Lakehouse operates through four divisions:

Regeneration provides planned and responsive maintenance services for social housing clients, which are mainly local authorities and housing associations. The division operates through three businesses: Regeneration (South), Regeneration (East) and Regeneration (North).

Energy Services provides a range of energy efficiency services for primarily social housing and private homes. The division also uses these services to deliver carbon emissions savings for energy companies, enabling them to meet their legislative targets. In addition, the division offers renewable technologies, smart metering services and energy brokerage to customers throughout the UK.

Compliance comprises planned and responsive maintenance, installation and repair services to local authority and housing association clients, in the areas of gas, fire and electrical, water and air hygiene, and lifts. These services cover clients’ social housing and public building assets.

Construction offers refurbishment and small to medium-sized public building works, predominantly for local authority clients. The division focuses on clients in the education sector, although it also delivers some works to a range of other public buildings.

Everwarm’s success is largely as a result of:

Since Everwarm formed the team has installed energy efficiency measures in over 70,000 homes and businesses across the UK.

A large number of these measures have been heating, cavity wall and loft insulation but we have grown our solid wall capabilities significantly over the past 18 months and have good experience in installing both internal and external wall insulation. Additionally, we have experience in installing ground/air source heat pumps, solar heating systems, solar photovoltaic systems and more recently electric vehicle charging points.

We employ over 200 people, split across two business units, Bathgate (Head Office) and Bedford, along with a nationwide network of high quality sub contractors.

Our Bathgate premises include a training academy for all of the measures we install. This template will be rolled out to our other premises to ensure the quality of our work remains high and to support ongoing local employment.

By constantly tracking the markets our analysts use their knowledge and the latest intelligence to implement forward purchasing strategies to take advantage of soft markets, or limit the damage of increasing costs in a rising market, helping businesses to control their spend on energy overheads.

Providor covers a wide range of industrial and commercial metering and gas and electric applications across England, Scotland and Wales. We design, manufacture, install and project manage bespoke projects and large scale exchange programs. Amongst our highly skilled and competent engineers we have Low Pressure, Medium Pressure and Intermediate Pressure qualifications.

A key part of the reduction in CO2 emissions, in line with the government’s challenge of energy reduction, will be the introduction of smart metering across the UK by 2020. The roll out of the meters has started already and the initial results have been great.

For large projects we offer a project management service. Our project managers are our clients’ first port of call for planning needs, and dedicated planners coordinate each project for maximum efficiency.

For bespoke projects and more unusual exchange work we have a system design team, who will look in depth at your gas requirements and design a meter module to suit your needs, using state of the art 3D technology. This system design can form part of your project managed package.

We’re currently working with Aberdeenshire Council to deliver a programme of energy efficiency improvements across the Aberdeenshire region.

This comprises the Authorities’ HEEPs:ABS programme, aimed at providing energy efficiency improvements to owner/occupier residents. It also encompasses their own Capital Works Investment Programme which focusses on Coucil owned stock.

The project comprises a mix of measures including boiler replacements, new central heating systems, renewables heat solutions for off gas areas, fuel switching, external wall insulation, internal wall insulation, cavity wall insulation, hard to treat cavity wall insulation, loft insulation, underfloor insulation and solar PV.

Funding mechanism

There are four main funding streams employed in the overall financial model of the dual focussed programme. These are explained below:

ECO Funding

Everwarm is a framework contractor with Scottish Power. We’ve worked to secure funding for Aberdeenshire’s entire energy efficiency improvements programme.

HEEPs:ABS Funding

We’ve worked with the authority to develop a programme of works that maximises the use of their available HEEPs:ABS funding and benefits reaching a greater number of households.

Owner contribution

HEEPs:ABS funding has removed the need for any owner contribution.

Property types

There are a number of property types across Aberdeenshire. From a heating perspective there are both on gas and off gas areas. The Authority has invested in improved heating solutions for both, including gas boiler replacements and gas full system replacements for on gas areas, and the installation of Air Source Heat Pumps and Solar PV for off gas.

Everwarm worked in partnership with Aberdeenshire Council to design and install air source heat pumps to a number of Council owned properties in Aboyne.

