The Minister, who handles a host of infrastructure-related port- folios in the Modi Government, asserted he is a doer and delivers on his promises. "People like (political) lead- ers who sell them dreams. But if these dreams are not realised, then they beat them up (politi- cally) as well," Gadkari said, speaking at a function here. "I am not the one who only sells dreams, but I deliver 100 per cent what I talk about," he said. Gadkari, a former BJP presi- dent, also spoke about his stint as Maharashtra's PWD minister when the Shiv Sena-BJP Government was in power (1995-99) in the state. "The mediapersons in Mumbai know what kind of a person I am as they have seen how I complete projects. They do trust me," said the 61-year- old politician from Nagpur. "People used to laugh at me when I, as PWD Minister, used to claim that I was going to build over 50 flyovers in Mumbai, and bring down the travel time between Mumbai and Pune to merely two hours (via 91-km expressway). "I was ridiculed but I proved them wrong and completed every project I had promised," Gadkari said. At the function, Bollywood actor Isha Koppikar joined the BJP and was made working president of the party's women transport wing. In December, Gadkari said at an event in Pune that leadership should have the tendency to own up defeat and failures. The remarks had come days after the BJP's dismal show in Rajasthan, Madahya Pradesh and Chhattisgarh assembly elec- tions. As the comments created a controversy, Gadkari said his statements had been twisted and alleged "there was a sinister campaign by some opposition parties and a section of the media to twist" his comments and "draw politically motivated inferences to malign" him and his party. At the valedictory function of the annual Marathi literary meet at Yavatmal on January 13, Gadkari said politicians should not interfere in other fields. The meet was embroiled in a controversy after an invitation to writer Nayantara Sahgal was withdrawn apparently under pressure from a political party. Without making a direct ref- ereto the row, Gadkari had said, "Politicians should learn not to interfere in other fields. The people who are in universities, educational institutions, litera- ture and poetry, they should be dealing with their (respective) areas." (PTI) NEW DELHI, Jan 27: The Environment Ministry is working on a policy framework to regulate use of coal with high ash content by power plants as part of efforts to contain pollu- tants like Carbon Dioxide, Sulphur Dioxide and Suspended Particulate Matter (SPM). Ministry officials said that coal-based power plants, state- run coal producing companies and certain environmental organisations have been asked to come out with workable sugges- tions to curb ash content in coal. The policy will also provide for ways to ensure production of better quality coal in India. "There are serious environ- mental ramifications of CO 2 (Carbon Dioxide) emissions from piles of ash lying at the power plants. Use of better qual- ity coal in the power plants will have positive impact including plant efficiency and reduction in emission of pollutants," said one of the officials. He said burning of coal with high-ash content leads to "very high levels" emission of pollut- ing gases such as Carbon Dioxide and Sulphur Dioxide as well as the SPM which in turn contributes significantly to air pollution. Due to inherent high ash content of coal in India, it is con- tingent upon coal companies to take ample care to clean or wash the coal so that the ash compo- nent can be brought down and calorific value can be enhanced for efficient burning, the official said. Over 80 per cent of the coun- try's coal is produced by Coal India Ltd, which operates under Ministry of Coal. Many power producing companies, including state-run NTPC Ltd, have been complaining for years about the quality of coal supplied by Coal India Ltd. A conference on coal wash- ing was held in October 2018 by the Environment Ministry with stake holders including power plant operators and Government authorities. However, the Ministry of Coal or Coal India Ltd did not participate in the conference. The October 2018 confer- ence was held to review the implementation of recommenda- tions of a previous round table meet, which took place in May 2017, and to assess the status of compliance of the Government's guidelines regarding ash content in coal supplied to and used in power plants. It also deliberated on how to effectively monitor ash content regulations. Another official of the Environment Ministry said the thermal power plants in Singrauli area of Madhya Pradesh were not achieving 100 per cent fly ash utilisation and stressed on formulation of a pol- icy that takes into account dis- posal of "washery rejects" - coal pieces that are rejected by wash- ery due to low quality. He said various stake hold- ers, including ministries of coal and power, and various coal companies have suggested set- ting up of coal washeries at the pit head so that "washery rejects" can find a place to dump in the mine voids. (PTI) Air pollution: Env Min to formulate policy to regulate ash content in coal Train 18 named Vande Bharat Express: Piyush Goyal NEW DELHI, Jan 27: Acknowledging its made-in- India status, the Indian Railways has named the indigenously manufactured semi-fast Train 18 as Vande Bharat Express, which will ply from the National Capital to Varanasi, Railway Minister Piyush Goyal said today. Prime Minister Narendra Modi is likely to flag off the train soon, which will ply between Delhi and his Lok Sabha constituency. The 16-coach train, built in 18 months at a cost of Rs 97 crore by the Integral Coach Factory, Chennai, is regarded as a successor to the 30-year-old Shatabdi Express. It's also the first locomotive-less train in the country. Addressing the media here, Goyal said when it was concep- tualised, it was named Train 18 and now it has been given a new name after taking suggestions from the general public. "Train 18 will now be known as Vande Bharat Express. It's a train built completely in India by Indian engineers, in a span of 18 months. It'll ply from Delhi to Varanasi. It is an example that it's possible to make world-class trains under Make in India," Goyal said. The train will be fully air- conditioned and will stop at Kanpur and Allahabad and will have two executive chair cars, the minister said adding that it will have superior quality of air suspension for comfortable jour- ney of the passengers. "It is completely made in India and various names were suggested by the general public but we have decided to name it Vande Bharat Express. A gift on the occasion of Republic Day to people. Will request the prime minister to flag it off," he said. Goyal said he has requested the Railway Board to scale up its production to reduce its overall cost and once the country will have surplus production, it will be exported as well. Leaders who don’t keep promise get'beaten up' by people: Gadkari

