Wards boastnew projectsAll twelve wards within theLangeberg municipal areaare in die process of comple-ting their individual poverty al-leviation projects.

Council members of alltwelve wards received an allo-cation of R100 000 to be usedtowards a specific project wit-hin their respective wards.

The projects, as approvedby Council, were subjected tocertain conditions. The condi-tions included that all projects

should be poverty alleviationprojects, it should be imple-mented during off-season,and should commence duringthe 2012/2013 financial year.

Council also indicated thatbeneficiaries of these projectsshould be remunerated ac-cording to EPWP rates.

All projects should also bein line with the specific wards’IDPs as well as theNeighbourhood Develop-ment Grant.

Storm water channel brings reliefThe construction of a storm waterchannel, including the upgrading ofDavid Street, has been a plannedproject on the municipality’s Inte-grated Development Plan (IDP) forWard 7 for a long time. This pastfinancial year the ward councillor,Jacques Kriel, and the ward com-mittee members decided to put anend to residents’ frustration.

“The municipality has been eye-ing this project for some time butevery year another project takesprecedence,” Cllr Kriel said. “How-ever, this past financial year we de-cided that our people cannot liveunder these conditions any longer.I consulted with my ward commit-tee members and we decided toend this storm water battle the peo-ple in this area have been strug-gling with.”

Residents of David Street, inMontagu, have been strugglingwith storm water that has floodedtheir houses for a long while. Stormwater is rain that does not soakinto the ground when it falls. It isone of the greatest threats to waterquality in our area. When waterruns off gardens and streets intostorm sewers, it carries with it sedi-ments that clog streams and re-duce oxygen in the water. This canrender water supplies undrinkable.

“The people in David Streetdreaded winter as they always hadto dry up flooding in their houses.It’s unacceptable for people to livein these conditions,” Cllr Kriel said.“In addition, people also struggledmoving up and down David Streetbecause it was so bumpy and une-ven. This is one of the very fewstreets in Ward 7 that is not yettarred,” Cllr Kriel said.

The ward committee decided toupgrade the road as well as con-

struct a storm water network that’srunning down the side of DavidStreet to ensure that storm waterflows to the appropriate channels.

“I’ve had so many people thank-ing me for this upgrade,” Cllr Krielsaid. “It really is the best compli-ment when people call you to givepositive feedback about somethingyou’ve put so much effort into. Itfeels great to have contributed tomaking someone’s life a little easi-er,” the councillor concluded.

Ek het met my wykskomi-teelede beraadslaag en ons het besluit om ’n einde tebring aan hierdie stormwater-krisis waarteen die inwonersal so lank baklei.”

Die inwoners van Davidstraat in Montagu sukkel al baielank met stormwater wat hul huise oorstroom. Stormwateris reën wat, terwyl dit val, nie in die grond intrek nie. Ditis terselfdertyd ook een van die grootste bedreigingsvir die kwaliteit van die water in ons area. Water watvan tuine en strate in stormwaterdreine inloop, drasediment en afsaksels wat waterstrome besoedel

en die suurstof in die water verminder. Dit kan veroorsaakdat die water ondrinkbaar word.

“Die inwoners van Davidstraat vrees die winters en syvloede omdat hulle gedurig hul oorstroomde huise moetopdroog. Dit is onaanvaarbaar dat mense in sulke omstan-dighede moet leef,” het rdl. Kriel gesê. “Boonop sukkelinwoners ook om in Davidstraat te beweeg omdat die opper-vlak so ongelyk is. Dit is een van die min strate in Wyk7 wat nog nie geteer is nie.”

Die wykskomitee het besluit om die straat op te gradeeren ook om ’n stormwaternetwerk al langs Davidstraat tebou om te verseker dat vloedwater na die regte kanaleafgevoer word.

“So baie inwoners het my bedank vir hierdie opgrade-ring,” het rdl. Kriel gesê.

“Dit is die beste kompliment as so baie mense bel ompositiewe terugvoer te gee oor iets waarvoor

’n mens so hard gewerk het. Dit voel goedom ’n bydrae te lewer wat ander se lewens’n bietjie makliker maak.”