As well as the design of the heating installations, we surveyed and installed energy saving measures in each property, including external wall and loft insulation to maximise fuel saving.

Funding mechanism

Everwarm can co-ordinate funding models for your project. There are currently three main funding streams, each of which is explained below:

RHI – (Renewable Heat Initiative) the domestic RHI will be introduced by DECC in Spring 2014. It will be available to homeowners, private and social landlords. It will also be available to those who have installed renewable heat technologies since 15 July 2009 and meet the scheme’s eligibility criteria.

HHCRO – Owners and private landlords can secure funding that contributes to the cost of an air source heat pump and all ancillary work (radiator’s pipework etc.) subject to owner and tenant being on certain qualifying benefits.

Property types

Made up of no finds property types in the contract with a variety of solutions being offered. All properties had external wall insulation installed as well as ASHP. Good standards of insulation are critical in hard to heat properties such as these, to minimise heat losses.

Installation and maintenance

Everwarm is an approved MCS installer able to install a range of air and ground source heat pumps. Once installed correctly ASHPs are virtually maintenance free, all that is required is an annual check by a qualified tradesman to make sure the units are working properly and the vents are clear.

Almond Housing Association

Changeworks

Scope of works Everwarm was appointed as the contractor for UHIS in West Lothian through the EST tender process. We identified a potential mixed tenure project in the Howden area of Livingston and by working in partnership with Almond Housing Association, Changeworks (who managed the project on behalf of West Lothian Council) and Scottish Power (utility partner) we developed a scheme to provide 29 properties housing elderly people with external wall insulation, fascias and rainwater goods and new roofs for the RSL properties.

Residents’ welfare Special consideration was given to the fact that the bungalow properties were occupied by elderly, vulnerable residents. New handrails were fitted at both the front and rear entrances to the properties to aid easy access. Further to the presence of a Resident Liaison Officer on site, specific measures were put in place to ensure the welfare and wellbeing of any vulnerable residents.

Marketing

Marketing was carried out by Everwarm and Changeworks and included a community open day where the proposals were described and the benefits explained. Surveyors were available to arrange appointments and to discuss any technical issues that customers might have had. Subsequent phases

The successful first phase has resulted in commitments in 2014 from both West Lothian Council and Almond Housing Association to extend the programme throughout the estate.

Scope of works

Everwarm worked with River Clyde Homes and Inverclyde Council to deliver a full package of improvements to homes in the Inverclyde area. The project covered works to 326 properties and included both low rise and flatted properties. Tenure was mixed across the contract.

Works within the programme covered external wall insulation, installation of screens to balconies, internal communal close lighting, flat roofing works and close repairs.

Funding mechanism

Everwarm co-ordinated the funding model on behalf of our clients River Clyde Homes and Inverclyde Council. It included four main funding streams. These were:

ECO - Everwarm, as an approved ECO provider with four of the six big utility companies was able to secure ECO funding at a highly competitive rate. This contributed greatly to the overall funding package enabling our clients to maximise the package across the community.

HEEPS -The Scottish Government’s HEEPS funding, available to home owners was another considerable funding mechanism employed to maximise financial assistance to the project.

River Clyde Homes - River Clyde provided funding for their properties from their capital investment budget.

SFO Grants - The Support For Owners grant from the local authority provided the final funding stream into the programme. It provides financial assistance to owners to carry out works to areas with a communal responsibility.

Everwarm is working in partnership with Paragon Housing Association and ScottishPower. The project includes a mix of measures including external wall insulation, re-roofing, cavity clearance, cavity insulation render only works.

Funding mechanism

Everwarm co-ordinated the funding model that included three main funding streams, each of which are shown below:

There is a mixture of traditional and non-traditional property types throughout the area with different solutions being offered. No-fines properties are being externally insulated while traditionally built properties are having their cavities cleared, cavity insulation installed and new render finishes applied.

Tenure and dealing with private sector

Owners are being offered free external upgrades including re-roofing and external cavity and re rendering.

