Vijila: Thank you for delivering such a wonderful and thought

provoking lecture on City Governance to our students and also

accepting our invitation for this exclusive discussion with

some of our faculty members and senior MBA students present

here. Let me first begin by asking you Rob, as Chief

Information Officer of Brampton and currently heading

Toronto, can you share with us your role as CIO in city

governance?

Rob: CIO is a strategic business leader. The role of a CIO is to

understand critical governance principle, identify opportunities and

leverage on the technology to improve service and delivery. We can

improve the quality of life by providing basic business opportunities

and improved services. We had, in fact leveraged on Technology to

make a difference when we built the smart city- Toronto

As a CIO, I play a dual role- a strategic role and an operational role. As

a strategic business leader l need to look at what services we have

today and what we would like to offer tomorrow. How has the service

and delivery dynamics changed? How has technology changed? I was

able to work and play with Technology and also had the opportunities

to work across different cities. As a CIO, I need to focus on basic

service excellence.

With people becoming more and more dependent on technology and

applications, the operations role is becoming more and more complex.

Without technology, the operations will come to a complete halt. The

CIO's role is to also look around for opportunities and create innovative

services and also ensure the basic services are functioning.

Tharun: You have introduced many innovative service delivery

enhancements. How did you ideate and implement these

innovative services?

Rob: I listen! Whenever I meet any of the department chief's like the

Fire Chief, Transport Chief, I listen and be aware of how to deal with

different situations. Whenever there is someone struggling in an area

there is an opportunity to innovate and hence I find it easier when I

listen.2

Page 5: KCTBS_Pinnacle - October 2015 1.cdr

Swaminathan: How do you implement and

execute these innovative ideas and vision?

Execution is crucial and many a time poses a

huge challenge. How do you transform these

ideas to execution?

Rob: A major part of execution is all about knowing

and understanding. Execution for me is I know my

strengths and also my people's strength. I engage

people in holistic and in realistic team. I do see a lot

of limitations too. My team is relentless at details.

They just love details and make sure everything

fits. When I have an idea I go to them and share it

with them.

According to me the execution plans have to be

created in manageable pieces or chunks .A large

vision might be broken down to manageable

chunks. If I'm able to get the people to understand

the first chunk in the context of vision then it allows

getting momentum on execution and if you

demonstrate or achieve result then it becomes

easier.

Second of all for any vision we need to understand

the governing composition. Government globally is

under financial pressure and it might not be

different in this country. I have so far not come

across any country with surplus funds and have

noticed that they struggle trying to do more with

less. What I teach my team is to always do less

with less, by focusing on three or four things and

do it well. It will yield results. Vision, execution and

result.

Vivek: Your own team and people play a crucial

role in service delivery. How did you build the

customer orientation and culture?

Rob: The keyword is culture. When I'm recruiting

staff, I look for two things one is

IQ – Intelligent quotient and secondly

EQ – Emotional Quotient.

IQ , to know how smart they are and how much

they can understand. Whereas EQ ,is to know how

much they understand the other persons'

emotions. If you are unable to understand the

other person's emotions it will become difficult to

offer good customer service. If they are not

customer oriented and team oriented then my

team is not good for serving the public.

When I took over the organization this is what I

told my people that, if they are not customer or

team oriented then one of us needs to go. My team

is less than a handful and for us, customer service

is culture. It comes through the 3 E's. Education,

Experience and Exposure. There needs to be a

balance based on the 3 E's on developing talent.

That's how we believe in creating customer

support culture.

I have a CIO score card. It covers the four areas,

where I lead the organization. When I took over as

a CIO I told that Projects Heads need to have a

project governance orientation. Four areas that I

always address in my agenda are -Talent

Management, Customer Service, Operation

Excellence and Physical Management. This allows

me to keep leading from the front and helps to

track cultural change too.

Success comes from prompt delivery of services

and utilities and as a CIO you may not be

responsible for utilities but remember you, you are

the front soldier. But the question is how do you

collaborate and ensure it is rightly distributed to

the best satisfaction?

Swaminathan: Yes. You are right. City

governance is an integration of various

services and utilities. How do you manage this

collaboration?

