    On May 26th, GovernorTerry Brandstad signed thegambling bill into Law!

    The highlights of this bill,

    Senate File 526, include:

    1. Removal of the sunset clause.

    2. Removal of the referendumrequirement.

    3. Setting a minimum number ofracing days for Quarter Horsesat Prairie Meadows at 26. It doesallow for future additional days.

    4. Setting purse allocations forall breeds.

    5. Allowing Advance DepositWagering (ADW). Bettors in thestate of Iowa will be permitted toplace online or telephone betson live racing.

    6. Stipulating that only QuarterHorse and Thoroughbred racingis allowed at Prairie Meadows.

    Presidents Message

    With the passage of our Gambling Bill, Senate File 526, the future of Quarter

    Horse Racing and Breeding has never looked brighter. I want to thank everyone whoworked so hard to make this finally happen, including the IQHRA, HBPA, ITBOA, the

    IaHHA, Prairie Meadows, and the IRGC. I look forward to our continued partnership aswe work together to strengthen horse racing in the State of Iowa.

    We are rapidly approaching our second stand-alone Quarter Horse Meet at PrairieMeadows and things are coming together well. Response from trainers around the

    country has been outstanding and we are expecting another large field of horses. Entriesfor Championship Weekend continue to rise with late payments and entry numbers up

    greatly from 2010. A reminder that the nomination deadline for the Challenge Races atPrairie Meadow is July 1st.

    This years meet will be full of excitement. Just a few of the dates to mark on

    your calendar include opening night, August 9th, when Coach Tom Brands and the Iowa

    Wrestling Staff will be on hand. On Friday the 26th

    of August, Coach Fran McCaffrey

    and his Iowa Basketball staff will be on the apron to meet and greet everyone. The next

    night Ben Hudson, owner and editor of Track Magazine will be with us. Tough Enoughto Wear Pink Night is scheduled for Saturday, August 20

    scheduled for Saturday, August 27th

    and 10 of September, Fiesta on

    the Prairie will be Friday, Sept. 16th

    Youth Days . . . Racing for the

    FutureThe Prairie Meadows & Iowa Quarter Horse Racing Association Youth Days . . . Racing

    for the Future committee would like to invite youth to attend Youth Days . . . Racing Forthe Future. On September 9

    th& 10, 2011 Prairie Meadows will host six youth ages 16-18 at

    Prairie Meadows Racetrack in Altoona, IA, for four days of fun, interactive learning on the

    backside of the racetrack. Each participant will experience one-on-one mentoring with a

    trainer, assisting with barn duties, and helping with the training of a horse which they will

    see run in a live race during the event.

    IQHRA BOARD MEETING MINUTES APRIL 17, 2011

    Members absent: Butch Hammer, Wyetta Hammer, Jim Harvey, Larry Henry, DaveSpieker, Bob Urich.

    A welcome to our members and guests to Riverside Casino given by Tom LepicMeeting called to order by President Tom Lepic

    APPROVAL OF MINUTES: The March minutes were reviewed by the board with thecorrection noted by Secretary Chris Hovey. Motion to approve corrected minutes madeby John Lawless, seconded by Butch Bain. Motion carried.

    APPROVAL OF TREASURERS REPORT: The treasurers report was reviewed.Motion to approve made by Don Rayner, seconded by Butch Bain. Motion carried.Tom Lepic also announced that IQHRA has received $1,700 from the IRGC.

    LOBBYIST: Our Lobbyist was unable to attend but a report was given by Tom Lepic.SF 526 has gone to the floor for debate. Tom explained the history of our bill anddistributed handouts to the board and members. He detailed the procedure for contactingyour representative and how to voice your support for the bill. He stressed theimportance of every IQHRA member to contact their legislator.

