Aceh merupakan daerah tujuan investasi utama. Aceh memiliki beberapa peluang investasi di antaranya regulasi investasi yang ramah, letaknya yang strategis, sumberdaya alam yang berlimpah dan didukung oleh sumberdaya manusia yang berkompetensi tinggi.

Aceh berada di ujung Sumatra yang merupakan lokasi strategis untuk berinvestasi. Luasnya 56.770,81 Km2 dan didiami oleh 4,7 juta penduduk. Aceh memiliki akses langsung dengan negara-negara di Asia Tenggara (Malaysia, Thailand, Myanmar), Asia Selatan (India, Srilanka, Pakistan), Timur Tengah dan Afrika. Semua produk Aceh dapat diekspor ke negara tersebut melalui pelabuhan bebas Sabang yang memiliki panjang 1.400 m, lebar 800 m, dengan kedalaman ± 53 m, dan luas kolam mencapai 177 Ha dan berpotensi menjadi “hubport”. Singkatnya, Aceh mempunyai segalanya untuk kegiatan investasi jangka panjang.

Aceh merupakan daerah Otonomi Khusus, memiliki keunggulan regulasi yang tidak dimiliki oleh provinsi-provinsi lainnya:

Undang-Undang No.11 Tahun 2006 tentang pemerintahan Aceh, dengan undang-undang ini Aceh diberi keleluasaan mengatur daerahnya sendiri termasuk perekonomian dengan memanfaatkan semaksimal mungkin potensi daerah yang ada untuk kesejahteraan umum.

Undang-Undang No.37 Tahun 2000 tentang Pelabuhan Bebas dan Perdagangan Bebas Sabang, suatu wilayah otorita perekonomian yang bebas dari bea masuk maupun bea keluar. Semua perizinan investasi di kawasan ini, baik modal dalam negeri maupun modal asing, menjadi kewenangan Badan Pengusahaan Kawasan Sabang (BPKS).

Peraturan Presiden Republik Indonesia No.11 Tahun 2010 tentang kerjasama Pemerintah Aceh dengan Lembaga atau Badan di luar negeri, yang memberikan kewenangan luas Pemerintah Aceh untuk meningkatkan akselerasi kerjasama dengan lembaga atau badan dari luar negeri, terutama dalam kegiatan peningkatan perekonomian.
