The LatinoCommunity’s struggle toSave the Center for Chicano-Boricua Program (CCS/CBS) from administrativedownsizing and possibleelimination has exposed amultifaceted insensitivityto Latinos on the part of theuniversity’s central leader-ship.

The best that can be saidis that Wayne StateUniversity’s three highestlevels of administrativeleadership collectively mis-understand the nature of theprotest being made to theBoard of Governors and tothe General Public.

The university admin-istration’s judgment is notaffected by the knowledgethat the former Director ofChicano-Boricua Studieswas the only Latino tenuredfaculty among the approxi-mately 240 members of thetop administrative levels ofPresident, Vice Presidents,Deans, Department Chairs,and Directors of Centers andInstitutes on the main cam-pus.

The President, three suc-cessive Provosts, and a Deansee nothing wrong withdownsizing the academicqualifications of theDirector’s position from thescholarly faculty status thatqualified it for the last 13years.

They want a non-aca-demic management em-

ployee who has no safety netin job security, or the requiredtraining and experience tosucceed in the specializedacademic politics that arepracticed in the world of re-search and teaching.

A Top 50 national researchinstitution is going from anextreme position of institu-tional tokenism to one of to-tal exclusion when it choosesto reduce the single adminis-trative position that WSU hadallowed to a Latino tenuredfaculty at the lowest level ofthe command hierarchy.

The institution leadershipformally pays homage to theideal of more balanced repre-sentation, in the spirit of Fed-eral law and common sensedecency. However, the mostimportant Institution ofHigher Learning in Detroit’sMetropolitan Communityhas chosen to set the mostbackward example of un-democratic insensitivity.

The university’s action isin defiance of the value ofhuman equality at the core ofit’s own declared urban mis-sion. It is an exercise inCounter-Affirmative Action.

The university’s misun-derstanding of what it takes todirect the Center did not stopChicano-Boricua Studiesfrom becoming a multifacetedquality operation under thedirection of a tenured facultyadministrator over the lastdecade.

He had the support of as-

sistant directors who contrib-uted to the success of the Cen-ter along with the counselors,secretary and student employ-ees. Now the Center’s higheracademic and political func-tions are being effectively dis-missed.

The documentation for theindisputable value of a ten-ured faculty Director for theCenter is known to the Dean.It is easily available to thePresident, the Provost, andnow to the Board of Gover-nors. It is available to thepublic.

The university is placingeven the student servicescomponent in extreme jeop-ardy. Centers are normallyexpected to have a researchcomponent.

The less research a Centerproduces, the lower its status.A tenured faculty is needed todirect the research and teach-ing agendas of the unit and toprotect the student servicesfrom absorption by the uni-versity bureaucracy as part ofa budgetary consolidation.

The university is placing adamper on the future growthof the Center in research andcurriculum by imposing a fur-ther intolerable service bur-den on the Center’s two fac-ulty. They already have threeor four times the normal ser-vice load of faculty not at-tached to the Center. They arealready integral to a multiplemission of comprehensive stu-dent services, curriculum de-

velopment, teaching, re-search, university advocacy,and community outreach.

The mistaken understand-ing of the Center’s role in theheart of the university’s de-mocratizing and humanizingmission comes from an intel-lectual habit of mind that“minoritizes” Latinos into astereotype of being less thancapable for ANY importantposition at WSU.

Wayne State’s own feder-ally-mandated accounting ofits Human Resources substan-tiates beyond doubt that theuniversity is unable to findenough qualified Latinos atANY level of employment.

An institution commit-ted to the ideals of MartinLuther King, somehow, nowis attempting to reduce theone institutional footholdthat the Latino Communitywon through its politicalstruggles of 1971-72 and1986-89.

It tries to deny the meritsof what has been constructedsince 1989 for the benefit ofthe students, the community,and yes, even for WSU un-der the direction of a ten-ured faculty.

be no surprise to the Presi-dent, Provost and Dean.They were alerted both ver-bally and in writing last year.The Dean has met for over ayear with a community com-mittee to whom she madepromises that have not beenhonored.

We have tried to reachofficials higher than theDean, but have been persis-tently ignored or referredback to the Dean. Logicdictates that she must haveinstructions to hold the line,or is being supported fromabove in a decision she madeherself.

