President and CEO Update Invest Atlanta Board of Directors Meeting February 16, 2017 Key Updates TPSPLOST/Grants As part of the voter approval TSPLOST, ABI was allocated $66M for land acquisition needed to “Close the Loop” and to provide lighting along the Atlanta BeltLine. The following next steps are underway: o ABI has received a bid from Astra to install lights and security cameras. We expect the work will be completed by Summer 2017. o ABI is coordinating with Commissioner Phuong and her staff to design and install lighting and security cameras along the existing Northside Trail with the intent of installing the new lights next Winter. o ABI’s technical team continues to evaluate alternative alignment options for both trail and transit on the Northside. ABI has been asked by the Economic Development Administration (EDA) to submit an application for $1,500,000 to support a $5,000,000 effort to implementation of Phase 1 of the Murphy Crossing Site Redevelopment. ABI submitted a request to the Georgia Council for the Arts for Art on the Atlanta BeltLine 2017. ABI will work with ABP will submit a request to the National Endowment for the Arts later this month for Art on the Atlanta BeltLine 2018. Key Updates

TPSPLOST/Grants

As part of the voter approval TSPLOST, ABI was allocated $66M for land acquisition needed to “Close the Loop” and to provide lighting along the Atlanta BeltLine. The following next steps are underway:

o ABI has received a bid from Astra to install lights and security cameras. We expect the work will be completed by Summer 2017.

Eastside Trail Extension Construction- Work on Wylie Street is expected to be completed this month and the work on the segment between Irwin and Edgewood is scheduled next. ABI is in ongoing coordination with adjacent developments at Sudioplex and Dekalb Ave. ABI is also working with Astra to finalize cost and schedule for Phase 2 of the trail to Memorial and lights on the EST.

Southside Trail Design-Design is approaching the 30% point. Coordination is underway with City of Atlanta on the evaluation of adjacent city-owned properties for storm water management.

Enota Park-In our ongoing partnership with Trees Atlanta, Enota Park is currently being cleared of invasive plants by a herd of goats. This effort is funded through a grant from the National Fish and Wildlife Foundation. ABI is also currently developing an RFP for Design Services for Enota Park with the intent of having a Design Team under contract by the end of the fiscal year.

Westside Quarry Park and Preserve - Direction pending on activities to be carried out by ABI on

this 300+ acre BeltLine park - largest addition to the city's open space network. In the interim, supportive activities are being undertaken:

o ABI, Invest Atlanta and Parks & Recreation have developed a land acquisition strategy to secure the final assemblage of land needed to secure the Park.

o ABI supporting COA Office of Resilience and PATH Foundation on first segment of Proctor Greenway Trail, anchoring the southern and western boundaries of the Park and Preserve.

Boulevard Crossing Park - ABI is preparing a grant request from EDA to study the Englewood

Development Area. As part of the Englewood Development Area initiative, ABI is evaluating the potential of including a regional stormwater facility at Boulevard Crossing Park (similar to Historic Fourth Ward Park) to help incentivize new developments. ABI will start to develop a RFP for Design Services for Boulevard Crossing Park in the next quarter.

Economic Development

The end of year 2016 update report is now complete for advancement of economic development objectives to establish 30,000 new permanent jobs, 48,000 one-year construction jobs and $10B - $20B in new private investment by 2030. The following is a summary of our progress toward those goals:

o Permanent Jobs: 7,200 through 2014 o Construction Jobs: 26,600 through 2016 o Private Investment: $3.7B through 2016

Affordable Housing

Active Projects o Gateway Capitol View: Thanks to the efforts of Invest Atlanta, Prestwick Development, and

the Georgia Department of Community Affairs, 160 units of affordable workforce housing for seniors closed in the Capitol View neighborhood adjacent to the Oakland City MARTA Station. Construction has begun.

o Phoenix House: Thanks to the efforts of the Department of Community Affairs, Invest Atlanta, and Tapestry Redevelopment, 69 long-term housing units for adults who are homeless and have highly service dependent mental illness.

o 670 Dekalb Avenue: Through acquiring and offering land, ABI has entered into an agreement with a developer to create 36 affordable workforce housing units within a mixed income development in the Old Fourth Ward and Inman Park neighborhoods.

