    1.0 SCOPE OF WORK

    1.1 INTRODUCTION

    Tengizchevroil, a joint venture company between Chevron, Exxon-Mobil, Lukoil andKazakhstan government (hereinafter called as COMPANY), intend to upgrade theirexisting Fire Water Systems to make these compliant with current RoK regulationsand to overcome operational problems faced by TCO.

    The existing Firewater (FW) System at Tengiz was originally designed, installed and

    commissioned for KTL-1 in 1990/91. Although the original pumping and pipingsystems remain in service, the system has been expanded and modified toincorporate new on-plot and off-plot facilities. This FW system services variousfacilities in Tengiz complex and also meets the Utility Water (UW) requirements atthese facilities.

    The scope of work of this job pack related to following piping item.

    a) Installing all Piping in Pump House (to include coatings and insulation).b) Piping Tie Ins and relocation of existing and all new installation external to the

    pump house (Utility Water System, Technical Water Storage and TechnicalWater Re-Cycle lines).

    c) Testing of all new piping system.

    The scope of work of the present job pack shall be carried out in conjunction withthe other UW supply lines piping Job Packs and with the works described in thefollowing Job Packs:

    order to ensure performance of works in accordance with all appropriate safetynorms.

    1.2.1.3 CONTRACTOR shall develop the demolition work procedure in accordance withSafety Regulations. The procedure is subject to TCO approval.

    1.2.1.4 CONTRACTOR shall comply with all TCO Safety measures and procedures

    1.2.1.5 Before start of any specific work CONTRACTOR shall verify that the inspectionQA/QC plan is prepared according to the specific activity ready to be used by the

    CONTRACTORduring each stage of the specific job. The work shall not be startedwithout COMPANY Site Representative (QA/QC Manager) confirms that theCONTRACTORcan proceed with the construction activities.

    1.2.1.6 CONTRACTOR shall carry out the following preparatory and enabling works ateach location. All inspection packages and CQI Packages are to be prepared inadvance, prior to the start of the construction activities. A Request For Inspection(RFI) will be submitted 24 hrs in advance, to allow the TCO Inspectors to review theinspection package prior to the inspection hold point.

    1.2.1.7 CONTRACTOR shall remove all remaining redundant materials from the site to thestorage area allocated by TCO.

    1.2.1.8 CONTRACTOR shall erect temporary barriers around the construction site. Barriersaround excavations to be at least 1m from excavation edges, where the barriersrestrict access to equipment and stairways an alternative access shall be providedincluding scaffold stairways as necessary and agreed by TCO operations.

    Minimum Flow Recycle line shall be provided at tie-in PR05607-001 fromthe UW pumps(G-081A/B) discharge lines to connect to the Raw Water

    supplied from Kulsary.

    Line # 3000-WD-4004-2-150HDPE from existing 8 Potable Water(B1) at Tie-inPR05607-012 to New UW/TW Pump House.

    Line # 3000-VI-4002-1-150H04 from existing 2 Instrument Air Line at Tie-insPR05607-019A/019B to Instrument Manifold in the New UW/TW Pump House.

    Line # 3000-WP-4043-6-150H01-HCW5 from New Technical Water Pump(G-107A/B) to existing line#300-WBL-4000-6-150H03(Scot Cooler) at Tie-inPR05607-042A/B.

    Line # O-000-WF-4022-8 from existing 8 Technical Water Header at Tie-inPR05607-3082A/B to Fire Reel Cabinets in New UW/TW Pump House. The lineshall be commissioned as soon as Pump House building is constructed.

    Tie-ins PR05607-046(New 4 Process Water connection to OBH), Tie-insPR05607-047(New 10 Process Water connection to No.1 TW line to Train 5),Tie-ins PR05607-048(New 10 Process Water connection to No.2 TW line toTrain 5), Tie-ins PR05607-049(New 6 Process Water connection to ChemicalWater treatment shall be provided but those Tie-ins will not be commissioned.

    1.2.2.5 CONTRACTOR will be responsible for transportation of all the prefabricated pipespools, valves and equipments to site for erection. CONTRACTOR shall ensure that

    all the nozzle flange faces are not damaged during transportation.

    1.2.2.6 CONTRACTOR develop and provide lifting plans for all lifting activities for TCOConstruction approval, prior to start of any lifting activity. The Lifting work shall beperformed in accordance with RoK Document Cranes and Lifting Equipment, TCOSafety Instruction SI 119 and COPSULE Code of practice for Safe use of liftingEquipment.

    1.2.2.7 CONTRACTOR shall provide all equipment and accessories for lifting (such ascranes, slings, shackles, lifting beams, temporary supporting, barricades signageetc) transportation and handling, to facilitate safe, efficient installation of identifiedmaterials from the jobsite.

    1.2.2.8 CONTRACTOR shall pre-fabricate pipe spools as per Isometrics and PipingGeneral Arrangements listed in Attachment Aand standard pipe supports as perTCO Standard Drawings listed in Attachment B and in accordance with TCOSpecification L-ST-2004. The pre-fabricated pipe spools must be permanentlyidentified by means of line number and consecutive spool number. Pre-check of thedimensions on site shall be performed prior to fabrication.

