apply for grants to purchase the Billabong Building. As at the end of April we have had approximately $13,000 pledged which is very welcomed, however, we would continue to urge any who haven‘t yet responded to do so as the project will only go ahead if we can gain a good response.

Green’s Gunyah Museum Development The Green‘s Gunyah Museum Development Project was a result of the Greens Gunyah Museum in Lockhart being inundated by flood twice in a period of 18 months. The community have collaborated with all levels of government including Arts NSW, Museum & Galleries NSW and private entities to ensure the future protection of the museum‘s most valuable collections by rebuilding the museum well above the floodline. The main construction work has now been completed with the refurbishment of the old front area nearing completion.

We can already see a huge increase in visitors to the Museum, with a 200% increase in visitors in January alone. This increase of visitors is of benefit to the economy of our town.

The Society thanks all those who have contributed either financially or by joining in the hundreds of volunteer hours that has been needed to achieve our goal so far.

A once in a life-time opportunity has arisen and your financial support is needed to purchase what will be a wonderful addition to the museum complex The old Billabong building and grounds have been offered to the Society at less than commercial value and the Society again asks for your help to raise $60,000+ with

These facilities will greatly enhance the exhibition space and provide a dust free display area for valuable old machinery. The facility will also offer opportunities to develop new exhibits including the town and district‘s recent development and stories.

A fundraising committee has been formed, consisting of interested community members who are endeavouring to source funds from all levels of government. The funding requires the project to have significant financial backing from within the community, therefore we are asking for your help.

Attached is a Pledge Form which will indicate your financial support of this project. If sufficient funds are not raised to attract funding from local, state and national government and other institutions, pledge forms will be returned to you.

Families may also wish to pledge funds in memory of a family member who was a founding or past member of the Society.

Woodhaven Hostel is an Aged Care facility located in Lockhart providing low and high

care assistance for our residents.

Our friendly skilled staff provide a caring and homely environment for our residents with many lifestyle programs, special events and celebrations throughout the year.

Residents are also encouraged to remain involved in external community activities.

Families are encouraged to be involved in the care of the family member and liaise

with staff.

All residents have their own single room with ensuite and have access to lounge and

dining areas

A basic daily care fee is applied to all residents to cover their care, home cooked meals, laundry and recreational activities. This fee is set by the Government and is

reviewed twice yearly.

A Refundable Admission Deposit (formerly known as a bond). Residents are accepted to Woodhaven with or without a RAD, depending on their financial situation. If a

deposit is required, it is fully refundable on departure.

Any additional fees are determined by the Dept of Human Resources.

Our facility is seeking the assistance of volunteers to support our staff and residents with lifestyle programs and we urgently seek assistance to drive residents to

appointments.

Woodhaven currently has 1 permanent room available as well as respite care.

The Local Court Office can be found at 9 Matthews Street, Lockhart

(Council’s Medical Centre).

The office is open the first and third Mondays of each month from 9:to 1:00pm and 2:00pm to

3:30pm.

Services available include: Births, Deaths & Marriages enquiries, family law, apprehended violence orders, advice on procedural matters relating to Court appearances, payment of court fines and civil claims matters. Assistance can be given in the making of Wills. Marriages may also

be conducted.

Works Report:

One grader crew is working on construction project, being Albury Road reconstruction which is 99% complete. This crew will then proceed to gravel resheet of Soldier Settlement Road and then maintenance grading. Another Grader crew is working on the last of the gravel resheets, being Bankvale Road, then will continue with maintenance grading, including Urana Road shoulders. The last grader crew is working on maintenance grading and will also undertake various shoulder grading of sealed rural roads.

Concrete crew is undertaking footpath works in Urana & Burke Streets, The Rock and various pram ramp/footpath improvements throughout the Shire. Council resolved at its meeting 18 May 2015 to replace the footpath at Lockhart Catholic Church, with works planned to be undertaken shortly.