    EXECTIVE SECRETARY: John Hernandez has been updating our website andworking on our newsletter. The newsletter will be in color with a change in format.TRACK magazine has offered a free 1 year subscription with every new membership toIQHRA. John Hernandez, Tom Lepic, and Brenda Onstot met with Jeff Nelson of Prairie

    Meadows marketing department to discuss marketing our meet and CorporateSponsorships. Prairie Meadows is hesitant to allow us to independently contact corporatesponsors due to a conflict. They are willing to work with us in marketing our meet, haveagreed to print needed flyers, help with our Tough Enough to Wear Pink fundraiser,sponsor Morning at the Meadows, and update the Youth Days video. Tom, Brenda, andJohn have another meeting scheduled on April 25 with Jeff Nelson. John is also workingon the simulcast schedule with AQHA and Prairie Meadows so a better signal for us canbe achieved. We are also on Facebook.

    HORSE FAIR: Chris Hovey reported that Horse Fair was a success, the weather wasgreat, and there was a large turnout of people. Youth Days, membership applications and

    information from AQHA was available. She thanked those members that worked shifts.

    SALE COMMITTEE: The committee met earlier today. Chairman Terry Thorsonreported that an auctioneer has been hired. Internet access is still being discussed. Anyregistered performance horse not just race horses are encouraged to consign. Thecommittee will meet at 2:30 on May 14

    YOUTH DAYS: Brenda has received numerous calls from interested participants. Shewill be meeting with Prairie Meadows to finalize plans. The dates for the 2 day event areSeptember 9 and 10th. The ages of the youth are 16 to 18. Prairie Meadows has agreed togive a scholarship of $2,500. Brenda has been in contact with Ben Hudson and MattWhitman of AQHA to see about getting additional money for funding.

    BANQUET: IQHRA Banquet will be held Sunday August 28th at the Ramada Inn

    SILENT AUCTION: Will be held in conjunction with the banquet. Kay Denning andher committee will be accepting donations to be auctioned. Proceeds will used forscholarships, and promotion of IQHRA.

    OLD BUSINESS: President Tom Lepic again discussed the proposed change in the

    procedure to elect Officers and members of the Board of Directors. He outlined thechange to voting by mail. This would allow members unable to attend our Annualmeeting the opportunity to elect Officers and Board members. John Lawless also proposed that a nominating committee would interview and recommend potentialcandidates for positions on the Board. Eligible membership voting requirements werealso discussed. Motion to change the election procedure to mail ballots made by JohnLawless, seconded by Butch Bain, motion carried. Details, including by-laws change andeligibility requirements of voting members will be decided later.

    NEW BUSINESS: Tom announced that members Randy and Gwen Williams suffereddamage to their home in Kentucky from a recent tornado. Thankfully no people or horseswere injured. There will be a $20,000 race on Champions night for Ia. bred horses thathave started for a $10,000 claiming price. in 2010 or 2011. During our 26 day meet, thefirst 13 days will have 9 races a day and then 8 races a day for the remainder of the meet.Tom has made a donation in the name of IQHRA to the Iowa Barrel Burners. Tom spokewith Leroy Gessman about allowing the quarter horses to come in for works at PrairieMeadows. Quarter horses will be allowed in to do works at the end of the official timefor works for the Thoroughbreds. Trainers will need to contact Chad before coming onthe grounds. The next 4 Board meetings will be held on Saturday afternoons at 3:30 p.m.at the Prairie Rose Room. If guests and board members wish to stay after the meeting toeat the buffet and watch the races, there will be a cost of $10 to help subsidize the cost toIQHRA. Motion made by John Lawless, seconded by Butch Bain to charge $10 perperson for the buffet. Motion carried. Jan Boeckenstedt asked that the purses for the Ia. bred trials be raised. Tom will check into the possibility of raising the trial purses forthose races. Vernon Hammes asked that the Iowa Stallion futurity and derby be changedto only allow Ia. bred horses sired by an Iowa Certified Stallion to be eligible.     IQHRA BOARD MEETING MINUTES MAY 14, 2011

    Meeting was called to order by President Tom Lepic.

