    LOCAL AGENDA 21

    AGENDA 21

    Agenda 21 is essentially a global action plan or blue print for sustainable city

    development and management that was born out of Rio De Janeiro Declaration, Brazil in

    1992 attended by 178 countries including Malaysia. The United Nations Conference onEnvironment and Development (UNCED) known as the Earth Summit developed Agenda 21,

    a blueprint for action to achieve sustainable development. Agenda 21 called upon

    governments around the world to take a course of action to implement that blueprint.

    LOCAL AGENDA 21

    Local Agenda 21 is a program aimed at implementing sustainable development at the

    local level. A Local Agenda 21 program comprises systems and processes to integrateenvironmental, economic and social development. Founded on a strong partnership between

    local government and the community, the progress towards local sustainable development

    will be guided by the preparation of a long term strategic action plan that integrates existing

    policies and programs and an agreed future direction.

    Local Agenda 21 provides the basis for debate on and awareness of sustainable

    development at the community level. The main focus of Local Agenda 21 is to involve all

    groups in sustainable development planning in the major areas of economic, social and

    environmental development. This focus on participation clearly sets Local Agenda 21 apart

    from other initiatives which focus more on the achievement of outcomes for sustainabledevelopment.

    SUSTAINABLE DEVELOPMENT

    Development that satisfies present needs without compromising the ability of future

    generation to satisfy their needs. It includes human development, food, safety and energyresource. It must also integrate economic, social and environment priorities.

    BENEFITS OF LOCAL AGENDA 21

    Benefit from Local Agenda 21 to the citizen are as follows:

    The ideas and view of the citizen could be taken into account in the planning andimplementation of LA21 programs to improve the quality of life in the town

    The local authority will be more sensitive and effective to the citizen needs A more conducive environment and a higher quality of life Having more pride and ownership over your surroundings

    To the organization or establishment :

    Project the image of the organization as a good corporate citizen sensitive to the needsof the community

    Increased effectiveness through co-operation with other stakeholders in thecommunity

    MY HOMETOWN

    My hometown is Damansara which is located in in Kuala Lumpur, Malaysia, Malaysia

    Damansara is a township in Kuala Lumpur, Malaysia, which straddles the state borderinto Damansara, Petaling Jaya, Selangor. Damansara is a central commercial hub, andhouses several affluent residential areas. Its status as a satellite town of Kuala Lumpur

    is tied to its location in the heart of Klang Valley in Malaysia

    The majority of the zone is hilly terrain with predominantly low to medium densityresidential development around the district centre of Damansara and neighbourhood

    centre of Taman Tun Dr. Ismail.

    Damansara also includes extensive recreation areas such as the golf courses of theKuala Lumpur Golf and Country Club (KLGCC) and Civil Service Golf Club

    (KGPA), West Valley Park, Bukit Kiara Equestrian Park and a Botanical Garden,which, together with the campus of the University of Malaya, create a green crescent

    to the south of the zone.

    Evaluation and suggestion on how to plan my hometown in accordance with Local Agenda

    21.

    Managing and

    improving the local

    authoritys own

    environmental

    performance

    The involvement of multipleagencies and departments in

    urban management had made

    it difficult to coordinate many

    actions and in turn affects the

    effectiveness of those actions.

    The various roles that areexpected of these local

    authorities to attain a liveable

    city with a high quality of

    living had put pressure on

    those authorities to acquire a

    strong organisation. The

    pressure is left more intensely

    by small; and medium sized

    local authorities that lack

    finance, manpower, skills and

    equipment in providing the

    expected services.

    The challenges that been facingrequire the respective parties be

    neighbourhood level. The

    formulated and the guidelines to

    be drafted, shall form the basis

    for a comprehensive framework

    They may include residents/

    tenants associations, youth

    club, senior citizen group,

    sports club, activity/hobby

    All parties, in particular localauthorities should be more

    innovative, transparent and

    efficient in promoting urban

    development that is of quality,

    healthy, competitive and

    progressive.

    The concept of eco-partnership,which places emphasis on the

    concerted efforts of various

    stakeholders such as private

    enterprises, various governmentagencies and community based

    and non-governmental

    organisations (CBOs and

    NGOs) to carry out study

    activities aimed at increasing

    public awareness on sustainable

    environment, should be

    promoted and enhanced.

    propose solutions to

    environmental problems that

    mobilizing new resources and,

    where relevant, result in

    transfer of technology to and

    capacity building in, developingcountries.

    Measuring, monitoring

    and reporting on

    progress towards

    sustainability

    These element need to beimplemented.

    Those who choose to registertheir partnership should provide

    transparent, participatory and

    credible information and

    reporting, focussing on their

    contribution to the

    implementation of goals,

    objectives and targets of Local

    Agenda 21.

    Such reports, which should bein writing, could also include an

    update of progress towards

    stated objectives, lessons

    learned, identification of

    opportunities, problems,

    Many challenges faces the city of Kuala Lumpur in this new millennium,

    transformation of Kuala Lumpur into a world class city and sustainability city will certainly

    involve concerted efforts by all parties involved. In line with this, the importance of

    governance and good governance is eminent in administration of developing city like Kuala

    Lumpur

    constraints and proposed

    solutions. Registered

    partnerships should submit a

    regular report, preferably at

    least on a biennial basis.

    The policies that have beenformulated and the guidelines to

    be drafted, shall form the basis

    for a comprehensive framework

    to guide, control and manage

    new development and

    improvement works in Kuala

    Lumpur. In order to implement

    these measures, the

    Environment Unit under the

    Health Department of City Hall

    Kuala Lumpur should be

    strengthened to regulate and

    facilitate coordination with

    other stakeholders both inside

    and outside City Hall KualaLumpur
