1.0 INTRODUCTION
1.1 PURPOSE AND OBJECTIVES OF THE TRAFFIC MANAGEMENT PLAN
This Construction Traffic Management Plan has been prepared for use during excavation and construction of a
three -level 13,000m2 Forensic Pathology and Coroners Court at Lidcombe, New South Wales. The purpose-built
facility will be constructed north east of the Joseph Street and Weeroona Road. This new development shall
consist of courtrooms for coronial hearings, and an overall better working environment for coronial and forensic
medicine teams.
1.2 STAKEHOLDER CONSULTATION
Liaise with Principal and other Certifying Authorities, including NSW Police, and Local Council. Watpac Constructions shall provide neighbouring properties, emergency services, and Council with 5 days’ notice before commencement of works. Affected Residents to be notified by way of a memo placed in the letterbox outlining the works. Emergency Services shall be notified by email.
2.0 BACKGROUND
2.1 SCOPE AND LOCATION OF WORKS

Watpac Construction and Lack Group have made a site inspection to determine the best traffic scenario to ensure safe movement of vehicles on the existing road while construction works are undertaken. Based on the inspection, Watpac Construction and Lack Group have made a risk assessment of the site specific conditions on Weeroona Road and Joseph Street and determined that the safest methodology for civil works is to install truck turning signage on Weeroona Road. The approach signage for the site entry extends for one hundred and twenty metres (120m) east and west along Weeroona Road, Lidcombe. Construction vehicles, be they light or heavy, shall turn right only out of the site, and are prohibited from utilising Botannica Drive, Betty Cuthbert Drive, and Pepper Tree Road. Internal signage, comprising of “No Left Turn” and “Stop – Watch for Pedestrians” shall be installed at the driveway exit to enforce this Council Condition. There is no site access from Weeroona Road from the east, or via Main Street from to north.

3.0 TRAFFIC CONDITIONS
3.1 ROAD CONFIGURATIONS

Weeroona Road is a sixty kilometre per hour (60km/h), regional* road running approximately east-west in
Lidcombe, New South Wales. It is a RMS owned, two lane two way road with 2 way bike lanes on each shoulder.
Approaching the signalised intersection the bike les end and the road changes to four lanes. Weeroona Road
has a total width of twelve metres (12m). Weeroona Road intersects with Joseph Street at the site location.
Joseph Street is a sixty kilometre per hour (60km/h), state* road running approximately north-south in
Lidcombe, New South Wales.
* State Roads are the primary network of principal traffic carrying and linking routes for the movement of people and goods within the urban centres of Sydney, Newcastle, Wollongong and Central Coast, and throughout the State. These are the responsibility of the Roads and Traffic Authority (i.e. State Government) to fund, prioritise and carry out works. State Roads generally include those roads classified as Freeways, State Highways and Main Roads under the Roads Act, however there are a few. Interestingly, the council remains the “owner” and “authority” for State Roads other than Freeways, and the RTA only exercises road authority functions to the extent necessary for the functioning of the road as a State Road (i.e. councils are responsible for the footpaths and road reserve, whilst the RTA is responsible for the pavement and structures).
Regional Roads comprise the secondary road network which, together with State Roads, provide for travel between smaller towns and districts and perform a sub-arterial function within major urban centres. These roads are the responsibility of councils (including determining priorities and carrying out works) but receive a block grant of funding from the State Government. This category generally includes those roads classified as Secondary Roads and many of the less significant Main Roads, plus many roads not classified under the Roads Act.
Local Roads comprise those roads not classified under the Roads Act 1993 and some classified roads that now provide for only local access and communication. These roads are the responsibility of Local Government authorities with only limited funding assistance from the State Government.

4.0 PROPOSED TRAFFIC CONDITIONS
4.1 STAGING OF WORKS
No demolition is required for these works. Excavation is cut and fill, with no spoil to be removed from site. The
excavation is predicted to take approximately three (3) months. A three-level 13000 square metre building shall
be constructed to incorporate identification and waiting rooms, a mortuary and laboratories on the ground floor.
Conference rooms, court registry, administration rooms, and offices shall be built on the first floor. The second
floor shall have the Coroner’s Office, courtrooms, court waiting areas, and interview rooms.