Makeover for Môreson entranceThe entrance at Môreson in Rob-ertson has received an eye-catch-ing makeover. The renovationwas part of the Langeberg Munici-pality’s Neighbourhood Develop-ment Programme in which it aimsto make townships more attrac-tive for tourism and investors.

The entrance was identified asa key area in need of developmentas it was dirty and unappealing.The project formed part of the mu-nicipality’s Integrated Develop-ment Plan (IDP), and was fundedthrough a R100 000 poverty alle-viation grant as was identified byeach ward committee and coun-cillor.

“All twelve wards receivedR100 000 to be spent on develop-ment and upliftment projects with-in their respective wards,” Lange-berg Municipality Local EconomicDevelopment Manager, PeterSalman, said. “We aimed to getthe community involved. Childrenfrom the area hand-painted thewalls, while ten unskilled and twosemi-skilled jobs were created,”he said.

The project aims to be com-pletely green and self-sustaina-ble. Green vegetation was plant-ed at the front of the entrance and would makeuse of raw or unpurified water. An undergroundirrigation system, paving of the sidewalk, as wellas a gabion wall is still planned for the area.

“I am really passionate about the upgradingand development of Môreson,” Ward 1 Council-lor, Kosie Burger, said.

“This area is the front door of Môreson, andit was just inhumane for people to live underthese ghastly circumstances.

“The morale of the people in Môreson is verylow and this unsightly area attacked their digni-ty,” Cllr Burger said.

“The aim is to instil a sense of pride in thepeople of Môreson by getting them involved inthe development of their entrance. It instills asense of dignity in people when they come fromwork and see their area cleaned up and beauti-fied. I’d like for people to be proud of their area,”Cllr Burger added.

“Ons strewe was om die ge-meenskap betrokke te kry. Kin-ders van die area het die muremet die hand geverf, terwyl tienongeskoolde en twee half-ge-skoolde arbeidsposte geskep is,”het hy gesê.

Die idee van die projek is omgeheel en al groen en self-onder-houdend te wees.

Groen plante is by die ingangaangeplant wat met rou of nie-ge-suiwerde water natgegooi salword. ’n Ondergrondse besproei-ingstelsel, geplaveide sypaadjiesowel as ’n skansmuur word nogbeplan.

“Ek is werklik passievol oor dieopgradering en ontwikkeling van

Môreson,” het Kosie Burger, Wyk1 se raadslid, gesê.

“Hierdie area is Môreson sevoorstoep en dit was net on-menslik om te verwag dat inwo-ners onder sulke haglike omstan-dighede moet leef. Die moreelvan die mense van Môreson isbaie laag en hierdie onaantrekli-ke area was ’n belediging vir hulwaardigheid,” het rdl. Burger ver-volg.

“Die doel is om ’n gevoel vantrots by die inwoners van Môre-son te kweek deur hulle betrokkete kry by die ontwikkeling van dieingang na die area. Kinders nou veilig skool toeDie Langeberg Munisipaliteit het sy erns metdie veiligheid van die leerlinge van HoërskoolBonnievale se laerskool-afdeling bevestig deur’n nuwe aflaai-sone by die skool aan te bring.

Dié sone is by die skool se ingang aangebringom te verseker dat elke leerling die skool veiligbereik.

Die behoefte vir ’n veilige aflaai-sone is deurdie skool se bestuursliggaam geïdentifiseer na-dat agtergekom is dat van die ouers hul kindersaan die oorkant van die skool in die straat aflaai.

Dit het daarop neergekom dat die kinders oordie straat moes stap om by die skool te kom.

“Die kinders se veiligheid was natuurlik onseerste prioriteit,” het die hoof van die skool sebestuursliggaam, Niël Stemmet, gesê.

“Soggens gedurende die week is hierdie ’nbaie besige straat en ons moes iets doen omte voorkom dat ’n ongeluk plaasvind. Ons het

gevolglik die Langeberg-munisipaliteit genaderom ons met hierdie projek te help.”