MUMBAI, Jan 27:

Union Minister NitinGadkari today said politicalleaders who sell dreams to peo-ple, but fail to make them a real-ity get "beaten up" by the public.

The Minister, who handles ahost of infrastructure-related port-folios in the Modi Government,asserted he is a doer and deliverson his promises.

"People like (political) lead-ers who sell them dreams. But ifthese dreams are not realised,then they beat them up (politi-cally) as well," Gadkari said,speaking at a function here.

"I am not the one who onlysells dreams, but I deliver 100per cent what I talk about," hesaid.

Gadkari, a former BJP presi-dent, also spoke about his stintas Maharashtra's PWD ministerwhen the Shiv Sena-BJPGovernment was in power(1995-99) in the state.

"The mediapersons inMumbai know what kind of aperson I am as they have seenhow I complete projects. Theydo trust me," said the 61-year-old politician from Nagpur.

"People used to laugh at mewhen I, as PWD Minister, usedto claim that I was going to buildover 50 flyovers in Mumbai, andbring down the travel timebetween Mumbai and Pune tomerely two hours (via 91-kmexpressway).

"I was ridiculed but I provedthem wrong and completedevery project I had promised,"

Gadkari said.At the function, Bollywood

actor Isha Koppikar joined theBJP and was made workingpresident of the party's womentransport wing.

In December, Gadkari said atan event in Pune that leadershipshould have the tendency to ownup defeat and failures.

The remarks had come daysafter the BJP's dismal show inRajasthan, Madahya Pradeshand Chhattisgarh assembly elec-tions.

As the comments created acontroversy, Gadkari said hisstatements had been twisted andalleged "there was a sinistercampaign by some oppositionparties and a section of themedia to twist" his commentsand "draw politically motivatedinferences to malign" him andhis party.

At the valedictory functionof the annual Marathi literarymeet at Yavatmal on January 13,Gadkari said politicians shouldnot interfere in other fields.

The meet was embroiled in acontroversy after an invitation towriter Nayantara Sahgal waswithdrawn apparently underpressure from a political party.

