Amendment No. 38

“That, the proviso to statute 11 of Chapter 2 of the Kerala University First Statutes, 1979 may be substituted asfollows:”

“11—First appointment of Teacher—The First appointment of a Teacher in a Private Arts/Science College shallbe only as an Assistant Professor”.

The above amendment to the Kerala University First Statutes, 1979 was assented to by the Chancelloron 12-4-2012 and shall came into force with effect from that date.

AMENDMENT TO THE REGULATIONS RELATING TO THE QUALIFICATIONS OF TEACHERS

The Academic Council at its meeting held on 29th November, 2011 has approved the following amendment to theRegulations relating to the Qualifications of Teachers.

Amendment No. 148

“That, in the Regulations relating to Qualifications of Teachers, the following be added as clause ‘10’ after ‘9’—Teachers in Commerce in Part III—Teachers of non-professional colleges affiliated to the University”.

10. Lecturers/Assistant Professors in Video Production at Degree Level.

(1) MCJ (Masters Degree in Communication and Journalism)/M.Sc. (Electronics Media)/M.A.(Communication) with 55% marks or above.

(2) A Pass in NET (National Eligibility Test) in Communication/Journalism/Mass Communication conductedby UGC.

and(3) Minimum two years practical experience in Television/Video Production from a reputed Video Production

House/TV Channel.

The above amendment to the Regulations was laid before the Senate at its meeting held on 14th & 15th March,2012 as envisaged under Section 39(1) of the Kerala University Act, 1974.

AMENDMENT TO THE KERALA UNIVERSITY FIRST ORDINANCES, 1978

In exercise of the powers conferred on the Syndicate by Virtue of Section 36 of the Kerala University Act, 1974,the Syndicate at its meeting held on 4-11-2011 has made the following amendment to Kerala University First Ordinances,1978.

Amendment No. 227

“That, in Chapter VII of the Kerala University First Ordinances, 1978, conduct of examinations Proviso 22-Revaluation of Answer books at University Examinations, the following be added after 22(2) as 22(3).22(3) “A late fee of ` 1,000 (Rupees one thousand only) be imposed for all applications for revaluation received withinseven more working days from the last date of receipt of applications originally notified by the University. Anyapplication received thereafter shall not be considered under any circumstances”.

The above amendment to the Kerala University First Ordinances, 1978 was considered and adopted by the Senateat its meeting held on 14th & 15th March, 2012 as envisaged under Section 37 (1) of the Kerala University Act, 1974.

AMENDMENT TO THE REGULATIONS RELATING TO B.Ed. DEGREE COURSEELIGIBILITY CRITERIA FOR ADMISSION 2010-2011

The Academic Council at its meeting held on 29th November 2011 has approved the amendment to theRegulations for the B.Ed. Degree Course under semester system (Restructured 2004) pertaining to the eligibilitycriteria for admission as directed by the National Council for Teacher Education (NCTE) and as endorsed by the Facultyof Education at its annual meeting held on 27-8-2010 from the Academic Year 2010-2011.

Amendments to the Regulations relating to B.Ed. Degree Course, eligibility criteria for admission 2010-2011.


Amendment No. 1 That, in the Revised Regulations for B.Ed. Degree Course and Examination under Semester system(Restructured 2004) Clause VI-Subject requirements and Minimum Marks I-English (i) besubstituted as B.A Degree with English Language and Literature under Part III with 50% marks or.

Amendment No. 2 That, in the Revised Regulations for B.Ed Degree Course and Examination under Semester System(Restructured 2004) Clause VI-Subject requirements and minimum Marks I-English (iii) (a) besubstituted as Communicative/Functional English, English Literature and Public Administration of theUniversity of Kerala with 50% marks.

Amendment No. 3 That, in the Revised Regulations for B.Ed Degree Course and Examination under Semester System(Restructured 2004) Clause VI Subject requirements and Minimum Marks I-English (iii) (b) besubstituted as Communicative/Functional English, English Literature and Journalism with 50% marksor.

Amendment No. 4 That, in the Revised Regulations for B.Ed. Degree Course and Examination under Semester System(Restructured 2004) Clause VI-subject requirements and minimum marks I-English (iv) besubstituted as B.A Degree (Restructured) with English Language and Literature Communicative/Functional English and English Language Teaching with 50% marks.