Volgens rdl. Schalk van Eeden van Wyk 8het dié versoek op ’n uiters geleë tyd gekom,aangesien hy in dié stadium besig was om pro-jekte in die area te ondersoek. Hy meen dieskool se versoek was ’n uitstekende geleentheidom in die veiligheid van die kinders te belê.

School shows off new drop-off zoneThe Langeberg Municipality has invested in thesafety of learners from the Bonnievale High School.A new drop-off zone has been added to the school’sentrance to ensure the safety of the Grade 1 to4 learners attending the school.

The need was identified after the school’s gov-erning body noticed many of the parents were drop-ping off their children on the opposite side of thestreet which meant that the children had to crossthe road to get into the school.

“Of course our first concern was the safety ofthe children,” the head of the school’s governingbody, Mr Neil Stemmet, said.

“Weekday mornings are very busy in this streetand we had to prevent an accident waiting to hap-pen.

“We’ve approached the municipality for help in

funding this project,” Mr Stemmet said.Langeberg Municipality Ward 8 Councillor,

Schalk van Eeden said it has been excellent timingas he has been on the outlook for projects in thearea and thought it was great to invest in the safetyof our children.

“I thought it was a great project and it wouldserve our whole community,” Councillor van Eedensaid.

“The safety of our children cannot be measuredin rands and cents,” Bonnievale High School Princi-pal Mr Johan Els said. “A child’s life is immeasura-ble. This project was the brainchild of our governingbody but would never have realised had it not beenfunded by the municipality. We would like to thankthe Langeberg Municipality for their help,” Mr Elssaid.

Newwalkway forHappy ValleyThe entrance to Happy Valley in Bonnievale boastsa brand new walkway for local pedestrians. Theproject was identified within the Langeberg Munici-pality’s Integrated Development Plan (IDP), whilethe need to upgrade and enhance the entrancewas also recognised by the ward committee.

“We have identified the need to beautify the en-trance to Happy Valley as we are planning for thearea to become a tourist destination over the nextfew years,” Ward 4 Councillor Rodger Kortje said.“It is important that we clean up and keep this areaneat; it will instil a sense of pride in our people,”Kortje said.

The new 150 m x 1 m walkway was constructedto circumvent the entire block and to prevent furthererosion. The area used to be extremely muddy dur-ing rains and was a safety hazard for pedestrians.“This is a high human traffic area and the pavementalso serves as a safety mechanism to ensure thatour children don’t walk in the streets where theycan be injured by motorists,” Kortje said.

The next phase of the project is to plant morecacti on the opposite side of the street which willcontribute to the new look of the entrance. Thecacti are self-sustainable and do not need a lotof maintenance and water.

The project was also part of a job creation andskills development venture and employed around12 people from Bonnievale for a period of threemonths. “We want people to take ownership of thisupgrade and to enjoy the beauty of our little area,”Kortje said.Councillor Rodger Kortje at the new walkway.

Dié projekis deel van die Langeberg Munisipaliteit se Geïntegreer-de Ontwikkelingsplan (GOP). Die wykskomitee het ter-selfdertyd die behoefte geïdentifiseer om ook die ingangna die woonbuurt op te gradeer en te verfraai.

“Ons het die nodigheid vir die verfraaiing van dieingang na Happy Valley ingesien met die oog op diebeplanning van die area oor die volgende paar jaaras toeristebestemming,” het die raadslid vir wyk 4, Rod-ger Kortje, gesê. “Dit is belangrik dat ons die area op-knap en netjies hou. Dit sal terselfdertyd ’n gevoel vantrots by ons mense kweek,” het hy vervolg.

Die nuwe sypaadjie (150 m X 1 m) strek om die heleblok en sal ook verdere erosie verhoed. Hierdie areawas voorheen ’n modderbad wanneer dit gereën het

en het ’n veiligheidsrisiko vir voetgangers ingehou.“Hierdie is ’n area wat ’n hoë volume voetgangers draen die sypaadjie dien terselfdertyd as ’n meganismeom te verseker dat ons kinders nie in die strate hoefte loop waar hulle deur motors beseer kan word nie,”het Kortje verduidelik.

