Hi neighbors of Lake Bernadette! This should be in your hands right before St Patrick’s Day! since I was out of state during the past Christmas season, I’d like to wish all residents a belated Happy New Year. As

most of you read in the January newsletter, my Mother passed away over Christmas. Many thanks for all your prayers and condolences. Although she celebrated 88 fantastic years, we miss her greatly, but take comfort that she is in a better place with our Lord. I also would be remiss if I didn’t thank Brigid, our secretary, and Lloyd, our property manager, for their support in getting the January edition of the newsletter published.

This year will be an interesting one as there are three “Friday the 13ths” in 2012. The first was in January, the second comes in April, and the third will befall us in July. I sure hope our luck holds since the next time we can expect three Friday the 13ths will be in 2040!

Now, on to some business. If you have been following my little notices this past year about speed limits and care on our roadways, you know I continue to remind residents and their visitors that speed on our residential streets should not exceed 20 MPH. Most of Lake Bernadette’s residential streets are already posted at 20 MPH or below with the exception of Golf Links Blvd and Montford Dr. Golf Links Blvd, posted at 30 MPH, is our main thoroughfare into and out of our community.

Unfortunately, it is often used as a speedway cross road between Eiland Blvd and SR54. The Pasco Sheriff in the past has helped enforce the speed limit, but Sheriff presence lately has been lacking. Thus, speeders are again taking advantage of a lack of police enforcement. We hope to get the Sheriff re-engaged in traffic enforcement on Golf Links. I can’t say the same for Montford Dr. The county recently completed a speed survey and found Montford compatible with the Florida statue and state speed limit of 30 MPH. Despite strong recommendations to post Montford at 20 MPH, the county would only post according to state and county statutes. However, the county did agree to post warning speed signs

for the curves on Montford. I hope drivers have noticed that the section of Montford between Pinehurst Greenway east through that “S” curve and halfway around to Wynstone Lane is posted at 20 MPH. Also, the curve east of Wynstone Lane around to Marsh Glen has an advisory posting of 10 MPH. Folks, please slow down on our roads.

In the last two months, there have been two major accidents on Montford on the “S” curve just east of Arbor Green. The first resulted in knocking down one of our light poles. The second was a hit and run around the curve at Arbor Green on Montford which destroyed an oak tree and a residential mailbox. Please, please, please slow down! And, tell your younger drivers to do the same. I will advise you now, if I perceive a speeder on any of our roads, I will record the license plate number, take a photo of the vehicle and report it to the Sheriff for a reckless driving report. A license number and date/time of incident is all that is needed to make a reckless driver’s report to the Sheriff which will result in that vehicle being entered into a criminal data base. (Ph: 813-929-1204) One more reminder for all of our residents: No Parking on Any Street. Your HOA will tow vehicles violating our parking rules.

Finally, remember to trim up those trees along the road to prevent vehicle damage. That includes trimming up 8-10 feet from the ground, especially branches overhanging the sidewalk and street. Spring is coming; it’s almost time to get our areas cleaned and trimmed.

Check out our exercise room at the clubhouse. Think of the money you can save on that gym membership. There’s lots of great equipment that Dan will be happy to show you how to use. Non-CDD residents can “buy-in” and use all of the facilities.

You may begin to notice some interesting changes soon in our community. The Department of Justice has ruled that municipalities (like Lake Bernadette’s CDD) are no longer exempt from meeting a variety of access requirements. Consequently, “change” is in the wind.

The biggest change that you may notice is that there will soon be a chair lift installed at both the Clubhouse and the Cabana pools. These lifts will make it much easier for some of our residents to enjoy the pools! However, we (the board) have a big request – please do not allow your children to use them as toys. If you have older teenagers that may use the pool when you are not present, please let them know that (unless they are disabled) they should not use them. Thank you for your understanding and cooperation.

In addition, our playground area will soon be undergoing an upgrade that will make it more “user friendly” for any of our younger residents with a need for greater access.

Your board has also come to a difficult decision regarding the hot tub / spa located at the cabana pool. In addition to the ADA requirements, Pasco County Health Department has advised us that significant upgrades are required to meet their standards. The costs associated with meeting both organizations directives are prohibitive. Therefore, when the cabana pool reopens in the spring, the hot tub / spa will no longer be available.

It is our desire to make Lake Bernadette a community where we are all enjoy a high quality of life. We believe that these changes will further that goal. v

Most of us love trees. We like the green of trees and we like the shade they provide.

We like the sound of wind in the trees and we like the leaves (until they need to be raked). There is nothing more magnificent than a grand oak tree. But trees have their place. The correct place for a tree is usually not too close to a house or overhanging a house.

It takes years but eventually trees planted too close to houses send their roots underneath the house and threaten the concrete foundation. Trees planted too close also overhang the roofs and drop large amounts of outfall including resin and branches onto the roofs prematurely aging the roof. Trees growing over roofs are also very difficult and expensive to prune or cut back. Trees growing over a roof may require a hydraulic device to assist the arborist in trimming - perhaps even a crane. The use of these machines to aid the arborist places a large unanticipated and unbudgeted burden on a homeowner.