The Upper Administra-tion of WSU is ultimatelymade of thinking, flesh-and-blood people with positionsof public and legal responsi-bility.

Sooner or later, they mustnot misunderstand. Soonerof later they must understandthat this time we prefer toassert our full citizenship,rather than politely go away.

If no one else within theinstitution itself or in thestate government will holdWSU accountable, We, theLatino Community, will doit for all of us.

Like true brothers and sis-ters—and supporters of theUniversity from which manyof us have graduated—Weinvite President Reid to re-solve our mutual crisisquickly.

W need to get on with thetask of working together forthe good of Wayne StateUniversity and Detroit.

WASHINGTON (AP): Theunemployment rate forLatinos in June was 8.4 per-cent, higher than the nationalrate, but little changed fromlast month, the Bureau of La-bor Statistics said Thursday.

Nationally, the rate was 6.4percent, up from 6.1 percentin May.

How that affects Texas,where about 32 percent of thepopulation is Latino, dependson the health of the industrieswhere Latinos typically findjobs.

The Labor Departmentdoes not do a monthly break-down of state unemploymentrates, but regional economistJerome Watters said job lossesin Texas have been occurringin manufacturing, wheremany Latinos are employed.

The nation’s factories havecut 2.6 million jobs since July2000.

Those losses are being off-set somewhat by gains in con-struction, another industrywhere significant numbers ofLatino workers can be found.Construction has added101,000 jobs since February,reflecting strength in residen-tial building.

From 1988-98, the unem-ployment rate for Latinos inTexas was actually lower thanLatino unemployment na-tionally, but higher than non-Latinos in Texas, Watters said.

Democrats used the unem-ployment statistics to criti-cize Republican policies for

Latinos, whom both politicalparties have been vigorouslycourting.

“Republicans continue todisappoint Latino familieswith their empty promises,”said House Minority LeaderNancy Pelosi of California.

But Republicans sayAmericans soon will see thepayoffs from tax cuts pushedby President Bush and passedby Congress.

It is not uncommon forLatino unemployment ratesto be higher than nationalrates. The higher unemploy-ment rates for Latinos gener-ally reflect differences in edu-cation and training levels.

But with the Latino popu-lation surging nationally,continuing high levels of un-employment will hurt thelong-term health of theeconomy, said JorgeGonzález, economics depart-ment chairman at TrinityUniversity in San Antonio.

“The message we shouldget out of this is that we needto pay special attention to theeducational and training op-portunities that Latinos havein the United States,”González said.

Without that attention, hesaid, the economy of the futurewill be one where a significantportion of the U.S. populationwill not be able to competeglobally and where even largerincome disparities exist.

“That is not only not goodfor the economic health, butalso the social well-being ofour country,” González said.

HARRISBURG, Pa. (AP):The civil-rights arm of theU.S. Education Departmenthas opened an investigationinto a complaint that studentslearning English as a secondlanguage do not always re-ceive adequate help to under-stand questions onPennsylvania’s basic skillstests.

The nonprofit EducationLaw Center filed the com-plaint with the department’sOffice of Civil Rights nearlya year ago.

U.S. Education Depart-ment spokesman Carlin Hertzconfirmed Monday that thedepartment has an “open” in-vestigation, but declined tocomment on it and said therewas no set specific time framein which to complete it.

Currently, the Office ofCivil Rights is monitoringagreements that were reachedto resolve disputes overwhether standardized testsdiscriminated against En-glish as a Second Language(ESL) students in Texas in1997 and Nevada in 2000.Hertz said he did not imme-diately have information onwhether the department is in-vestigating similar com-plaints in other states.

The state has recom-

mended ways that school dis-tricts can adapt the Pennsyl-vania System of School As-sessment tests, such as givingthe instructions in thestudent’s native language, butthe center contends it leavesdistricts too much leeway indeciding how to accommo-date those students.

“Districts have been left,really, without enough guid-ance to even know what theyare supposed to do with kids atdifferent levels of English.They are having to fly by theseat of their pants at the mo-ment, and it just leads to a verydifficult situation,” said LenRieser, co-director of the Edu-cation Law Center, which isbased in Philadelphia.