Die Langeberg Munisipaliteit rig ‘n versoek aan diepubliek om hom by te staan in sy strewe om diearea meer eko-vriendelik te maak. Die munisipaliteithet egter dringend herwinbare material nodig nou-dat die Materials Recovery Facility (MRF) wat metdie protesaksie in Junie 2012 afgebrand is, weerin volle swang is.

Die munisipaliteit het pas die versekeringsprosesvan die MRF in Zolani afgehandel en is besig omherwinbare material te kollekteer en uit te sorteer.

Die MRF het reeds sy eerste vrag van 34 tonherwinbare material in Junie vanjaar ge-kollekteer en uitgesorteer.

“Die mikpunt is om 10 ton herwin-bare material per dag te haal en uit

te sorteer,” het mnr. Dirk Steyn, bestuurder: vasteafval, verduidelik. “Ons produseer tans slegs viertot vyf ton afval per dag

Munisipaliteit soek herwinbare materiaalMunicipality needs recyclablesThe Langeberg Municipality would like to ap-peal to the public to assist the municipality inits drive to make the area more eco-friendly.The municipality is in great need of recyclablematerials as the Materials Recovery Facility(MRF), which was burnt down during the protestaction in June 2012, has been brought to fulloperation again.

The municipality recently completed the in-surance claim process for the burnt-down MRFin Zolani and is collecting and sorting recyclablematerials again. The MRF collected and sortedits first consignment, a 34-ton truckload of recy-clables, in June this year.

“The aim is to collect and sort at least 10tons of recyclable material daily,” Manager: Sol-id Waste, Mr Dirk Steyn said. We are currently

only producing around four to five tons becausewe are not getting enough recyclable materialfrom households within the Langeberg area.

“We are still sorting the materials by hand,at this stage, but we are finally seeing progressnow that the insurance process has been com-pleted,” Mr Steyn said.

“We have a great shortage of recyclable ma-terials including paper, glass, cans and plasticand we really need the public to assist us tomake the Langeberg area more eco-friendly,”Mr Steyn added.

New paved walkway, taxi rank for ZolaniFor its ward project, Ward 10Councillor, Mxolisi Zwedala,said the ward committee identi-fied a few major needs withinZolani.

“It was difficult to stick to onlyone project, as there are somuch that needs to be done inand around Zolani,” Cllr Zwedalasaid.

Eventually, the ward commit-tee members of Ward 10 decid-ed to upgrade the entrance ofZolani, including the main activi-ty route starting at Bekela.

“This project was chosen aswe identified the need to cleanup and beautify Zolani.

“It is important that we instila sense of pride within our peo-ple,” Cllr Zwedala said.

The entrance and the walk-way in Bekela were both cleanedand paved and trees were plant-ed along the way to beautify thearea.

The project was also part of

the municipality’s ExpandedPublic Works Programme(EPWP) and around twelve peo-ple from Zolani itself were em-ployed.

“I am very proud of this area,”Cllr Zwedala said.

“It looks beautiful and peoplecan feel a sense of pride to comehome from work in the after-noon.

“The streets are clean and ourpeople can walk safely in theevenings and on rainy days.

“I’m also proud that peoplefrom our area were part of theconstruction of the walkway.

“This will contribute to peopletaking ownership and looking af-ter this area and keeping itclean,” Cllr Zwedala added.

Die wykskomitee het ten eindelaaste besluit om die ingang naZolani, insluitend die hoofroete

wat by Bekela begin, op te ruimen op te gradeer.

Daar is op dié projek besluit,sê Zwedala, omdat daar ’n be-hoefte was om Zolani skoon temaak en te verfraai.

“Dit is belangrik dat ons ’n trotsvir Zolani onder die inwonerskweek,” het Zwedala vervolg.

“Die ingang en sypaadjie inBekela is opgeruim en geplaveien bome is langs die pad geplant

om die omgewing te verfraai.Hierdie projek was ook deel

van die munisipaliteit se Expan-ded Public Works Programme(EPWP) en het werk verskaf aansowat twaalf inwoners van Zolaniself.