Rob: Collaboration is the keyword. There are

about 44 lines of businesses. Unlike the IT

department where in, they call themselves the

service provider and the others - clients. I always

look at it with the best of interest of all and call us

as partners. As a partner we deliver and work

towards the best of both our interest. So I prefer to

change the language. Partner has a different

mindset.

Changing the language changes the mindset and

culture, the perception also changes and people

work together.

Nivas Krishna: Participation of citizen in the

governance process has become an important

issue. How do you make this engagement and

participation possible?

Rob: We have a mandate for an open and

transparent government; this includes open data

Interview with Mr. Rob Meikle

3

Page 6: KCTBS_Pinnacle - October 2015 1.cdr

in a readable format. By open data we mean- data

which is openly available. We constantly look for

citizen engagement. Today with all the talk about

social media & networking we have become Digital

citizens. We have created opportunities and try to

engage and disseminate information to the citizen

in the digital format and for the people who follow

the traditional way we also have other traditional

medium where we publish and ensure there is

citizen participation. We have various channels

possible for engaging citizens.

We have fostered more ground for citizen

participation by engaging them in discussion

through young entrepreneur's round table,

technology round table and economic roundtable

and through other means too - like community

housing.

We are a democratic town and working towards

making an even more citizen friendly democratic

town.

Lakshmi Meera: You and your team have been

instrumental in creating Brampton and

Toronto. What are the major challenges you

faced while creating a smart city?

Rob: Major challenges arise while looking at it as

half empty, but I look at it as half full! The major

challenge is the mindset of the government. Not

everything is technology aided and smart. We need

to identify opportunities to leverage technology in

a smart city.

We have a water front and high speed broad band

internet and we look at identifying pockets and try

to get momentum in these and fill the gaps. In fact,

a lot of people were asking me as to where is the

blue print? But I work in a different way. I look at

opportunities and try to use technology to drive in

efficiency in operations excellence in the city.

In Toronto about seven years back, The Lawrence

Sea Bay was a typical shipping water front area in

an industrial suburb with warehouses used for

storing goods etc. We decided to modernize it and

are working on a water- front revitalization project.

It is not an easy work and we had to start all over. It

was about 800 hectares. The local government,

the provincial government and the Federal

government gave half a billion dollars each. We

began working with 1.5 billion dollars. We had to

revitalize it to the state of the art smart city. A

smart city needs to have high speed broadband

access to every home, every facility… We have a

high speed broad band access and that itself makes

it a smart community. This is the largest water-

front revitalization in the world. It is an overall

smart city.

Lakshmi Meera: How long does it take to make

this smart city?

Rob: It is a 25 years plan and we are already 10

years into the plan. When we speak about smart

cities it would take generations to have a water-

front, walking space, cycling space, parks,

recreational area etc. We look for organizations

contributing towards the development of the

community and to create sustainability. It has

taken some time, yet we made good progress,

social housing, small business, large business etc.

Tharun: Currently the Indian government is

focusing on developing “Smart cities”. In your

point of view what is a “smart city”?

Rob: Smart City is like a global office. But we need

to look at who is responsible for the smart city.

Firstly it is the high speed broadband access;

secondly it should be a city that strives to progress

towards increasing the quality of life of the citizens.

Thirdly, economic prosperity, social and

environment sustainability are equally to be looked

at.

Smart city for India has to be smart in ways of

leveraging technology. Improve the entire water

system and waste management system. For

instance, using technology you should be able to

get an alert saying the garbage bin is 80 percent

full and the vehicle needs to be sent to clear the

waste. The aim should be timely removal of waste

using technology.

We need to look at Water, Environment

sus ta inab i l i ty, Waste Management and

Infrastructure and Economic prosperity by creating

more opportunities.

Overall India should utilize the opportunities and

technology together to make a smart city.

Interview with Mr. Rob Meikle

4

Page 7: KCTBS_Pinnacle - October 2015 1.cdr

You have travelled in India and Swaminathan:

now you are in Coimbatore, which is a

developing city. If you were the CIO of this city

(hypothetically) what are the three to four

areas you would want to focus on?

Rob: Business Intelligence is a key area, followed

by analytics – The short and long term implications

of the issues I pointed to your earlier question

involve the greater risks faced by the city. The next

in line is Health, Disease and Environment – This

would be at the local, national and international

best interest. We need to look at ways to harness

the intelligence of the youth of the city and avoid

talent drain. The city needs to think differently and

utilize opportunities to foster it as a global

community.