Amendment No. 5 That, in the Revised Regulations for B.Ed. Degree Course and Examination under Semester System(Restructured 2004) Clause VI-subject requirements and minimum marks sub clause 2, 3, 4, 5, 6 (i)be substituted as B.A Degree in respective subject under Part III with 50% marks or.

Amendment No. 6 That, in the Revised Regulations for B.Ed. Degree Course and Examination under Semester System(Restructured 2004) Clause VI-subject requirements and minimum marks-10-Social Science (i) besubstituted as B.A Degree with History as Main subject under Part III (50% marks).

Amendment No. 7 That, in the Revised Regulations for B.Ed. Degree Course and Examination under Semester System(Restructured 2004) Clause VI-subject requirements and minimum marks-10-Social Science (ii) besubstituted as B.A Degree with Economics/Political Science/Islamic History as main subject underPart III (50% marks) with atleast one paper in History as Subsidiary subject.

The above amendments to the Regulations relating to B.Ed. Degree Course, eligibility criteria for admission2010-2011 was laid before the Senate at its meeting held on 14th & 15th March, 2012 and the House considered andadopted the amendment to the Regulations as envisaged under Section 39 (1) of the Kerala University Act, 1974.

The Senate at its meeting held on 29th July, 2008 has passed the following amendments to the Kerala UniversityFirst Statutes, 1977.

Amendment No. 210

“That, in Chapter 2 of the Kerala University First statutes, 1977, Statute 17(2) (viii) be substituted as follows:”

17(2) (viii) To sanction petty items of contingent expenditure upto ` 5,000 (Rupees Five thousand only) on eachoccasion in the University Office under the allotment “Office Expenses and Miscellaneous”

Amendment No. 211

“That, in Chapter 2 of the Kerala University First statutes, 1977, Statute 17(2) (xii) be substituted as follows:”

17(2) (xii) To sanction expenditure on all contingencies for amounts not exceeding ` 5,000 (Rupees Five thousandonly) on each case, provided that,

(a) the purchase has been previously approved administratively by a competent authority; and

(b) the expenditure proposed for sanctioning is derived from quotations approved by the stores purchasecommittee and the Vice-Chancellor.

Amendment No. 212

“That, in Chapter 2 of the Kerala University First statutes, 1977, Statute 17(2) (xiv) be substituted as follows:”

17(2) (xiv) To sanction claims or refund of revenue like examination and other fees, according to the rules, upto` 2,000 (Rupees Two thousand only) in each case;


Explanation:—for purpose of this clause the monetary limit of ` 2,000 will not apply to cases ofrefund of receipts erroneously credited to the University Account and claimed for refund. In such cases,the refund will be sanctioned fully by the Registrar.

Amendment No. 213

“That, in Chapter 2 of the Kerala University First statutes, 1977, Statute 17(2) (xviii) be substituted as fol1ows:”

17(2) (xviii) To sanction refund of deposits of all earnest monies, securities etc, on the basis of recommendation ofthe Heads of the Departments

Amendment No. 214

“That, in Chapter 2 of the Kerala University First statutes, 1977, Statute 17(2) (xix) be substituted as follows:”

17(2) (xix) To sanction provisional payments upto a maximum of ` 5,000 (Rupees Five thousand only) to meetexpenditure of an urgent nature, subject to the rules and procedures followed by the University”.

Amendment No. 215

“That, in Chapter 6 of the Kerala University First statutes, 1977, Statute 4(a) be substituted as follows:”

4(a) To accord sanction for al1 expenditure exceeding ` 1 Lakh provided in the Budget and to accept tenders thereof:

Amendment No. 216

“That, in Chapter 6 of the Kerala University First statutes, 1977, Statute 4(C) be substituted as fol1ows:”

4(c) To dispose al1 unserviceable buildings, the book value of which doesn’t exceed ` 50,000.

Amendment No. 217

“That, in Chapter 6 of the Kerala University First statutes, 1977, Statute 4(d) be substituted as follows:”

4(d) To write off unserviceable articles, apparatus, books, furniture etc., whose book value does not exceed ` 25,000.

