1. Governance and transparency
• The Commission will chair the meetings of the WG• Participants' contributions should:
• Bring in the expertise and experience of their company or organisation; while• Representing association positions where that is relevant
• Participants may speak in EN or FR (no interpretation)• Chatham House Rules• A website has been launched at:
http://ec.europa.eu/licences-for-europe-dialogue • The Commission will post there documents that it publishes in relation to
Licences for Europe• Stakeholders will be able to post comments on the topics covered by Licences
for Europe, for consideration by the WG• The WG should agree which of its working documents may also be disclosed

2. Schedule
• The WG should: • Finalise work by November; and • Make a mid-term report in June
• In function of the objectives agreed by the WG, the Commission does not exclude that:• Subgroups will be established to work on specific
issues or themes; and/or• Open meetings with a wider group of
representative businesses and organisations on specific themes

3. Objectives of this meeting
• Participants should state briefly their views on the issues identified, from a commercial and technological point of view. • Policy positions on the current legal framework are out of
scope of discussion.• Contributions limited to the subject i.e. "films"
• On this basis, the Commission will draw conclusions summarising the orientations of the WG on:• Objectives for the WG• How to organise work in order to reach these objectives,
including:– Subgroups (if necessary and practicable)– Approximate number and regularity of meetings:

4. Problems and issues identified
• Difficulty for online service providers to develop catalogues of European films, particularly those which are out of distribution: • Difficulties in identifying catalogues of films; • Rights often complex and time-consuming to clear.
• Problems for the making available of audiovisual works both by:• Commercial service providers; and• Film Heritage Institutions and/or other public or private
entities pursuing the same or a similar public interest objective

5. Objectives
• The WG should identify technical and contractual approaches to dealing with the problems identified. Specifically:• Identify successful collaborative solutions to improve the
discoverability and the availability of audiovisual works online, particularly those which are out of distribution - on a voluntary basis – whether for commercial or non-commercial purposes.

What solutions and best practices should the WG pursue?
What proposals can you make for taking this work forward? E.g. specific subgroups, external expertise?