Nivas Krishna: As a CIO what are the

technological advancements you see in city

governance?

Rob: City governance needs a combination of

technology, mobility, data and government. More

utilization of GPS in location based services, to be

focused on. The information and services in

Canada are distributed or segregated as Local,

Municipal, Provincial and Federal, but with

technological advancement, like usage of GPS, it

should be available as location based information

than having it segregated as Local government

et.al. Technology should aggregate the services.

Vivek : What, where and how can the younger

generation contribute towards public

governance?

Rob: Knowledge is Power. The younger generation

must be engaged through using knowledge.

Information is available, utilize it understand your

passion and identify the opportunities and go for

your passion and creativity. Your engagement

must be by choice, based on passion.

Vijila: Thanks Rob for sharing your thoughts and

experience on various facets of City Governance

which I am sure will bring in new perspective to

the whole gamut of city service and delivery

management. Thank you once again for spending

time with all of us in spite of your busy schedule.

Best Wishes from all of us.

Details for Reforms

m Details regarding changing the laws, procedures, office

orders etc. are very important. But this is one area in which

'reform' with its usual connotation of 'slow changes' would be

disastrous. There has to be a 'Total Change' ̶ immediately, all

within a span of one or two months to be effective.

m The laws identified to be obsolete and irrelevant by

Mr. HD. Shourie Committee to be 'nullified' by a single

ordinance or Bill. No point in trying to research on them or

deliberate on them. Even assuming that there are a few

mistakes, the gain is far more than procrastinating on useless

orders derived two and half centuries ago from a Colonial

Master.

m Another crucial issue is to nullify plethora of orders or

communications or O.M.'s or Dear Secretary letters sent by the

Cabinet Secretariat, the Finance Ministry etc. from 1960

onwards on various methods of functioning. Let new orders be

issued, be it on recruitment, or economy etc. with a clear

statement "In super cession of all earlier orders and

instructions in this regard". (This can be done within two

months) Nothing will be lost if a good order is nullified in this

6

Page 9: KCTBS_Pinnacle - October 2015 1.cdr

process. One can later insert it after deliberations.

Correspondingly instructions can also be issued

that ready reckoners like Swami's compilations

are all invalid with new orders. Let new Swami

versions come out. Today 'Yath Pinde tath

brahmande' is ruling the Government in its vulgar

form: it is a micro̶micro-rule that determines

how a ]oint Secretary, Secretary or Minister works.

Let the new rules remove the diarchy where the

Finance Ministry, Personnel are ever present, no-

responsibility-sharing Monarchies. Let the Finance

Ministry concentrate on macroeconomic and issues

fixing budgets firmly. Let Personnel concentrate on

reducing Government in a systemic form i.e. spin

off institutions to autonomy, private sector etc. or

close down with VRS.

m There are a number of items good in Fifth Pay

Commission Report. They should be accepted. Still

it has not questioned the very basis of the

organized services that have to be questioned and

changed. At least 50% of the top echelons of the

Government have to be changed with 'new

mutants', if the changes have to be effective.

Therefore running the Government with the top of

the existing structures only with IAS, lAAS, IFS etc.

have to be changed except for the Armed Services

and the Police. Also the unwritten rule that the

Cabinet Secretary should be only from the IAS

have to be changed; I am not suggesting that it is

free for all or have a raw Professor or an economist

or scientist there. There are several other options.

Today this "IAS fixation" has introduced systemic

problems. Lives, and even organizations in life, are

open-ended systems. If we close its'algorithms to a

few, it will collapse.

m Basic Principles

q System Time Constants

While the details are important it is not enough to

be after them. We will be lost, if we are after a few

small changes. That is where the earlier attempts

failed. It is not merely the case of "will". One should

understand the overall system context. First and

foremost in this case is the system time constant. I

have done several case studies which will clearly

illustrate that in the Indian-time̶rate-of

interaction the unit time is about one-year. It

takes about 7 to 10 years for any idea (on which

everybody agrees) to fructify into action. (This is

another Raj Krishna type number, we should be

worried about!).