The Association chaired and hosted several community briefings as well as the initial pre-start meetings and were very supportive in getting the community to buy into the scheme. Social and Private owners percentage:

We’re currently working with Williamsburgh Housing Association to deliver a programme of energy efficiency improvements to their properties in the Paisley area.

The project includes a mix of measures including internal wall insulation to over 900 properties and boiler system upgrades to over 300 properties. As well as benefiting the Associations tenants, the programme is also open to owner occupiers allowing all residents in the area to benefit from improved energy efficiency measures.

Funding mechanism

Everwarm have co-ordinated the funding model that includes three main funding streams:

ECO – Everwarm is a framework contractor with Scottish Power and have worked to secure funding for Williamsburgh’s energy efficiency improvements programme.

HEEPs-Abs - We’re currently in discussions with the local authority regarding available HEEPs:ABS funding for home owners. This funding provides assistance to make participation in the programme more financially viable.

Williamsburgh – The Association recognises that there are increased financial benefits to their tenants when they employ a combined measures programme.

Owners – HEEPs:ABS funding will reduce or remove owners contribution.

Property types

Williamsburgh’s improvement programme is for solid wall sandstone tenements. Internal wall insulation offers the best solution as it provides full insulation benefits to the solid wall construction while retaining the original features of the sandstone finish. ‘A’ rated combi condensing boilers have been fitted where original boiler systems are found to be inefficient.

Tenure and dealing with private sector

This programme covers predominantly social landlord stock but does provide the opportunity for private owner involvement.

Williamsburgh Housing Association are instrumental in working alongside Everwarm to engage with the community as a whole.

Scope of works Yoker Housing Association are an active community focused registered social landlord based in the Yoker area of Glasgows West End. They have over 600 properties generally within mixed tenure pre 1919 sandstone tenements.

Funding mechanism

Everwarm co-ordinated the funding model that included three main funding streams, each of which is explained below:

ECO – Everwarm, as an approved framework contractor with ScottishPower, secured the necessary ECO funding for the project.

HEEPS:ABS - The HEEPS:ABS is available to reduce the customer contribution to zero on all measures.

Yoker Housing Association – Contributions provided by Yoker Housing Association

Tenure and dealing with private sector

Through partnership with Yoker Housing Association, Everwarm and the appointed architect, a ‘hybrid’ approach was considered to be the best solution from both a technical and financial view point. This approach reduced the U value for the walls from over 2.1W/m2K to 0.3W/m2K while protecting the building fabric and improving the overall aesthetics of the block. Below is a breakdown of the tenure types:

Linthouse Housing Association

Overview

We worked in partnership with Glasgow City Council, Linthouse Housing Association and SSE to deliver significant improvements to a group of hard to treat properties at Linthouse in Glasgow.

Linthouse Housing Association had previously carried out improvements to other houses locally and offered owners the opportunity to have the work completed at the full value. The support of UHIS and CESP resulted in a 90% uptake.

The works included:

• external wall insulation

• new fascias and soffits

• new gutters and downpipes

• decoration of the base course

Funding mechanism

Everwarm co-ordinated the funding model that included three main funding streams:

UHIS The initial catalyst for the project was the contract that Everwarm won to deliver UHIS in Glasgow - around 25% of the funding package.

CESP Everwarm, as an approved framework contractor with SSE, secured the neccessary funding for this scheme.

Owners /RSL Owner occupiers, private landlords and Linthouse Housing Association contributed.

Property types

The project provided the external refurbishment of 125 terraced and semi-detached properties, all of non-traditional construction.

37 housing association properties and 88 private owners benefitted from the project, representing a 90% uptake in the area.

Fuel Switching Phase 1-3

Forth Housing Association

Overview

Phases 1, 2 and 3 of Forth Valley Housing Association’s gas infill programme set out to replace existing electric storage heating with high efficiency gas central heating and hot water. After successfully completing the first gas infill project in 2011, Everwarm was successful in winning the tender to deliver phases 2 and 3. These 3 phases provided a new gas infrastructure, meters and heating systems to more than 200 tenants who will benefit from a more efficient heating and hot water system with savings on their energy bills of around £400 per year.

