7. North Powder North Pow

Union Countywhere the Old Oregon Trzlcrossed the North Powder River. In 1862it was a stage station and the city was in­corporated in 1902. Historically, the com­munity's commercial assets inciuded an iceplant that supplied ice for rzlcar refrigera­tion, mining, sawmills, and agriculture

North Powder is the gatewayto AnthonyLakes Ski area located 20 miles west of thecity. It is also the hub of a "trout triangle"for fishing at Thief Valley, Pilcher Creek,and Wolf Creek Reservoirs. With an easyaccess o%n of 1-84, food, and lodging,it is becoming a popular base for cyciiststo start a trip in any direction through thescenic valley. The city library is on the Or­egon Trzl and contains history and earlypictures ofthe beginning of North Powder.North Powder is now home to approxi­mately 500 people sitting almost half waybetween Baker Gty and La Grande. Northpowder Charter School educates youthfrom K-12.

4. Elgln Elgin, the county's north­emmost city, is tucked agznst the BlueMountzns and located on the banks ofthe Grande Ronde River.

Elgin began as a trading area in 1882.Since its charter, the community has de­pended primarily on logging, agriculture,and cattle ranching as economic main­stays. Elgin is home to two Boise Cascadefacilities, a stud mill and plywood plant,creating hundreds of family-wage jobs, abusiness park, and several cottage busi­

oca must umsFor thousands of years, Native Ameri­

cans were drawn to the Grande RondeValley to hunt, gather food and to grazetheir horses. The abundant resourcesdrew several different and often war­ring tribes. For a few months duringthe summer, the Nez Perce, Cayuse,Umatilla, Walla Walla and the Shosho­ne tribes lived together in harmony inwhat they called 'The Valley of Peace."

Although settlers passed throughthe valley while en route along theOregon Trail in the early 1840s, fewwere willing to be deterred from theirWillamette Valley goal. But early in the1860s, many settlers took notice of theGrande Ronde Valley's resources, estab­lishing farms and settlements. With thediscovery of gold, the valley prosperedand settlements thrived.

Along with peaceful settlers, cowboysand entrepreneurs, the region also drewoutlaws, horse thieves, and cutthroats,lending colorful names to many ofUnion County's landmarks. Thief Val­ley Reservoir eamed its name when aband of vigilantes hanged a horse thief,while Dead Man Pass memorializes thestruggles of the early pioneers.

Step onto history along B Avenue inthe oldest part of La Grande. Not onlydid wagons rumble down the hillsideat this historic spot, many set up campat what is now Bimie Park. Stop andenjoy the display by local artists com­memorating this historic site and imag­ine life as an Oregon settler.

The first pioneer cabin was builton the comer of B Avenue and CedarStreet. The cabin has since been moved

to Gangloff Park along Hwy. 30 over­looking La Grande. Historians erecteda marker making it easy to find and tomemorialize the location.

You can literally walk in the footstepsof pioneers by stopping at the BlueMountain Crossing. Head west out ofLa Grande on 1-84 to exit 247 this willtake you right to the outdoor interpre­tive park — you can see where wagonwheels rubbed and scarred trees as theymade their way through the woods.

The Main Eagle Trzl, off Highway 203 atBoulder Park, winds up the wild and sce­nic Eagle Creek(great for fishing), crossingat the site of a waterfall, then dimbs intothe Eagle Cap Wildemess.

Day rides or camp at nearby Two ColorCampground and Boulder Park Camp­ground. Fee.

The Moss Springs Trailhead located atMoss Springs Campground, off Highway237, is ideal for riders. The parking areafeatures stock vehide parking, unloading,watering, feeding and holding facilities.Access road is verysteep, but once on thetrzl, you'll ride up a high ridge for easyaccess to Minam River Country. Fee.

West Eagle Creek Trzlhead begins at WestEagle Campground, off Highway 203, andwanders along the rivergrade West EagleMeadows and West Eagle Creek beforeheading toward pristine mountzn lakes.The trzl ties into other trzls to take youinto the heart of the Eagle Cap Wilder­ness. Equestrians will find stock parkingfacilities. Fee.

•You'll find ample opportunities to trail rideatop an AlV or dirt bike, or go off-roadingthrough some outstanding backcountrywhere views ofthe Grande Ronde Valleyand Eagle Cap Wildemess are a feast for theeyes.

Breshears, with 20 miles of easy- to-mod­erate trzls, takes riders along single- anddouble-track trails through forested areas.You'll find good riding from Memorial Daythrough Labor Day, due to early snowfallsat this higher elevation. The area is openfor nonmotorized use as well, indudingequestrian, and is a popular destination forhuckleberry picking in summer.Getting there: Access via FS 6602 or 6620.

The Winom-Frmer complex features ap­proximately 140 miles oftrzls with manyloop rides designed for Class I and III AlVs.This forested area offers challenging trzlsand scenic views, with access to fishing,hunting, and other activities. The area isopen for non-motorized use as well, indud­ing equestrian, with good access from Junethrough September.Getting there: The complex is accessed via Htvy.244 and 395, and FS 52 and 5160.

