    Constitution of the League of College CouncilsUniversity of the Philippines Diliman

    2012

    PREAMBLEWe, the College Councils of the University of the Philippines Diliman, desirous of coordinating the various units of theuniversity in order to ensure the total participation of the studentry in the council and university do hereby ordain andpromulgate this constitution and by-laws.

    Article I

    GENERAL PROVISIONSec. 1This Constitution shall be known as the Constitution of the League of College Councils in the University of thePhilippines, Diliman.Sec. 2This Constitution shall govern the League.Sec. 3 For purposes of this constitution, unless otherwise provided for:

    a. University means the University of the Philippines in Diliman.b. University Student Council or Council refers to the University Student Council as distinguished from any

    college student council in the University of the Philippines, Diliman.c. College Student Council or Local Council means the duly constituted central student organization of a

    unit that offers at least a bachelors degree program.d. Vice-Chairperson shall refer to the Vice-Chairperson of the USC as so designated.

    Article IIDECLARATION OF PRINCIPLES AND OBJECTIVES

    Sec. 1The League of College Councils believes in the following principles:a. That access to education should be afforded to everyone;b. That education should develop the physical, mental, social, cultural, spiritual potential of each person to the

    fullest extent possible;c. That education should enhance critical thought and the ability to make informed judgments, free of dogma

    and myths.Sec. 2The League of College Councils, working with the USC, shall at all times strive to:

    a. Defend and promote the general welfare of the University studentry and the Filipino people;b. Serve as an active forum for student ideas and sentiments;c. Develop a university spirit among the students;d. Uphold the ideals of the University on ensuring the well-rounded intellectual, social, cultural, and physical

    development of every student;e. Promote social awareness and instill national consciousness among students;f. Unite with the various sectors of the society in pursuit of common goals, particularly in the establishment of a

    just and humane society;g. Develop a responsible studentry which will put educational opportunity to optimal use and look after the unity

    and welfare of the whole studentry and the people;h. Develop a sense of service and responsibility among the students for the welfare of the society;i. Seek and engender national reform along nationalist, humanistic, and scientific methods for the full

    development of the human potential to respond to social realities and to promote academic freedom.

    Article IIIPOWERS AND DUTIES OF THE LEAGUE

    Sec. 1The League of College Councils shall be a venue for consultation of the University Student Council.Sec. 2The League of College Council shall:

    a. Adopt its own internal rules of government.b. Coordinate with various units of the University to ensure the total participation of the studentry in council and

    university activities through:i. The dissemination and exchange of information;ii. The coordination of student council activities;iii. The provision of venue for discussion and inter-college linkages;iv. The consolidation of general plans of action in order to bridge the League and the students.

    Article IV

    COMPOSITION AND OFFICERS

    Sec. 1The League of College Councils shall be composed of the Vice-Chairperson of the University Student Council, whoshall act as Convener and the different college councils, as members.Sec. 2The Officers of League shall be the Convener, the Secretary, the Treasurer, and the Public Information Officer.Sec. 3The Convener shall preside over all meetings of the League.Sec. 4The Secretary, the Treasurer, and the Public Information Officer shall be elected by the members of the League inthe meeting called for that purpose. A simple majority vote of all members of the League, present and voting, shall besufficient to elect an officer.Sec. 5The League shall, as soon, as possible, provide for the rules concerning the disqualification and succession ofofficers.

    Article VPOWERS AND DUTIES OF THE OFFICERS

    Sec. 1The Convener shall be the Chief Executive Officer of the League. It shall be his / her duty to:a. Sign all resolutions, communications, and papers of the League;b. Preside over all meetings of the League;c. Represent the League in his / her official capacity as Convener on occasions and events where the

    organization needs representation;

    d.

    Perform such duties as may be necessary or incidental to the discharge and performance of the functions ofhis / her office.e. The Convener shall have the power to vote in case of a tie.

    Sec. 2The Secretary shall:a. Keep a journal of the proceedings of the League;b. Keep all papers and correspondences of the League;c. Certify all official acts of the League;d. Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determined

    by the majority vote of all members of the League.Sec. 3The Treasurer shall:

    a. Act as the custodian of the funds of the League;b. Keep a record of the funds of the League;c. Disburse the same in accordance with the appropriation of the League;d.

    Submit a financial report to the League at the end of each semester or at the end of his / her tenure in case ofa disqualification or removal before the end of the semester;

    e. Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determinedby the majority vote of all the members of the League.

    Sec. 4The Public Information Officer shall:a. Release news items regarding League activities to the media;b. Promote good relations with the press and the public;c. Answer inquiries about the League;d. Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determined

    by the majority vote of all the members of the League.

    Article VIMEETINGS

    Sec. 1The League of College Councils shall convene twice a month or on occasions wherein the Convener or the majorityof the quorum deems necessary;Sec. 2The League shall have an official headquarters to be determined in its By-Laws.

    Article VIIARTICLE AND AMENDMENTS TO THE CONSTITUTION AND BY-LAWS

    Sec. 1This constitution shall take effect upon 2/3 vote of all members of the League of College Councils.Sec. 2 Proposed amendments and revisions to the approved constitution can only be made once every academic year upon1/3 vote of all members of the League.Sec. 3Amendments and revisions shall be ratified in a meeting called for the purpose by a 2/3 vote of all members of theLeague.