Whether it is Cogenitrix or Tata SIA or take

anything else like our beginning to understand

WTO implications (First started around 1986 and it

came to force in 1995 and we debate not merely

Government but the elite, media etc. in 1999 when

bulk of its first phase "has come into effect" in

January 1, 2000 and most will be by January 1,

2005).

There is deliberate and urgent need to change

the time constant. What is a good number? Let us

see what Prof. Andrew Lippman of MIT has told in

an interview to the Times of India of January 3,

2000. "The rate of change of society is the function

of age at which you gain access to the dominant

technology of that time. The dominant technology

of today is computing. The rate of change of

computing is four years. A society driven by car

changes more slowly than one based on

computers".

We cannot say that we don't have so many

computers and be laid back. The external world has

it! The foreign company or government or even a

hijacker! So we cannot ignore the time constants

set by dominant technology. Let us also note that

our administrative system was designed at the

time when dominant technology was shipping and

later was adjusted to railways and telegraph. Did

we not ad jus t i t fo r a i rc ra f t , sa te l l i te

communication or fax!

The question now is: how to change the time

constant? It cannot be gradual. There has to be a

non-linear step change. The suggestion to have an

Apex Cabinet Level Committee on Administrative

Reforms is a good suggestion provided they decide

to work differently: not to look at individual rule.

Existing organization will try to make them do so,

as the Committee of Secretaries (COS) meetings

have tended to be. The GOAL of that Apex

Committee should be to reduce the time-constant

to, say a time-rate of interaction of about 2 to 3

months from one year and overall total project

completion time about 3 to 4 years from the

present 7 to 10 years.

Suggestions for Administrative Reforms byDr.Y.S.Rajan

7

Page 10: KCTBS_Pinnacle - October 2015 1.cdr

This means not merely clearance of files in a week

or less but decision making in 3 to 4 months

irrespective of the size of the project or issue.

For every unresolved issue (involving multi

departments) one Ministry needs to be decided as

NODAL by the APEX Committee. It should be their

responsibility to decide within 3 to 4 months (Note

the simplified new rules would exist and they need

not be engulfed in the self-made marsh of referrals

to thousands of O.M.'s etc.). If they have any

problem they can refer to the Apex Committee

which shall decide. [Note: There has to be an

understanding that those who refer too often to

the Apex Committee shall have negative marks, as

they will be empowered to decide; it is not the

diarchy of Ministry of Finance etc. sitting on

judgement on everybody!]. Decision does not

mean always accepting a proposal or saying

always yes.

If this method is followed, the productivity and

efficiency will become the inherent nature of the

system. Regarding the functioning of the Group C &

D staff they are creatures of the existing system.

They are not to blame for the inertia!

q Metasystem

The laws of nature cannot be violated, even if we

wish to. The life systems and social systems are

complex adaptive systems. We may, at a given

point of time, not know all the details of the rules or

even all the laws. The role of the sciences-natural

and social-is to discover these laws and apply

them. More complex a system is, the cause and

effect interact considerably. Notwithstanding these

complexities it is a well known cybernetic principle

that the problems or inadequacies of the

subsystem have to be solved in a system and it

cannot be solved at subsystem itself. So when the

whole system is dysfunctional; the solutions come

about by going for a meta system. The crucial point

is that the existing system has introduced crucial

institutional infirmities, which in turn have

induced individual infirmities in those who

populate those institutions; they in turn

stymie the institutions; the vicious circle has

continued for decades. The task is to cut the

vicious circle. One cannot expect those who are in

the system to do it because most of them are well

adjusted in it and are happy about it. This is not to

deny some mutants within the existing systems.

(That is the reason why some top Government

functionaries attended ICSSR meeting and spoke

freely and frankly and on specifics and there may

be dormant ones who may be activated when

opportunities arise!). In our administrative system

we have been tottering at the end of its evolution. A

few mutants inside have died or are lying low. But

no change is taking place. If we allow it as it is, it

will crash and be extinct as an evolutionary end,

result can be total anarchy or chaos, (already

appears in many parts of India!). The better

method is to help it redesign itself with new

mutants pushed into the systems in large

numbers. The change has to be total. When people

call for global tender for better governance it is

partly done jocularly or in anguish; but it also

contains a desire for external mutants. I would

suggest as suggested by Mr., KP.S. Gill that we

should empower about 1500-2000 people

(selected differently, not by the usual processes of

the existing system) with sufficient back up from

the Apex Committee and State Apexes. Also

introduce more changes in the economic sectors,

foreign affairs etc. (all aspects of governance).