Amendment No. 218

“That, in Chapter 6 of the Kerala University First statutes, 1977, Statute 4( e) be substituted as follows:”

4(e) To sanction write off of irrecoverable revenue upto ` 5,000 in each case.

Amendment No. 219

“That, in Chapter 6 of the Kerala University First statutes, 1977, Statute 4(f) be substituted as follows:”

4(f) To sanction all reappropriation of funds from one head to another head exceeding ` 50,000 (Rupees Fiftythousand only) provided that it does not involve any recurring liability, that is a liability which extends beyond thefinancial year in question.

The above amendments to the Kerala University First Statutes, 1977 was assented to by the Chancellor on26-5-2012 and shall come into force with effect from that date.

REGULATIONS RELATING TO ADVANCED POST GRADUATE DIPLOMA IN COMMUNICATIONENGINEERING AT THE DEPARTMENT OF OPTO-ELECTRONICS

The Academic Council at its meeting held on 29th November, 2011 has approved the regulations relating to‘Advanced PG Diploma in Communication Engineering’ offered jointly by Bharat Sanchar Nigam Limited (BSNL) andUniversity of Kerala at the Department of Optoelectronics under the Faculty of Applied Sciences w.e.f 2011 admissiononwards as endorsed by the Faculty of Applied Sciences at its meeting held on 7th September 2011.


Regulations relating to Advanced Post Graduate Diploma in Communication Engineering offered jointly byBharath Sanchar Nigam Limited (BSNL) and University of Kerala

1. Aims and Objective of the Programme

Indian telecommunication industry is a highly dynamic sector, which is fast growing. The wireless segmentcomprises 95% of the telecom subscribers and is expecting to grow at a faster rate in the coming years with advent of3G, LTE and WiMAX. The wired communication technology like Optical Communication has also revolutionized thecommunication links with the unlimited provision of Bandwidth. The telecom sector now, is witnessing huge demand forthe trained and qualified engineers specialized in various disciplines of Communication Engineering to fill up thisgrowing demand for qualified professionals in Telecommunication, University of Kerala along with BSNL, the pioneerservice provider, is launching a programme, “Advanced PG Diploma in Communication Engineering” hereafter termed as“Programme”. The course provides hands on training in design, installation, optimization and maintenance of wired andwireless telecom networks. It describes in great detail both the theoretical and practical aspects of fiber optics, mobilecommunication, data communication, switching and signaling. This industry academic tie up will go a long way in makingthe students, industry ready and employable.

These regulations shall come in to effect from 2011 admission onwards.

2. Name of the Programme

Name of the Programme is “Advanced PG Diploma in Communication Engineering”.

3. Medium of Instruction

English shall be the medium of instruction

4. Course offering Department and Centre

Department of Optoelectronics, University of Kerala and Bharath Sanchar Nigam Limited (BSNL), RegionalTelecom Training Centre (RTTC), Thiruvananthapuram will jointly offer the Programme.

5. Duration of the Programme

The Programme shall extend over a period of two semesters each of six months.

6. Number of seats

Number of seats for the Programme will be 30 out of which 3 will be sponsored.

7. Eligibility for Admission:

(i) B.E./B.Tech. or equivalent degree in Electronics/Electrical & Electronics/Electronics &Communication/Applied Electronics & Instrumentation/ Electronics & Instrumentation/ ComputerScience Engineering with at least 55% marks or equivalent CGPA.

OR

(ii) M.Sc. Degree in Physics/Applied Physics/Photonics/Electronics/Electronics with at least 55% marksor equivalent CGPA.

All these Degrees should be recognized by University of Kerala.

(iii) For sponsored quota: A candidate having the above qualification must have a minimum experience of2 years in the relevant field and must be sponsored by Government/Quasi Government/Corporate/Industry/Teaching/Research Organizations.

8. Course Co-ordination Committee

The conduct of the Programme will be governed and monitored by a committee consisting of two membersfrom the University including the Head, Department of Optoelectronics and the other member nominated by the Vice-Chancellor and two members from RTTC, BSNL (nominated by the Principal, RTTC), Head of the Department ofOptoelectronics will be the Chairman of the Course Co-ordination Committee.

9. Administration

All administrative work related to notification, selection of candidates and fee collection shall be theresponsibility of the University of Kerala through Department of Optoelectronics, University of Kerala. The Certificateshall be awarded by the University of Kerala.


