    For a long time the Board of Directors and staff atGreenspace have wanted to do something special for ourmembers and supporters. Our newsletterThe Watershedis full of information about events, grants and activities weare involved in and is sent to the community at large. Weare very proud of the newsletter and hope that you enjoyreceiving it quarterly.

    However, knowing our constiuency, we felt that you wouldbe interested in more in-depth information about conserva-tion issues that affect our lives here on the North Coast of

    San Luis Obispo County. To this end, we are instituting thismonthly news alert that will take just a few subjects at atime and look at them in more detail. This publication willbe sent exclusively to our members and supporters.

    We want to serve the needs of our membership, so ifyou have any questions about environmental issues, wewould be glad to try to answer them in this news alert. Justsend your questions to the Greenspace office, or give us acall, and we will be happy to attempt to answer your ques-tion in a future issue.We Need Your Help

    For the first issue, we want to alert you to a bill that isbeing considered by the 107th Congress. In May I wascalled to Washington DC by the Na-tional Wildlife Federation to assist in lob-bying for The Conservation and Rein-vestment Act (CARA). While there, Imet with Representative Lois Capps (aco-sponsor of the bill), Senator BarbaraBoxer and a member of Senator DianneFeinsteins staff and encouraged them

    to support this bill.It is our hope that after reading about this bill, you will alsocontact your representatives in Washington to support thisimportant legislation that will benefit coastal conservationefforts.

    Additionally, please let us know if you have any ques-tions that you would like to be answered in these pages.

    How To Create a

    Conservation LegacyThe Conservation and Reinvestment Act (CAR

    Would you like to see $350 million in conservatifunding come to California from the Federal govement with no new taxes? It isnt as outrageous assounds. Legislation is currently being considered thwould take revenues collected from a portion of tnearly $4.5 billion that private companies pay to eploit the nations non-renewable oil and gas resourc

    and rein-vest thesefunds inthe protec-t ion andrestorationof renew-able natu-ral re-s o u r c e ssuch as

    our wildlife, public lands and coasts.This guaranteed long-term funding for conservatiis on the legislative agenda in the 107th Congress. H701, CARA, is an historic conservation proposal thwould automatically invest revenues from oil and gleases on the Outer Continental Shelf into an assoment of local, state, and federal conservation programH.R. 701 provides a tremendous infusion of reliabfunding - over $3 billion annuallyuntil 2015 - to proteour valuable natural and cultural resources, and to iprove the quality of life for future generations.

    tant conservation programs. The funding for CoasConservation would receive the largest percentagefunds for a total of $1 billion per year to the coasstates for coastal and marine conservation efforts.What You Can Do

    A diverse and powerful array of interests includiconservationists, historic preservationists, businessesportsmen and others have united in their supportthis bill. Please join them by contacting your repsentatives in Washington and urging them to suport HR 107 - CARA.