Without making a direct ref-ereto the row, Gadkari had said,"Politicians should learn not tointerfere in other fields. Thepeople who are in universities,educational institutions, litera-ture and poetry, they should bedealing with their (respective)areas." (PTI)

NEW DELHI, Jan 27:

The Environment Ministry isworking on a policy frameworkto regulate use of coal with highash content by power plants aspart of efforts to contain pollu-tants like Carbon Dioxide,Sulphur Dioxide and SuspendedParticulate Matter (SPM).

Ministry officials said thatcoal-based power plants, state-run coal producing companiesand certain environmentalorganisations have been asked tocome out with workable sugges-tions to curb ash content in coal.

The policy will also providefor ways to ensure production ofbetter quality coal in India.

"There are serious environ-mental ramifications of CO2(Carbon Dioxide) emissionsfrom piles of ash lying at thepower plants. Use of better qual-ity coal in the power plants willhave positive impact includingplant efficiency and reduction inemission of pollutants," said oneof the officials.

He said burning of coal withhigh-ash content leads to "veryhigh levels" emission of pollut-ing gases such as CarbonDioxide and Sulphur Dioxide aswell as the SPM which in turncontributes significantly to airpollution.

Due to inherent high ashcontent of coal in India, it is con-tingent upon coal companies totake ample care to clean or washthe coal so that the ash compo-nent can be brought down andcalorific value can be enhancedfor efficient burning, the officialsaid.

Over 80 per cent of the coun-try's coal is produced by Coal

India Ltd, which operates underMinistry of Coal. Many powerproducing companies, includingstate-run NTPC Ltd, have beencomplaining for years about thequality of coal supplied by CoalIndia Ltd.

A conference on coal wash-ing was held in October 2018 bythe Environment Ministry withstake holders including powerplant operators and Governmentauthorities. However,the Ministry of Coal or CoalIndia Ltd did not participate inthe conference.

The October 2018 confer-ence was held to review theimplementation of recommenda-tions of a previous round tablemeet, which took place in May2017, and to assess the status ofcompliance of the Government'sguidelines regarding ash contentin coal supplied to and used inpower plants.

It also deliberated on how toeffectively monitor ash contentregulations.

Another official of theEnvironment Ministry said thethermal power plants inSingrauli area of MadhyaPradesh were not achieving 100per cent fly ash utilisation andstressed on formulation of a pol-icy that takes into account dis-posal of "washery rejects" - coalpieces that are rejected by wash-ery due to low quality.

He said various stake hold-ers, including ministries of coaland power, and various coalcompanies have suggested set-ting up of coal washeries at thepit head so that "washeryrejects" can find a place to dumpin the mine voids. (PTI)

Train 18 named Vande Bharat Express: Piyush Goyal

NEW DELHI, Jan 27:

Acknowledging its made-in-India status, the Indian Railwayshas named the indigenouslymanufactured semi-fast Train 18as Vande Bharat Express, whichwill ply from the NationalCapital to Varanasi, RailwayMinister Piyush Goyal saidtoday.

Prime Minister NarendraModi is likely to flag off thetrain soon, which will plybetween Delhi and his LokSabha constituency.

The 16-coach train, built in18 months at a cost of Rs 97crore by the Integral CoachFactory, Chennai, is regarded asa successor to the 30-year-oldShatabdi Express. It's also thefirst locomotive-less train in thecountry.

Addressing the media here,Goyal said when it was concep-tualised, it was named Train 18and now it has been given a newname after taking suggestionsfrom the general public.

"Train 18 will now be known

as Vande Bharat Express. It's atrain built completely in India byIndian engineers, in a span of 18months. It'll ply from Delhi toVaranasi. It is an example thatit's possible to make world-classtrains under Make in India,"Goyal said.

The train will be fully air-conditioned and will stop atKanpur and Allahabad and willhave two executive chair cars,the minister said adding that itwill have superior quality of airsuspension for comfortable jour-ney of the passengers.

"It is completely made inIndia and various names weresuggested by the general publicbut we have decided to name itVande Bharat Express. A gift onthe occasion of Republic Day topeople. Will request the primeminister to flag it off," he said.

Goyal said he has requestedthe Railway Board to scale up itsproduction to reduce its overallcost and once the country willhave surplus production, it willbe exported as well. (PTI)