Have a long tenure 6 to 7 years (long enough to

make change even with the existing time constants

but their goal should be to do changes in 4 years

and sustain it for sometime more so that things

stabilize).

But administrative change has to be Total (not

reform); all round; judiciary included; CAG etc

included. This addition of sizeable mutants from

outside coupled with mutants inside will make the

meta system, required for change. In addition,

expand their horizon of thinking so that their

exist ing system becomes small and get

interconnected with something else, thus creating

new spaces of meta systems. (Let them all be

innovative)

Administrative reforms are not merely to be

isolated to Government Ministries and their

agencies. Government had taken over in the past

the functions of education, running universities,

colleges, scientific laboratories, industries etc.

They need to be covered by administrative

reforms. If we just say they are left to themselves

and freed from Government, it is not enough. They

all have terrible "bureaucracies” of their own: for

example, academic bureaucracies are terrible'; the

hierarchies and bureaucracies in the institutions

run by scientists are also suffocating. These are

understandable as the 'system' is one and

subsystems develop their own toxic products

based on the overall algorithms of the system!

Suggestions for Administrative Reforms byDr.Y.S.Rajan

8

Page 11: KCTBS_Pinnacle - October 2015 1.cdr

q Resistance to Change-Provision for

protection of Change Agents

Till the change stabilizes say for a decade or so, the

change agents would require a fair degree of

p r o t e c t i o n f r o m m i s i n f o r m a t i o n a n d

disinformation. Public information and the media

are subject to various forms of manipulation. There

will be a demand for openness, which is good.

There has to be openness to avoid elitism or an

'emergency' like operation.

But we should bear in mind what the Nobel

laureate Prof. Murray Gell-Mann says in his seminal

work Quarks and the Jaguar, "Unfortunately, that

information explosion is in great part a

misinformation explosion. All of us are exposed to

huge amounts of material, consisting of data,

ideas, and conclusions-much of it wrong or

misunderstood or just plain confused. There is a

crying need for more intelligent commentary and

review".

It is easy to damn a good change agent by quoting

'convenient' portions of the advice. A super

specialist may think he or she has been slighted

and go on attack. Some may attach 'equal'

weightage to all the opinions (informed or

otherwise) and arrive at a different solution and

damn a person in the system who decided on the

earlier. Also there could be mischievous attempts

of formation and attributing malafide intentions.

The actual decision making process is more

complex. No 'objective' model exists for decision-

making given the multiple inputs. Also one should

not be trapped in paralysis by analysis syndrome.

Therefore in the final analysis, the decision making

has a certain crucial component of subjectivity. In

fact part of the reason why a bureaucrat shuttles

files is to insulate himself or herself from

accusations or audit remarks, etc. She or he

spreads the risks of decision making. Especially

when one is trying to do major change, the

'affected' parties or 'vested' interests are many and

they would like to strike.

Therefore, there has to be insulation or a saving

provision not to penalize a person for a decision

taken or advice given. There has to be no 'witch

hunt'. This is very important when the files are

opened to public. However, there has to be simple

checks for Integrity: i.e, no “pecuniary benefit" for

the person taking a decision or advising; and no

personal hatreds are involved, this mechanism for

such integrity checks has to be simple and

innovative. Not necessarily uniform all over, as the

new system evolves it will become self-correcting

over a period.

q Ability for Making Continuing Changes:

Providing for the future

So far all of us have been addressing the problems

of the past because we have a huge stock of

unsolved and ever growing problems. It is

important to address them and effect a Total

Change. Then the "hare" should not sleep.

Technologies, and businesses and therefore

societies and people would change fast during this

phase of human history. Therefore, there has to be

a constant look into the future and projection of

changes. People have to be kept informed of the

changes. Then their informed feedback will be

there to take into account the changes required to

be done. We need not cry again after 10 years or

later that our system is obsolete and is not meeting

the aspirations of people, society, business, etc,

and international needs. In such a future looking

studies and for interacting with people,

organizations like ICSSR have an important role to

play.

m On the whole, I hope an integrated set of

actions will be taken urgently taking into account

the above factors, noting that the reforms are too

serious a matter to be left to any one section alone.