Council has been successful in gaining Fixing Country Roads grant. This involves major culvert works at Braithwaite‘s Creek, The Rock with works commencing in mid/late May 2015. The road will be reduced to one lane with traffic lights during construction works, thus some minor delays are to be expected.

The old public toilet block in Urana Street, The Rock is being replaced with works nearing completion. The

building will be a similar structure however of increased capacity as well as disabled access. Footpath, drinking fountain and information bay will all get enhancements.

Council has also been successful with obtaining grant monies to construction disabled bus stops on Urana Street, either side of the new toilet block. The bus stops will have two new shelters, pedestrian crossings and full disabled access. Detailed design is currently being undertaken with construction works set to commence within the next month. Minor disruptions will be expected within this area.

Flood Mitigation:

Council has been successful in gaining grant funding to commence Stage 3 of the Flood Study process being feasibility study into potential Voluntary Purchase of private property in Lockhart and The Rock, as well as design and costing of various flood mitigation measures in both The Rock and Lockhart. A consultant has been appointed to undertake the design and investigation work and it is expected this process will take minimum of 12 months to complete, with no certainty that of moving into Stage 4 being construction.

A Dump-Ezy RV dump point has been purchased to install at The Rock Rec Ground. The Dump-Ezy is the front end entry point of the waste stream; it is designed to be easily identifiable and user-friendly with simple to follow instructions. Installation by a licenced plumber will be scheduled soon.

Stan Galvin Park:

The new steel and colour bond BBQ structure was completed, including the installation of the double stainless steel BBQ and lighting before ANZAC Day. New picnic tables have arrived and will be installed shortly

Pools:

Repair work will be scheduled shortly to replace sections of badly corroded pipework in the pump shed at Lockhart. While the pipes were open the opportunity was taken to assess the level of corrosion in the underground pipes with a camera. Unfortunately the camera was only able to access a limited section of pipe from this point; this section however only showed a moderate level of corrosion. Further investigation may be possible from the ballast tank when the pool is emptied. Emptying the pool water is not recommended for long periods of time so further investigation will be scheduled during startup preparations for the 2015/16 season to

save on water costs and to minimize the risk of movement in the pool structure.

Lockhart Love Locks:

Landscape work has begun on the chosen site for the Love Locks Arch. The area was cleared and leveled with the assistance of a stone retaining wall, edging and gravel has been installed in a vintage key lock shape. The arch has been mounted in the middle of the gravel key lock, allowing visitors to walk around it to choose the position for their lock. Soil and mulch will be add in the immediate vicinity of the gravel key lock and planted out. Further landscaping of the area and seating will be planned as budget allows. Council staff are also working on a wishing well designed for visitors to discard their keys once their locks are in place.

EE Heckendorf Aviary:

Preparation work has begun to ready the old Aviary site for planting of the EE Heckendorf Memorial Garden. The site has been excavated and new soil spread. The use of bird attracting natives is planned for their low maintenance and to enhance the bird theme that will culminate with the installation of the acquisition prize native bird themed sculpture commemorating Mr EE ‗Curly‘ Heckendorf and signage explaining

Twelve ornamental pear ‗Southworth

Dancer‘ have been purchased to be

planted in Rockliff Court on the blocks

that have established homes. This

hybrid was recommended due to its

reputation for being tough and durable;

it is smaller and markedly different in

form, colour and texture to most pear

cultivars currently available. Most of

the properties in Rockliff Court have

irrigated lawns to the curb which will

assist with the establishment of these

trees.

A trailer mounted boom was hired for a

week to a carry out work that would

normally have to be contracted out at

a much higher cost. Council‘s ability to

do more of its own tree work should

see a significant reduction in

contractor costs to remove difficult

trees; savings can therefore be

redirected to planting of street trees.

