FIRE and rescue services will become morevisible in the Gamtoos Valley area this year,with the construction of a satellite fire stationat Hankey set to begin this month.
The fire station will be built just outsideHankey along the road to Patensie.Kouga Executive Mayor Booi Koerat said
R1,2-million would be spent on building thefacility. A total of six permanent fire-fighterswill operate from the station once it is open.“Wehave always had this service in that ar-
ea, but fire-fighters had to operate from a tem-porary facility they shared with our infra-structure department,” he said.“The new station will allow us to improve
this service. Not only will our fire and rescueteam be more visible, the facility will alloweven quicker access to any emergency situa-tion, as it is located next to the main road. Itwill also boost staff morale and improve over-all performance.”The site, erf 464,washanded over to the con-
tractor, PG Lewis, this week. Work is expect-ed to begin within the next two weeks. Thecompletion date is set for the end of June 2014.Hankey’s will be one of three satellite sta-
tions in Kouga. The other two are situated atJeffreys Bay and St Francis Bay. The mainunit is centrally located at Humansdorp.

FIVE areas in the Kouga region will each re-ceive modular libraries during the 2014/2015financial year.
The five areas earmarked for modular li-
braries, are Sea Vista in St Francis Bay, To-kyo Sexwale in Jeffreys Bay, Umzamowethuin Oyster Bay, Vaaldam in Humansdorp andCenterton in Hankey.According tomunicipal spokesperson, Lau-
ra-Leigh Randall, a modular library is not abrick building. “It is basically a library set
in a prefab building, container or other simi-lar structure.“The modular libraries will be put up
with grant money from the Department ofSport, Recreation, Arts and Culture. Thecurrent amount budgeted for is R900 000 perlibrary.”
Randall continues: “Libraries play an im-portant development role in our society andare a direct investment in the empowermentof communities.“Libraries allow people access to know-
ledge and the opportunity to develop to theirfull potential.”

THREE new dates and venues have been announced forSMMEs, entrepreneurs and the unemployed to registeron Kouga Municipality’s database.
The municipality started its Local Economic Develop-ment (LED) outreach last week with a well-attended ses-sion at Hankey.
Kouga Executive Mayor Booi Koerat says the purposeof the outreach was to update the municipality’s databaseof unemployed residents and Small, Micro and MediumEnterprises (SMMEs).
“The sessions are aimed at all ward-based SMME for-ums, community SMMEs, emerging contractors and en-trepreneurs, cooperatives, farmers and other stakehold-ers eager to learn more about up-an-coming business op-portunities,” he said.
“There is a wealth of developments being planned forour area, including, housing projects, agricultural initia-tives and the Sarah Bartmann Centre of Remembrance.”
He said the database would allow the municipality toassess and empower SMMEs in order for them to benefitfrom local developments. MORE than 300 erven in informal settlementsat KwaNomzamo, Humansdorp, will be elec-trified over the next four months as part ofKouga Municipality’s commitment to takeservices to all communities.
An amount of R3,2-million has been allocat-ed to install electricity at 238 erven in PholaPark and 91 erven at Shukushukuma.
Kouga Executive Mayor Booi Koerat saidthe contractor, VE Reticulation, was expectedto be on site within the next two weeks andthat the work was scheduled to be completedby mid August.
“Following the finalisation of the GolfCourse settlement, we promised that wewould also fast-track the formalisation ofthese two settlements. We are excited aboutthe progress that has been made. We look for-
ward to rolling out further services to the ar-ea in preparation for building houses.”
The Mayor said the project would alsoboost employment, with between ten and 15jobs to be created.
The municipality is also preparing for theelectrification of other informal areas, in-cluding, Umzamowethu, Thornhill, Donker-hoek and Andrieskraal.

THE Eastern Cape Health MEC Sicelo Gqoba-na led a high delegation of his department’sofficials and Kouga councillors on a clean-upprogramme of various clinics in Kouga.
The three-day programme was part of thelaunch of the department’s Rapid ResponseTeam for Cacadu and included visits to clin-ics to identify challenges and to develop im-mediate and long-term solutions.
Speaking at the launch on Friday, at thePellsrus Clinic in Jeffreys Bay, Gqobana saidit was important that leadership left their of-fices to see the conditions that the public haveto contend with, and after that develop solu-tions.
“We must understand that leadership is notabout the titles we hold but is a function thatwe must perform to improve the lives of thepeople,” he said.

Gqobana committed his team to resolvingmost of the pressing challenges by the end ofApril and to bring in strategies to resolvelong-term challenges.
“For instance we found that some of theclinics did not have signs that direct patientsto service and in some, like in KwaNomzamo,people were being turned away because of theshortage of nurses,” he added.
KwaNomzamo will now get an additionalfour nurses, while Pellsrus, Loerie and Kruis-fontein will be getting facelifts.
Six jobs will be created for the work inLoerie while 20 jobs will be created for eachof the projects in Pellsrus and Kruisfontein.
Some of the findings of the MEC were highalcohol, drug abuse and teenage pregnancyrates, in particular in Patensie and the “de-partment must work with community leadersand clinic committees to overcome these chal-lenges,” concluded Gqobana.
Permanent caretakers would also be em-ployed to look after the upkeep of the health fa-cilities. There are eight Rapid Response Teamsin the province, and their tasks include moni-toring of services, random visits and followingcomplaints about health facilities and services.