Metaphorically speaking, gone are the days when

there was one major central computer processor

catering to several workstations attached to it

(subordinate to it). We are now in an era where

there are multiple parallel processing nodes (which

can process autonomous ly and a lso in

synchronism) tackling much bigger tasks than

were ever done before. Similarly there is no longer

a major database being accessed by everybody;

millions of small data bases or an information base

accessible through Intranet/Internet etc. is the

power too l ava i l ab le fo r mi l l i ons . The

administrative systems we need should be in a

manner to respect, to utilize the talents of, and to

meet the aspirations and needs of- individuals,

local groups, larger groupings and the nation while

also keeping a world view.

GovernanceParadigm-empoweringpeople,collaborativeapproach&enhancingqualityoflife

The greatest type of ruler is one of whose existence the people

are hardly aware.

Next best is a leader who is loved and praised. Next comes the

one who is feared.

The worst is the one who is despised.

When a leader doesn't trust the people, they will become

untrustworthy.

The best leader speaks little. He never speaks carelessly.

He works without self interest and leaves no trace.

When the work is accomplished, the people say: “Amazing: we

did it all by ourselves.”

“Tao Te Ching” by Lao Tzu

What was articulated by Lao Tzu in 500 B.C (approx) is relevant

today more than ever and successful Governments across the

globe seem to recognize the need to change their practices to

meet complex challenges and stay ahead in an increasingly

competitive world.

What makes government effective?

This is among the most important questions facing any society,

because the failure of government is all too common and often

catastrophic. There are numerous examples of countries that

have been saddled by bad government policies, poor

implementation, ethical failures, and the inability of

government to change when necessary. The victims are

citizens, whose lives and livelihoods suffer.

The many failed development interventions in the 50s into the

90s spurred the introduction of other development reforms.

the United Nations (UN), World Bank (WB), Asian

Development Bank (ADB) and other international

institutions.

Governance entails a larger scope and has a wider

meaning. Though the term “governance” has been

used to refer mostly to “government,” when

correctly used, “governance” really goes beyond

government. It involves the institutionalization of a

system through which citizens, institutions,

organizations, and groups in a society articulate

their interests, exercise their rights, and mediate

their differences in pursuit of the collective good.

(ADB 1995)

UNDP describes it as “the exercise of political,

economic and administrative authority to manage

a nation's affairs. It embraces all of the methods-

good and bad that societies use to distribute power

and manage public resources and problems.”

(UNDP 1997)

Cariño (2000), in her reflections on the term

“governance,” identified actors and factors that

pushed for governance. She acknowledges that

governance is not the sole responsibility of the

government per se but the role of the market and

civil society are of equal importance too and should

also be recognized. She then identified the factors

or processes that pushed for governance and some

of these are: the quest for growth and

development, the environmental movement,

globalization and consolidating peace. These are

practically the same values or virtues found in the

UN Charter. Likewise, governance promotes the

virtues of decentralization, participation,

responsiveness and accountability among others.

From “governance”, the concept of “good

governance” has emerged and became prominent

in international aid circles around 1989 or 1990. It

served as a general guiding principle for donor

agencies to demand that recipient governments

adhere to proper administrative processes in the

handling of development assistance and put in

place effective policy instruments towards that

end. When there is good governance, there is

sustainable development. Kofi Annan, in his

inaugural speech in the 1st International

Conference on Governance for Sustainable Growth

and Equity in United Nations, New York, in July 28-

30, 1997 affirms this when he said that:

“Good governance and sustainable development

are indivisible. That is the lesson of all our efforts

and experiences, from Africa to Asia to Latin

America. Without good governance – without the

rule of law, predictable administration, legitimate

power, and responsive regulation - no amount of

funding, no amount of charity will set us on the

path to prosperity. We are fully engaged in efforts

to improve governance around the world. Good

governance is indispensable for building peaceful,

prosperous and democratic societies.” Annan

concluded that “good governance is perhaps the

single most important factor in eradicating poverty

and promoting development.”

Principles of good Governance

An ADB document (2005) affirmed that good

governance is synonymous wi th sound

Development Management. They then identified

some key principles of development which may be

considered as elements of good governance.