Measures

Removal of existing electric storage heating and replacement with gas central heating systems in 200 properties.

Funding mechanism

Everwarm co-ordinated the funding model that included 2 main funding streams:

• CESP – Everwarm’s utility partner of choice for this project was Scottish Power

• Infrastructure Works – the works were carried out by specialist sub-contractors who provided funding support for the provision of the gas supply to these of-gas areas

Property types

Forth Housing Association has a wide range of property types including a number of 4 and 5 storey blocks of flats in city centre locations.

Working with tenants

Forth Housing Association has a diverse range of tenants including elderly and vulnerable. To ensure that these tenants received the required support, a pre-installation visit was carried out to each property by the Everwarm contract supervisor and a client representative. As well as discussing the scope of works, these visits provided tenants with the opportunityt to raise any issues regarding the timing of the work, specific requests for the location of radiators and boilers and any special help that may be required lifting flooring, moving furniture etc.

Tenants were then requested to complete customer satisfaction forms on completion of the works to ensure that standards were maintained throughout.

The contract supervisor attended site every day and was the first point of contact for the client’s representative. He also visited any tenants at their request and was responsible for the general smooth running of the works on site. On larger sites Everwarm now uses Resident Liaison Officers, a dedicated resource which provides daily support for tenants and homeowners throughout the contract.

Everwarm worked closely with the client team throughout the project. We engaged with the Housing Officer to learn as much as possible about their tenants and the properties being improved.

The districts of Glasgow included in the work covered Govanhill. Yoker, Easterhouse, Milton, Barlanark and Linthouse.

The number of properties covered in the works were 1,107 receiving external wall insulation, 464 receiving roof and loft insulation and 115 to receive internal wall insulation to front elevations.

Any other key details of relevance in the delivery of this service

We were appointed to deliver Glasgow City’s UHIS programme in late 2011 and continued to deliver under ECO until the end of 2013. Various phases have been completed, initially supported by CERT and CESP funding but latterly with ECO funding.

We have been appointed to the framework contract in Glasgow to deliver the next programme of works for the city. To date we have not completed any work under this programme. However the results of the first round of tenders will be announced shortly.

The cost of energy saving measures installed by type

We co-ordinated the funding model that included three main funding streams:

UHIS The initial catalyst for the project was the contract that we won to deliver UHIS in Glasgow - around 25% of the funding package.

CESP The first phases of the project were supported by CESP ECO – As an approved framework contractor with EDF, we secured the necessary ECO funding for the final stages of this project.

PSHG The properties qualified for PSHG Owners / Landlords – owner occupiers and private landlords contributed.

Richmond Housing Partnership

Overview

Lakehouse successful acquisition of Everwarm has resulted in the significant improvement of homes managed by Richmond Housing Partnership. We have used our combined strengths - Lakehouse’s in depth knowledge of green funding mechanisms, and Everwarm’s installation and ECO compliance expertise - to successfully deliver an 800-home hybrid retrofit scheme at zero cost to Richmond Housing Partnership.

Innovative approach

Work began in January 2014 on one of the first fully ECO-funded major retrofit schemes since the Government’s review of the Energy Companies Obligation (ECO) in late 2013. Through an innovative approach to finance and delivery, the hybrid scheme has seen both hard-to-treat cavity wall insulation (HTTCWI) work and suitable external wall insulation (EWI) delivered at zero cost to Richmond Housing Partnership.

The project focused on retrofitting around 800 homes, to deliver maximum carbon savings and help address fuel poverty in Richmond and Hounslow.

Prompt turnaround

Against an uncertain policy backdrop for ECO, Richmond Housing Partnership and its partners committed to rapid mobilisation and delivery. The work was turned around promptly over a three month period to ensure residents could benefit from warmer homes and reduced energy bills as early as possible.

Through a strategy developed by Lakehouse, the project saw HTTCWI work undertaken simultaneously with suitable EWI installations, allowing economies of scale and carbon savings to deliver a fully funded model to Richmond Housing Partnership.

