The Federal Board ofReve5ue is pleased to prescribe tne following procedure forworking of the Customs Port Control Units (PCUs) established for security of internationalsupply chain by use of risk assessment and interdiction techniques, under the UNODC-WCO

1. Aim and objectives of Port Control Units:(a) peus shall work under the mandate of the CCP to improve the security ill the

Containerized Supply Chain.

(b) PCUs shall function as Cargo Targeting Centers (CTC) for profiling of high riskconsignments suspected to contain Narcotics and Psychotropic substances, chemicalIdrug and explosive Precursors, Strategic Goods, Stolen Cultural Heritage. Endangeredspecies (CITES) and other illicit and contraband materials posing risk to security ofsupply chain.

(c) PCUs will also coordinate with other national agencies in areas of mutual interest.

(d) Additional areas for targeting of cargo can be added to the scope of the PCUs in linewith the international best practices and in consultation with WCOI UNODC throughNational Contact Point (NCP).

2. Jurisdiction:The location and administrative jurisdiction of various PCUs & Air Cargo ControlUnits CACCUs) is specified at Annex-I.

3. Controls:(a) The Chief International Customs (IC) ,FBR, Hqrs. Islamabad is designated as National

Contact Point (NCP) of the CCP and shall liaise with UNODC and WCO as well asother donors for coordination, development and implementation of the Programme. TheChief (IC) will also be responsible for cooperation with regional/international portcontrol units as well as non-participating ports.

(b) The Collector MCC Preventive, Karachi shall act as the Programme Directorresponsible for monitoring and evaluation of all the peus operating under the CCP-The Programme Director will also coordinate with other national agencies like ANF,FIA in areas of mutual interest.

(c) The PCU s shall maintain its headquarters at NMB Wharf, Karachi under thesupervision of Programme Director and also act as Central peu for the purpose ofinformation sharing and generation of alerts.

(d) Each Collectorate will nominate an AC/DC for supervision ofthe working of the PCUsin the Collectorate. The said officer will also be responsible: for coordination andsubmission of reports to the Central PCU.

4. Profiling Procedure:(a) In order to profile cargo, PCUs will carry out risk identification, analysis and evaluation

on a regular basis.

(b) Profiling of cargo will be done on the basis of manifest date, and source reports todetermine whether the consignment is risky or otherwise. To retrieve manifest data,PCUs will have access to WeBOC and One-Customs systems.

(c) The Programme Director may also communicate guidelines to PCUs for profiling ofcargo.

---,-----(d) The Project Director (WeBOC) shall create the role of ACfDC PCUs in the system for

administration of User IDs of the officers working in the PCUs of the respectiveCollectorate.

(e) After identification and selection of a suspected consignment, examination shall becarried out jointly by PCUs and examination staff of respective Collectorate withapproval of the Additional Collector inchurge of the Collectorate.

(1) In case of any discrepancy, the respective Collectorate will take further necessary legalaction.

(g) The final report will be submitted to the Collector having jurisdiction and a copy of thesame shall be endorsed to the Programme Director.

5. Information Sharing:(a) All information sharing on Customs Enforcement Network (CEN) or ContainerCoMM

will be carried out through the Central PCU.

(b) All PCUs will share the new trends and any information identified. during profiling ofconsignments to withthe Central FCU which wi'll generate an Alert for'the informationof relevant field formationsl PCUs.

(c) No PCU shall upload/ share any seizure, feedback or warning information on any print!electronic Isocial media or in any other way (including CEN or ContainerCoMM)without the prior approval of the Programme Director.

(d) Available information resources (formal, open source and in.ormal) will be identifiedand fully utilized. Resources of ContainerCoMM such as Library function, seizurelwarning / feedback alerts from other units/ countries shall be monitored on daily basisand any update shall be promptly reported to the PCUs incharge by Central PCU.

6. Training:(a) Specialized training for the PCUs staff will be arranged through the NCP and by the

UNODC Pakistan Country office from time to time.

(b) The officers already trained under the Programme shall act as resource persons! trainersfor the purpose of national and international trainings.

(c) Need assessment for the purpose of training, capacity building and technical assistanceshall be carried out on yearly basis by the Programme Director and shall becommunicated to the NCP for onward consultation with the donor agencies

(d) The Central PCU shall also be usei as a resource unit for the purpose of national andinternational trainings which may include theoretical/ practical! specialized and on-sitetrainings as well as to coordinate for study tours.

7. Reporting:A specialized module in WeBOC system will be developed for reporting, seizureinformation, generation of alerts and information sharing! feedback which will be availableto all PCUs on real time-online basis. The reporting mechanism of the PCUs will be asfollows until the development of such a module;

(a) Profiling ReportThe staff of Port Control units shall submit this daily analysis report for profiling /targeting of suspected consignments to in-charge ACIDC peu who will review andapprove the examination of selected consignments on the basis of grounds of suspicion,profiling and documents (if any). (Format of the report is given as Annex-II).

(b) Examination Outcome ReportThe report of outcome of examination of selected containers will be prepared as perAnnex-III and signed both by in-charge PCU and examinatio staff of Collectorate. Incase of detection, information about the mode of concealment, type of seizures andimages of offending goods shall be reported for issuing alerts.

(c) Monthly Performance ReportAll PCUs shall submit performance report on monthly basis as per Annex-IV to theProgramme Director who shall send a consolidated report to the NCP. The ACIDC in-charge-of Central CPU shall share report about the seizures alongwith images throughContainerCoMM as per prescribed format under intimation to the Programme Director.

(d) Monthly reports will be consolidated and sent to the NCP for onward transmission to thedonor agencies.

8. Research and Analysis Unit:The Central peu shall develop an in-house research and analysis unit to identify the latesttrends and modus operandi based on concealments, back/forward tracking, routing, origins,commodity and other related parameters based on input of the PCUs as well as information

available on CEN or ContainerCOMM and other international sources. This informationwill also serve as input for development of risk parameters and selectivity criteria of the riskmanagement system (RMS) ofWeBOC system.

9. Confidentiality:(a) All the information, data, media files (picture, audio or video formats) will remain

confidential and essentially be the exclusive property of the Federal Board of Revenue.Sharing, dissemination or communication of this information in any form will bestrictly prohibited.

(b) The information sharing will be through authorized channels / officials as approved bythe Programme Director. Any breach in this regard shall be treated as misconduct anddealt with under E&D Rules of 1973.

10. Miscellaneous(a) All PCDs shall serve as the primary targeting centers for the National Targeting Centre

(NTC) for which the procedure will be issued separately.(b) The tenure of posting at the PCUs shall be at least one year. Early removal of the staff

shall take place only if there are charges of corruption, misuse (Ifauthority, inefficiencyor misconduct or any other exigency.

The aforesaid procedure shall be mutatis mutandis applicable to ACCUs.11.
