Contents of secret meetings between PresidentMwai Kibaki and Mungiki leaders leaked fromState House say Kibaki promised to hire up to20,000 Mungiki members in the Kenyan militaryand police forces, and give Mungiki control of

us terminuses from 2008 if he returns to power in exchange of the sects support during this

Kibaki is said to have agreed to all the demands andromised to act on them if he is re-elected.

The issue of recruiting Mungiki members in thearmy was rst raised by Subukia MP Koigi Wa Wamwere. Its

ot clear whether Mungiki want to be a part of the Kenyanilitary or form an elite separate grouping within the force.

During 2002 election campaigns, former presidentDaniel Arap Mois government is said to have givenMungiki members several military vehicles to perform some

ysterious functions for KANU.

The management of bus terminuses,ccording to the agreement, would be under private company fronted by Mungiki, annonymous State House source privy to theecret meeting has revealed.

Mungiki is known for beheading and mutilating theenitals of people who defy its orders. Early this year, theect was blamed in an incident the beheaded and mutilated

Kibaki also promised to stop cracking downn Mungiki foot-soldiers racketeering in Nairobi and itsnvirons, essentially putting the sect members above the law.

Beside the demand to control bus parks and matatuerminuses, the sect also demanded to be given controlf providing vigilante-type security in Nairobi slums likeathare, Majengo and Korogocho. Our source tells us Kibaki

as non-committal to the demand, but he did not dismiss it.ut it seems as if the group got what it wanted.

Even after the much-publicized police crackdownn the sects activities in Mathare, Mungiki adherents stillontinue unabated to charge protection fees from poor athare residents. Failure to pay the fees could lead to severe

eatings and even death.In exchange, the group promised not to interfere

ith Kibakis campaigns and instigate violence in opposition-ontrolled zones such as Langatas, Kibera, whose former rea MP is ODMs presidential candidate Raila Odinga.