Pennsylvania students arerequired to take PSSA mathand reading tests in gradesfive, eight and 11, and writingtests in grades six, nine and11. They are expected toachieve a minimum “profi-cient” score to demonstratetheir knowledge in each of thethree subjects.

More than 32,000 ESL stu-dents were enrolled inPennsylvania’s publicschools during the 2001-02school year, representingabout 2 percent of the state’s1.8 million students.

State Education Depart-ment spokesman BrianChristopher said that as partof the agency’s plan for com-plying with new federal edu-cation mandates to improvetest scores, officials are de-veloping a test translated forethnic groups represented byat least 5,000 students. Thosetests should be in place bythe spring of 2005, he said.

Additionally, the StateBoard of Education is hop-ing to complete by this fall astudy of the PSSA tests, whichwill include the issue of test-ing English as a Second Lan-guage students.

Libraryfunding fromstate reducedfollowing re-certification

The Toledo - LucasCounty Public Library willbe receiving less from thestate funding in 2003 thanoriginally projected ac-cording to the Ohio LibraryCouncil.

In January of this year,officials from the Ohio De-partment of Taxation andthe Lucas County Auditorcertified the Library wouldreceive a projected$19,672,811 from statefunds. The re-certificationplaces the actual dollaramount at $18,228,203.This is the lowest amountof state funding the Libraryhas received since 1999.

This news follows theOhio Department ofTaxation’s announcementin June

that the State fundingdistribution for July of2003 would be $0.

“This is obviously di-sastrous news not only forthe Toledo-Lucas County

Public Library, but all250 public libraries acrossthe state,” says Clyde

Scoles, Director of theToledo-Lucas County Pub-lic Library. “This is a dra-matic example of the in-consistent and inadequatefunding from the state, andfurther underscores theneed for our proposed op-erating levy this fall.”

The Toledo-LucasCounty Public LibraryBoard of Trustees will askvoters to approve a 4-year,1-mill operating levy in No-vember. This operatinglevy will provide $7.8 mil-lion annually and wouldtake effect in January of2004 and expire in Decem-ber of 2007.

“All interested Latinos are encouraged to attend this orientation, to answer anyquestions they may have concerning their future with the trades and the ACPapprenticeship programs, and to give them appointments for trade assessments.”

This contract is for all labor, material, insurance, and equipment necessary for the south air cargo apronpavement and joint repair project, in accordance with the approved plans and specifications, to the Port Authorityat Toledo Express Airport, 11013 Airport Highway, Swanton, Ohio 43558.

Bids will be received at the Port Authority’s administrative offices at Toledo Express Airport, 11013 AirportHighway, Swanton, Ohio 43558 until Friday, July 18, 2003, at 3:00 PM, at which time and place all bids will bepublicly opened and read aloud.

The project is located at the south air cargo concrete apron at Toledo Express Airport in Swanton, Ohio. Theproject work consists of routing, cleaning and re-sealing approximately 198,000 feet of existing concretecontraction and construction joints, approximately 5,600 feet of expansion joint routing, cleaning and re-sealing,approximately 600 feet of crack sealing and approximately 175 square feet of partial depth Portland cementconcrete pavement repair.

Plans, Specifications, Instructions to Proposers, and Forms of Proposal and Contract are on file at the officeof the Toledo-Lucas County Port Authority, Toledo Express Airport, 11013 Airport Highway, Swanton, Ohio43558, and may be obtained during normal business hours upon a non-refundable payment of $25.00. Proposals must be submitted on the form included in the Specifications and shall be accompanied by acertified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas CountyPort Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.

Any bid may be withdrawn prior to the scheduled closing time for receipt of bids.

The Toledo-Lucas County Port Authority intends and requires that the project be completed within fifty (50)Calendar days from the date of Notice to Proceed.

The Port Authority’s goal for minority participation in the project shall be eighteen percent (18%), and biddershall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable bybidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet thisrequirement will be considered non-responsive.

The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’sResolution No. 68-00 as found in the General Conditions.

The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deembest for their interest. The Port Authority also reserves the right to add or subtract from quantities shown inthe proposal.