These are:

Sustainability in all dimensions of development

of authority and resources at the Subsidiarity

Reinventing Government

Recognizing the need for devolution of power to

the closest appropriate level (principle of

subsidiarity) the 74th Amendment of the

constitution was brought forth by the Government

of India and the City Administration was

recognized as a third tier of Government. With

greater devolution of power, a mission mode,

policy driven and outcome focused planned

development program with reforms in Governance

as an over reaching objective, Jawaharlal Nehru

Urban Renewal Mission (JnNURM) was launched

by the Union Government in the year 2004.

Building 100 smart Cities is yet another initiative

by the present Government in urban development

with performance based funding as incentive to

drive growth.

Reinventing Government provided ten concepts

through which public entrepreneurs might bring

about massive governmental reform principles

that has remained at the core of the new public

management. These are the following:

1. Catalytic government: steering rather than

rowing

2. Community-owned government: empowering

rather than serving

3. Compet i t i ve gove rnment : i n j e c t i ng

competition into service delivery

4. Mission-driven government: transforming

rule-driven organizations

5. Results-oriented government: funding

outcomes, not inputs

6. Customer-driven government: meeting the

needs of the customer not their bureaucracy

7. Enterprising government: creating rather than

spending

8. Anticipatory government: prevention rather

than cure

9. Decentralized government: from hierarchy to

participation and teamwork

10. Market-oriented government: leveraging

change through the market

The present Government while replacing Planning

Commission with a new body NITI Ayog devolves

more power to the States in planning and greater

allocation of financial resources. More progressive

States in turn are expected to give greater role for

cities in planning its infrastructure and economic

development needs.

Excerpts from the Cabinet resolution on NITI Ayog

read:

” The people of India have great expectations for

progress and improvement in governance,

through their participation. They require

institutional reforms in governance and dynamic

policy shifts that can seed and nurture large-scale

change.”

“Governance, across the public and private

domains, is the concern of society as a whole.

Everyone has a stake in ensuring good governance

and effective delivery of services. Creating Jan

Chetna, therefore, becomes crucial for people's

initiative. In the past, governance may have been

rather narrowly construed as public governance.

In today's changed dynamics – with 'public'

services often being delivered by 'private' entities,

and the greater scope for 'participative citizenry',

governance encompasses and involves everyone.”

The Urban Challenge

Our cities are rapidly urbanizing. Cities have

become engines of growth. The share of cities

contribution is set to rise from 58% presently to

75% of GDP in 2030. People migrate to cities

primarily in search of employment and economic

activities besides better quality of life. Therefore, a

city for its sustainability needs to offer economic

activities and employment opportunities to a wide

section of its

residents, regardless of

their level of education,

skills or income levels.

In doing so, a city needs

advantage and core competence in specific areas

of economic activities and promote such activities

aggressively, by developing the required

institutional, physical, social and economic

infrastructures for it and attracting investors and

professionals to take up such activities.

Building a sustainable built environment

represents a significant responsibility for all of us.

Our decisions today will define the heritage of the

future. How do we ensure that they will reflect the

values and beliefs of the people who live here, work

here, and play here?

Cities are huge opportunities

“Cities are sources of innovation, of creativity. They

can be the drivers of prosperity and better living

standards for the whole country”

Helen ClarkAdministrator, UNDP & former P.M New Zealand

These complex challenges of today must be met

with a 'new' way of working, where we can draw on

ideas from across disciplines and fields of inquiry to

reach a deeper understanding and unlock

opportunity. An integrated approach to shaping

the future of our city will drive enduring change

and create a profound legacy for future

generations.

Addressing the complexity of contemporary urban

challenges requires an elevated level of informed

engagement, which is carefully curated and

established, yet also open and truly participatory.

People want to participate in decisions, which

affect their city.

Rapid and vital transformation is underway in the

public conversation about urban policy reform,

acknowledging that the evolution of a city is the

result of countless decisions by its many residents.

Evolving Roles and Innovative Leadership

An extraordinary city doesn't happen by chance.

Creating a city that is valued and significant to

those who use it requires shared aspiration, robust

discourse, bold vision and leadership and a guide

for achieving the outcomes we desire.

