Last season an estimated 1.3 million people visited Victorian beaches patrolled by our volunteers.

performed 60,938 preventative actions, attended to 1543 first aid cases and rescued 333 people this lifesaving season …

All Area Patrol Requirements
Individual club patrolling hours and dates are determined via the Lifesaving Services Protocol.
*Clubs are encouraged to provide an observational patrol on Christmas day. Clubs will be able to enter the times they plan
to patrol on Christmas day when submitting their Lifesaving Services Protocol form online.

All patrols shall consist of at least four (4) "Core" proficient members
comprising:
• Three (3) proficient Members holding the Bronze Medallion /
Certificate II in Public Safety (Aquatic Rescue);
• Plus one (1) other proficient patrolling award holder. Awards allowed
are :
– Radio Operator
– First Aid [AID]
– Surf Rescue Certificate
– Silver Medallion Beach Management
– Advanced Resuscitation Techniques
Full Patrol Requirements
Awards to be included in the minimum four (4):
• Bronze Medallion (Cert II) x 3
• IRB Driver
• (Separate) IRB crew
• First Aid
• Advanced Resuscitation Techniques
• Silver Medallion Beach Management
Note:
• As agreed at the LSO Council meeting earlier this year, please endeavour to have at least one member of the patrol team with a current SLSA approved First Aid qualification.
• During the 2020/21 season and onwards, it will be mandatory for one member of the patrol to hold a current SLSA approved First Aid Qualification.
Full Patrol Requirements
For 2019-20 an observation patrol shall meet the minimum equipment
standards of an outpost or remote patrol as per SOP 1.5 and personnel
standards as per SOP 1.1 – Volunteer Patrol Roles and Responsibilities.
Minimum requirements for an observational patrol are therefore:
• Two (2) proficient Members holding the SLSA Bronze Medallion /
Certificate II in Public Safety (Aquatic Rescue);
• One (1) of these being a proficient Member holding the Advanced
Resuscitation Technique Award
• Approved First Aid Kit and contents as per Gear Inspection and Audit
• An LSV Approved Radio
• A rescue tube with fins and/or,
• A rescue board.
Observation Patrol
Requirements
• LSV always recommends at least one patrol member be over the
age of 18.
• Patrol flags should only be displayed if the club decides to fulfil full
patrol requirements as per SOP 1.1. If only an observational patrol is
present then flags should not be displayed.
• A lifesavers are on duty sign should be displayed.
Observation Patrol
Requirements
• Expected hot weather, higher beach populations outside of standard
patrol hours a club does not need to wait for LSV to request ’non-
compulsory patrols’.
• Minimum of an Observation Patrol is required / Sign on via LIMSOC.
• LSV will continue to request additional patrols when a heat health
alert has been issued.
Predicted Hot Weather
• As per last season - Patrol Service Efficiency and Standards
Program (PSESP) will continue this season.
• Two inspections over the season.
PSESP / Patrol Inspections
• Process same as last season (GEMS).
• Your Lifesaving Operations Officer will be contacting clubs to
set up dates/times.
• Plan (where possible) is to conduct the powercraft inspection
on the same day as your general gear inspection.
Gear Inspections
• The purpose of the Lifesaving Services Protocol is to enable Life Saving Clubs, and LSV to monitor, review and manage the delivery of volunteer lifesaving services throughout the season.
• The Lifesaving Services Protocol is a common agreement between the club and LSV on the clubs patrol obligations for the season
• Lifesaving Services Protocols will be for the 2019/20 season (1 year)
• Clubs are responsible for advising ALL patrolling members of their duties and expectations of patrolling standards contained in the protocol and LSV policies and procedures

Requests to vary Minimum Patrol Requirement/s
If a club would like to request a variation to their Patrol Requirements
please discuss with your Lifesaving Operations Officer and/or VSO
prior to submitting the variation form.
Variations are reviewed based on:-
• Statistics from previous season/s
• Trials from previous season/s
• Weather statistics
Protocols and variation forms will be circulated next week.
Lifesaving Services Protocol
• Patrol defaults are be defined as a club not providing a full patrol
(the standard core ‘four’ member patrol) for at least 66% of the
designated patrol time.

• The current LSV patrol log to be used. Copies of patrol sheets are
not required to be sent to LSV but clubs must maintain records for
seven years
• Clubs wishing to use only the electronic version in Surfguard can do
so as long as the computer access is at the patrol location and the
patrol log is done on the day.

Powercraft Logs
• No changes to the current LSV Powercraft log, copies of the
Powercraft logs are NOT required to be sent to LSV but must be
maintained at the club.
Radio Log
• As ‘best practice”, a radio log should be used for recording all
rescues and incidents.
• DMO transmissions are not recorded.
• Radio logs will not be required to be sent in to LSV but should to be
maintained at the club.

RISK ASSESSMENT

AQUATIC ACTIVITY RISK CHECK AND MANAGEMENT FORM/APP:
Prior to the commencement of any water based activity (including skills
maintenance / assessment) an Aquatic Risk Check and Management
Form (or app) must be completed and filed (hard copy or electronic) at
the club for future reference.

• The aquatic risk assessment is also available through an app
developed by SLSA. To gain access to this app, please email
[email protected] and detail:
– Full Name;
– Mobile Number; and
– Whether you have an Android or IOS device.
You will be emailed instructions on how to download and have access to
the water safety application.

• The Standard Operating Procedures for Lifesaving Operations are
continually reviewed and amended as required.
• These will be sent to all clubs once review is complete, with any
additions or changes highlighted.
• They will be updated on the LSV website
• Clubs are responsible for ensuring their copies are up to date

• No changes to the supply process for patrol uniforms for this
season.
• Uniform credits have been forwarded directly to clubs from SLSA.

APPLICATIONS

Go to the Risk Management / Special Events session at 4:20PM today
for detailed information.
Special Event Applications
• A special event is any event that involves some aspect of lifesaving
involvement (advice, safety or organisation) that is outside the
parameters of normal life saving activity
• Normal activity is patrols, training of SLSA awards, social BBQs,
club surf races, coaching, etc.
• Special events must be endorsed by your LSV before they can be
held.
Special Events
• Aquatic safety supervision away from the club’s normal patrol area
• Community education programs involving aquatic water safety or
instruction.
• Events conducted outside of the SLSA Surf Sports Manual
• First aid posts at external concerts sporting events, or community
events.
• Non-organisational approved surf carnivals, boat events or events
using SLSA brand, gear, personnel, etc.
• Ocean swims.
• Community events, such as public street markets, festivals, fetes,
carnivals and exhibitions
• Sports events, such as marathons, triathlons or beach volleyball
