    The Promising Role of the State-Business Nexus in

    the Process of Liberalizing Vietnams Energy Sector:An Analysis of Institutional Characteristics and Arrangements

    Twenty-six years after beginning its economic renovation Doi Moi the socialist countryVietnam has moved from one of the poorest nations in Asia to a dynamic economic

    performer. However, after more than two decades of sustained growth, the Southeast-Asian

    rising star is now facing some serious economic obstacles. Energy shortages have become a

    chronic problem due to a 7% to 8% annual growth in GDP from 2006 to 2010 which was

    accompanied by an increase in power demand of 16% per annum. Rapid urbanization hasfurther exacerbated this predicament. The nations electric power system is unable to keep

    pace with the huge demand.Vietnam needs a new policy of public infrastructure to secure

    sustainable economic development and to gain long-term competitive advantages. Faced with

    the urgent need for energy development, the Vietnam Government has enacted several

    preferential policy reforms to facilitate financing for private entities in an effort to increase

    the States energy supply. Vietnams energy sector is now undergoing a gradualtransformation in which the cooperation and coordination of state and business entities has

    become a driving force in the liberalization process. As a result, business actors have become

    increasingly involved in the transition process as important strategic partners and

    collaborators. The presentation will focus on this synergy between the state and private sector

    and examine its institutional characteristics and arrangements.

    Ms. Lan Janet Krause studies Political Science, Business Administration and Public Law at

    the University of Trier, Germany. Her research interest is Southeast Asia, in particular

    Vietnam. As an Affiliate Scholar at the East-West Center, Ms. Krause spent three months at

    the Center working on her Masters thesis. She has been a scholar at the Friedrich EbertFoundation since 2008. From 2009 to 2010 she studied at Sciences Po Bordeaux, France. She

    has also interned at both the French Chamber of Commerce and the German Political

    Foundation FES in Vietnam. In addition to her studies, Ms. Krause works as a German-
