Summary of LGC Statewide LGP PA Business Plan Proposal
• Responds to the CPUC’s interest in statewide administrative consolidation of programs• Integrates State policy priorities for climate and energy • Acknowledges the critical role of Local Governments in achieving climate and energy goals• Addresses LGP program concerns and limitations: contracting consistency, access to energy data, capacity-‐building, program performance information and reporting tools
LGC’s Statewide LGP Administration Goals
Support Local Government success through –• Existing contract continuity • Consistent and streamlined contracting in new contracts• Acknowledgement of diverse local circumstances and priorities• Improved access to data and better reporting tools• Access to non-‐ratepayer funds (financing, grants, etc.)• Robust information sharing and capacity-‐building• Streamlined and efficient administration
Summary of Comments on 1st Draft
Comments were:• Requests for greater clarity or additional information• Requests for continued funding, a guarantee for a minimum level of funding, or other assurances of financial continuity• Concern that statewide administration meant that all local programs would be the same, and would lose their local design priorities• Observations that not all LGPs experience all the obstacles documented in this proposed Business Plan• Requests for clarification regarding program ‘governance’ and associated organizational structure(s)
Business Plan – Summary of Changes from First Draft
• SHORTER: Responds only to CPUC guidance • LGP ONLY: Clearly separation of SW LGP PA from “Climate
Fund”, Making it clear that one does not depend upon the other
• FOCUSED: Starts with laying a solid foundation of administrative, energy data and program performance information tools