In Procurement

o 1016 Monroe - A request for proposal was issued October 25th. Responses were due December 13th and are currently being evaluated.

o Lofts @ Reynoldstown II - An RFP for joint development of 120~ affordable housing rental apartments at the site of Lofts at Reynoldstown, our 29-unit affordable home ownership project is in development and anticipated for release in the next month.

Federal Home Loan Bank Partnership

o We anticipate that 40 homeowners will be served through the two program years. Four owner occupied rehabilitation closings occurred in January.

Negotiations with MARTA for Delivery of BeltLine Transit – ABI is assisting the City and MARTA in

solidifying a delivery agreement by the end of February for implementation of BeltLine transit and

crosstown connectors as part of MARTA ½ cent program.

NEPA 1 Clearances for first 16 miles of Atlanta Light Rail Transit

o Atlanta BeltLine West Corridor-Preparing response to initial FTA comments to Administrative Draft Categorical Exclusion Document submitted to FTA September 2016.

o Crosstown Midtown (North Avenue) Corridor-Submitted Administrative Draft of Categorical Exclusion Document to FTA January 9, 2017.

o Crosstown Downtown (Purple Line) Corridor-Working towards a consensus with AUC and the larger community around a preferred alignment to Beltline West. The Administrative Draft Categorical Exclusion Document is expected to be submitted to FTA first quarter 2017.

o Atlanta BeltLine East Corridor-Beltline crossing DeKalb Avenue and Hulsey Yard has been narrowed to two alternatives: (1) tunnel underneath DeKalb Avenue and Hulsey Yard and (2) Connecting Beltline transit to MARTA’s King Memorial rail station. FTA accepts clearing both alternatives through NEPA using Environmental Assessment (EA). Schedule of submittal to FTA is second quarter of 2017.

o NEPA 2 Clearances for next 16 miles of Atlanta Light Rail Transit

o ABI has commenced with initial scoping to determine the process and schedule to complete the balance on Atlanta BeltLine Corridor and crosstown connections FTA clearances over the coming 12-24 months with the goal of executing Categorical Exclusion Documents.

NEPA 3 Clearances for Atlanta Beltline Northside corridor o ABI is preparing to commence with scoping for FTA process to conduct Tier 2 EIS for north

corridor joint corridor use clearance as part of ongoing discussions with CSX, subject to entering into negotiations for potential pursuit of permanent operating easement.

Ralph David Abernathy Boulevard Complete Street Conversion Project (Renew Atlanta Bond) - Four responses received for the RFQ. Contract negotiation with selected team is ongoing.

University Avenue Corridor Scoping Study (Renew Atlanta Bond) – Awaiting execution of the project framework agreement with GDOT in order to proceed. RFP would be issued first quarter 2017.

Transit Supportive Land Use Implementation Plan (TOD) – Five responses received for the RFQ. Two teams were interviewed and contract negotiations are underway with the selected team.

Design/Art on the Atlanta BeltLine

Reynoldstown Pavilion and Public Space-Design progresses. A meeting was held with

Councilwoman Archibong to update her on the project

Langford Park Mural- Artist to begin work in March.

Excelsior Mill Steam Engine- concrete foundation is in; engine to be placed in February.

Schrager Foundation Sculpture- construction has begun; steel columns have been fabricated;

granite pavers ordered; completion expected in March.

Art on the Atlanta Beltline-RFP for the 2017 season was posted on February 1st

Beltline Access Program - Newest addition to the Eastside trail is the Highland Avenue Access point, almost nearing completion in partnership with Perennial Properties near Highland Walk appartments.