    1.2.2.9 CONTRACTOR shall ensure pre-fabricated pipe spools are protected againstcorrosion, damage or ingression of dirt/foreign matter. This applies especially toflange faces and weld ends. All uncovered outlets are to be sealed up withheavyweight paper or cardboard so that they can be removed easily.

    testing is pure and does not contain suspended solids or other substances.Chlorides shall not exceed 50 ppm. Hydro-test water temperature shall be +5C min.

    to +40C max. The hydro test equipment must be provided with a safety valve of therelevant flow capacity and set pressure exceeding the hydro test pressure at notmore than 10%. Immediately after hydro test water shall be drained and the piping

    shall be dried. Line instruments such as control valves, orifice plates,strainer,indicators,transmitters and flow meter shall be removed before hydrotest

    1.2.2.17 CONTRACTOR on approval from TCO Construction Representative shall installinsulation on associated piping according to isometric drawings and in accordance

    with TCO Specification N-ST-2001.

    1.2.2.18 Existing pipe work shall be demolished as required to allow installation and tie-inof new piping. CONTRACTOR shall remove existing pipe work and install all newtie-in spools and valves as per attached drawings and in accordance with TCOSpec. L-ST-2004 and L-ST-2007. Work to be carried out after existing section of linehas been isolated.

    1.2.3 REINSTATEMENT

    Remove from site all temporary works and unused materials to locationsadvised by TCO Site Representative

    1.3 PROJECT SPECIFIC REQUIREMENTS

    1.3.1 NatureUse Permit (Emission Payments)

    A) Unless otherwise notified during the bid process, TCO requests the Contractor touse his Republic of Kazakhstan (RoK) approved Nature Use Permit (NUP) coveringthe current calendar year estimated emissions. In compliance with this NUP, theContractor is responsible for payment of any fees associated with emissionsgenerated during the execution of a TCO project. All costs related to late paymentpenalties or interest is for Contractor's account.

    B) Some TCO projects will require the Contractor to apply for a project specific RoKNUP. When applicable, the Contractor will be notified during the bidding process,either by specific instructions in the Job Packs, or other written communication, thata Project specific RoK NUP is required to execute the Project. In these instances,the Contractor shall submit documentation of their Project specific RoK NUP to theTCO Construction Engineer prior to the start of work. Contractor shall provide proofof fee payment(s) at the end of the project, and prior to submitting final invoice for

    works completed. All costs related to late payment penalties or interest is forContractor's account.

    1.3.2 Communication

    1 INTRODUCTION

    Tengizchevroil (TCO), a joint venture company between Chevron, Exxon-Mobil, LUKoil, andKazakhstan government, intend to upgrade their existing Fire Water Systems to make thesecompliant with current RoK regulations and to overcome the operational problems faced bythem. The PFU project is being implemented towards this.

    In addition to upgrade of FW network (including replacement of FW pumps andmodification of pump start-up sequence/controls, this project also envisages installation ofnew UW pumps and distribution network. The existing TW Pumps are also being replaced.

    Considering critical importance of FW,UW and TW systems for the plant operation, newpumps for each service are to be operational before the existing pumps for the sameservice can be decommissioned. This document details the philosophy to be adopted tointegrate the FW, UW and TW systems with the upgraded equipment and distributionnetworks without affecting operation of the main facilities.

    3.3 Main Modifications under PFU project

    Main modifications envisaged as a part of this project are:

    Providing new Electric FW pumps (G-106 A/B) to replace existing Electric FW pumps

    (G-97 1/2/3). These new pumps will be housed in a new FW pump house.

    Providing new Jockey pumps (G-105 A/B) to replace the existing pumps (G-77/5.5 &

    77/5.6 presently being used as Jockey Pumps as well as UW Pumps). These new

    Jockey pumps also will be installed in the new FW pump house.

    Providing new Utility Water Pumps (G-081A/B) and a UW distribution system,segregated from the FW system. These new pumps will be housed in a new UW/TW

    Pump house.

    Providing new TW Pumps (G-107A/B) to replace the existing Technical Water Pumps

    (G-77/6.1, 6.2, 6.3 and 6.4). These new pumps will be housed in the new UW/TW Pump

    house

    Installation of suitable overpressure protection for FW network and for underrated

    HDPE piping for FW network in Sulphur pads area.

    Replacement of existing hydrants / monitors, isolation valves and sections of headers.

    Implementation of integrated auto-startup sequence for the revamped FW pump

    battery.

    4 SWITCH-OVER PHILOSOPHY

    Refer Attachment-1 for the list of reference P&IDs prepared for this project.

    This section describes the philosophy to be followed for implementation of proposedmodifications without hampering plant operations and jeopardising safety of the systemswhile switching over operation to the new systems after upgrade. Those existing systems,which will become redundant after upgrade, will be dismantled ONLY after correspondingnew systems start functioning satisfactorily.

    The outline of philosophy for enabling switch-over to the upgraded system is divided intothe following 9 distinct steps:

    4.1 Step-1 : Main Construction Phase

    a) Construction of project scope that does not involve any work on the existing system: likenew pump-houses, pumps and connected piping etc.

    There is no impact on working of the existing systems while construction of pump-houses goes on including installation of new pumps and connected pipes up to therespective tie-in locations.

    This part of the work also includes the following :

    installation of new hydrants/monitors

    construction of hydrant/monitor/valve pits at new locations (replacing existinghydrant/monitor/valve pits)

    4.3 STEP-3 : Implement the switch over of TW supply to consumers from new TWsystem

    Commission Tie-ins 46, 47, 48 and 49 one by one by opening the isolation valve from thenew TW header and then closing the isolation valve from the existing TW header. Theexisting TW pumps can be stopped one by one, as the TW/PW demand switches to thenew system.