Property types

The project identified over 800 properties requiring CWI, all of which were in blocks of 3 storeys or more. 300 properties qualified under the existing Hard to Treat criteria and have been addressed, with the remainder planned for post-March 2014 when the criteria changes.

Alongside the CWI installations, some properties of non-traditional construction were treated with EWI at no cost to Richmond Housing Partnership or its residents.

Funding mechanism

Using existing ECO funding contracts, which are directly with 4 of the ‘Big 6’ energy companies, the scheme required no contribution from the Richmond Housing Partnership and was fully self-funded.

We managed all aspects of ECO funding and compliance, which included:

• Ensuring all measures were undertaken by PAS 2030 qualified installers (our own teams in the case of CWI)

• Conducting pre-installation surveys to generate EPCs and organising Chartered Surveyor Reports

• Processing and invoicing claims with the Energy Company

Project overview

Hard to treat cavity wall and external wall insulation was undertaken for private homeowners, private renters and housing association tenants.

The works were undertaken to 267 hard to treat properties on the Lymington Road Estate with 201 external wall insulation and 66 hard to treat cavity wall insulation measures installed, fully funded by ECO with no cost to the client.

The scheme was fully funded by ECO, despite low carbon return. Camden Council was very pleased with the team’s ability to deliver in a short time while maintaining high standards of quality and customer care. As a result we are now close to agreeing a second phase of delivery – 31 solid wall multi-dwelling blocks across the borough which will utilise ECO funding and GDHIF (for leaseholders) alongside client contributions.

The request came to Lakehouse after the Council’s original ECO funder pulled out of the scheme. We had only five weeks to deliver the programme of works. Due to the tight time restraints work commenced within two weeks of approval and completed before the March 2014 deadline.

Client requirements

Lakehouse, Foster and Everwarm jointly undertook the project and we were required to manage the project, complete the installations and source and provide the ECO funding to offset as much of the cost as possible.

The property types included street properties, flats and town houses. Tenures included residents, leaseholders and sheltered housing. Vulnerable residents each required slightly different communication methods and information. As a result of clear customer focus, no complaints were received and we achieved a resident satisfaction KPI score of 97%.

Camden fed back in our final sign off meeting that they were delighted with our performance. Not only had we ensured they met their affordable warmth target, we also delivered the programme in a caring and considerate manner. This ensured that all residents viewed the project and Camden positively.

Camden has since instigated an external wall insulation programme (86 individual blocks, totaling 1550 properties). As a direct result of our performance on the original Camden project, Lakehouse has been awarded this second phase with the first nine blocks scheduled to begin in September 2014 and complete by March 2015. The contract value for this additional programme of works is in excess of £1m.

Background The London Borough of Hackney has a number of social housing blocks that have electrically powered heating and hot water systems. These systems are very old and inefficient, resulting in high maintenance costs. More importantly these systems are very expensive to run for tenants in areas where there are high levels of fuel poverty.

In addition there are a number of old and unreliable gas fired communal systems that are equally inefficient with high maintenance costs.

The Council, Hackney Homes and the London Energy Efficiency Fund (LEEF) have come together to address these problems through a programme of externally funded gas communal heating and hot water provision. The work will result in over 600 residents securing lower energy bills and affordable warmth. nance burden

Scope of works Lakehouse has been appointed to design, manufacture and install packaged heating plant to provide communal heating and hot water to eleven residential blocks. The work has been undertaken in three distinct parts:

1. The ‘core’ system. Design, manufacture and installation, of packaged communal heating plant including ‘smart’ hydraulic interface units (HIUs).

2. Heat and hot water distribution

and control systems to individual accommodation units. This covers the installation of radiators, associated piping and connection to the HIU. Some blocks require full electrical rewiring.

3. Operation and maintenance of the core system. This provides for servicing and maintenance of all plant and equipment installed including the HIUs.

Lakehouse has partnered with the charity to offer free one-to-one energy efficiency advice and support for vulnerable residents on using their new installations and reducing their fuel bills. This includes help with behavioural change and encouragement to develop beneficial new habits.

Their expertise is also helping to train and educate our Resident Liaison Team in energy efficiency and vulnerability.