KOUGA residents will have to brace for bigtariff increases - includingup to 23% for rates- which could come into effect at the begin-ning of the town’s financial year on July 1.
The proposed tariff hikes were highlightedduring the tabling of the draft budget reportfor 2014/2015 at a Council meeting on April8.On rates a 23% tariff increasewas incurred
to effectively gain a 7% Rand value increasebased on the prior year figures. “This is dueto our valuation roll dropping by R8 billionin total,” saysKougamayorBooiKoerat. “Weare engaging with the service provider tolook at the possible supplementary rolls withthe inclusion of thewind farms to reduce thistariff before final approval on May 31. This
tariff will be the worst case scenario.”For refuse removal the annual tariff in-
crease is 10% higher than the previous yearto ensure that it will operate as a tradingservice as required by National Treasury.Electricity will go up with 8.4%, which is
1% above the benchmark of 7.39% set byNERSA for 2014/2015, while water will in-crease with 8% and sewerage with 6%.The total budget for the 2014/2015 financial
year amounts to R649.5 million, of whichR33.3million is theCapital Budget andR616.1million the Operation Budget.Koerat says: “OurCapital Budget ismainly
funded by grants. Various applications arecurrently at Government departments to en-sure the burden does not fall on our ratepay-ers when we address the upgrading of infra-structure or developing new infrastructureto unlock capacity and adequately serve ourcommunities.“Our ratepayers and customers are al-
ready burned heavily by high taxes and con-tinuing price increases at just about everylevel; electricity, fuel and food prices beingpoints in case.”According to Koerat, with the compilation
of the budget the focus was on service deliv-ery. “The needs were prioritised to form thebasis for the budget and tomatch income andresource to these needs.“Endeavours have again been made to dis-
tribute the budget as equitably as possibleacross the various wards, but I would like toemphasise that a simple comparison fromward to ward cannot bemade, as certain faci-lities such as thewater and sewage treatmentplants, pump stations and electrical sub-sta-tions, service many other wards and not justthose in which they are located.The draft budget was adopted by Council,
despite objections from the DA.“The draft budget is not the final product.
There are still processes to follow before a fi-nal budget can be approved and it is possiblethat some adjustment will be made to arriveat a final budget for tabling in council,” saysKoerat.

APPLICATIONS for special votes for thegeneral election will open on Monday, theElectoral Commission of SA (IEC) saidlast Thursday.
Special votes would be cast on May 5 and6, as opposed to May 7 when the rest of thecountry’s eligible voters would cast theirvotes, IEC spokesperson Kate Bapela said.
There are two categories of specialvotes. The first is for those who qualify fora home visit due to physical infirmity, dis-ability or pregnancy.
The second category of special votes isfor people who will be absent from theirvoting district on election day. They cancast their votes at the voting stationswhere they registered on either May 5 or6, between 09:00 and 17:00.
Bapela said that to apply for either cate-gory of special vote, voters need to com-
plete a VEC 1 form, available on the IECwebsite or from local IEC offices. The formneeds to be submitted by hand to the localIEC office in the municipality responsiblefor the voting district where the specialvote would be cast.
“The forms will not be accepted at nation-al or provincial offices and cannot be faxed,e-mailed or posted. Special vote applicantsmay use a proxy to deliver the VEC 1 formto the local IEC office in the municipalitywhere they intend to vote but the form itselfmust be signed by the voters themselves.”Only those voters whose pre-approved appli-cations are submitted between now andApril 17 will qualify to cast a special vote.
Applicants for special votes will receivethe outcome of their applications via SMSor e-mail, and can check their status onthe IEC website.

The Penguin Waddle is one of many ef-forts to create awareness and educate peo-ple about the conservation of these birds.There is concern that if the decline conti-nues, this iconic and well-loved speciesmay become extinct in the near future.
In most recent years organisationsthrough SA affiliated with the PenguinPromises campaign undertake a “penguinwaddle” to raise awareness. This year is noexception as the 2014 Eastern Cape PenguinWaddle will be the most ambitious one yet.
Some eight people will be walking120km from Bayworld in Port Elizabethvia Cape Receife to Cape St Francis oversix days from April 21 to 26. They will be
camping along the way and crossing a fewrivers with the kind help of various organ-isations en route.
Members of the public and variousgroups are invited to join them for shortor day sections. Day one will start at Bay-world and finish in Willows, day two willstretch to Bushy Park, day three to VanStadens, day four to Gamtoos and day fiveto Jeffreys Bay. On the last day, en routeto Cape St Francis, the group will arriveat the 2014 Nautical Festival at Port StFrancis, becoming part of the conserva-tion focus of the festival. Then, accompa-nied by a number of other willing walkers,they will complete the last 5 km of thewalk to the SANCCOB facility at Cape St.Francis where they will be united in sup-port of the African penguin.
A number of organisations nationallywork towards this campaign. Locallythese include SANCCOB (the South Afri-can Foundation for the Conservation ofCoastal Birds) at Cape St Francis, SAM-REC (the South African Marine Rehabili-tation and Education Centre) at Cape Re-ceife and Bayworld in PE.

The successful candidate will assist in carrying out daily/ monthly stock counts and reconciliation. In addition the job incumbentwill assist with truck loading, receiving, picking of orders andmilk transfers. General housekeeping and enforcing safety regulationswill form part of the dailydutieswhilst workingwith other stockControllers to coordinate activities.
The successful candidate will bematriculated and has previous stock control experience in a similar position. Computer literacy willbe an added advantage. Accurate figure work is a must. This position will require overtime work, and time will be spent in a refrigerated environment.Possession of aCode8Drivers License and/or a Forklift licensewill be an added advantage.