There is also an insurance angle to trees planted too close or overhanging a house. Casualty insurance carriers lately have been requiring homeowners to remove overhanging branches under threat of policy cancellation. The board of directors has been very sympathetic with homeowners in approving removal of trees the roots of which threaten foundations or the branches of which overhang roofs. There are alternatives such as crepe myrtle and palm trees that grow more vertically instead of developing a large canopy. Even large vertical hedges can be an attractive screening device and alternative to trees.

All trees situated on homeowner property, including street trees (the trees located between the sidewalk and street) are the maintenance responsibility of the homeowner. Trees are environmentally good and functionally positive until such time as their unanticipated maturity makes them a nuisance or a threat. The trick is to anticipate the tree’s size at maturity and plant it in an appropriate place. v

The Greater Zephyrhills Chamber of Commerce and The Rotary Club of Zephyrhills have joined together once again to offer an afternoon of golf, fun and prizes.

The 7th Annual Zephyrhills Scramble will be held May 4th at Silverado Golf and Country Club, with registration beginning at 11 a.m. and a shotgun start at 1 p.m.

Proceeds from the event will benefit local youth and education programs through community

service projects operated by both organizations.

daybreak rotary hosts literacy event

zephyrhills-Daybreak Rotary recently completed a Literacy Reading Evening at Woodland Elementary School in Zephyrhills. One hundred and twenty five parents, students and staff enjoyed fun events and a dinner of chicken fingers. The evening culminated with each child being given a book to take home and read with their parents.

Additional popular books were added to the Woodland Elementary media center for checkout by students throughout the year. The event was funded in part by a grant awarded to Daybreak Rotary by the District 6950 Simplified Grant Committee. Thirteen Rotarians and Interact students (Rotarians’ program in the high schools) participated in the event. v

W e here in the Englewood section of Lake Berna-dette, on Wickingham

Ct., have a unique street and are known as “The Wickets”. The neigh-borhood is like an extended family, involved with each other and always available to help. The street consists of about 50% retired folks and 50% of those still in the working world, some

in their 20’s and 30’s with others in their 90’s. Yet we all mesh and get along with each other. Being a short cul-de-sac, probably makes it easier to interact with each other.

We celebrate birthdays and holidays with each other. Halloween is a BIG party for us, since we get as many as 1000 trick or treaters on our street.

Many come in vans and even flatbed trailers filled with kids. It was overheard that a woman said “this is the only place I’ll take the kids, because it’s safe”. Some of us decorate our yards and even dress up in costumes to hand out candy. We set up tables in our driveways to allow faster hand-outs as there are lines backed up waiting to get the “goods”. It really is a sight to see!!

There is an annual Christmas Eve chili feast at the Strickland’s. This year 45 people participated. Super Bowl has the annual gath-

ering of approximately 20 cheering fans at the O’Brien’s. Once a month, there is a scheduled dinner at a res-taurant coordinated by a designated person. About 25 people attend. Plus there are many outings for shopping and impromptu dinners.

We are lucky to have an Ambassador Handyman (Bob Strickland), who

will help at the drop of a hat. Others have keys to each other’s houses in case of emergency, as well as pet sitting. When illness strikes, there are homemade meals delivered, as well as offers to help in any way. We feel we have brought back the feeling of an old fashioned neighborhood. It is nice to know this “family” is available since some of us have no relatives close by. It also helps out of state fam-ily to know the “Wickets” are nearand close when problems arise.

It doesn’t take much to reach out and help others, even if it’s a phone call to express concern and offer assistance. I know there are other neighborhoods similar to ours, but they are few and far between in this age of hustle and bustle. Take a minute to stop and think how a small gesture will affect someone, and reach out. The benefits are priceless.

I had never heard of volunteer Guardians ad Litem (GALs) until I was introduced to the program

by a neighbor. Once he described what GALs do I knew that I had found the volunteer work that I had long sought. I called the program, went through the screening process and training and in September 2003 became a Guardian ad Litem.

The work is often difficult and frustrating but the victories are sweet because they benefit a child who has no other voice in the system. To help a child who has suffered neglect, abuse or abandonment, to a place where their lives will be happier, safer and more loving is so fulfilling. All the hours of work, the ups and downs of the case, fall by the wayside when this child goes to a safe home. A smile, or

a hug from one of these children is all the recompense one needs.

Sometimes it takes a while for the child to open up to you. These children are needy for they have had so much hardship and disappointment in their lives. You can be a stable, reliable presence for them and usually they come to realize this. You can take their desires and wishes to the judge. You are their voice, they have no other.

As a Guardian ad Litem you will:

• Help ensure that a child is in a safe environment where they are able to thrive until permanency has been achieved.

• Be a mentor for child who desper-ately needs a confidant to help them

cope with the upheaval in their lives.

• Be the only consistent person in a child’s life. Case managers come and go as do birth and foster parents.

• Face challenges. The system moves at a painfully slow pace that is very frus-trating when a child is waiting for the stability they deserve. When a child’s face lights up, and they run to greet you and hold your hand, any adversity tends to quickly dissolve.

Everyday I look at the pictures of the numerous children that I have advo-cated for over the years and I know that they have made as big a difference in my life as I have in theirs.
