High cube café at 94 lions drive, Mudgee - off street parking

August Council meeting did not endorse LTC recommendation from July meeting. Councillors resolved, ‘That staff prepare a report on the traffic and safety issues along Lions Drive’, for council to decide on a preferred course of action. Currently being considered by Council during the budget process. Council have endorsed the recommendations from previous LTC meeting in the February 18 Council Meeting. As 27 April, the Committee agreed to progress signage installation and yellow line marking for this item prior to new business taking over. As at 24 June signage in, line marking still to be completed. Wet weather has hindered this.

St Matthew's School -Parking Drop off Zone

Today, 27 April, is the first day of operation, seems to have improved the flow for the buses. Correspondence has been received debating the full day parking in front of the church. Council will note correspondence to assess at the end of the trial period. As at 24 June, feedback from building owners disputing the change to all day parking, 1 complaint from a parent regarding queuing of cars across Mortimer Street as parents don’t seem to be pulling right to the front of the drop off area. Prue advised that Janene Pout has been conducting observations and will be preparing a report accordingly. Trial period ends in a week.

Gulgong High School Drop off/Pickup Zone

Correspondence forwarded to Jenene Pout- Safety Around Schools Officer 10 February for review As at 24 June this item is still in progress.

RECOMMENDATION That the event – Rainbow Day, 22 September 2016 – be classified as a Class 3 Event under the Guide to Traffic and Transport Management for Special Events Version 3.4 and proceeds with the following conditions:

a. A Special Events Transport Management Plan (TMP), is to be prepared in accordance with the Guide to Traffic and Transport Management for Special Events Version 3.4 and submitted to and approved by Council prior to the event;

b. Events are to be undertaken in accordance with the requirements of the NSW Police Force with their approval documentation forwarded to Council for notation;

c. Controlling noise as required by the Protection of The Environment Operations (Noise Control) Regulation 2000;

d. Reimbursing Council for the cost of damage repairs; e. Complying with Council's Law Enforcement Officers' reasonable directives; f. Maintain areas in a clean and tidy condition. No obstructions are to be left

on the roadways or footpaths; g. Any person directing traffic on a public road is required to possess an

appropriate traffic controller’s certificate; h. The event convener is to notify all affected businesses and residents

adjacent to the proposed closure indicating the period during which their accesses will be affected. Such notification is to be in writing;

i. Maintain a four-metre wide emergency vehicle lane; j. Advertise the proposed event in local newspapers with relevant information

at least 2 weeks prior to the date; k. The organiser is to have a debrief with Council and Police with all traffic

control documentation and controls tabled for review; and l. The organiser is to notify NSW Fire and Rescue and the NSW Ambulance

Service of the event. m. Council must be provided with a current copy of a public liability insurance

policy in the amount of at least $20 million. Such a policy is to note that Council, the Roads and Maritime Service and NSW Police Force are indemnified against any possible action as the result of the event;

Executive summary

Mudgee High School holds the annual charity event Rainbow Day for senior graduating students. The event involves students attracting cars into the parking lanes of Church and Market Streets at three locations for donations. Each location has a compliant TCP and required traffic control in place during the event. This report recommends the conditional approval of the 2016 event.

Detailed report

Mudgee High School holds the annual charity event Rainbow Day for senior graduating students. Previous year’s events have been discussed at length between RMS, Council and Mudgee High School representatives. The event shall setup donation points along Church and Market Streets. The donation points shall be within the parking lane (approximately five metres wide as measured perpendicular to the travel lane). All locations are within urban 50km/hr zones. Motorists shall drive into the parking lane, make a donation before merging back into traffic. There shall be three donation points where students will be accompanied by a teacher, NSW Police and two traffic control volunteers. The donation points will operate between 8.00am and 9.15am, at the following locations:

Market Street outside the Rural Lands Office

Church Street outside the Tennis Courts

Ulan Rd, between the Short Street roundabout and Cudgegong Bridge All event personnel (staff, students and VRA members) are to be positioned at least a minimum five and half to six metres from the centreline of the road. This effectively means that they will be positioned more than one and half metres from the travel lane at all times and eliminates the need for temporary barriers. Furthermore, the attached risk assessment notes that at all times behaviour of personnel shall be monitored and they will be briefed of the Australian Road Rules prior to the commencement of the event. There are to be two traffic control personnel located at each donation point. Traffic control personnel will not be stopping through traffic at any time but are intended to slow the passing traffic and stop merging vehicles when it is unsafe to pull out. This eliminates the need for 40km/hr zones or application to RMS for a Direction to Restrict the Speed Limit. Council will provide and install all road signage as indicated in the attached TCP. VRA members will dismantle the signage at the events conclusion and return the signage to Council. Motorists shall be advised of the event via local media and appropriate road signage on the day. It is recommended that this event be approved by Council subject to the above conditions.

Financial implications

Minimal - labour and vehicle costs associated with erecting the signage. The erection of signage is during normal working hours.

1 Reduce the length of the bus zone to the west of the pedestrian crossing on Fleming Street from 39.5m to 20m and install new signage

2 Install a new drop off zone next to the new bus zone at 19.5m long to the west of the pedestrian crossing on Fleming Street and install new signage

3 Replace non-compliant signage and install new signage on Fleming Street, Dangar Street and Jacques Street

Executive Summary

Council has received requests from the principals of the Kandos Primary and High School, to investigate traffic issues associated with school bus and parent pick up/drop off on Fleming Street, Dangar Street and Jacques Street. This report recommends that Council install a new pick up/drop off zone and reduce the

length of the bus zone to the west of the pedestrian crossing on Fleming Street. A number of

signs are also required to be replaced and new signs installed on Fleming Street, Dangar

Street and Jacques Street. Implementing these changes will improve pedestrian safety by

improving the traffic flow of buses and cars during pick-up and drop-off times.