    APPROVAL OF MINUTES: The April minutes were reviewed. Motion to approveminutes made by Wyetta Hammer, seconded by Butch Bain. Motion carried

    APPROVAL OF TREASURERS REPORT: TheTtreasurers report was reviewed.Motion to approve made by Butch Bain, seconded by Dick Tobin. Motion carried. Wehave received the grant money from AQHA. We are awaiting the grant money from theIRGC.

    EXECUTIVE SECRETARY: John Hernandez distributed a marketing plan compiledby Jennifer Perkins of AQHA detailing strategies to improve the simulcasting handle for

    the Quarter horse meet. He and Tom Lepic have been meeting with Jeff Nelson, workingon special events planned for the meet including the Tuff Enough to Wear Pink andMorning at the Meadows. He and Tom have also met with Derron in an effort to recruitmore of the big name trainers to come to our meet. John has received a bid to re designour web page and is awaiting another. We will be modeling the web page after the one atRemington Park.

    LOBBYIST REPORT: Tom announced the bill has been approved by the IowaLegislature and is awaiting the Governors signature to become law. Some last minuteconcessions had to be made but Quarter horse racing will be a permanent fixture atPrairie Meadows.

    SALE COMMITTEE: Terry Thorson and John Hernandez have made flyers advertisingour Sale and members of the Sale committee met to distribute these in the backside barns.Terry has received positive feedback from the performance horse groups to includetheir horses to the sale. Consignment deadline is July 15th to be in the catalog, after that,there will be a supplement. The Sale will be September 11th at the Fairgrounds. Terry ispursuing the prospect of having the Sale on the internet and will report at the Junemeeting.

    MEMBERSHIP: Shirley Peiffer reported that we continue to receive new memberships.She will be sending membership forms to past members inviting them to renew their

    membership to IQHRA.

    BANQUET: Ben Hudson of TRACK magazine will be the speaker at our Annual awardsbanquet on August 28th. He is planning to arrive a day early and be present at PrairieMeadows to watch the races.

    YOUTH DAYS: Brenda has received applications from youth wanting to attend YouthDays. There is a website link to us from the Prairie Meadows website for those interestedin applying.

    MARKETING: Darrell Hare and Jennifer Perkins from AQHA will be arriving

    Thursday to meet with Tom and Prairie Meadows management to discuss marketing andthe simulcasting report. Tom has also tentatively scheduled Tom Brands with Universityof Iowa wrestling and the Iowa basketball coach to appear during our meet. Tuff Enoughto Wear Pink promotion is scheduled for September 10th. Prairie Meadows has offered toprint any posters and flyers needed to publicize our meet. We will then distribute them toconvenience stores, tack shops etc.

    NEWSLETTER: IQHRA is selling advertising for the 4 remaining newsletters at $200for a page ad either in color or black and white. If interested in placing an ad pleasecontact Tom or John Hernandez.

    CORPORATE SPONSORS: IQHRA is currently offering corporate sponsorship of aStakes race at $5,000. Special advertising by Prairie Meadows, and IQHRA should makethis especially lucrative to businesses.

    OLD BUSINESS: Mail in voting ballots for election of Officers and Directors wasdiscussed. Those individuals wanting to be elected need to have a resume submitted byDecember 1. Ballots would then be sent to current members and returned by December31.to an independent vote tabulator. After this year, an individual must be a member ofIQHRA for 1 year before being able to vote. The newly elected Board members wouldthen start on January 1st. The question of electing an additional out of state boardmember was also discussed. Tom will be setting up a committee to work out the detailschange the by-laws, and report to the board.

    NEW BUSINESS: Current futurity and derby entry numbers:Double Gold Fut. 28 Double Gold Derby 19 Valley Junction Fut. 75Sale Fut. 12 Jim Bader Fut. 21 Altoona Derby 28Polk Co. Stallionfuturity/derby races from $5,000 to $7,500. (see attached memo)The Stallion futurity and derby will remain open to out of State foals. With theaddition of new stallions to the state and interest from out of state mare owners, this willincrease the number of eligible foals, and potentially increase the number of horsesparticipating.Motion to adjourn made by Butch Wessels, seconded by Wyetta Hammer.