Youth Summit concludes successfullyThe Langeberg Municipality hos-ted a two-day Youth Summit from05 to 06 July 2013 at the RobertsonTown Hall.

The aim of the Summit was toobtain feedback from the youthfrom various sectors within theLangeberg area about the deve-lopment of a Youth Strategy.

The summit was attended by re-presentatives from ward commit-tees, the municipality’s youth data-base as well as representatives ofvarious political parties.

The Langeberg Youth Strategywas submitted to Council for ap-proval, but the Council concludedthat it lacked some input from theyouth within our area.

A summit was then organisedin which the municipality invited re-presentatives from all five townswithin the municipal area.

“We really wanted to reach allyouth from various sectors as wellas from all five towns within theLangeberg area to get sufficient in-put,” said the Director of Strategyand Social Development, Ms Ce-leste Matthys.

“At this stage we are aiming toprepare a report for Council inwhich we’d like to propose the es-tablishment of a Youth Council.

“This proposed Youth Councilwill preside over all matters relatingto youth issues within the area.”

The youth at the summit weredivided into groups of their respec-tive towns in order to identify themain issues concerning their owntowns or communities.

All the issues of the varioustowns were then collected andevery person at the summit thenvoted for the five most importantissues in their respective area.

The five most critical issues in-cluded;

1.Youth unemployment2. Lack of education and skills

development3.Drugs and substance abuse4.Lack of recreational facilities5.Teenage pregnancies and

other social illsThe Director Strategy and Soci-

al Development will present the fin-dings of the Youth Summit to theCouncil for approval and to mapthe way forward. The young people and delegates at the Youth Summit.

Suksesvolle JeugberaadDie Langeberg Munisipaliteit het op 5 en 6 Julie vanjaar‘n Jeugberaad in die stadsaal op Robertson aangebied.Die doel daarvan was om terugvoer van die verskeie sek-tore rondom die ontwikkeling van ‘n strategie vir die jeugte kry.

Die beraad is deur verteenwoordigers van die wyksko-mitees, lede van die munisipaliteit se jeugdatabasis asookverteenwoordigers van verskeie politieke partye byge-woon.

Die Langeberg Jeugstrategie is aan die raad voorgelêvir goedkeuring. Dit het egter aan insette van die jeugin die streek ontbreek en ’n beraad is daarna gereël waar-na verteenwoordigers van al vyf dorpe in die munisipalearea genooi is.

“Ons wou al die jongmense uit die onderskeie sektoresowel as van al vyf dorpe in die Langeberg se munisipalegebied betrek om voldoende insette te lewer,” het diedirekteur van strategie en sosiale ontwikkeling, me. Celes-te Matthys, gesê. “In dié stadium mik ons daarna om‘n verslag aan die raad voor te lê waarin ons die stigtingvan ’n Jeugraad voorstel. Dié raad sal die leiding neemin alle kwessies wat die jeug in hierdie gebied raak.”

Die jongmense by die Jeugberaad is volgens hul dorpein groepe ingedeel om die dringendste kwessies in hulonderskeie gebiede of gemeenskappe te identifiseer. Diékwessies is saamgevat en elke afgevaardigde by die be-raad moes vir die vyf belangrikste kwessies in hul onder-skeie gebiede stem. Die vyf mees kritiese kwessies hetingesluit:

1. Werkloosheid onder die jeug2. Gebrek aan opvoeding en lewensvaardighede3. Dwelms en dwelmmisbruik4. Gebrek aan ontspanningsgeriewe5. Tienerswangerskappe en ander sosiale euwels

Die bevindinge van die Jeugberaad sal deur die direk-teur van strategie en sosiale ontwikkeling aan die Raadvoorgelê word vir goedkeuring en sal ook die pad vorentoeaandui.

Langeberg finalis indie Arbor City AwardDie Langeberg Munisipaliteit is een van vyf B-munisi-paliteite in die land wat as finalis gekies is om in aan-merking te kom vir die Arbor City Award vir 2013.

Die toekenning word gemaak as aansporing en be-loning vir munisipaliteite wat hul bes doen om omge-wingsrehalititasie en ’n groen omgewing te skep, veralin die voorheen benadeelde areas.