Detailed report

Council met with RMS and the two school principals of Kandos Primary and High School on the 8th March 2016 to discuss potential improvements to parking, bus zones and pedestrian access. During this site visit it was identified that a new drop off zone is required, new signs be installed and non-compliant signs be replaced to meet RMS requirements. Current arrangement: Currently the school is reporting that during school pick up and drop off parents are parking too near to the intersections of Fleming/Jacques St and Dangar/Jacques St. During these periods kerb ramps are becoming blocked and the number of crossing points for pedestrians is being reduced. The site distance at these intersections for pedestrians and vehicles is also being reduced creating unsafe conditions.

The proposed solution:

It is proposed to implement changes to the existing bus zone to the west of the pedestrian crossing on Fleming Street as shown in Attachment 1. The changes will involve reducing the size of the existing bus zone from 39.5m to 20m with the installation of an additional new Bus Zone School Time sign required. Adjacent to the new bus zone a new Pick up/Drop off zone will be installed at 19.5m long. For this new Pick up/Drop off zone two new No Stopping School Times signs and one No Stopping sign are required to be installed. Regarding replacement signs and new signage on Fleming St, Dangar St and Jacques St these are also shown in Attachment 1 and listed below: New Signs

Jacques and Fleming Street Intersection- Two new No Stopping signs are required.

Dangar and Jacque Street Intersection- Seven new No Stopping signs are required. Replacement Signs

Dangar Street School Zone o Four No Stopping School Times signs o Two Disabled Parking signs

It is envisaged that the recommended changes will improve pedestrian safety at the Kandos Primary and High School and allow traffic to work more effectively minimising disruption.

Executive Summary

Council has a received request from the principal of Rylstone Public School and local residents, to investigate traffic issues associated with the school zone. This report recommends that Council install additional No Stopping signs and replace No

Stopping School Zone sign’s for the existing pedestrian crossing and bus shelter on Mudgee

Street. It is also recommended that the give way sign on Mudgee Street at the intersection of

Mudgee and Dabee Street is relocated to the centre of road in a concrete median to promote

safe traffic movement.

Detailed report

Council met with RMS and the principal of Rylstone Public School on the 8th March 2016 to discuss potential improvements for pedestrian safety to the school zone. Current arrangement: As shown in Attachment 1, the following issues were identified during the site visit

The pedestrian crossing on Mudgee Street is missing “No Stopping School Times” signs and requires replacement of existing signs on the southern and northern approaches.

The Bus shelter on the eastern side of Mudgee Street between Dabee Street and the Pedestrian Crossing does not have “No Stopping” signage installed. Cars commonly park in this area which obstructs access to the late bus which transports children from Rylstone to/from the High School at Kandos.

Regarding the Mudgee Street and Dabee Street intersection, vehicles heading

eastbound on Dabee Street turning into Mudgee Street southbound are cutting the

corner, putting pedestrians crossing this corner at risk. As pedestrian crossing volumes

are very low at this intersection, but due to the close proximity of the primary school, it

is proposed to relocate the “Give Way” sign to a concrete median in the center of the

road.

Safety Request – Third Street becoming a one-way street

RECOMMENDATION That Council;

4 Make no change to the current management of traffic management on Third Street

Executive Summary

Council has received a partition from local residents regarding safety concerns on Third Street. The partition suggests the consideration of making Third Street a One-way Street and providing a footpath between Mortimer and Gladstone Streets.

Detailed report

Correspondence was received by the Committee in January 2016 meeting from local residents regarding safety concerns on Third Street. The correspondence received included a partition and suggests the consideration of making Third Street a One-way Street and providing a footpath between Mortimer and Gladstone Streets. The action form the committee was to undertake a Traffic Survey to assess traffic movements in Third Street and report back to the committee. The below provides the results of the Traffic Survey The manual survey was conducted between Gladstone Street and Mortimer Street over 5

non consecutive days for a minimum of an hour a day at differing times throughout the day.

During the survey period a number of discussions were had with residents of Third Street, during these discussions it was indicated that since the closure of Fairydale Lane for upgrade works that the traffic flow through Third Street seems to have lessened. It was also pointed out that a driveway crossover had been removed which required pedestrians to walk out onto the roadway, this has now been reinstated. The current width of Road Reserve in Third Street at its narrowest section is 9 metres wide with a 6 metre wide sealed section. Given the low traffic volumes, mostly made up of traffic generated by residence themselves, it doesn’t warrant the implementation of One-way Traffic on Third Street.

16/35 GENERAL BUSINESS TRUCKS TURNING SIGNAGE HENRY LAWSON DRIVE Council received a written request from a business on Henry Lawson Drive requesting Council consider placing a ‘trucks turning’ sign 100m on either side of their main entrance. See Attachment A (pg 38).

16/36 CORRESPONDANCE LETTER FROM TROY GRANT RE SAFETY OF PEDESTRIANS CROSSING DOURO STREET NEAR SCHOOL Concerns have been raised about pedestrian safety around Douro Street, south of the rail crossing. A letter was received by Council from Troy Grant’s office. See Attachment B (pg 39).

LETTER OF CONCERN REGARDING CORNER OF PUTTA BUCCA RD AND TINJA LANE Council received a letter from a resident in the Putta Bucca area raising concerns about motorists cutting corners. See Attachment C (pg 40).