Sculpture Trail:

‗My Waratah‘ has been installed at

Cowin Gardens, and will feature some

simple landscaping designed to

enhance the piece, including

aluminium edging, ground covers and

native grasses. Plaques have been

ordered for ‗My Waratah‘, ‗Emu

Family‘ and the yet to be placed

‗Eagle‘. Following consultation with

Lockhart Community Bank, who

funded the purchase of the sculpture

for the community, the preferred

location for the sculpture is raised on a

plinth high amongst the native grasses

on the corner of Urana and Brookong

Streets. The locating of the sculpture

in this area, in a ‗natural‘ habitat with

the eagle poised to swoop, will ensure

maximum impact on visitors arriving to

the town and will be the first

introduction to the sculpture trail walk

for those visitors arriving via Urana.

position will mean all the main arteries

Recent changes to limited liquor licensing legislation Due to recent changes in legislation, approval of functions under a multi-function limited licence holders no longer need to apply to the Independent Liquor and Gaming Authority for approval to hold up to 52 events per year. Instead, licensees will need to provide at least 14 days notice to the local police.

This will ensure police continue to be notified of these events for patrol and operational purposes while reducing the red tape burden and allowing licensees to focus on fundraising and community support. WEED OF THE MONTH - AFRICAN BOXTHORN

Lycium ferocissimum

Distribution: African boxthorn is a spiny shrub from South Africa, introduced to Australia in the mid 1800’s as a hedge plant. African boxthorn is an aggressive invader of pastures, roadsides, reserves, remnant bushland and waterways. It forms an impenetrable, spiny thicket that inhibits the movement of stock and provides a haven for feral animals. Many insects, including fruit fly, the common house fly and the tomato fly, breed in the fruit of

this weed.

It is a serious weed threat in all States. It is also listed as a Weed of National Significance. Within the Lockhart Shire African boxthorn is a class 4 noxious weed. As such, the legal requirements for African boxthorn are: the growth of the plant must be managed in a manner that continuously inhibits the ability of the plant to spread and the plant must not be sold, propagated or knowingly

distributed.

Description: It produces a dense thicket armed with spines that can form an impenetrable barrier to domestic stock. African boxthorn is a perennial shrub up to 5 metres in height and with a deep and extensive branched

root system.

Stems: The main branches are drooped, widely spreading and carry numerous branchlets, each of which ends in a spine. The main stem has spines to 15cm while the branchlets carry smaller spines. Branchlets carry small shoots which have clusters of leaves, surrounded at the base by many small, light-brown scales. Initially stems are smooth and light brown but become grey and

rough as they mature.

Leaves: Bright green, rather succulent, 3cm long and

2cm wide. Rounded at the top and tapering to the base.

Flowers: White to pale mauve and fragrant. Approximately 12mm in diameter and hang from short

stalks. Occur singly or in pairs in the forks of the leaves.

Fruit: Smooth, green and ripen to a bright orange to red colour. Berries are succulent, round, and 5 to 10 mm in

diameter. Contain 35 to 70 seeds when ripe.

Seed: Numerous, light-brown, oval, flattened.

Control Methods: The effective, long-term control of African boxthorn generally requires the integration of a number of techniques, including mechanical removal, cultivation, herbicide application, replacement with appropriate plants and regular monitoring. For invasive woody weeds such as African boxthorn, control is more effective and economical if done when the plants are

young.

The control methods used will depend on the infestation size and location. For advice on the most appropriate methods for your situation, consult your local agronomist

or council weeds officer.

Mechanical Control:

Large stands of boxthorn may be cleared by dozing or blade ploughing, however re-growth from seed or remaining roots will occur. Cultivation and herbicides are

effective in dealing with seedlings and re-growth.

It is important to destroy all plant material after physical

removal because:

dead branches still pose a problem because of their thorns and the fact that they can harbour

vermin;

unripened fruit on cut branches can still ripen

and produce seed; and

broken root fragments may sucker and produce

new growth.

Chemical control:

Before using any herbicide always read the label carefully. All herbicides must be applied strictly in accordance with the directions on the label. After herbicide application, African boxthorn plants often lose their leaves and appear dead but may still recover and produce new leaves. This can occur a number of times before the plant is properly dead, especially if a root-absorbed herbicide is used. If using a herbicide, ensure a foliar method of spray, where-by the plant has been

treated to the point of runoff.