Our goals and values can't be determined

unilaterally, but are the result of many voices,

reflecting multiple experiences, emerging

conversations about our aspirations as a

community. Engaging the public indecision making

and planning has become a greater priority in

transformative contemporary governance. For

these reasons an effective

integrated design strategy for city renewal is

founded on broad and catalytic engagement.

A city that is authentic, inclusive and innovative is

an inspiring place to be. But how do we know that

our decision makers and professionals, whose

work and actions affect the urban environment,

will make the right decisions?

We need to recognize that these decisions are at

their best when Governments are engaged in

mature dialogue with their citizens. The role of

experts and professionals is crucial to translate a

vision. Such consultation provides the opportunity

for all stake holders to comment, state their goals

and contribute to the initial vision on the basis of

evidence and expert knowledge.

Managing Change

“Change is inspired, not imposed, by building upon

good practices from within government and in the

private sector - and identifying agents of change

and champions in the process of reform.”

Professor Laura LeeFormer, Adelaide Thinker in Residence

past and future dec is ions and act ions.

Governments however, should not only inform but

also involve citizens. The ideas and opinions that

they put forward in pol icy-making and

implementation processes, provide valuable input

for improving the quality of local policies and

services.

Therefore the questions to be answered are:

How can we create a Vision that seeks highest

quality outcome and builds confidence through

shared aspirations?

How can we develop integrated Urban Strategies

to translate the Vision into broader outcomes?

What are the different steps for communication

and participation in the policy process?

How do we build technical, financial, managerial

and collaborative capacities to ensure the required

level of performance to achieve desired outcomes?

How can local Governments increase social and

financial accountability towards their citizens?

And how to promote integrity and transparency?

Generative Cities – the future

The future belongs to what are known as

“Generative Cities”. Generativity is a broader

property of systems that denotes the capacity of

agents within them to connect to others and

produce unanticipated, innovative outcomes and

change.

These cities will be driven by empowered citizens,

ubiquitous technologies and policies that enable

the actors of the generative city to collaborate on

boundary – breaking projects that redefine the

way we live, work and play.

“Success of democracy is impossible without

participation of the people”

-Hon'ble Prime Minister Shri Narendra Modi

In a democratic system, citizen participation is one

of the key components of decision making process.

MyGov- External website that opens in a new

window is an innovative platform launched to

ensure citizens' engagement in decision making by

the Government so that the ultimate goal of "Good

Governance" for building India is achieved. This

initiative is an opportunity for citizens and well-

wishers from across the world to share their views

on key issues directly with the .

Hon'ble Prime Minister to empower the citizens of

India to contribute towards Surajya.

The platform encourages citizens as well as people

abroad to 'Discuss' and 'Do'. There are multiple

theme-based discussions on where a wide range of

people can share their thoughts and ideas. Further,

any idea shared by a contributor will also be

discussed on these discussion forums, allowing

constructive feedback and interaction among

participants.

The platform has been divided into various groups

namely Clean Ganga ; Green India ; Job Creation;

Girl Child education; Skill Development ; Digital

India; Swachh Bharat. Each group consists of

online and on ground tasks that can be taken up by

the contributors. The objective of each group is to

bring about a qualitative change in that sphere

through people's participation.

UnderstandingPerceptions

Understanding Perceptions and how they are formed

is an important part of knowing human behaviour at

work. In this regard, a video documentary of the book

"The Secret" by Rhonda Bryne was telecast to the

students as a part of the Managing Organizations

course on November 10, 2014. This enabled the

students to understand the law of attraction and how

perceptions can impact and influence one's lives.

Pricing Strategy is an important concept which

plays a crucial role in efficient distribution of

resources in a market system. The concept

was explained to the students of Batch 2014-

16, with the help of a classroom activity. A sale

of stationery and a few household items of

various brands procured and sold through a

small retail set up by a few students. The rest

of the students were given specific directions

by the course instructor to buy as instructed. A

few were asked to be brand specific, a few

were asked to be price conscious and a few

were asked to book train and flight tickets.

After the purchase, the students were asked to

discuss on the various elements of a market,

number of players (sellers and buyers) in the

market and the pricing strategy adopted by the

flight operators, Indian Railways and FMCG

companies. Subsequently, the students were

briefed on the various pricing strategies used

by companies quoting experiences from the

activity. Various strategies right from cost

based pricing to skimming price to bundle

pricing and penetration pricing were explained

to them.
