Analysis of house prices in the immediate vicinity of the site demonstrates that values are signi�cantly in excess of the national average. Average property values in Kings Langley have increased 8% in the last 2 years and 14.73% in the last 4 years.

PLANNING POLICY *4

Kings Langley is a cross-district settlement - the River Gade runs north-south through the village and forms the boundary between Three Rivers District to the east and Dacorum District to the west. Herald Land’s site falls under the jurisdiction of Three Rivers District Council.

The Three Rivers District Core Strategy was adopted in October 2011 and sets out its overall development strategy for the District up to 2026.

Within this document Kings Langley is classi�ed as a ‘Secondary Centre’. Settlements falling into this category are targeted to accommodate approximately 24% of the required housing in the District throughout the plan period. ‘Secondary Centres include a range of smaller sized settlements distributed throughout the District. They provide a more limited range of services and facilities than the Key Centres but are still important in meeting local needs. They are generally well located with regard to access to adjoiningcentres and public transport facilities. Therefore, it is appropriate that a proportion of future development should be located within and immediately surrounding the Secondary Centres.’

HOUSING TARGET *2

The Three Rivers Core Strategy set out housing targets for the district during the plan period 2011-2026.

‘The Core Strategy identi�es the need for the provision of 4,500 dwellings in Three Rivers between 2001 and 2026. Policy CP2 sets out that housing provision will be made primarily from within the existing urban area (approximately 75% of total housing development between 2001 and 2026) and also from housing sites at the most sustainable locations on the edge of existing settlements, in the Green Belt (approximately 25% of total supply between 2001 and 2026).’

Three Rivers District Council has since prepared its Site Allocations document identifying housing sites suitable to meet the targets set by the Core Strategy. This will be submitted to the planning inspector for assessment on 21st June 2013.

The document allocates three sites in close proximity to Herald Land’s site, two of which being Green Belt sites o� Tom’s Lane and one of which being a large brown�eld allocation on the eastern side of Kings Langley. The combined dwelling capacity of these sites is 180 units (10, 20 and 150 units respectively). These sites are phased to come forward between 2012-2026. Dacorum District Council’s emerging Core Strategy sets a housing target of 110 units between 2006- 2031 for the western portion of Kings Langley falling under its jurisdiction.