10. Conduct of the Programme

Head of the Department of Optoelectronics shall prepare a work schedule for the Programme in consultationwith the Course Co-ordination Committee.

11. Admission Procedure:

1. The reservation policies similar to that of PG Programmes in University will be applicable.

2. An entrance test will be conducted by the University of Kerala for admission.

12. Attendance

A student has to secure 75% attendance for each course/subject to become eligible for the end semesterexamination of the respective course/subject. A student who fails to get minimum attendance will have to repeat thecourse with subsequent batch of the Programme. The tuition fee for the repetition of the course shall be decided by theUniversity.

13. Evaluation

Each semester will be evaluated separately. The evaluation of theory and practical papers consists of two partsviz. continuous assessment (CA) and end semester assessment (ESA). Each paper carries 100 marks out of this, 30marks will be for continuous assessment (CA) and 70 marks for end semester examination (ESA). The distribution ofmarks for the continuous assessment (CA) is as follows; mid test-10, assignment-10, test/seminar/viva-10. The evaluationof projects and laboratory course will be conducted by a board of examiners. The project has 75 marks, the evaluationof which will be done on the basis of the dissertation submitted followed by viva-voce (dissertation-50 and vivavoce-25). The evaluation of the field visit will be done internally on the basis of the report submitted and on the basisof a viva examination by a board of examiners. The end semester examination will be conducted by the Department ofOptoelectronics. The teachers shall submit the CA marks to the Head, Department of Optoelectronics, a week before theconduct of the end semester examination and the same shall be published in the Department of Optoelectronics.

14. Transparency in Evaluation

A provisional result of the end semester examination will be displayed in the Department of Optoelectronics,immediately after the completion of evaluation. If any student has complaints about the evaluation, the same shall besubmitted to the Head of the Department of Optoelectronics in writing within a week. After hearing the views of thestudent as well as the teachers who have done the evaluation, appropriate decision will be done by the CourseCo-ordination Committee.

15. Pass requirements and classification of results

A candidate will have to secure a minimum of 40% marks in ESA and an overall minimum of 50% in eachcourse/subject for pass in each course/subject. A candidate will be declared passed in a semester if he/she scores notless than 50% in each course/subject. However for the award of the Advance PG Diploma, the classification will bedone on the aggregate marks in both semesters.

A candidate will be declared to have passed the course if he/she satisfies the minimum requirement for eachsemester. Classifications will be based on the aggregate marks obtained in both semesters. Classification of Results.

50% to < 60%—passed with second class

60% to < 80%—passed with first class

80% and above—passed with first class and distinction.

16. Arrangements for the reappearance

Student who fail to secure the minimum marks for the paper or who are unable to attend the end semesterexamination due to valid reasons will be permitted to appear for a supplementary examination (ESA), provided they havesecured the minimum required attendance for the course/subject concerned. The Head of the Department ofOptoelectronics will arrange for the conduct of supplementary examination. The fees for the supplementary examinationshall be decided by the University of Kerala. If a student fails in the supplementary examination so, he/she will have torepeat the paper with the subsequent batch.

17. Completion of the course after a break

In the case of a student who discontinued in the middle of the Programme for genuine reasons with priorpermission of the Head of the Department of Optoelectronics, he/she can be permitted to complete the Programme bytaking the required number of papers within a maximum period of 3 years from the date of admission, provided, he/she.


a. has paid the fees for all the semesters regularly, and

b. has not been removed from the roll by issuing a TC.

18. Repeating courses/subjects

The students who have failed/have not completed the course may be permitted to repeat the respectivecourse, subject to the following:

a. The Head of the Department of Optoelectronics may permit the student to repeat a course, based on aspecific request from the student, in the succeeding semester in which that particular courses is offered.

b. For repeating a course the student shall have to remit the full semester fees.

c. Evaluation shall be based on the performance during the semester in which the course is repeated. Noneof the marks of CA and ESA of the paper of the previous semester shall be carried forward.

The above Regulations relating to Advanced PG Diploma in Communication Engineering at the Department ofOptoelectronics was laid before the senate at its meeting held on 14th & 15th March, 2012 and the House consideredand adopted the above regulation as envisaged under section 39 (1) of the Kerala University Act, 1974.