Mount Emily OHVTrails offer a scenic viewof Fiddlers Hell and imbues a deep senseof respect for nature's abrupt changes inelevation. Trail 1860 crosses back and forthacross FS 470 just past Horse Ridge, alongTelephone Ridge, and endingsouth of LongRidge. Trzl 1841 runs parallel to 2 Tie Creekand connects into the 1848 trzl about.5miles east to Five Points Creek. You'll ridethrough a thick evergreen forest and lushundergrowth.

Elk, deer, bear, and cougar are visitors to thisrugged area, too, so be cautious. For mapsand additional information on Breshears,Winom-Frazier, and Mount EmilyOHVTrzls, contact the La Grande Ranger District

Adventure and history awaits you in Northeast OregonAutumn is a wonderful time to visit

Union County. Cooling temperaturesbring brilliant red, gold, and orange colorsto the valley and surrounding mountains.Bring your boots for some short trzl hikes,orplan on short daytrips byauto.

Best viewing times are moming and lateaftemoon.

Get a hearty breakfast at one of the lo­cal's favorite filling stations, the LongBranch in La Grande.(If you're staying inUnion, Gravy Dave's is also a good choice.)Stop by Joe 8 Sugars and have them makeyour picnic lunch, then hop in your car,fuel up, and head west on 1-84 to exit 252.

As you travel along 1-84, you'll parallelthe Grande Ronde River and see some tam­aracks in their autumn gold. At exit 252,head west on 244, continuing to parallelthe Grande Ronde.

Along the way, you'll see more tamarack,as well as aspen. You can stop at the RedBridge State Wayside and take the shortwalk along the river.

Deciduous trees are also plentiful in thisarea, showing off their autumn colors.

Make a loop and cross over the Elk­hom Mountzns via Starkey, Granite, and

Sumpter, then pick up Hwy. 30 towardBaker City. This is a lengthy mountzndrive, so make sure you have plenty offuel.

This loop — part of the Elkhom ScenicByway — is usually dosed due to snowuntil late June and stays open until snowdoses it agzn, usually bymid-November.

Along this route, you'll pass throughSumpter, an historic gold mining com­munity. The dredge is worth a look, andthe scenery is lovely. Once you get to BakerCity, stay on Hwy. 30, heading north to­ward Hznes.

You'll pass farmlands and have ampleopportunities to photograph the Elkhomand Eagle Cap ranges. At the junction ofHwy. 30 and 1-84, pass under the Interstate,toward North Powder, via Hwy. 237.

This twisty road will take you throughPyles Canyon, rich in color, into the townof Union, where you can enjoy dinner atthe historic Union Hotel before heading infor the night.

Sunday moming, get ready for a quicktrip just outside of La Grande to MountEmily Recreation Area, via the OwsleyCanyon Road access. Bring a picnic lunchand water.

Drive up Owsley Canyon Road to thefork in the road, veer right and park. Hikealong the marked trzls, heading generallyeast/northeast and enjoy the warm fall col­ors of the trees, bushes, and grassy slopes.The trail takes you to some high open ar­eas and near the mountzn's edge, whereyou'll see the valleysweeping before you ina patchwork of color.

After your walk in the woods, head backdown the mountain to the intersectionat Owsley Canyon Road and Black HawkTrzl Lane. Tum left. At the intersection ofBlack HawkTrzl Lane and Mt. Glen Road,tum right. Look for the stone wall, and ac­cess Riverside Park on your left. The giantdeciduous trees bursting with color are acan't-miss landmark.

Stroll through the park and enjoy thecolor and crisp zr, then head back towarddowntown via Spruce Street, where you'lldrive under a canopy of Century Treesplanted just after World War I. Head weston N Avenue, then take a left on 6th Streetto arrive at Eastem Oregon University.

The neighborhoods northwest of EOUfeature fancy historic homes and flowergardens that are beautiful into the fall.

The sceneryvaries greatly from season toseason, and the valley is accessible all yearlong.

Spring: newly planted crops, young ten­der foliage on the trees and bushes, andcolorful pops of wildflowers.

Early summer: lush rolling field cropsand cool temperatures.

Mid-summer: brilliant yellow of canolafields and sunflowers.

July: pass farmers harvesting their cropsin the warm summer sun.

Fall: moderate temperatures and bril­liant fall colors.

Mount Emily Recreation Area. There,you'll find double and single track routeswith varying degrees of difficulty. Withtwisty tums, steep descents, and a rockgarden for the hardy, MERA is an excellentchoice.

Eastem, under the direction of InterimPresident Jay Kenton, is preparing to of­fer a number of new services to students.These indude child care services for stu­dents. Kenton is hoping that a child carecenter can be built at EOU this summer.

The Union County public educationfront is also vibrant outside of La Grande.It was recently announced that ImblerHigh School was one of only 12 in thestate to have a 100 percent graduationrate in 2014. High schools in Union andNorth Powder also topped the 90 percentgraduation rate.

Each of the six school districts inUnion County offer well rounded educa­tion programs which prepare students forthe work place and college.

The school districts also offer extra­curricular programs like FFA and FutureBusiness Leaders of America which bringout to the best in students. Case in point:Elgin High School's FBLA chapter. ElginHigh has won the state FBLA title for Class2A schools 18 ofthe past 19 years.

Early visitors to the Grande Ronde Val­ley recognized the area's natural healthbenefits of fresh zr, mineral water andabundant sunshine. By the 1930s, UnionCounty was home to the "Mayo Clinic ofthe West" at Hot Lake Springs.