Die meeste munisipaliteite het die afgelope jarereeds ver gevorder om ’n groener omgewing te skepen die klem te verskuif van dorpe en voorstede omnou ook ander dorpsgebiede en informele nederset-tings in te sluit. Die department van landbou probeerom omgewingsbewaring en ontwikkeling te bevorderom sodoende ’n gesonder omgewing vir al sy inwonerste skep.

Die department en sy vennote besef dat globaleklimaatsverandering, in besonder aardverwarming, ’nverskynsel is wat vandag die grootste enkele bedrei-ging vir die mens en omgewing in die 21ste eeu inhou.Die plant van bome, wat die basis vorm van die ArborCity Award, is een van die aanbevole faktore om diébedreiging in die omgewing teen te werk.

Die doel van die kompetisieDie hoofdoel van die kompetisie is om munisipaliteite aan

te moedig om vergroenings-inisiatiewe aan te pak. Ander mik-punte sluit in:

) Om vergroeningsinisiatiewe op provinsiale en plaaslikevlak te bevorder;

) om munisipaliteite se vergroeningsinisiatiewe na voor-heen-benadeelde gebiede uit te brei;

) om algemene bewusmaking te kweek oor die belangrik-heid en die waarde van bome in woonareas;

) om plaaslike owerhede aan te spoor om die ekstra myl

te loop met die vergroening van hul areas;) om ’n platform vir munisipaliteite te skep om die uitda-

gings rondom vergroening te ontleed en om oplossings daar-voor te vind.

“Ons is verheug en voel geëerd om as finalis in dié kompeti-sie gekies te word,” het die bestuurder van parke en openbaregeriewe, me. Zouwe Lesia, gesê. “Ons maak gereed om diekompetisie se beoordelaars te ontvang en ons kan nie wagom te wys wat ons alles gedoen het nie. Dit is regtig goedom op hierdie wyse erkenning te kry.”

Die ander finaliste in die afdeling vir B-munisipaliteite sluitin Matlosana, Tlokwe, Hessequa en Drakenstein. Die toeken-ningseremonie word vanjaar in September gehou.

Langeberg selected asArbor City Award finalistThe Langeberg Municipality is one of five B-municipalitieswithin the country to be selected as a finalist for the ArborCity Award for 2013.

The award is an effort to try and give incentives andrewards to municipalities who are doing their best in termsof greening, especially in the previously disadvantagedareas.

Most municipalities made great strides in recent yearsto expand the greening of their municipalities from thepast focus on towns and suburbs to also include town-ships. The Department of Agriculture is trying to promoteenvironmental conservation and development, therebysecuring a healthy living environment for all.

The department andits strategic partners real-ized that the most threat-ening phenomenon in theworld today is global cli-mate change, in particu-lar global warming. Thisphenomenon is an envi-ronmental threat thateveryone faces in the21st century. Tree plant-ing, which forms the ba-sis of Arbor City Award,is one of the mitigatingfactors that are recom-mended towards theslowing down of this envi-ronmental threat.

Objectives of the com-petition

The main objective ofthe competition is to en-courage municipalities to

undertake greening initiatives. The other objectives in-clude the following:

) To promote the development of provincial and localgreening plans;

) to extend greening in local municipalities to previ-ously disadvantaged areas;

) to ensure compliance with relevant greening legisla-tion;

) raise general awareness about the importance andvalue of trees in residential settlements;

) to provide incentive for local authorities that go anextra mile to green their areas;

) to provide a platform for diagnosis of challengesfacing municipalities re-garding the greening func-tion and discuss solutions.

“We are extremely ex-cited and honoured to beselected for this competi-tion,” Manager: Parks andAmenities Ms ZouweLesia said. “We are gear-ing up to receive the judg-es of the competition andwe can’t wait to show themall the work we’ve done.It’s really great to receivethis kind of recognition,”she said.

The other B-municipali-ties finalists include Mat-losana, Tlokwe, Hessequaand Drakenstein Munici-pality. The award ceremo-ny will take place in Sep-tember 2013.