The project shall provide one hundred and eighty eight (188) car parking spaces for seventy one (71) public cars
and one hundred and seventy seven (177) staff cars, as well as landscaping, security fencing, utilities and
infrastructure connections. These civil works shall consist of five (5) stages and is predicted take twelve (12)
months to complete.
Civil works shall be completed in five (5) stages, Civil Works, Structure Commence, Structure and Façade 1,
Structure and Façade 2, and then Decanting. Staging Diagrams are contained in the Appendix.
4.2 ROAD CLOSURES AND DETOUR ROUTES
As all cranes, site sheds, concrete pumps, plant, et cetera are installed/dismantled and operated from site, no
road closures are proposed within this Construction Traffic Management Plan.
4.3 CONSTRUCTION ACCESS POINTS
Construction Vehicles shall access the site via Weeroona Road. Approach is from the west, past the Trucks
Turning and Truck Symbolic signage, turning left into the site driveway.
No access to the site from the east, or from the north via Main Avenue.
5.0 MANAGING TRAFFIC IMPACTS
5.1 PEDESTRIANS AND CYCLYSTS
All works shall be contained onsite, and therefore shall not directly impact on pedestrians or cyclists. Cyclists
shall be subjected to normal road rules.
Internal signage shall be installed on approach to the site exit. “Stop – Watch for Pedestrians” signage shall be
installed to reinforce the message to construction drivers.
5.2 BUSES
All works shall be contained onsite, and therefore shall not directly impact on public transport. State Transit Authority Route 925 and M92 operate along Weeroona Road, with Stop ID 2141143 and 2141144 east of the site entry.
5.3 EMERGENCY VEHICLES
Emergency Services shall be notified by email and telephone.
Emergency vehicles shall approach site with emergency lighting on and as per general road conditions all other
vehicles will be required to give way to them. Traffic Control when onsite shall escort Emergency Vehicles
through the worksite.
5.4 PUBLIC UTILITY NOTIFICATIONS
No other Public Utilities shall be disturbed in the process of these works. Underground services shall be surveyed
prior to works.
5.5 COMMUNITY NOTIFICATIONS
If Civil Works affect or impede upon neighbouring properties, Watpac Construction shall provide written notice,
as well as face to face consultation with residents and businesses directly affected five days prior to works.

5.6 INCEDENT MANAGEMENT
The Watpac Construction Safe Work Method Statement shall be implemented to identify, analyse, and correct
hazards to prevent a future re-occurrence.
5.7 EFFEECT ON EXISTING AND FUTURE DEVELOPMENTS
Construction works, when complete shall not cause any ongoing implications to the surrounding community.
5.8 OTHER CONSTRUCTION WORK
At the time of publication, no other construction works shall interfere with these works.
5.9 PARKING
All construction vehicles shall stand or park within the site and work zone, and shall not impede on residential
access routes or parking areas. Contractors are encouraged to utilise Public Transport or car-pooling to reduce
the impact of traffic. Staging Diagram 2, Staging Diagram 3 Note E, and the Car Park Scale Drawing in the
Appendix. The traffic islands shall not be constructed until project completion, as shown in Car Park Scale
Drawing, to accommodate the standing and unloading of trucks.
5.10 CIVIL WORKS TRAFFIC
Maximum expected daily traffic movement will be up to five (5) Heavy Vehicles per hour.
Construction vehicles, be they light or heavy, shall turn right only out of the site, and are prohibited from utilising Botannica Drive, Betty Cuthbert Drive, and Pepper Tree Road. Internal signage, comprising of “No Left Turn” and “Stop – Watch for Pedestrians” shall be installed at the driveway exit to enforce this Council Condition.

5.11 NATRURE OF LOADS
Civil Works Vehicles shall have covered loads, the nature of which comprises of standard construction
materials.
5.12 TRAFFIC EFFECTS
Impact of works on Weeroona Road and Joseph Street shall be minimal, and limited to Weeroona Road. All works shall take place onsite, and up to five (5) vehicles per hours shall utilise the site driveway on Weeroona Road, Lidcombe. The site shall be clearly posted with emergency contact details, and the local residents have notification with contact numbers available twenty four hours.
5.13 SIGNALISED INTERSECTIONS
There is a Signalised Intersections one hundred and twenty metres (120m) west of the site entry. Refer to
Section 3.1 Figure 3.
5.14 ROAD SAFETY AUDITS
Lack Group Traffic Management shall conduct Road Safety Audit on behalf of Watpac Construction.

6.2 PERMANENT & PORTABLE VARIABLE MESSAGE SIGNS
There shall no Portable Variable Message Signs as there is no road closure.
There are no Permanent Variable Message Signs in the vicinity of the work zone.
6.3 ROADWORK SPEED ZONES
There are no speed zone reductions for these works, and there for no Speed Zone Authorisation is required
from the TMC.
7.0 CONCLUSIONS
During the course of works it may be necessary to review the Traffic Management Plan and or Traffic Control
Plans. All required changes shall be reported and discussed with the Author of TMP and TCPs. Revisions will be
noted below once approved.
Traffic control signage must conform to AS1743 and AS 1742.2 class “B”. Sign mounting and positioning is to be
carried out in accordance to Sections 3.2.3, 3.2.4,3.2.5,3.2.6 and 3.2.7 of the RTA Traffic Control At Worksites
Manual Version 4, 2010 (T.C.A.W.S, RTA)
Signage is to be maintained during course of project as per section 3.5.3 of T.C.A.W.S, RTA.
Any activities not covered in the scope of TMP, TCPs will require a separate on site Risk Assessment, choice of
or development of appropriate Traffic Control Plan that is to be submitted to the appropriate authorities for
approval before use.
