Introduction

In an ideal scenario, a particular local government

unit (LGU) manages its own growth and changethrough a body o plans with varying scope and timerame! "he term #ideal$, however, does not imply autopian, unrealistic or unattainable dream! It simplymeans a scenario that does not e%ist as yet!&evertheless, it is the scenario that the LocalGovernment 'ode (LG') o (R* + -) wantsevery LGU to achieve! .ith the aid o various plans,LGUs are e%pected to more e ectively manage their own local development!

"he 'D/ is the action plan utilized by every local

administration to develop and implement prioritysectoral and cross0sectoral programs and pro1ects inthe proper locations to put lesh on the s2eleton as itwere, gradually and incrementally, until the desiredshape or orm o development is eventually attainedover the long term! "his is consistent with thede inition o planning as #public control o the patterno development$!

"he LD' is one o the two more importantcomponents o the planning structureB the6anggunian being the other one! "hey are the bodiesthat lay down policy guidelines and ta2e decisionsregarding the direction, character and ob1ectives o local development!

"he most ample avenue or multi0sta2eholder participation in local planning and development is theLD' where non0governmental organizations areallocated one0 ourth o the total membership! "he'ode e%plicitly directs LGUs to promote theestablishment and operation o people>s andnongovernmental organizations (/<s and &G<s) asactive partners in the pursuit o local autonomy(6ection ?C, R* + -)!

"he technical component o the local planningstructure is composed o non0elective o icials o theLGU, particularly the L/D<, LGU department heads,local special bodies, sectoral and8or unctionalcommittees o the LD', and chie s o nationalgovernment agencies stationed in the LGU andprivate sector representatives! It is in the sectoral o unctional committees and8or other local special

bodies where other sta2eholders who did not gainaccreditation as members o the LD' can get toparticipate in the planning process!
